Executive Council Thirty-Fourth Ordinary Session 7 – 8 February 2019 Addis Ababa, Ethiopia ; The African Capacity Building Foundation (ACBF) was created in 1991 in response to the shortage of capacity to build indigenous human and institutional capacity to promote sustainable development in Africa. The Foundation was designed to serve as a coordinating mechanism for donor support to capacity building in Africa, through the pooling of resources and a common governance and reporting system. To date, 40 African countries have become members of ACBF. ACBF has, however, continued to avail its support to all African countries regardless of their membership status. In recognition of its effective support to African countries, ACBF was designated by African Heads of States and Government a Specialized Agency of the African Union by Decision Assembly/AU/Dec.621 (XXVIII) of the 28th Assembly in January 2017.
The STS movement, which emerged in embryonic in the middle of last century and made over the decades, remains relevant to the society we live in. Thus, it is recurrent the need for a participation of this society in the direction given to the scientific and technological activity, demanding more democratic decisions. In this sense the research is based on the questionings: what is the characterization of educational practices carried out in STS field in Basic Education and in teacher training?; And, as has been the participation of society in scientific and technological development? As objectives, we seek: (i) identify which subjects have participated in decision-making on scientific and technological development, and how; (ii) analyze data referrals in respect of educational practices STS; (iii) to investigate whether the STS assumptions are advancing the Academy to implement educational practices; (iv) to point out horizons for Science Education in the perspective of curricular settings guided by the constitution of a culture of participation. It is a bibliographical research whose methodology was the Discursive Textual Analysis, composed of unitarization, categorization and communication. The corpus of analysis emerged four categories: 1) Limitations practices STS implemented; 2) Methodological aspects of practicas STS; 3) Social participation in the development of ST in classrooms; 4) Justifications for insertion of STS practices.

It is quite impressive the visibility of online publishing compared to offline. Lawrence (2001) computed the percentage increase across 1,494 venues containing at least five offline and five online articles. Results shown an average of 336% more citations to online articles compared to offline articles published in the same venue. If articles published in the same venue are of similar quality, then they concluded that online articles are more highly cited because of their easier access. Thomson Scientific, traditionally concerned with printed journals, announced on November 28, 2005, the launch of Web Citation Index™, the multidisciplinary citation index of scholarly content from institutional and subject-based repositories (http://scientific.thomson. com/press/2005/8298416/). The Web Citation Index from the abstracting and indexing (A&I) connects together pre-print articles, institutional repositories and open access (OA) journals (Chillingworth, 2005). Basically all research funds are government granted funds, tax payer's supported and therefore, results should be made freely available to the community. Free online availability facilitates access to research findings, maximizes interaction among research groups, and optimizes efforts and research funds efficiency. Therefore, Ambi-Água is committed to provide free access to its articles. An important aspect of Ambi-Água is the publication and management system of this journal. It uses the Electronic System for Journal Publishing (SEER - http://www.ibict.br/secao.php?cat=SEER). This system was translated and customized by the Brazilian Institute for Science and Technology Information (IBICT) based on the software developed by the Public Knowledge Project (Open Journal Systems) of the British Columbia University (http://pkp.sfu.ca/ojs/). The big advantage of using this system is that it is compatible with the OAI-PMH protocol for metadata harvesting what greatly promotes published articles visibility. Currently, there are 687 conformably registered repositories in OAI. The Public Knowledge Project – Open Archives Harvester2. lists Ambi-Água: http://pkp.sfu.ca/harvester2/demo/index.php/browse/ index/677. At the OAI base the URL of Ambi-Água is http://www.agro.unitau.br/ seer/index.php/ambi-agua/oai?verb=Identify. La relevancia de esta tecnología es ensanchar el acceso a un gran volumen de materiales digitales. ; Desde sua proposição, em 1955, por Eugene Garfield, o "Fator de Impacto" tem sido extensamente usado como uma medida da qualidade em função das citações de artigos de periódicos científicos (Testa, 1998). Seguindo o lançamento desse conceito, foi estabelecido o "Institute of Scientific Information" (ISI) que passou a compilar um Índice de Citação de Ciência (SCI) e, finalmente, o Relatório de Citação de Periódicos (JCR®) em 1975. Hoje, o JCR® apresenta dados estatísticos para avaliação dos principais periódicos do mundo e o impacto deles na comunidade científica global (Thomson Scientific, 2007). Marziale e Mendes (2002) definiram o fator de impacto de um periódico como a razão entre o número de citações pelo número total de artigos publicados em um período de dois anos. No QUALIS CAPES, um sistema brasileiro que classifica periódicos científicos de interesse ao sistema de pós-graduação, vários comitês científicos incluem na avaliação deles o JCR®. Porém, esta situação está mudando, especialmente com o número crescente de periódicos científicos mundiais, especialmente, publicados eletronicamente por meio da Internet.
