Scientific literature presents the labour market policy in Poland in an abstract way: through the prism of statistics, expenditure, regulations and organisational structures. However, we know very little about everyday work of public employment services (Powiatowe Urzędy Pracy, PUP), i.e. institutions created in response to a major societal problem of the unemployment. Referring to the research results, inspired by the street-level bureaucracy perspective, this paper explains why it is important to analyse routine, mundane activities of frontline staff of PUP. It also reconstructs which elements of academic narratives on the labour market policy in Poland move us away from the understanding of typical aspects of this administrative world.
Transformative agreements in the context of open access to the results of scientific research ; Umowy transformacyjne (transformative agreements) w kontekście otwartego dostępu do wyników badań naukowych
Over recent years, open access has developed very dynamically in the world. Many countries have implemented an open access policy and created different ways to publicize the results of scientific research. There are many rules and guidelines related to it, among others Plan S, which aims to implement from 2020 full and unrestricted access to publications resulting from the results of research financed from public funds. The introduction of such activities involves signing and, in particular, transforming existing contracts with publisher into agreements based on the principles of open access the so-called transformative agreements. Standards are created to support national consortia and libraries in negotiating the implementation of a new type of contract, eg. five negotiation rules with LIBER publishers (Ligue des Bibliothèques Européennes de Recherche – Association of European Research Libraries). The aim of the paper is to present good practices and familiarize with activities implemented in the world in the implementation of open access strategies, in particular policies of selected European Union countries in negotiations with scientific publishers, which may become an inspiration for activities related to openness in science implemented in Poland. Wiele krajów wdrożyło politykę otwartego dostępu i utworzyło różne ścieżki upubliczniania wyników badań naukowych. Powstało wiele zasad i wytycznych z tym związanych m.in.

Admissibility of the Use of Animals for Scientific Purposes in the Light of International Public Law and EU Law ; Dopuszczalność wykorzystywania zwierząt do celów naukowych w świetle prawa międzynarodowego i prawa Unii Europejskiej
The article is aimed at assessing the regulations of the European Convention for the protection of vertebrate animals used for experimental and other scientific purposes, opened for signature in Strasbourg on 18 March 1986, and Directive 2010/63/EU of the European Parliament and of the Council of 22 September 2010 on the protection of animals used for scientific purposes in the context of their impact on the number of procedures which set out a model for the protection of animals used for scientific purposes in European countries, in the perspective of their impact on the reduction of the number of scientific procedures using animals carried out in European countries, including especially those involving the highest degree of suffering for animals. The starting point for this assessment was the identification of rules determining the admissibility of scientific use of animals in European countries and the impact that certain measures implemented under these rules may have on the reduction of the number of procedures involving animals. In principle, the analysis of these solutions is to specify the directions of further development of regulations aimed at protecting animals used for scientific purposes.

The considerations presented in the article are to be an impulse to reflect on the foundations on which modern scientific discoveries are based. The aim of the analysis is to present a number of doubts as to the accuracy and perfection of contemporary research results in social sciences, in particular in the discipline of political science. In social reality there are still many limitations both on the part of the human being as the subject examining reality and the imperfections of the tools he uses. The article discusses attitudes towards scientific dispute consisting in the clash of the scientific paradigm based on empiricism and positivism with postmodern interpretivism within the hermeneutic paradigm will soon end.
Political science as an academic discipline aware of its foundations (a biased contribution to the debate containing four remarks) ; Politologia jako dyscyplina naukowa świadoma swoich postaw (stronniczy przyczynek do debaty z czterema uwagami)
The text presents remarks on four issues political scientists often take into consideration when reflecting on the borders of their research. The first issue concerns the call to scrutinize the course of legislative procedures, the second one – the need to recognize and note various traditions of political thought in the platforms of political parties and the statements uttered by politicians; the third – the fundamental question of whether political topics are grasped in the structure of sensual perceptions reflected in language; and, finally, the disputable postulate that the philosophy of politics, approached as an element of reflection on political science, clarifies exclusively the notions and concepts applied in the political sciences. These considerations pose problems rather than solve them, and they are completed by a warning that political science should not be developed towards common knowledge, and it should not become increasingly indeterminate and blurred. ; The text presents remarks on four issues political scientists often take into consideration when reflecting on the borders of their research. Szkolnictwo wyższe i dyplomacja naukowa jako narzędzie soft power w polityce ChRL wobec Unii Europejskiej ; Higher education and scientific diplomacy as a soft power tool in the policy of the People's Republic of China towards the European Union
Władze ChRL stawiają przed swoimi uczelniami ambitne cele, m.in. wprowadzenie kilkunastu uczelni do ligi najlepszych uniwersytetów świata. Chińskie uczelnie odchodzą od wzorca kultury organizacyjnej "copycat", rozwijając własną dynamikę innowacyjności uczelni, poprzez konsekwentne podnoszenie swoich pozycji w międzynarodowych rankingach. Jednocześnie jednak cele rozwojowe stawiane chińskim uczelniom powiązane są z globalną ekspansją gospodarczą ChRL. Dyplomacja naukowa Państwa Środka działa przede wszystkim poprzez Instytuty Konfucjusza. Uczelnie Unii Europejskiej stanowią cel strategiczny w tej polityce, gdyż posiadają one zasoby i praktyki konieczne do wzmocnienia uczelni chińskich. Artykuł analizuje wybrane aspekty użycia polityki uczelnianej jako soft power chińskiej dyplomacji. ; Higher education policy is an element of soft power in the international politics of the PRC. This has become possible because, for two decades, universities in China have been developing and undergoing profound changes. PRC authorities have set ambitious goals for their universities, e.g. making some of the universities top higher education institutions worldwide. Universities in China are abandoning the "copy-paste" pattern, developing their own technological innovations, and consistently raising their position in international rankings. Development goals set for Chinese universities are connected with the global economic expansion of the PRC. The scientific diplomacy of China is primarily executed through the Confucius Institutes network. European Union universities are a strategic goal of this policy as they possess the resources, practices and customs China needs to strengthen its universities. The paper analyzes selected issues of employing higher education policy as a soft power in Chinese diplomacy.

Science diplomacy as a form of cooperation and rivalry in the Arctic ; Dyplomacja naukowa jako forma współpracy i rywalizacji w Arktyce
In the context of the challenges posed by the intensifying effects of climate change and the growing international importance of the Arctic, the question about relationship between scientists and diplomats and political decision-makers in process of shaping and implementing foreign policy has been emerging. This article – based on the concept of scientific diplomacy and analysis of selected examples of interactions between the world of science and world of foreign policy in the Arctic region – indicates the two-dimensional nature of a scientific diplomacy. On the one hand, there is a national dimension – oriented towards the realization of state's own interests and on the other there is an international dimension oriented towards developing regional cooperation and solving common problems. This specific nature of scientific diplomacy means that it can be perceived both as a instrument of rivalry and a mechanism of cooperation in contemporary international relations.
