The aim of the research was to analyze the legal and organizational foundations of e-government. The introduction of e-government in Ukraine is regulated by a large number of normative legal acts in the field of information society development. The analysis of information sources-legal norms by using general scientific and special scientific methods led to the conclusion that the provisions of administrative legislation also belong to the information legislation. It was concluded that the legal framework for the implementation of e-government should not only be harmonized with generally recognized international standards, but also, developed and adopted in the context of the Sustainable Development Goals until 2030. Based on the assessment and comparison of the main trends in the development of digital economy, simplification, decentralization, deregulation, institutional capacity development and communication support are attributed to the main achievements and digital capabilities of Ukraine in the direction of e-government. Definitely, the need to improve e-governance mechanisms in the sphere of telecommunication networks at the state level is emphasized.

Within the scope of the scientific article, by means of documentary sources, the main conceptual directions of the fight against environmental crime in Ukraine are highlighted. Special emphasis is placed on the use of social mechanisms to ensure legality in the investigated area; adoption of the Law of Ukraine "On ecological culture of the population"; careful planning of the processes of development and implementation of organizational, legal and other measures aimed at preventing crimes against the environment. It is proposed to increase funding of control and supervisory bodies for the detection and prevention of criminal offenses, other state structures for the protection of nature; development of a unified state policy in the field of combating organized environmental crime, all this, on the basis of a criminological examination of legislation. In the conclusions it is proposed to unify the efforts of law enforcement agencies of various states to stop anti-environmental criminal behavior, neutralize all stages of the implementation of a criminal offense: planning, illegal extraction of resources, transportation, sale and laundering of proceeds obtained through crime against nature.

Methodology and adherence to scientific ethics are the two most important points for any work. These are the two points that make a work successful or weak. This article, in this framework, is a review of the Kurdish Working Group's Writing Guide published by the Mesopotamia Foundation in December 2019. It is understood from the book that this Guide is the result of several years of the Kurmanci Working Group's work and was prepared with the participation of 20 academics / academically affiliated people. Although it has been prepared for several years, it can be seen that the work and the prepared Guide have serious problems in terms of scientific methods and ethics. Therefore, methodological problems and scientific ethics of the Guide and its preparation process have been evaluated in this article.

The aim of the article is to consider the priority areas of state policy and outline initiatives that are of strategic importance to Ukraine. The research topic is state programs (strategic initiatives) in the field of education and science, security and defense, information that will provide the opportunity to lay the foundation for positive changes in society. The study applies methods of scientific knowledge such as the dialectical method, the monographic method, the methods of analysis and synthesis, the system and structural method, the grouping and classification method, the abstract and logical method. The reasons, factors and processes that led to Ukraine's prolonged stay under the influence of oligarchic capital are investigated. In addition, they consider the prerequisites for the preservation of elites that hinder the democratic development of the Ukrainian state. It is concluded that the introduction of democratic institutions in post-totalitarian countries requires, first of all, a concentration of efforts in the fields of education and science, information policy, national security and defense.

Ante la proliferación de revistas científicas editadas por las universidades y las dificultades que éstas enfrentan para profesionalizar sus procesos, el artículo expone la problemática y propone algunos puntos de reflexión sobre el rol que asumen las universidades en esta labor, teniendo en cuenta características comunes de este tipo de publicaciones y preocupaciones ya expresadas por expertos en la materia, especialmente del ámbito iberoamericano. Se invita a un análisis profundo sobre las implicaciones que tiene para las universidades ser editoras de revistas científicas y buscar un equilibrio entre cantidad, calidad y pertinencia en los títulos que publica.

Presentar una propuesta epistemológica que, de respuesta a los sentidos referidos por los mismos profesores frente a la evaluación profesoral, nos refiere, según resultados de este estudio, al diálogo como opción en la evaluación del desempeño profesoral, porque facilita el encuentro profesor–estudiante, es un espacio para la palabra, la reflexión, la democracia, lo ético, la construcción pedagógica y la construcción de sentidos y significados. Esta propuesta de evaluación dialogante, se basa en fundamentos empíricos, teóricos, pedagógicos, epistemológicos, ontológicos y éticos de la evaluación dialogante.

