Der UN-Human Development Report 1990 stellt fest, Brasilien habe seine Chancen für eine menschliche Entwicklung verpasst. Diese Einschätzung geht auf die hohe Analphabetismusrate (18,7%) und die niedrige Lebenserwartung (65 Jahre) zurück. Trifft die Diagnose zu? Wie ist dieser Sachverhalt zu erklären? - In diesem Artikel wird die Bildungskrise als Ergebnis der Politik der Militärregierung (1964-1984) und der darauf folgenden Redemokratisierung (1985-1990) gedeutet. Die Bildungspolitik der letzten 30 Jahre wird anhand von drei Themenschwerpunkten (Finanzierung des Bildungswesens, öffentliche und private Schulen und Hochschulen sowie Bildungsqualität) untersucht. Für den Zeitraum von 1990-2000 werden Chancen einer Verbesserung der "menschlichen Entwicklung" (im Bildungsbereich) gesehen. Dies ist jedoch noch keine Garantie dafür, dass Brasilien im Jahre 2000 zu den reichen Industrienationen zählen wird. (DIPF/Orig.) ; According to the UN-Human Development Report 1990 Brazil is a country which has missed its opportunities for a human development, taking into account its high illiteracy rate (18,7%) and its low life expectation (65 years). Is this diagnosis correct? How can the problem be explained? This article makes the attempt to explain the educational crisis as a result of the military regime's policy (1964-1984) and further redemocratization efforts (1985-1990). The educational policy in the last 30 years as analysed by foccusing three main aspects (economic resources, relationship between private and public schools and quality of education). There are good possibilities to promote "human development" (especially education) in the next ten years but this does not necessarily mean that Brazil will have a chance to join the rieh industriahzed countries until the year 2000. Auch dieser Kommission ist es nicht gelungen, die Widersprueche und Spannungen in der Bildungspolitik zu ueberwinden. Zu fast allen Problembereichen liegen Mehrheits- (CDU/ CSU, FDP) und Minderheitsvoten (SPD, GRUeNE/BUeNDNIS 90) vor. - Der Versuch, zu einer gesamtstaatlichen Bildungsplanung beizutragen, ist erneut gescheitert. Dennoch ist der Schlussbericht ein wichtiges Dokument, als Problemanalyse und Orientierungsrahmen im Pro und Kontra der Bildungspolitik und als Quelle fuer den gegenwaertigen Stand bildungspolitischer Diskussion." To exemplify this, attention is drawn to the conflicts concerning the structure of the educational system, the ideological fixations, and the relation between the Federal Republic and the individual states. With the constitution of the parliamentary commission "Future Educational Policy – Education 2000" educational-policy counseling has been transferred to the German Bundestag. Yet, this commission has not managed to overcome the contradictions and tensions in educational policy, either. With regard to almost all of the problematic issues, there have been majority (Christian Democrats and Liberals) and minority (Social Democrats, Green Party/Alliance 90) votes. The attempt to contribute to an educational planning for the whole country has failed again. Still, the final report represents an important document offering both a problem analysis and a guideline with respect to the pros and cons of educational policy as well as a source for the ongoing discussion on educational policy. Die erfolgreiche Etablierung des Open-Source-Modells sowie die in den 1990er Jahren entstandene und seitdem erstarkte Open-Access-Initiative haben die Diskussion über Open Content wieder belebt. Zusätzlichen Aufschwung erhält das Thema durch die breite Akzeptanz jener innovativen Technologien, die zur Demokratisierung des Internet beitragen, indem sie die Lernenden zu Akteurinnen und Akteuren machen und ihnen u.a. auch die Werkzeuge zur Entwicklung digitaler Inhalte an die Hand geben. Auf europäischer Ebene wird Open Content im Sinne der freien Zugänglichkeit zu Bildungsinhalten als ein wichtiger Schritt zur Erhöhung der Chancengleichheit und als ein weiterer Baustein auf dem Weg zur Harmonisierung des europäischen Hochschulraums im Sinne der Bologna-Deklaration gesehen. Der vorliegende Beitrag beleuchtet die wesentlichen Merkmale von Open Content im Vergleich zu Open Source und Open Access und stellt eine national getragene Maßnahme zur institutionellen Verankerung von Open Content vor. Johanna Gehmacher uses publications that have appeared on the occasion of the anniversary of the Republic since 1965 along with other sources to draw the image of Austria's constantly changing identity policy. She bases her observations on Renata Saslecl's theory of the fantasmatic roots of social identity discourses and the fact these are not definitive, but continuous and ongoing. Her focus is on the question of the different interpretations over the course of time and within the political spectrum. Gehmacher conforms with Felix Kreissler's theory of Austria's development as a collective educational nation. El