This article analyzes Sweden's foreign policy 2011–2018. The article is part of a special issue on how the Nordic countries have responded to recent geopolitical change. The international context in which Sweden finds itself has in a number of ways changed drastically during the time of analysis. The foundations of Sweden's foreign policy, however, have seen less change. The Swedish policy adjustments we see are rather the effects of radical change taking place in the previous two decades: the EU membership, the partnership with NATO, and the abandonment of the policy of neutrality. Sweden is thus learning how to adapt to this transformation of its international orientation during a turbulent time in global politics. The article includes an overview of Swedish foreign policy and the literature on the topic. We discuss the major actors, institutions, tools and frameworks in the foreign policy making process. A detailed analysis of the Foreign Minister's Statement of Government Policy provides a temporal comparison over the last decade.

Det som ofte har manglet i forskningslitteraturen om miljø- og klimautfordringer i Arktis, er undersøkelser av hva som betinger innflytelsen av vitenskapelig kunnskap i reguleringer av relevans for Arktis. I denne artikkelen er målet å analysere forholdet mellom arktisk kunnskapsproduksjon (inkludert policy anbefalinger) og norsk forvaltning (herunder Miljødirektoratet og Klima- og miljødepartementet). I artikkelen ser vi nærmere på tre av arbeidsgruppene i Arktisk råd. 1) Arctic Monitoring and Assessment Programme (AMAP), 2) Conservation of Arctic Flora and Fauna (CAFF) og 3) Protection of the Arctic Marine Environment (PAME). Fokus er på kunnskapsstatus, grad av økonomisk og politisk kontrovers innenfor de gitte feltene, betydningen av offentlig og politisk oppmerksomhet og forvaltningsdesign.
Abstract in English:The Arctic Council Between Science, Managment and PolicyWhat has often been lacking in the scholarly literature on environmental and climatic changes in the Arctic are analyses addressing what determines the influence of scientific knowledge on regulations of relevance to the Arctic. The purpose of this article is to analyse the relationship between the production and systematisation of knowledge (including policy recommendations arising from this work) on Arctic issues and the Norwegian management system (overseen by, among other bodies, the Norwegian Environment Agency and Ministry of Climate and Environment). The article focuses on three of the Arctic Council's working groups. 1) Arctic Monitoring and Assessment Programme (AMAP); 2) Conservation of Arctic Flora and Fauna (CAFF); and 3) Protection of Arctic Marine Environment (PAME). The focus is on state of knowledge, degree of political and economic controversy in the issue area, the importance of the matter in public opinion and among policy makers, and management design.