The purpose of the research was to study the fundamental provisions of the Constitution of India and the amendments made to it, which regulate the constitutional foundations and principles of the formation of a sovereign, secular, and democratic state. In addition, the article discusses the constitutional provisions relating to the acquisition of independence, the freedom of India, the formal establishment and consolidation of the fundamental rights and freedoms of its citizens and the abolition of the institution of untouchability. The study of the role and importance of the political and legal views of the leader of the national liberation movement, the philosopher and jurist Mohandas Karamchand Gandhi in shaping the constitutional foundations and state structure of India is of some interest. The author used a complex of scientific methods to achieve the objective. It is concluded that the achievement of India's political independence, the declaration of equal rights and freedoms and the abolition of the untouchable caste in the state Constitution, is a significant contribution to the development of this country and a rapid step in increasing India's importance in the world.

The term co-radicalization refers to intergroup hostilities leading to conflicts through cycles of reciprocal threat. This article explores the concept of co-radicalization in violent and non-violent terms and its potential application particularly in Turkey and broadly in the Middle East, a region characterized by ethnic, cultural and religious diversity, as well as socio-economic disparities. Drawing from the social fragmentations recently observed in Turkey, where scientific research on radicalism and co-radicalization is insufficient, the article offers several subjects of scrutiny, including (1) socio-economic co-radicalization between the native and migrant people in the fringes of the urban spaces, (2) the religious norm carriership led by the state institutions and the rise of "Deism" and atheism in response, and (3) the variety of non-violent radical expressions feeding each other, from music to satire. We conclude that the study of co-radicalization should be distinguished from the reductionist approaches to the concept, which tend to take terrorism and radicalism synonymously; the social scientific goal is to gain a deeper understanding of the complex dynamics behind societal divisions.

Through a methodology of documentary and dialectical basis, in the article, the authors investigate the methodological foundations of the spatial development of the region, through the study of its content and conceptual instrument. In the same way, different points of view on the concept of "region" are presented, the fundamental methodological elements of the formation and organization of the socio-economic development of the region are listed, characterizing the potential of natural resources and the socio-economic development of the municipal districts. Based on this information, the region's place in the social division of labor was determined, the development prospects of the districts were outlined, and the cause-and-effect relationships of the region's socioeconomic indicators were also established. By way of conclusion, everything indicates that the socio-economic development of the region under modern conditions is seen, in the first place, in self-sufficiency. Therefore, your accumulated potential must first be assessed to make a real assessment and then organize a search for the missing resources and funds. The use of a type of strategic management at all levels of management of the political system is the key to a balanced and successful development.

The aim of the research is the historical and legal characteristics of the main scientific concepts of the origin of the state. The opinions of scientists were analyzed and a conclusion was made about the variety of concepts related to the emergence and formation of the state. It was shown that the main concepts (theories) of the origin of the state include: theological, organic, patriarchal, psychological, class, violence theory, oligarchic, racial, cosmic, etc. The following methods were used in the research: analysis of biographical sources, synthesis, deduction, comparative analysis and meta-analysis, etc. It was concluded that in modern legal science there are various theories explaining the process of the emergence of the state from different positions. The list of scientific concepts we considered is not exhaustive, but with the development of legal science it can be expanded and supplemented with new content. Having considered the main theories of the origin of the state, we can come to the conclusion that it is impossible to state unequivocally which of these theories is absolutely correct. Each of the theories deserves attention and affection, each of them has its positive and rational points.

The aim of the article was to determine the current state of the ideological basis of the Russian-Ukrainian war of 2014-2022. The purpose was to achieve a scientific reflection on the historical and civilizational foundations of the Russian-Ukrainian war of 2014-2022, with a key focus on the distorted facts of the past. The presentation of the research results is carried out on the basis of the chronological method. The main sources of the work are written historical evidence (Hypatian Chronicle and Chronicle of Thietmar of Merseburg, etc.). In addition, the problem of the main historical and political origins of the divergence between the Ukrainian and Russian peoples, the features of the formation of Asiatic-type despotism in Russia and the problem of Eurocentricity of Ukrainian territories over the centuries were considered. In conclusion, it is summarized that the simplified schemes of interpretation of the history of Ukrainian and Russian peoples became the main feature for the Russian, anti-Ukrainian propaganda in the period of 2014-2022. On the basis of distortion of historical facts and financial opportunities poured into the information sphere, the old Soviet and imperial myths are actively replicated in Russia.
