The purpose of the paper is to study the actions undertaken by the European institutions, aiming at a larger openness of resources, such as cultural works, scientific publications and educational materials, as well as to examine the motivations and results thereof. The European Union, being the area of production of a significant number of works belonging to each of the aforementioned categories, views these resources as strategic to its development. Thus it has taken diverse measures in order to maintain an appropriate balance between the public (social) interests, understood as open access to the resources, and the private interests, prioritising the protection of the owner's rights. The paper demonstrates that these actions are not uniform due to a diverse character and standing of these resources in the economy. The first instruments regarding scientific and educational resources had been implemented ten years before the implementation of legislative measures concerning the cultural products. Hence the public interests, meaning users' access, were treated as more important than the private proprietary rights.

The article undertakes the problems of novel theory based on artistic solutions proposed by futurists. It analyzes the innovative prose techniques of Nowa Sztuka (New Arts) artists, clashing them with contemporary and current philosophical trends. It shows that the prose of B. Jasieński, A. Wat, A. Stern and other futurists is still an important experience of the literary and literature-scientific self-consciousness.

Bioterrorism is a complex and dynamic phenomenon, occurring in various forms. It is difficult now to define a uniform definition of terrorism that is changing under the influence of the development of civilization, and especially the rapid progress in scientific and technical knowledge. The terrorists perfectly use the latest achievements of biological sciences in their terrorist attacks. The purpose of this article is to bring the phenomenon of bioterrorism.

The proclamation of Polish statehood and the establishment of the Regency Council in 1917 enabled the undertaking of diplomatic activities in the Central Powers to ensure the conditions for the Polish state to be viable. The aim of the paper is to present the construction of the foundations of Polish politics – the diplomacy of the Regency Council administration through its government offices, as well as to seek answers to the questions whether the assumed intentions were implemented and what was the result of initiatives and activities in this area on the international arena?

The subject of the article is an analysis of the social perception of the 2019 parliamentary elections. This analysis was performed on two dimensions: individual perception of politics and collective, illustrated in social research before and after the elections. The scientific goal of the article is an attempt to build the structure of the process of perceiving elections. The theoretical reference are the concepts of shaping images of political phenomena and events.

Reviewed monography Necros. Introduction to death body's ontology by prof. Ewa Domańska (AMU) is a fragmentary reflection on ontological status of dead body and corps (treated subjectively). Review's author presenting the methodological assumptions of the work, its main goals and concepts of consideration for political scientists. Author also indicates how the term (historical) "necropolitics" could be used by political science and sets a potential field for its scientific exploration.

The article complements the methodological discussions with issues related to the participation of young people in social research. The scientific purpose of the article is to analyze, indicate the features and stages of the research process, methods and scope of research in the context of available research on the political participation of young Poles. The subject of the analysis is also the research project "Determinants of the electoral participation of young Poles in 2019" carried out in September 2019.

A part of anti-Ukrainian discourses on the Polish-language Internet is related to the perception of migration through the prism of an economic profit and loss account. Before February 24, 2022, threads related to the labor market were popular. Currently, there has been a shift towards narratives focusing on the alleged privilege of migrants from Ukraine – as well as on the "weakness" of the Polish state. In the text, I look at these discourses in detail – both in quantitative and qualitative terms. The publication is based on the results of the Counterhate project carried out jointly by the Centrum im. B. Geremek, Helsinki Foundation for Human Rights and Securelex.

The present paper discusses the following research questions: to what extent did errors made by the previous presidents of Ukraine result in the country's failure to introduce systemic reforms (e.g. combating corruption, the development of a foundation for a stable state under the rule of law and free-market economy)?; can it be ventured that the lack of radical reforms along with errors in the internal politics of Ukraine under Petro Poroshenko resulted in the president's failure?; will the strong vote of confidence given to Volodymyr Zelensky and the Servant of the People party exact systemic reforms in Ukraine?; or will Volodymyr Zelensky merely become an element of the oligarchic political system in Ukraine?

The paper analyses instruments used for implementation of public policy. Broad background, including descriptions of debates in scientific literature on certain instruments, typologies of instruments, as well as factors that influence the choice of instruments, has been provided. The second part of the paper focuses on the relation between policy design in Poland and the structure of public policy instruments. Policy design in Poland favours "hard" instruments of public policy at the expense of catalytic instruments which could have been used to great extend to solve complex policy problems.

The spatial order constitutes the first commune's own task among those listed exhaustively by the legislator. In fact, the full responsibility for defining areas has been entrusted to the commune authorities as they have been equipped with appropriate spatial planning tools, which make it possible to realize their sovereign competencies. However, space disharmony is raised in the scientific discourse as well as in media reports and political disputes. The aim of this article is an attempt to perform a synthetic analysis of both theoretical and practical significance and the use of spatial planning tools by commune authorities.

The article is an attempt to trace the changes taking place in vocational education in Poland, paying special attention to the possibilities of local and regional activities supporting vocational education. The conclusions presented in the text result from the author's expert experience related to the implementation of projects to support vocational education. The presented model of support for vocational education is currently carried out by the Bialystok Human Resources Training Foundation in the city of Białystok and Białystok Poviat as the Competence Centre of the Białystok Functional Area. The experience in the implementation of the project and its effectiveness is so universal that the project will be implemented throughout the Podlasie Voivodeship. It can also be a model for local government units running vocational schools.

The article deals with resonance, development, and changes in various forms of atheism in the works of Czech, especially Marxist, intellectuals in the second half of the 20th century. Attention is also paid to their influence on public opinion, especially in connection with a rise in negative attitude of a large part of the Czech public towards religion. The study is based primarily on historical and discursive analyses of the works of principal authors from the 1950s to 1989. Among the authors discussed are important figures such as Ivan Sviták, Milan Machovec, and Vítězslav Gardavský.
