This article discusses the effects of the separation of functions in basic income support, as found in the evaluation according to paragraph 6c of Social Code II (SGB II), in which the efficiency of 'ARGE' administration associations and 'opting' municipalities was compared. The article considers the development of separated service functions, the organisation of the service process within the scope of SGB II, the governance of separated functions, and the organisation of the service processes at the interfaces to further social legislation in the Federal Employment Agency's (BA) and municipalities' areas of responsibility. The separation of functions constitutes a model of implementation not legally intended, which contradicts structurally a previously central aim of reform, namely a unique provider of services. The author concludes that the extent of cooperation between service providers, within the scope of SGB II and beyond, depends on the locally operating decision-makers. In general, there is a contradiction between the welfare-state-oriented logic of SGB II and the economic logic of SGB III. In the light of the BA's focus on fiscal efficiency, the author perceives a danger of 'the economic logic predominating and potentially disadvantaging hard-to-place employment-seeking persons, or of long-term and holistic integration strategies remaining under-developed'. Reform proposals of the tertiary education system in the German state of North Rhine Westphalia are critiqued as undemocratic & discriminatory. It is argued that the reform constructs a four-pronged system: (1) excellence centers are opened to the best & the brightest scholars & students & devoted to research activities, (2) Ph.D. programs train next generations of scientists, (3) master courses are offered at universities combining research & teaching staff, & (4) bachelor studies are delegated to technical colleges & lesser, regional universities. The elitist thrust to separate BA & MA study courses is pointed out, the former are limited to three-year duration & serve as testing grounds for selecting future students of the latter, which, in turn, will be groomed to pursue Ph. D. education. Since research & scholarship are the privileged targets of university education & bachelor diploma are intended only for obtaining a job outside the academia, a de facto division into the elite & the "bachelors" will ensue, the former still trained at universities, the latter at lesser schools. The negative implications of this reform on financing research & education at German institutions of higher learning are pointed out. It is concluded that this experience illustrates the absurdity of politically motivated educational reforms: a reform is carried out but nobody knows why. Z. Dubiel