The constant changes in the labor market have increasingly demanded professional qualification of people in their organizations and contributed to the relevance of investigations into the understanding of the Professional Development phenomenon. Thus, this study aimed to reflect on scientific research as a means of professional development of the individual in organizations. The purpose of this article is to map the scientific literature on the topic environmental uncertainty in international databases ProQuest and EBSCO providing results on the state of the art of this subject and the characteristics of scientific papers published. The method used was bibliometrics, being investigated 97 items from a universe of 1.194. All of the works comprised the period from 1975 to 2010. The results suggest that: a) during the period examined different social networks of researchers and institutions were formed to study this issue, b) the work of Duncan (1972), although it's been nearly four decades of its publication, it continues to influence the formulation variables for the measurement of environmental uncertainty, and c) the research on environmental uncertainty has received over the years other terminologies and methodologies. It was observed that the studies were applied in various business segments, always aiming to minimize the environmental turbulence and thereby maximizing organizational results. This research also revealed that the way to measure them cannot be normalized, since each segment is facing a different environment several variables (customers, suppliers, competitors, society, politics, government actions, among others). ; O objetivo deste artigo é mapear a produção científica sobre o tema incerteza ambiental nas bases de dados internacionais ProQuest e EBSCO, fornecendo resultados sobre o assunto, bem como as características dos trabalhos científicos já publicados. O método utilizado foi a bibliometria, sendo investigados 97 artigos de um universo de 1.194. Os trabalhos analisados compreenderam o período de 1975 a 2010. Os resultados sugerem que: a) durante o período analisado, diversas redes sociais de pesquisadores e instituições se formaram para estudar esse tema; b) o trabalho de Ducan (1972), embora tenham se passado quase quatro décadas da sua publicação, continua influenciando a formulação de variáveis para a mensuração da incerteza ambiental; e c) a pesquisa sobre incerteza ambiental recebeu, no decorrer dos anos, outras terminologias e metodologias. Observou-se que os estudos foram aplicados nos mais diversos segmentos empresariais, sempre objetivando minimizar as turbulências ambientais e com isso maximizar os resultados organizacionais. Esta pesquisa revelou, ainda, que a forma para a sua mensuração não pode ser normatizada, visto que cada segmento se depara com um ambiente diferente e com variáveis diversas (clientes, fornecedores, concorrentes, sociedade, política, ações governamentais, entre outras).