It is becoming increasingly popular among Danes to use early voting. The article describes the changes that have been made in the electoral law to accommodate the use of early voting and describes the historical development in the use of early voting. In addition, we show that there is considerable variation in the use of early voting at the municipal level, and that it is especially the citizens of the island municipalities, rich municipalities and metropolitan municipalities that use early voting. In the third part of the analysis, we examine individual differences in the use of early voting with the help of a data set with over two million Danish voters in the municipal elections in 2013. We show that early voting is primarily used by the oldest citizens and citizens with a nontechnical education – two groups that traditionally have turned out at high rates. The region of Southeast Asia is faced with a complex set of challenges stemming from political, economic and religious developments at the national, regional and global level. This paper sets out to examine trade-, foreign- and security policy implications of the issues confronting the region. In ASEAN, the Southeast Asian countries are continuing their ambitious attempts at further integration. Plans outlining deeper security and economic communities have been adopted. However, huge differences in political systems, economic development and ethnic/religious structures are hampering prospects of closer cooperation. The highly controversial conflict case of Burma/Myanmar is testing the much adhered-to principle of non-interference and at the same time complicating relations with external powers. Among these, the United States and China are dramatically strengthening their interests in the region. American influence is not least manifesting itself in light of the war against terrorism, which the region is adapting to in different ways and at different speeds. By contrast, the European Union does not seem to answer Southeast Asian calls for further engagement. A flurry of bilateral and regional trade agreements is another prominent feature of the economic landscape of the region. This is to a certain degree a reflex ion of impatience with trade liberalization in the WTO and within ASEAN itself. Structures of economic cooperation are under rapid alteration in Southeast Asia. The paper analyses the above-mentioned developments with a view to assessing the prospects of future stability, economic development and integration in and among ASEAN countries. It is concluded that although the scope for increased economic benefit and political harmonization through ASEAN integration alone is limited, the organization could still prove useful as a common regional point of reference in tackling more important policy determinants at national and global level.
Fremstilling av utenrikspolitiske beslutningstakeres psykologi støter på utfordringer. I denne artikkelen argumenteres det for at analyser av politisk psykologi kan komplettere studiet av utenrikspolitikk, både ved å avdekke nye, kausalt betydningsfulle variabler og ved at tilgjengelige fremstillinger av årsakssammenhenger får høyere oppløsning. Gjennom en avgrenset analyse av hvordan konformisme internt i Bush-administrasjonen i kjølvannet av terrorangrepene 11. september 2001 bidro til mangelfull tanke- og meningsutveksling, tilbyr artikkelen en praktisk illustrasjon av dette synspunktet. Illustrasjonen ledsages av prinsipielle argumenter.
Abstract in EnglishPolitical Psychology and the Study of International PoliticsOutlining the mental life of foreign policy decision makers is fraught with challenges. In this article, it is argued that studies of political psychology may supplement foreign policy analysis by revealing undetected causal variables and by giving available interpretations improved micro-level accuracy. The methodological viability of the presented arguments is illustrated through a confined examination of how the psychological mechanism of conformism contributed to deficient sharing of views among members of the Bush-administration in the wake of 9/11. The illustration is backed by principal arguments.
Self-help and self-censorship: A self-help cultural perspective on organizational silence This paper seeks to explain silence in the workplace through an analytical perspective derived from Judith Butlers work on censorship, and in this way suggest an alternative to explanations in the existing literature on employee silence, which are often tied to the actions and motivations of the individual subject. It is thus argued that self-help books can be seen as indicative of a pervasive culture of self-improvement, which among other things promotes the absence of criticism in the workplace. The empirical point of departure for this argument is the two bestselling self-help books The secret by Rhonda Byrne and The 7 habits of highly effective people by Stephen Covey. Theoretically, the paper applies Butlers notion of "implicit censorship" where censorship is understood as productive in the sense of being constitutive of language. Hence, in the analysis it is shown how discursive regimes in self-help literature tend to be constructed in such a way, that explicit criticism cannot emerge as a meaningful activity, and is thus implicitly censored. ; Sociologisk Forsknings digitala arkiv
The Arctic is characterized by a well-functioning international governance regime. Arctic and non-Arctic states aim to solve the challenges following climate change in concert. However, certain challenges and processes may destabilize the intergovernmental order in the long run. This report distinguishes between global and regional dynamics. Future global struggles between the great powers may have repercussions in the high north. On the regional level itself, four questions may destabilize Arctic governance: the status of the North-East Passage, unresolved border disputes, the role of China, and the introduction of more military capabilities. The report offers two guidelines for the strategic approach of the Commonwealth of Denmark towards the Arctic. Firstly, the Commonwealth can play a constructive role for the future stability of the Arctic by aiming, to the extent possible, to solve the four regional challenges. Secondly, the approach of the Commonwealth towards the question of Arctic stability cannot be disentangled from Copenhagen's global priorities.
Iver Neumann has been one of the most productive and visible foreign policy and IR scholars of his generation. He has had great influence both internationally and at NUPI. He has, however, not become a prophet in his own country. Norway's political science community has expressed little interest in the three traditions that have been the lasting anchor points in Neumann's works: the English School, the German tradition of critical theory and French post-modernism. This article suggests that Norwegian political studies have expressed a lack of curiosity – if not an active skepticism – towards political theory in general and continental approaches in particular. The errand here is not to wonder why. Rather, it is to provide the briefest of glimpses into some of the perspectives that lie outside the Anglo-American, methodological mainstream of Norwegian political science.
In recent years, the Swedish Armed Forces have produced and distributed highly edited video clips on YouTube that show moving images of military activity. Along- side this development, mobile phone apps have emerged as an important channel through which the user can experience and take an interactive part in the staging of contemporary armed conflict. This article examines the way in which the aes- thetic and affective experience of Swedish defence and security policy is socially and (media-)culturally (co-)constructed and how the official representation of Swedish military intervention (re)produces political and economic effects when these activi- ties are distributed through traditional and social media such as YouTube and digital apps. Based on Isabela and Norman Fairclough's thoughts on political discourse, Michel Foucault's dialectic idea of power/knowledge, and Sara Ahmed's concept of the affective, I discuss how the Swedish digital military aesthetic is part of a broader political and economic practice that has consequences beyond the digital, the semi- otic, and what might at first glance appear to be pure entertainment. ; In recent years, the Swedish Armed Forces have produced and distributed highly edited video clips on YouTube that show moving images of military activity. I marts 2005 var det 20 år, siden Mikhail Gorbatjov kom til magten i Sovjetunionen som generalsekretær for Sovjetunionens Kommunistiske Parti og fremlagde sit program til reform af det sovjetiske system. Nøgleordene i reformen var perestrojka, glasnost og demokratisering. De fik ikke alene betydning indadtil, men også udadtil i forholdet til omverdenen, der hurtigt fattede lid til Gorbatjov og hans nyskabelser. Dette working paper giver et overblik over Gorbatjovs og hans meningsfællers opfattelse af udviklingen siden da og deres vurdering af reformernes skæbne og skildrer Ruslands stilling på verdensscenen i dag. Dette indebærer også en kritisk vurdering af præsident Vladimir Putins indenrigs- og udenrigspolitik. Der tegnes et billede af et svagt Rusland, der ikke har frigjort sig fra den sovjetiske arvs byrde, men tværtimod på mange måder søger tilbage til den autoritære styreform, et Rusland, der ved inertiens kraft stadig nyder en vis respekt, om end ikke anseelse i det internationale samfund. ; In March 2005 it was 20 years since Mikhail Gorbachev came to power in the Soviet Union as Secretary-General of the Communist Party of the Soviet Union and presented his programme for reform of the Soviet system. Key words in the reform were perestroika, glasnost and democratization. They became important not only internally but also externally in the relations to the outside world that swiftly put its trust in Gorbachev and his innovations. This working paper gives an overview of the perception that Gorbachev and his like-minded have of the development since then, presents their evaluation of the fate of the reforms and of the position of Russia on the world scene today. This also includes a critical evaluation of the domestic and foreign policies of President Vladimir Putin. The paper outlines a weak Russia that has not released itself from the burden of the Soviet heritage but on the contrary in many ways goes back to the authoritarian form of government, a Russia that by inertia still enjoys a certain respect although not esteem in the international community.

We do so by first briefly describing the historical path that has led to the political system we see working today in these countries. Then we tell about the political culture and institutional factors that lead to coalition governments. In the third section, we look at the nature of political agreements. We discuss the preconditions for coalition governments or coalition governance and its pros and cons.
