To anyone who would listen, was by politicians of varying color and observers all sorts proclaimed that the upcoming Presidency was so important that Community negotiations, let alone elections or a government formation, leading up to and during the Presidency avoided had. The argument was that a cripple federal government would not be credible enough to lead a Presidency in the right direction. April 2010. Since the mid-1960s, an important change in the attitude of local Belgian authorities toward cultural infrastructure (meeting halls, public libraries, sporting accommodation, etc) has been noticed. Many state-subsidized initiatives have been taken in this area, & the role of public authorities has changed to action, rather than simply support. However, cultural policy also supposes citizen participation, which has been legally guaranteed: every ideological tendency has the right to participate in the management of public provisions in the cultural sector. To date, the amalgamation of municipalities has had no direct impact on the expansion of the cultural infrastructure. Many options were decided before the mergers, & since 1977, the economic crisis has brought other priorities. Also, the participatory structures have been reorganized on the level of the new municipalities, thus creating a greater social distance between government & citizen. Modified HA.

Dit werk geeft een antwoord op de vraag welke rol een grondwettelijk hof speelt binnen het staatsbestel en de trias politica. In navolging van de theorie van H. Kelsen wordt de rechtspraak van het Belgisch Grondwettelijk Hof geanalyseerd in het licht van de rechtsscheppende functie waarmee elke grondwetstoetsing ongetwijfeld gepaard gaat. Op basis van een conceptuele indeling aan de hand van de gevolgen van de arresten van het Grondwettelijk Hof toont de auteur aan dat dit rechtscollege is geëvolueerd van een negatieve wetgever tot een positieve kader-, en zelfs precisiewetgever. Technieken uit de rechtspraak van het Grondwettelijk Hof zoals de handhaving der gevolgen, de gedeeltelijke vernietiging en de zgn. 'lacunes in de wetgeving' komen daarbij uitgebreid aan bod. Ook ophefmakende uitspraken van het Hof, zoals het Brussel-Halle-Vilvoorde arrest en het arrest over het onderscheid tussen arbeiders en bedienden, worden in dit onderzoek geanalyseerd.

Sociaal werk staat of valt met goede gespreksvoering. Immers, het belangrijkste instrument dat een sociaal werker heeft is het aangaan van een relatie met een hulpvrager waarin door middel van gesprekken gezocht wordt naar de kern van de hulpvraag. Ook de hulp zelf bestaat grotendeels uit gesprekken. Die gesprekken hebben tal van onderwerpen, variërend van werk en inkomen tot opvoeding en relationele problemen. Over deze hulp wordt dan weer afgestemd tussen sociaal werkers en andere hulpverleners, leidinggevenden en ambtenaren. Ten slotte worden al die gesprekken weer vastgelegd in teksten die de besluitvorming die door middel van deze gesprekken heeft plaatsgevonden, weer moeten verantwoorden. Tekst en gesprek spelen dus een leidende rol in het sociaal werk. Rapportage en gespreksvoering zijn dan ook onderdelen die je vaak in de opleiding tot sociaal werker terug ziet. Het onderzoek naar deze onderdelen van het sociaal werk staat echter, zeker in Nederland, nog in de kinderschoenen. Dit heeft een aantal redenen. Ten eerste is sociaal werk in Nederland een beroep dat je aan een hogeschool leert. Universiteiten hebben geen opleiding tot sociaal werk. Hiermee vormt Nederland een uitzondering. Omdat het doen van onderzoek tot voor kort was voorbehouden aan universiteiten, is in Nederland het onderzoek naar het sociaal werk pas goed op gang gekomen sinds de invoering van lectoraten aan hogescholen. Ten tweede is het onderzoek naar uitvoeringspraktijken op microniveau in het algemeen van recente datum. Door een meer sociaal-constructivistische manier van kijken is de aandacht voor 'doen' steeds belangrijker geworden; immers, daar waar mensen handelen, wordt betekenis gegeven en krijgt samenleven vorm (Hall, Juhila, Matarese & Van Nijnatten, 2014).

The framework of public administration in many developing countries was, to a large extent, set by the colonial powers: direct or indirect rule, centralization of administrative power benefiting only a small elite, & the abuse of power at the lower levels of government affect the administrative apparatus to this day. Other problems are the psychological insecurity of many administrators, the intertwining of politics & administration, the inability of the administrators to cope with problems of economic planning & performance, & the general shortage of skilled personnel, especially in the field of management. The science of public administration presents various approaches to the study of administration in developing countries, including: (1)`ideographic' analysis (largely descriptive, & directed at the solution of practical problems), & (2) typologies & classifications (`crude' models or sophisticated ideal types, like M. Weber's 'bureaucracy'). F. W. Riggs's bipolar ideal type of 'agraria' & 'industria' deserve particular attention; when used in the context of an ecological approach (eg, Riggs, F. W., Administration in Developing Countries-The Theory of Prismatic Society, Boston: Little, Brown, 1964) it forms a very useful approach to the study of public administration in developing countries. Ideographic analysis suffers from a lack of scientific rigor, but its attention to history & culture & its practical orientation constitute definite advantages. Yet, there are considerable problems in justifying `comparative ideographic' development assistance in the field of public administration. Weber's ideal type offers another useful starting point for the study of development administration, but only if one uses the bureaucratic ideal type in a more inductive way than Weber did, & if one takes great care to avoid simplistic notions about a `modern' bureaucracy. Riggs's ecological approach & Weber's ideal type of `the bureaucracy' as reformulated by F. Heady (Public Administration: A Comparative Perspective, Englewood Cliffs: Prentice Hall, 1966), seem to be the most solid bases for a further development of the study of development administration.