presente trabajo intenta abarcar el arco que va de la actual discusión acerca de los resultados de PISA a las tareas desarrolladas por el Consejo Alemán de Educación (Deutscher Bildungsrat) en las décadas de 1960 y 1970. Al mismo tiempo, se buscará dar una mirada a la investigación realizada por la OCDE en la República Federal de Alemania años antes del relevamiento de PISA de 1999-2000. En el mencionado espacio temporal, se había instalado en Alemania la conciencia de que era de toda necesidad una reforma educativa. Fue esta la idea que promovió la fundación del Consejo de Educación, cuya misión era, ante todo, la de fomentar una reforma educativa a nivel fundamental. Por ello, cobra importancia aclarar las razones de la persistencia de la "miseria educativa" en Alemania y las causas que llevaron al fracaso de las propuestas del Consejo de Educación. Una razón de peso es la que se deja ver en la relación – hasta hoy conflictiva – entre las ciencias de la educación y la política alemanas. ; The article covers the time from the present discussion on the results of the PISA study back to the German Educational Council of the 1960s and 70s, including the OECD study of the Federal Republic of Germany which preceded the PISA survey of 1999-2000. During that period,. Germany, too, was characterized by a conviction that the German educational system was in need of a reform of both head and limbs. This insight led to the foundation of the German Educational Council, the main task of which was to initiate a fundamental educational reform. This raises the question of why the plight of German education could continue for so long and why the German Educational Council did not succeed in putting through its reforms. Lateinamerika mit sehr diversen Entwicklungsständen ist einerseits als Kontinent heterogener Länderhistorien zu betrachten, zugleich aber auch Sammelbecken dezentralisierter Bildungssysteme, aus denen stark differenzierende Karrierewege resultieren. In kaum einem gesellschaftlichen Bereich haben soziale Disparitäten einen solch starken Einfluss auf die Mobilität wie in der Bildung, sie sollen exemplarisch anhand von Brasilien und Kolumbien mithilfe von Lebensverlaufsanalysen gezeigt werden. Wenn Ungleichheiten, die auf Herkunft und Milieu zurückgehen, nicht durch institutionelle Bildung kompensiert, sondern, wie anhand der Darlegung der Bildungssysteme Kolumbiens und Brasiliens, verschärft bzw. konzediert werden, ist der individuelle Bildungsaufstieg herausfordernd und gelingt nur wenigen. Vielmehr manifestiert sich in diesen Ländern eine Reproduktion sozialer Disparitäten, bedingt durch die institutionelle Diskriminierung, die Aufstiegsprozesse und Habitustransformationen kaum begünstigen.

"Brasiliens neue Verteidigungsstrategie überrascht mit der Rückbesinnung auf Relikte des Kalten Krieges: Aufrüstung und Abschreckung. Das am 17. Dezember 2008 veröffentlichte Regierungsdokument trägt in weiten Teilen die nationalistisch gefärbte Handschrift der brasilianischen Streitkräfte, die bis heute erheblichen Einfluss auf die Sicherheits- und Verteidigungspolitik nehmen. Auch die Regierung von Lula da Silva ist bekanntlich nicht frei von nationalistischen Zügen. So ließ sich der Präsident in der Heiligabendausgabe des Estado de São Paulo nach der Unterzeichnung von Rüstungsverträgen mit Frankreich über US Dollar 8,5 Mrd. wie folgt zitieren: 'Effektive militärische Fähigkeiten sind eine unverzichtbare Notwendigkeit, um unser Land in eine Macht zu transformieren, die in der ganzen Welt respektiert wird. (...) Brasilien muss die Größe verkörpern, die Gott ihm gab, als er die Welt schuf.' Sein Minister für strategische Angelegenheiten und Spindoktor der neuen Verteidigungspolitik Mangabeira Unger, ein ehemaliger Harvardprofessor, kommentierte die neue Strategie mit dem Ausspruch: 'O Brasil vai nas armas!' (Brasilien greift zu den Waffen!). Brasiliens neue Verteidigungsstrategie zielt auf den Ausbau militärischer Abschreckungsfähigkeit und Machtprojektion. Zu diesem Zweck ist die Redislozierung der Streitkräfte sowie ihre Modernisierung und Aufrüstung geplant. Truppen und Material werden künftig in Amazonien und im Südatlantik konzentriert, um einer militärischen Intervention der USA vorzubeugen. Die Bedrohungsszenarien beinhalten außerdem konventionelle und asymmetrische Konflikte in Südamerika. Eine strategische Allianz mit Frankreich im Rüstungssektor soll die Abhängigkeit von externer Rüstungstechnologie reduzieren. Brasilien akquiriert vorerst französische Rüstungsgüter inklusive technologischem Know-how für rund US Dollar 8,5 Mrd. Nachdem Rüstungskäufe aufstrebender Mittelmächte wie Venezuela und Chile seine militärische Dominanz in den letzten Jahren auf die Probe gestellt haben, sucht Brasilien den außenpolitischen Status als Regionalmacht nun militärisch zu untermauern. Zwar bemüht sich Brasília mit der Errichtung eines regionalen Verteidigungsrates um die symbolische Einbindung der Nachbarstaaten (und die Ausgrenzung der USA). Doch gefährdet die unilaterale Aufrüstung zusehends die Reputation als kooperative Führungsmacht in Südamerika." (Autorenreferat)