Abstract: The terms "university", "teaching" and "research" are closely related. The reason for the establishment of a community of learners and students were, on the one hand, the formation of man, and on the other the search for the truth about man, life, society and the world. In the face of technological development and access to information, including the development of legislation that allows the individual, without going through formal institutions, data acquisition, the question arises whether the university is needed, and if so, what is its role in realizing the right to education and freedom of scientific research. Implementation of freedom of scientific research and freedom of teaching in times of universal information access and modern technology can do without the university. However, this is university that can benefit from innovative research methods and teaching remains the most important forum for the exchange of ideas and the search for truth and knowledge transfer, vocational skills and social attitudes.Keywords: Right to education. Freedom of scientific research. Constitution. Cultural rights. Freedom of teaching. Resumo: Os termos "universidade", "ensino" e "pesquisa" estão intimamente relacionados. A razão para o estabelecimento de uma comunidade de alunos e estudantes foram, por um lado, a formação do homem, e por outro a busca da verdade sobre o homem, a vida, a sociedade e o mundo. Em face de desenvolvimento tecnológico e do acesso à informação, incluindo o desenvolvimento de uma legislação que permite que o indivíduo, sem passar por instituições formais, tenha acesso a dados e a informações, gera a questão de saber se a universidade é necessária, e em caso afirmativo, qual é o seu papel na realização dos direitos à educação e à liberdade de pesquisa científica. A implementação da liberdade de investigação científica e liberdade de ensino em tempos de acesso à informação universal e tecnologia avançada pode se realizar sem a universidade. No entanto, a universidade pode se beneficiar de métodos inovadores de pesquisa e de ensino e continuar a ser o mais importante fórum para a troca de ideias ea busca da verdade e da transferência de conhecimentos, competências profissionais e as atitudes sociais.Palavras-chave: Direito à Educação. Context: With the growing denunciations of violence and injustices in the social relationship, inside and outside schools, education based on human rights is insurgent in the current system of teaching and learning. Using the concept of school as a process of scientific, social and political construction, we planned the teaching and learning process of chemical interactions using the art of graffiti as a playful activity. Objectives: Reflection on chemistry teaching beyond the concepts of natural sciences, but also towards social issues to promote an education that transfigures the traditional model established by the hegemonic power during Brazilian history. Design: We use an ethnographic case study as a method. Scenario and Participants: In this way, we chose to bring graffiti art to chemistry workshops, since the paints are fixed on urban walls through chemical interactions between substances, building images and/or protest phrases that make us rethink the injustices and inequalities existing in Brazilian society and to dialogue the emergence of this art in the black movement with the political aspects of Human Rights. Thirteen students enrolled in a state basic education high school in the city of Goiânia-GO, Brazil, joined the workshops on Human Rights, Graffiti and Chemistry. Eight graffiti artists also participated in the workshop for free. Data collection and analysis: We used transcripts of semi-structured interviews and video-recorded workshops to categorise the data, analysing them with the Descending Hierarchical Classification technique and the use of dendrograms performed by the Iramuteq Software. Results: We obtained categories that evidence the chemical understanding of the content of chemical interactions and the socio-political understanding of human rights, and seven drawings on graffiti murals that show this correlation. Conclusions: The transgression of morals and the empowerment of the subordinate promote playfulness in the individual or collective social visibility of individuals, enabling better assimilation of scientific and social content.
