EU grants in the years 2007-2013 and the health care system in Poland
Poland has been a member of the European Union since 1 May 2004 under the Accession Treaty signed on 16 April 2003 in Athens, the legal basis for Poland's accession to the European Union. Thanks to this move we get help in the form of EU grants to improve our economy. Since then we have seen the effects of this help, such as motorways, stadiums. And what contribution does the EU have for the health of Poland? Thanks to participation in the European Union, our health care has improved. Thanks to numerous subsidies, the conditions in hospitals and outpatient clinics have improved and new medical equipment has become available. The modernization of medical rescue services, including the purchase of new emergency ambulances, the construction, reconstruction or repair of provincial emergency notification centers, will result in the reduction of mortality in emergency situations in the near future. Thanks to subsidies from the European Union, there have been many positive changes in the Polish health service. Thanks to the good use of funds, people are tested with state-of-the-art equipment by qualified medical personnel, brought by specialized ambulances to an appropriately-organized and well-equipped healthcare facility.

Funding of health care in India in the context of country development and overall health system go
India is a pluralistic, multilingual and multi-ethnic country located in Southeast Asia. It is the 2nd largest populated country which has the 7th position in the geographical area. Since 1990 India has emerged as one of the wealthiest economies in the developing world. Recently it is the second fastest growing major economy in the world. Despite the fact that economical development in India has been accompanied by increases in life expectancy, literacy rates and food security, India's performance in the area of health care has been still far from satisfactory. The system of financing health care as a one of the most privatized in the world faces especially many problems. This paper would therefore attempt to describe and assess the system of financing health care in India. In order to outline to the readers the overall country context the first section will provide a brief description of the demographic, economic and health profile of the Indian population. The second and third sections will present the main methods of funding health care in India as well as and the budget of health care system. The concluding section would attempt to assess the financing system in India and offer a way forward for the better achievement of health care system goals.

Progress in medical sciences, biomedical engineering and medical robotics provided rehabilitation robots – novel solution regarded as more effective than traditional forms of rehabilitation. Use of rehabilitation robots, despite they are at the beginning of their development, is wide discussed from medical, social, economical and ethical points of view. Paper aims at analysis the extent to which current possibilities in this area are exploited, including chances and threats.
Health insurance reform in the United States: old lessons on a renewed debate
In 2009, following the election of Barack Obama to the Presidency of the United States, the American public entered into a fierce debate on how to reform its health care system. The intense debate on health care reform, however, is not a new phenomenon in American political life. Debate over health care has cycled its way into the American political discourse every twenty-years or so. History suggests that forceful opposition has prevailed against most major efforts to alter the health system in the United States. Yet, once again the Democratically-controlled Congress and Presidency in the United States aspire to break this cycle of history. With both houses in Congress passing a bill with significant reforms, it seems that this time may be different. While it is very likely some reforms will pass in 2010, no law has been signed yet56. In the end, only time will dictate the outcome of this round of health reform debates. Through a thorough literature review, this article provides the Polish reader a sense of health care reform efforts in the U.S. from the historical perspective and discusses the current proposed reforms. Particular attention is paid to the evolution of the American health insurance system, failed efforts of past health reform initiatives, their contrast with today's efforts, and current health and economic indicators that could lead to reform in 2010.

The aim of this paper is to indicate a diverse nature of the issues investigated in public policy sciences, particularly emphasizing the importance of the health policy in explaining social reality. By resolving public problems, numerous needs of society, inter alia, health needs can be met. One of the sciences which explains social problems and public policy has an interest in is the health policy. Both the health policy and public policy have two dimensions, i.e. applicable and theoretical. In terms of 'applicable' one, active participation of all social life entities affecting awareness of developing health resources is vital. And in the theoretical one, as a science, health policy addresses theoretical problems related to satisfying health needs of individual and collective populations. However, in the existing definitions of the health policy, there is no reference to "health needs". One can only assume that this category is used intuitively as it is hard to imagine numerous activities and decisions taken without identifying the needs, so that the health system could meet them. Reverting to health policy in its practical sense it is crucial to teach the public responsibility for their own behavior towards health. Health education deals with the skills needed to care about health in an accountable and independent way. This kind of education plays an important part in the implementation of public policy since its task is not only to transfer knowledge, but also to develop skills to make informed choices and decisions and thus to shape a democratic society with an independent way of thinking. The applicable role of the health policy is to improve the management of the health sector. In this respect, the organization of the treatment process, which is to provide comprehensive medical care for patients and therefore to improve the existing relations of a public nature, is essential.

The Medical Fund in the Public Finance Sector ; Fundusz Medyczny w sektorze finansów publicznych
The aim of this study is to determine the legal status of the Medical Fund as a state special-purpose fund, the sources of its financing and the rules of the disposal of public funds, as well as its place in the public finance sector. The article uses the formal-legal method, applicable to legal scholarship. The introduction to the Polish public finance sector of a new unit responsible for financing health care seems to be an expression of the legislator's care for this sector of activity of public authorities. However, the introduction of the Medical Fund as an additional resource did not significantly increase the financial outlays for the implementation of public tasks in the area of health care incurred by the state and local government units. There was only a change in the structure of public expenditure in the health sector. ; Celem niniejszego opracowania jest ustalenie statusu prawnego Funduszu Medycznego jako państwowego funduszu celowego, źródeł jego finansowania i zasad dysponowania środkami publicznymi oraz jego miejsca w sektorze finansów publicznych. W artykule wykorzystano metodę dogmatyczno-prawną, właściwą dla nauk prawnych. Wprowadzenie do polskiego sektora finansów publicznych nowej jednostki odpowiedzialnej za finansowanie ochrony zdrowia wydaje się być wyrazem dbałości ustawodawcy o ten sektor działalności organów władzy publicznej. Wprowadzenie Funduszu Medycznego jako dodatkowego zasobu środków jednak nie zwiększyło istotnie nakładów finansowych przeznaczanych na realizację zadań publicznych z zakresu ochrony zdrowia ponoszonych przez państwo i jednostki samorządu terytorialnego. Dokonano jedynie zmiany w strukturze wydatków publicznych w sektorze zdrowotnym.

