O trabalho propõe uma análise comparativa dos formatos impresso e online do Jornal do Brasil (JB), a fim de investigar as transformações no perfil editorial do periódico a partir de sua transição definitiva para a plataforma digital, que ocorreu em 2010. Ao todo, foram analisadas 14 publicações do JB, entre impressas e digitais, buscando uma análise comparativa das edições nas duas mídias. O presente artigo apresenta um resgate da história do JB. Além disso, expõe a análise descritiva, com base nos indicadores de identidade levantados em revisão bibliográfica específica e, posteriormente, apresenta os resultados obtidos, tecendo comparações entre os formatos.
This article proposes a dialogue between the political and academic debates on race, identity, and history in the Brazilian and Portuguese contexts. In order to do so, it examines the myth of racial democracy (as it was known in Brazil) and the idea of a national vocation for interculturality in Portugal to explore how they shape the contemporary debate on racism and Eurocentrism, as well its evasion, focusing on education - which is understood as an arena for important political struggles. By addressing crucial moments in these debates, this article seeks to contribute to wider discussions on race and power in the teaching of history, and to challenge the depoliticization of contemporary narratives that continue to take refuge in the tropes of the historical specificities of each of the national contexts. ; Este artigo propõe um diálogo entre os debates políticos e acadêmicos sobre raça, identidade e história nos contextos brasileiro e português. Para tal, examina a relação entre o mito da democracia racial (como ficou conhecido no Brasil) e a ideia de uma vocação nacional para a interculturalidade em Portugal e o debate contemporâneo sobre racismo e eurocentrismo, assim como a sua evasão, focando na educação – tomada como palco de importantes lutas políticas. Abordando momentos cruciais destes debates, o artigo procura aprofundar a discussão sobre raça e poder no ensino da História e contestar a despolitização das narrativas contemporâneas que continuam a escudar-se nas especificidades históricas de cada um dos contextos nacionais.
This paper assesses empirically the way in which two Latin American upper chambers - the Argentine and Brazilian senates - made use of their confirmation prerogatives between 1989 and 2003: whether taking on a deferential posture towards executive proposals or a more active role, including both consultation and oversight. The article first analyses all nominations regarding outcome (confirmed, rejected, and withdrawn) and length of process. Then, the similarities and differences are used to advance some explanatory hypotheses. Special attention is paid to the impact of political factors, especially senates internal rules for the organization of the legislative work.
This essay wishes to debate the concept of History in Karl Marx's work, in opposition to the "end of History" theory proposed by Francis Fukuyama. In a historic setting that involved the end of the communist era in the Soviet Union and in Eastern Europe, the American author introduces his ideas about the victory of liberal democracy being the culminating point in the history of humanity. Well, to what extent is it possible to consider a system like the one advocated by Fukuyama as the ultimate goal of mankind? Furthermore, to what extent can we consider that there actually is a goal that humanity is seeking to achieve? This essay intends to answer these questions through a Marxist understanding of History.
OBJETIVO : Analisar a dinâmica de funcionamento das Comissões Intergestores Bipartites em saúde, nos estados do Brasil. MÉTODOS : A pesquisa compreendeu visitas a 24 estados, observação direta, análise documental e realização de entrevistas semiestruturadas com dirigentes estaduais e municipais. A caracterização das comissões de 2007 a 2010 considerou quatro dimensões: (i) institucionalidade, classificada como avançada, intermediária ou incipiente; (ii) conteúdo das negociações intergovernamentais, qualificado como diversificado/restrito, aderente/não aderente à realidade estadual e compartilhado/não compartilhado entre estado e municípios; (iii) processo político, considerando o caráter e a intensidade das relações intergovernamentais; e (iv) capacidade de atuação, avaliada como elevada, moderada ou baixa. RESULTADOS : Dez comissões apresentaram institucionalidade avançada. O conteúdo das negociações foi diversificado em todos os estados e na maioria aderente à realidade estadual. Entretanto, um terço das comissões expressaram assimetrias de poder entre esferas de governo. Relações intergovernamentais cooperativas e interativas predominaram em 54,0% dos estados. As dimensões de institucionalidade, conteúdo das negociações e processo político influenciaram a capacidade de atuação das Comissões Intergestores Bipartites na formulação da política e na coordenação federativa em saúde. Predominaram comissões com capacidade de atuação elevada nas regiões Sul e Sudeste e comissões com capacidade de atuação baixa no Norte e Nordeste. CONCLUSÕES : A variação regional entre as comissões sugere a influência de condicionantes histórico-estruturais (desenvolvimento socioeconômico, barreiras geográficas, características do sistema de saúde) na sua capacidade de coordenação intergovernamental em saúde. No entanto, em alguns estados, observou-se a possibilidade de superação de parte das dificuldades estruturais por meio de transformações