As diferenças em saúde entre homens e mulheres têm sido objeto de grande interesse, mas as interpretações tendem a ser naturalizadas e essencialistas. Os estudos de gênero têm criticado essa literatura, oferecendo alternativas de análise promissoras. Assim realizou-se estudo com o objetivo de descrever o perfil e as tendências da atividade científica sobre gênero e saúde no Brasil. Foram utilizados dados do Diretório de Grupos de Pesquisa do Conselho Nacional de Desenvolvimento Científico e Tecnológico, do Banco de Teses da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior, e quatro periódicos da área da saúde. Foram identificados 51 grupos com pelo menos uma linha de pesquisa na temática, com concentração regional e institucional. Os resultados confirmam o crescimento acentuado da produção científica, sendo localizadas 98 dissertações, 42 teses e 665 artigos sobre gênero e saúde. As mulheres são autoras de 86,0% das teses e 89,0% das dissertações e 70,5% dos artigos. A maioria dos trabalhos acadêmicos foi divulgada na década de 2000, quando ocorreu também ampliação das questões abordadas. Os temas podem ser reunidos em cinco subgrupos: reprodução e contracepção; violência de gênero; sexualidade e saúde, com ênfase nas DST/Aids; trabalho e saúde, incluindo trabalho doméstico e trabalho noturno; outros temas emergentes ou pouco explorados. São grandes os desafios políticos, epistemológicos e metodológicos para consolidação dos avanços. A perspectiva de gênero oferece amplas possibilidades de enriquecimento da reflexão teórica na saúde coletiva, podendo-se somar a outros esforços intelectuais e políticos para a compreensão da saúde e seus determinantes na luta contra as desigualdades e pela justiça social. ; The differences in health between men and women have been object of great interest, but interpretations tend to be naturalized and essentialists. Gender-oriented studies have criticized this literature and offered new analythical alternatives. The present study was intended to describe the profile and trends of scientific production on gender and health in Brazil. Data sources comprised the Research Groups Directory of Conselho Nacional de Desenvolvimento Científico e Tecnológico (National Research Council), CAPES (Coordination for the Improvement of Higher Education Personnel) Thesis Bank, and four journals available in SciELO - Scientific Eletronic Library Online. Fifty-one groups with at least one line of research in the subject were identified, with regional and institutional concentrations. The results confirmed the marked growth of scientific production in this field as 98 master and 42 doctoral dissertations and 665 articles on gender and health were retrieved. Women authored 86.0% and 89.0% of doctoral and master dissertations respectively, and 70.5% of the articles. Most were published in the 2000s when diversification of the studied topics was also seen. The studied subjects can be divided into five subgroups: reproduction and contraception; gender and violence; sexuality and health with emphasis on STD/AIDS; work and health, including domestic and night work; other emergent or less explored topics. There are major political, epistemological and methodological challenges for strengthening these advancements. The gender perspective offers possibilities for enlightment of theoretical dilemmas in public health. Furthermore, it can be added to other intellectual and political efforts towards understanding health and its determinants and fighting against inequalities and for social justice.
Nas últimas décadas, gênero e sexualidade circunscreveram um inovador campo de crescente produção intelectual, tornando-se ao mesmo tempo foco significativo de incidência política para antropólogas e antropólogos no Brasil. Com vistas a iluminar disputas em jogo no contexto brasileiro atual, em que o conhecimento que produzimos vem sendo duramente atacado, revisitaremos alguns documentos de posicionamento público, divulgados pelo Comitê de Gênero e Sexualidade da Associação Brasileira de Antropologia (ABA) ao longo dos últimos anos. Propomos uma reflexão sobre o tipo de conhecimento que temos produzido sobre gênero e sexualidade, como ele tem impactado o debate público acerca dessas questões e como tem afetado os modos como nossa própria prática científica vem sendo socialmente percebida e avaliada. ; In the last decades, gender and sexuality have circumscribed an innovative field of increasing intellectual production, becoming at the same time a significant focus of political action for anthropologists in Brazil. In order to put into perspective the disputes that are at stake in the current Brazilian context – in which the knowledge we produce has been severely attacked – we will revisit some documents of public positioning, published by the Gender and Sexuality Committee of the Brazilian Association of Anthropology (ABA) over the last few years. We propose a reflection on the kind of knowledge we have produced about gender and sexuality, how it has impacted the public debate about these issues and how it has affected the ways in which our own scientific practice has been socially perceived and evaluated.