The ageing of Polish population poses a challenge to the society resulting in the necessity to meet the needs of the increasing number of the elderly. Despite the progress of civilization (i.a. in medical technology), not every elderly person will be in good health and maintain their ability to care for themselves until their last days. In the event of some kinds of risks, i.a. social or health, some seniors will be able to count on their families' support, whereas the number of seniors who are dependable on social welfare institutions will continue to increase, according to the latest demographic and economic forecasts. The aim of this article is to present the challenges the social welfare system has to face as a result of the ageing population. In particular, the coverage, forms and kinds of benefits the elderly receive from the social welfare, and what main limits and barriers they have to overcome to receive them. The presented data suggests that the government will experience difficulties with meeting the demands for care services, especially long-term ones, due to the lack of resources, including human and financial ones. In addition, the policy agenda does not show any form of pressure on this area of public policy.
Medical care and sanitation, hygiene and living conditions in German (Nazi) concentration sub-camp Konzentrationslager Stutthof — Aussenlager Pölitz

The article analyzes the sanitary and hygienic conditions of living and medical care at Konzentrationslager Stutthof — Aussenlager Pölitz — a branch of the Stutthof central camp. The sub-camp in Police was created with a view to supplying cheap labour to a synthetic gasoline fac-tory, which was a strategic plant of the German war economy. The health condition of prisoners in concentration camps always remained bad, but the health problems of the prisoners in Police resulted not only from terrible sanitary, hygienic, and living conditions, but also from the difficult working conditions in the factory. So far, the issues of interest to us have not found wider interest among researchers who focused on the so-called "Camps", apart from the so-called small — affiliate camps. The following research questions were asked: How did medical care function in the German (Nazi) sub-camp Konzentrationslager Stutthof — Aussenlager Pölitz? What were the sanitary, living and hygienic conditions in the German (Nazi) sub-camp Konzentrationslager Stutthof — Aussen-lager Pölitz? In preparing this article the author used research methods characteristic for historical sciences, such as external and internal evaluation of sources; the dogmatic method, which seeks casual connections of a more complex nature than simple time-related connections, and comparative research. The analysis was based on archival materials of the Institute of National Remembrance, es-pecially the Archives of the Branch Office of the Commission For the Prosecution of Crimes Against The Polish Nation of the Institute of National Remembrance in Szczecin (primarily testimony re-ports and witness accounts, factual documentation), memories and literature of the subject (Polish, German, and English). Based on the source material and subject literature it was proved that: 1) The way the sub-camp in Pölitz operated depended on the requirements of the German arms industry. It was created to provide cheap labor for a synthetic fuel factory (Chemische Werke Hydropetroleum Industrie Gesellschaft), a strategic plant for the German war industry. 2) Prisoners of concentration camps were never in good health, but health problems of prisoners in Pölitz were caused not only by poor sanitation, hygiene, and living conditions, but also by harsh working conditions in the factory. 3) The health conditions developed by prisoners from the KL Stutthof — Aussenlager Pölitz could be divided into 4 groups: a) illnesses related to the living conditions in the camp, typical for most concentration camps, b) illnesses resulting from hunger and total exhaustion, c) injuries caused by beating, and d) illnesses resulting from workplace contamination. The operation of the Pölitz camp could be divided into two periods: one when the camp (at that time "the summer camp") was still under construction, and the other — its actual operation — when the winter camp was established with extended camp infrastructure. However, regardless of the time, prisoners always suffered from hunger, exhausting work beyond their capabilities and various illnesses.
Analiza skuteczności polityki ograniczania pandemii COVID-19 w Polsce i Malezji do połowy 2021 r

As shown by the statistics, East Asian countries control COVID-19 better than other countries. Due to that fact, one should pose the following question: what is it caused by? The article analyzes the actions taken to control COVID-19 in Poland and Malaysia - statistics, the time of introducing restrictions, their types and scope, as well as methods of their enforcement. The choice of countries is dictated by a similar number of inhabitants and the number of tests performed. Malaysia is recognized worldwide as one of the top countries managing the pandemic very well. On the other hand, Poland is one of the world's leading countries with the highest number of confirmed cases of COVID-19. The descriptive and comparative analysis allowed the author to draw conclusions on the factors that determine success in controlling COVID-19. On the basis of the conducted research, previous experiences and developed action plans for contagious diseases as well as cultural and social factors are of the greatest importance.

The paper presents the election results of the Democratic Party in the midterm elections 2010. The consequences of these elections encompassed the loss of seats in both houses of Congress as well as the much more painful outcome of the Republican Party winning a majority in the House of Representatives. President Obama assumed complete responsibility for this defeat, and the next two years for him will mean cooperation with the GOP, which will be difficult given the financial crisis. Midterm elections traditionally undermine the party of the President in office – power drains from those who wield it. There always are people who are disappointed with the current policy of the administration, however, in 2010 we can talk about a political earthquake. Apart from the 'midterm elections effect', the success of the Republican Party partly resulted from the difficult economic situation and the reform of the health care system. A significant feature of this campaign involved the Tea Party movement, which won a considerable support owing to its critical attitude to President Obama's domestic policy. ; The paper presents the election results of the Democratic Party in the midterm elections 2010.
