"The Establishment History Panel (BHP) consists of person-related data from the registration for social security contributions which were aggregated on the establishment level. In contrast to the Establishment Panel and the Linked-Employer-Employee Data (LIAB), the BHP is not a random sample but covers the total population. Each year, the BHP includes between 1.5 and 2.5 million establishments. The data are available for the years 1975 up to 2005. In comparison, Establishment Panel and LIAB data start in 1993 only. The BHP's yearly cross-sections can be merged to form a panel data set because the BHP includes the necessary identifiers. Comprehensive empirical studies concerning workplace dynamics are possible with this data set. A further considerable advantage of the BHP is that questions based on regional characteristics can be analysed and that the founding or closing date of an establishment can be identified. The possibility to combine the annual data sets into a single panel data set opens up a wide range of research questions. This article is intended to provide an outline of the data content, data access and possible research questions. The main topic of the following text is a description of the BHP base file. I will also sketch some of the future steps we will take to extend the data set by means of so-called extension files. Finally, I will describe a new FDZ project which uses BHP data." In den 1950er und 1960er Jahren überschwemmte eine Fülle von zeitgeschichtlichen Memoiren, Editionen und Dokumentationen zum NS-Regime beziehungsweise zum Zweiten Weltkrieg den Markt. Wie zuletzt Magnus Brechtken für den Fall Albert Speer zeigte, (ent-)standen einiger dieser Werke unter dem geschichtspolitischen Einfluss der ehemaligen Akteure und dienten einer weit verbreiteten Exkulpationsmentalität. Im Lichte dieser aktuellen Forschungsthemen untersucht Paul Fröhlich die Publikationsgeschichte des Kriegstagebuchs von Franz Halder, Chef des Generalstabs des Heeres zwischen 1938 und 1942. Er zeigt den außerordentlichen Einfluss Halders und dessen Entlastungsnarrative auf die Praxis der zeitgeschichtlichen Forschung seit dem Ende der 1940er Jahre und stellt die Frage nach der Akteursnähe der damaligen Historiker.

Historicity of «Non-simultaneity»: On Temporalization of European Political Experience in the Nineteenth Century Behind the problem of «non-simultaneity» lays the question of what has been «non-simultaneous» in terms of the chronology of the historical times. In this context, the article tries to use the «non-simultaneity» in a not-normative manner like «early pioneers» and «latecomers», but by analysing the fundamentaly different temporal structures which are hidden behind the contemporary attempts to establish political power since the French Revolution. The comparison between France, Germany and Great Britain shows how different European societies experienced «non-simultaneity» as a sign for the tensions between the particular historical experiences. It was not a specific German development but the normal case of European societies in the post-revolutionary situation after 1800. Thus the variety of experiences cannot be reduced to one unifying concept of Europe.

Abstract
Stanley Milgram was the first who tried to apply the results of his experiment on National Socialism. Historical science has hardly picked up on this subject with the exception of the American historian Christopher Browning. Despite of some serious problems which have occured by transferring the Milgram-experiment onto National Socialism we are convinced that the possibilities Milgram has opened up for contemporary history have not been exhausted yet. In this connection we would like to plead for a stronger distinction of types of perpetrators, taking into account the latest results in criminology. The Milgram-experiment refers methodically to local studies of massacres and genocides. Its application on the bureaucracy of destruction seems particularly promising to us. Also, there should be included the rescuers of jews into the research on perpetrators as a controlling body.