En el presente documento se discuten algunas conjeturas para la explicación y comprensión de la relación entra investigación y política, particularmente en la participación de investigadores en cargos directivos dentro y fuera del ámbito académico. En un trabajo previo, ese tipo de alternancia o expansión de roles se había explicado otorgando peso a las cuestiones de reputación y experticia científica, la oportunidad con que se establecen los nexos entre investigadores y funcionarios, e incluso a la sincronía entre la emergencia y pertinencia de temas para la agenda pública con el trabajo de algún académico. Ese tipo de fenómeno no sólo se explicaría por las razones mencionadas, pues los académicos buscan otros horizontes fuera del ámbito científico por encontrarse en una etapa de transición o crisis, según se le interprete, que ocurre alrededor de la media vida académica. Esta etapa de la trayectoria laboral es similar a la crisis de la media vida que, de acuerdo con el mito occidental, le ocurre principalmente a los hombres.Palabras clave: Investigadores. O objetivo desse artigo é descrever e analisar um tipo de discurso relativamente jovem: o discurso científico-político-empresarial, assim como mostrar exemplos dele em dois países, Brasil e Rússia. O artigo aborda o fenômeno do diálogo do discurso científico, na sociedade contemporânea, com outras esferas da atividade humana – a da política e a dos negócios, analisando assuntos pautados em dois fóruns de desenvolvimento econômico (em São Paulo e São Petersburgo). A pesquisa apoia-se nas ideias bakhtinianas sobre o diálogo e na análise discursiva e comparativa realizada pelo grupo CLESTHIA axe sens et discours da Université Sorbonne Nouvelle, em Paris. Um dos conceitos desenvolvidos por este grupo é o tertium comparationis (ou elemento de comparação), que é usado na análise deste trabalho. Os resultados apontam para a apropriação, por parte do discurso dos negócios, da autoridade conferida à ciência para validar práticas empresariais e, também, para a semelhança ideológica, fruto das relações produtivas globalizadas, que se estabeleceram nos dois países. ; The purpose of this article is to describe and analyze a relatively young type of discourse: scientific-political-business discourse and show examples of it in two countries, Brazil and Russia. The article discusses the phenomenon of the dialogue of scientific discourse in contemporary society with other spheres of human activity - those of politics and business - analyzing issues discussed in two forums of economic development (in São Paulo and St. Petersburg). The research is based on Bakhtinian ideas about dialogue and the discursive and comparative analysis carried out by CEDISCOR, the research group which is based in the University of Sorbonne Nouvelle in Paris. One of the concepts developed by this group is the tertium comparationis (or element of comparison), which is used in this analysis. The results point to the appropriation, by business discourse, of the authority given to science, which validates business practices and to the ideological similarity, fruit of the globalized productive relations, settled in both countries.
Há uma contradição entre a percepção de diferentes setores da elite quanto às questões da fome e nutrição no Brasil. Por um lado, o carro-chefe da política social do atual governo brasileiro é o Programa Fome Zero. Esse programa se baseia na concepção de que a condição de fome é socialmente relevante no País. Por outro lado, a comunidade científica na área de nutrição, por meio de estudos epidemiológicos, destaca a obesidade como um dos problemas de saúde pública mais graves no Brasil. O motivo pelo qual a percepção pública está dissociada da produção de conhecimento sobre o assunto tem raízes antigas, relacionadas às dificuldades de institucionalizar a ciência no Brasil. Isso se refletiu numa relativa falta de legitimidade do discurso científico. A novidade nessa situação é a conquista de maior visibilidade internacional, pela comunidade científica em epidemiologia nutricional. O futuro da aplicação prática dos resultados da pesquisa em epidemiologia nutricional no Brasil depende da dinâmica das agendas políticas sobre fome e nutrição, e dos setores a elas associados. O objetivo do estudo foi explorar essa situação por meio da análise de dados cientométricos sobre a produção científica, dados históricos e documentais quanto ao discurso sobre a fome. ; There is a contradiction between the perceptions held by different sectors of the Establishment with regard to the questions of hunger and nutrition in Brazil. On the one hand, the flagship of the present Brazilian government's social policy is the "Fome Zero" program. This program is based on the notion that the condition of hunger is socially relevant in this country. On the other hand, the scientific community in the field of nutrition has, through epidemiological studies, highlighted obesity as one of the most serious public health problems in Brazil. The reason why the public perception is dissociated from the production of knowledge on this subject has old roots that are related to the difficulties in institutionalizing science in Brazil. This has been reflected in a relative lack of legitimacy for scientific discourse. The new factor in this situation is the attainment of greater international visibility by the scientific community in nutritional de epidemiology. The future of the practical application of the results from nutritional epidemiology research in Brazil depends on the dynamics of the political agenda regarding hunger and nutrition, and of the sectors associated with this. The objective of this study was to explore this situation by means of analyzing scientometric data on the scientific production, historical data and documents relating to discourse about hunger.