institucionais e políticas. A realização de investimentos federais diferenciados por macrorregiões e estados é fundamental para a superação de desigualdades estruturais que repercutem nas instituições políticas. A atuação das CIB constitui um avanço, mas o fortalecimento de sua capacidade de coordenação federativa em saúde é crucial para a organização regionalizada do sistema de saúde nos estados brasileiros. ; OBJECTIVE To analyze the dynamics of operation of the Bipartite Committees in health care in the Brazilian states. METHODS The research included visits to 24 states, direct observation, document analysis, and performance of semi-structured interviews with state and local leaders. The characterization of each committee was performed between 2007 and 2010, and four dimensions were considered: (i) level of institutionality, classified as advanced, intermediate, or incipient; (ii) agenda of intergovernmental negotiations, classified as diversified/restricted, adapted/not adapted to the reality of each state, and shared/unshared between the state and municipalities; (iii) political processes, considering the character and scope of intergovernmental relations; and (iv) capacity of operation, assessed as high, moderate, or low. RESULTS Ten committees had advanced level of institutionality. The agenda of the negotiations was diversified in all states, and most of them were adapted to the state reality. However, one-third of the committees showed power inequalities between the government levels. Cooperative and interactive intergovernmental relations predominated in 54.0% of the states. The level of institutionality, scope of negotiations, and political processes influenced Bipartite Committees' ability to formulate policies and coordinate health care at the federal level. Bipartite Committees with a high capacity of operation predominated in the South and Southeast regions, while those with a low capacity of operations predominated in the North and Northeast. CONCLUSIONS The regional differences in operation among Bipartite Interagency Committees suggest the influence of historical-structural variables (socioeconomic development, geographic barriers, characteristics of the health care system) in their capacity of intergovernmental health care management. However, structural problems can be overcome in some states through institutional and political changes. The creation of federal investments, varied by regions and states, is critical in overcoming the structural inequalities that affect political institutions. The operation of Bipartite Committees is a step forward; however, strengthening their ability to coordinate health care is crucial in the regional organization of the health care system in the Brazilian states.
O Brasil se encontra em uma fase de consolidação da educação a distância em todos os setores e níveis de ensino. Depois de uma fase de experimentação, onde houve uma aprendizagem intensa e busca de modelos mais adequados para cada instituição, nos encontramos em uma fase de amadurecimento, de maior regulação governamental, de maior cuidado com o crescimento, a infra-estrutura, a metodologia de ensino, a avaliação. Os modelos predominantes são os de teleaula, videoaula e WEB com maior ou menor apoio local. A legislação atual no Brasil privilegia o modelo semi-presencial, com acompanhamento dos alunos perto de onde moram (em pólos) e mostra desconfiança pelo modelo de acompanhamento online, principalmente em cursos de graduação. A educação a distância está se transformando, de uma modalidade complementar ou especial para situações específicas, em referência importante para uma mudança profunda do ensino superior como um todo. Este utilizará cada vez mais metodologias semi-presenciais, flexibilizando a necessidade de presença física, reorganizando os espaços e tempos de ensino e aprendizagem.
This article studies the policies to reform the Brazilian higher education implemented in the government of Fernando Henrique Cardoso (FHC) and depth in the Lula government, promoted in accordance with the policy guidelines of the World Bank. This is a bibliographic study based on major theoretical discussions on the subject and analysis of key policies of the two governments, and the agreement to the World Bank guidelines. Approaching the latest objective reality, launches hand of data available in the official bodies such as the Ministry of Education (MEC), National Institute of Educational Studies Teixeira (INEP) and the World Bank. This study highlights the commodification of higher education operated by FHC and Lula, structuring a suitable type of university capital, at this stage of its globalization.
The work of Maria Isaura Pereira de Queiroz has been influential in the understanding of social change in Brazil. Her analyses of the modifications, persistence, adaptations and resistance that have flourished in many spheres of social life provide elements for a reading of the social-anthropological singularities of current change processes that have gone on in the country since the 1950s. Based on an analysis in which the microsociological and macrosociological aspects are combined, she has not only drawn a sociological profile of some environments (rural neighbourhoods, for example), but also developed an approach that shows how Brazilian society has changed under increasing urbanization and industrialization - processes which create interactions, practices and specific contexts that are unique to Brazil and do not merely mirror the trajectory followed by other nations.