Bereits während seines Wahlkampfes 2018 stellte Jair Bolsonaro einen grundlegenden Wandel in der brasilianischen Außenpolitik in Aussicht. Seit Bolsonaro am 1. Januar 2019 sein Amt als Präsident Brasiliens antrat, ist der außenpolitische Wandel weiterhin im Diskurs präsent und lässt sich teils auch an politischen Entscheidungen ablesen. Beim außenpolitischen Wandel geht es nicht nur um veränderte Rhetorik, sondern vielmehr um eine zielgerichtete Politik mit ideellen Grundlagen und tragenden Akteuren. Vorangetrieben wird der Wandel von Mitgliedern des sogenannten ideologischen Flügels der Regierung. Einige Veränderungen, die im Laufe des politischen Wandels bereits vollzogen wurden, sind weniger als Bruch mit der Politik der Vorgängerregierung zu werten, sondern vielmehr als Zuspitzung von Entwicklungen, die schon einige Jahre im Gange waren. Manche außenpolitische Ziele des ideologischen Flügels scheitern an den Interessen und Interventionen der anderen beiden Regierungsflügel, dem technokratischen und dem militärischen. Auch eine Reihe von Kontextfaktoren wie die wachsende ökonomische Bedeutung Chinas setzen dem angestrebten außenpolitischen Wandel Grenzen. (Autorenreferat)

Este artículo presenta una discusión sobre la educación en el medio rural en el estado de Bahía, Brasil. Las áreas rurales poseen los peores indicadores educativos. Debido a los procesos históricos de urbanización y de desarrollo industrial, las áreas rurales fueron excluidas de las agendas políticas, sociales y educativas de la modernización. El texto intenta comprender cómo se produce la articulación entre sujetos, prácticas pedagógicas y territorios locales. Para ello, se estudian los sujetos y prácticas pedagógicas de docentes de aulas unitarias del territorio del Recôncavo del sur (municipio de Amargosa, estado de Bahía). Se pretende identificar y analizar las representaciones de los docentes de escuelas unitarias rurales sobre el espacio (el campo y la escuela), los sujetos (los docentes mismos y sus alumnos) y las propias escuelas unitarias. ; This paper is focused on rural education in the state of Bahia, Brazil. The rural areas have very low educational indicators. As a result of historical processes of urbanization and industrial development, the rural areas have been excluded of political, social and educational modernization. This text looks at the understanding of complex relations amid people, educational activities and local territories. This texts is focused on the subjects and pedagogical approaches by teachers working in one-classroom schools in southern Recôncavo (Amargosa, Bahia). The study is dedicated to the coverage of the peculiarities of the organization of the vaccination campaign against COVID-19 in Ukraine, all this, to analyze the achievements and current problems of the outreach work of medical institutions of higher education. This paper is an independent scientific research review with an analysis of the questionnaire data on the problematic issue. The study was based on the application of a series of theoretical and empirical methods: analysis, systematization and generalization of data on the search for the characteristics of the organization of dissemination work in higher medical education institutions; questionnaire survey to the participants of the educational process.The survey involved 250 respondents from the aforementioned medical HEIs. The results established the awareness of the participants and also testified to the feasibility and importance of strengthening outreach activities in the selected higher medical education institutions. We conclude that consistent disclosure about the risks, uncertainties and availability of vaccines fosters public confidence in vaccination.

El origen de la historiografía moderna es inseparable de su uso público. La Historia es una disciplina que, entre otras funciones sociales y educativas, ha contribuido a conformar la visión sobre la identidad social y política de las naciones. Pero tiene otras posibilidades más profundas, que es la formación de ciudadanos con una conciencia de pertenencia a un mundo amplio y multicultural y con espíritu crítico que le permita ejercer su derechos y deberes ciudadanos con plena conciencia. Desde su origen como materia escolar a la actualidad ha experimentado una importante transformación. ; The origin of modern historiography is inseparable from public use. History is a discipline that, among other educational and social functions, has helped to shape the vision of social and political identity of nations. But there are other ways deeper, which is the formation of citizens with a sense of belonging to the world wide, multicultural and critical spirit to exercise its rights and civic duties conscientiously.