This article seeks – through a critical and explanatory analysis, based on bibliography studies of Rousseau's works, focusing mainly on Discourses and Emílio – to show how the concept of nature, in the perspective of the developed political and social theory by Rousseau, is consistent with that expressed in his pedagogical work. We intend to analyze the concept of nature when he thinks about the state of nature, the natural man and early childhood – the child Emílio – and then the civil state, the social man and the moral individual – the citizen – in order to rethink the purpose of educational action within a political project of society. By carefully exploring the political-social dimension with the pedagogical dimension in the reference works, it is possible to conclude that the pedagogical project, in Rousseau, is, at the same time, an alternative and complement to the politics agenda, and is therefore necessarily inscribed on the agenda of life in society. ; Este artículo busca, a través de un análisis crítico y explicativo, basado en estudios bibliográficos de las obras de Rousseau, centrándose principalmente en Discursos y Emílio, mostrar cómo el concepto de naturaleza, en la perspectiva de la teoría política y social desarrollada por Rousseau, es consistente con lo expresado en su trabajo pedagógico. Tenemos la intención de analizar el concepto de naturaleza cuando piensa en el estado de la naturaleza, el hombre natural y la primera infancia, el niño Emílio, y luego el estado civil, el hombre social y el individuo moral, el ciudadano, para repensar el propósito de acción educativa dentro de un proyecto político de la sociedad. Al explorar cuidadosamente la dimensión político-social con la dimensión pedagógica en los trabajos de referencia, es posible concluir que el proyecto pedagógico, en Rousseau, es, al mismo tiempo, una alternativa y un complemento de la agenda política, y por lo tanto está necesariamente inscrito en la agenda de la vida en sociedad. ; O presente artigo procura – através de uma análise crítica e explicativa, baseada em estudos de bibliografia das obras de Rousseau, centrando-se principalmente nos Discursos e em Emílio – evidenciar de que maneira o conceito de natureza, na perspectiva da teoria política e social desenvolvida por Rousseau, se coaduna com aquele expresso em sua obra pedagógica. Pretendemos analisar o conceito de natureza quando ele pensa o estado de natureza, o homem natural e a primeira infância - a criança Emílio – e depois o estado civil, o homem social e o indivíduo moral - o cidadão - tendo em vista repensar a finalidade da ação educacional dentro de um projeto político de sociedade. Explorando detidamente a dimensão político-social com a dimensão pedagógica nas obras de referência, é possível concluir que o projeto pedagógico, em Rousseau, é, a um só tempo, alternativa e complemento da pauta da política, estando, portanto, necessariamente inscrito na agenda da vida em sociedade.
The indigenous education in Brazil has its founding milestone with the first catechetical actions of the Jesuits in the second half of the XVI. In this long trajectory until the days the education of the indigenous peoples that inhabit the Brazilian territory has been the object of controversies and discussions, both at governmental and academic level and generated numerous studies. The aim of this work was to identify and describe, through a narrative review, the scientific production produced by the researchers who study the subject and published their studies in different publication channels: theses and dissertations, books, collections and articles. At the end of the study it was possible to identify a scientific production composed of several documentary typologies about the theme of indigenous education from several areas of knowledge. ; La educación indígena en Brasil tiene su marco fundador con las primeras acciones catequéticas de los jesuitas en la segunda mitad del siglo XVI. En esa larga trayectoria hasta los días la educación de los pueblos indígenas que habitan el territorio brasileño ha sido objeto de controversias y discusiones, tanto a nivel gubernamental como académico y generado innumerables estudios. El objetivo de este trabajo fue identificar y describir por medio de una revisión narrativa la producción científica producida por los investigadores que se dedican a estudiar el tema y publicaron sus estudios en diferentes canales de publicación: tesis y disertaciones, libros, colecciones y artículos. Al final del trabajo fue posible identificar una producción científica compuesta de varias tipologías documentales acerca de la temática educación indígena oriunda de diversas áreas del conocimiento. ; A educação indígena no Brasil tem o seu marco fundador com as primeiras ações catequéticas dos jesuítas na segunda metade do século XVI. Nessa longa trajetória até os dias atuais a educação dos povos indígenas que habitam o território brasileiro tem sido alvo de controvérsias e discussões, tanto no nível governamental quanto acadêmico, e gerado inúmeros estudos. O objetivo desse trabalho foi identificar e descrever por meio de uma revisão narrativa a produção científica produzida pelos pesquisadores que se dedicam a estudar o tema e publicaram seus estudos em diferentes canais de publicação: teses e dissertações, livros, coletâneas e artigos. Ao final do trabalho foi possível identificar uma produção científica composta de várias tipologias documentais acerca da temática educação indígena oriunda de diversas áreas do conhecimento.