Este artigo repassa a história e descreve a experiência acumulada em energia nuclear no Brasil, mostrando que as aplicações biomédicas, industriais e agrícolas desenvolveram-se bem no país, a partir dos anos 1950. Em seguida, o artigo demonstra que o país pode cobrir seu consumo de energia elétrica apenas com fontes renováveis de energia, sem recorrer a usinas nucleares de potência. Por fim, são analisados os argumentos comuns na imprensa, a favor e contrários às centrais nucleares, e são discutidos alguns aspectos comerciais e políticos do problema. São também examinadas as estratégias de vendas da indústria nuclear no Brasil. ; This article reviews the history and describes the experience on nuclear energy in Brazil, showing that nuclear technology applied to biomedical sciences, industry and agriculture has been largely developed in this country, from the year 1950 on. Then the paper shows that Brazil can cover its electricity consumption with only renewable energy sources, without nuclear power plants. Finally the arguments usually employed in the press, pro and against nuclear power plants are analyzed and some commercial and political aspects of the problem are commented. The sales strategy of the nuclear industry in Brazil is also commented.
This article results from a broader study which aimed to examine deaf people's literacy in the state of Espírito Santo, Brazil, from 1950 to 1970. The article's goal is, more specifically, to understand the process of decentralization of deaf education/literacy in Brazil, as well as the consequent creation of the first literacy classes for deaf children in Espírito Santo, with regard to the political and administrative aspects of this process. It adopts historical research, as well as documents/texts, as the central object of analysis. It builds on the conception of history proposed by Marc Bloch and on the Bakhtinian perspective on language to understand texts/documents as an enunciation produced by subjects in their time. We conclude that the Campaign for Brazilian Deaf People's Education was fundamental to enable the economic and social project aimed at decentralizing schooling, as well as to ensure that a greater number of deaf people, until then excluded from the constitutional right to education, could learn the country's official language, which was literacy's central goal at the time. Decentralization of deaf education in Espírito Santo, in turn, has actually taken place, but it has largely depended on partnerships between public and private institutions. If, on the one hand, these partnerships have postponed schooling offer as a right, on the other hand, they have enabled the concrete conditions for the education of a group of people until then excluded from this process. ; Este artigo resulta de uma pesquisa mais ampla cuja finalidade foi estudar a alfabetização de surdos no Espírito Santo, Brasil, no período de 1950 a 1970. Objetiva, especificamente, compreender o processo de descentralização da educação/alfabetização de surdos no Brasil e a consequente criação das primeiras classes de alfabetização de crianças surdas no Espírito Santo, quanto aos aspectos políticos e administrativos. Adota a pesquisa histórica e o documento/texto como objeto central de análise. Toma como referência teórica a concepção de História proposta por Marc Bloch e a perspectiva bakhtiniana de linguagem para compreender o texto/documento como um enunciado produzido por sujeitos no seu tempo. Concluiu-se que a Campanha para a Educação do Surdo Brasileiro foi fundamental para viabilizar o projeto econômico e social que objetivava de descentralizar a escolarização e garantir que o maior número de estudantes surdos brasileiros, até então alijados do direito constitucional à educação, pudessem aprender a língua oficial do país, objetivo central da alfabetização da época. A descentralização da educação de surdos no Espírito Santo, por sua vez, ocorreu, mas dependeu, em grande medida, das parcerias entre as instituições públicas e privadas. Se, por um lado, essas parcerias adiaram a oferta da escolarização como direito, por outro lado, viabilizaram as condições concretas para a educação de um grupo de pessoas, até então excluídas desse processo.
The main objective of this paper is to characterize poverty and indicators of socioeconomic development of the micro region of the Bico do Papagaio in the State of Tocantins, Brazil, as theoretical referential Capability Approach (CA), from Amartya Sen. The main indicators used were: the birth rate, crude rate infant mortality, the human development index, literacy rate, fertility rate, the Gross Domestic Product - (GDP) per capita. The data were collected in the Brazilian Institute of Geography and Statistics (IBGE), the State of Tocantins and the United Nations Development Program (UNDP). The results suggest that the micro region of the Parrot's Beak have evidence of decline in extreme poverty and with a tendency to reduce income inequality. Despite the micro region indicators progress, it has a long way to go to achieve a satisfactory level of human, social and economic development.
