The number of jobs in Indonesia nowadays is not comparable with the amount of labor, causing high levels of unemployment in the country. This situation has become one of the challenges that must be faced in order to pursue the country's development in a better direction. The government has rightly acknowledged the need to increase its efforts to reduce unemployment levels by creating new jobs or promoting entrepreneurship. The purpose of this research was to explore the influence of the antecedents of entrepreneurial intention among students of Airlangga University. The research used survey methods in relation to 68 student participants in the WEBS activity unit in the Faculty of Economics and Business at Airlangga University. Using a partial least square statistical tool (SmartPLS 2.0, SmartPLS GmbH, Boenningstedt, Germany), the results of the study showed that individual skills aligned with attitudes towards entrepreneurial behavior, perceived environmental dynamism aligned with perceived entrepreneurial behavior control, attitudes towards entrepreneurial behavior aligned with entrepreneurial intentions, and subjective norms aligned with entrepreneurial intentions in positive and statistically significant relationships. However, although the relationships between perceived environmental support and perceived entrepreneurial behavior control, and perceived entrepreneurial behavior control and entrepreneurial intentions were positive, they were not statistically significant.

Politics, coming back to its original meaning which might be defined as influencing other people and which is involves the making of a common decision for people, then, life is never politics-free. When we are thinking, we are contributing in the political life, how to influence or how to be influenced, how to make a decision in life or how to follow a decision. Politics contain of many dimensions, one might think politics in a negative or positive way depending on which dimensions he stick the politics with. Political party is one of the main institutions in the political life which used in practicing the democracy as the representative system needed by the community. It used as a media to transfer the political messages from the community to the government, as peoples' media to send their aspiration to the people 'above', which existence is influencing the development of the policies of the country depending on its effectiveness. As a Muslim-Largest country, Islam has a very important role in Indonesia's political zone. Though, not everything that has an "Islam" name is able to completely represent Islamic values and so some "non-Islam" might also represent Islamic ethical values. The point of this article is to focus more on how is the relationship between politics and Islam in Indonesia by observing the development of Islamic Political Parties and its phenomena. It will be well observed by the historic-phenomenology approach, which is describing and observing the history of Islamic Political Parties in Indonesia and the social facts that happened in the society

This article examines the history of the arrival of Islam into Indonesia. This research is library research using documentation method. The results of this study are: First, no one knows for sure when Islam began to appear in Indonesia. Several theorists and historians have different opinions and analyzes. However, there are at least four major theories regarding the entry of Islam into Indonesia, namely: Arabic theory, Gujarat theory (India), Bengali theory (Fatimi), and Persian theory. Second, the spread and process of Islamization in Indonesia itself was carried out peacefully. Indonesian people can accept the existence of Islam well. There are six channels of Islamization in Indonesia, namely: trade, marriage, Sufism, education, arts and culture, and politics. Third, the existence of Islamic kingdoms also had a big role in the spread and development of Islam in Indonesia. These Islamic kingdoms stretched from Sumatra to the Moluccas. Some of them are the Perlak Sultanate, Samudera Pasai Sultanate, Malacca Sultanate, Aceh Sultanate, Demak Sultanate, Pajang Sultanate, Mataram Sultanate, Cirebon Sultanate, Banten Sultanate, Sultanate of Ternate, Sultanate of Tidore, Sultanate of Gowa, Sultanate of Tallo, Sultanate of Pasir, Sultanate of Banjar, Kotawaringin Sultanate, Pagatan Sultanate, Sambas Sultanate, Kutai Kertanegara Sultanate, Berau Sultanate, Sambaliung Sultanate, Gunung Tabur Sultanate, Pontianak Sultanate, Tidung Sultanate, and Bulungan Sultanate. ; Artikel ini mengkaji tentang sejarah masuknya Islam ke Indonesia. Muhammadiyah is one of the Islamic organizations in Indonesia. The existence of Elections in Indonesia's national history were carried out several times, namely during the Old Order era, namely 1955, the New Order period 1971, 1977, 1982, 1987, 1992 and 1997. Elections for a democratic country like Indonesia are very important because elections are a channel for people's aspirations. Elections that have been held in Indonesia have their own characteristics with differing democratic levels, so the truth of the argument needs to be proven in order to obtain an accurate answer. The results obtained from this study that the implementation of general elections in the Old Order period can already be categorized as democratic elections, with the many parties participating in the general election signifying the existence of freedom in political life, whereas during the New Order the democratic period faded along with the power of the Suharto regime which always curbed the political life of the Indonesian nation, the implementation of the general election during the Reformation especially the 2004 general election was more democratic because the implementation of the election could represent the aspirations of the people especially with the electoral system which was different from the previous election because with a combination of district and proportional systems then the people can know and know what people's representatives will like to channel their aspirations.

The research was conducted in the Kuningan District with the goal are RSUD Linggajati Human Resources of Kuningan District as an effort to realizing the optimal Policy Apparatus Training to Increasing Competency in the Linggajati General Hospital of Kuningan District.The results showed that the implementation of research proves that the successful implementation of Policy Apparatus Training to Increasing Competency in RSUD Linggajati of Kuningan District is not optimal because of the factors affect: the communication has not been effective, limited authority and aquipment to organizing the training, the attitude of the undiscipline participants, lack provision of indicators to measure the success of implementation of Policy Apparatus Training to Increasing Competency in RSUD Linggajati of Kuningan District. This research is motivated by the people of the Selayar Islands Regency who experience limited information about birth certificate documents at this time, which is due to limited human and material resources both in quantity and quality, as well as the geographical location in the form of islands. The main problem of this research is that the issuance of birth certificates is still not optimal. The purpose of this study was to describe the issuance strategy by the Department of Population and Civil Registration of the Selayar Islands Regency in accelerating the ownership of birth certificates. This study uses qualitative research methods with the object of research being the issuance of birth certificates. Data collection techniques: observation, interviews, and documentation. Data analysis consists of three activities carried out together, namely data selection, presenting data, and drawing conclusions. The results of this study reveal that the Strategy of the Department of Population and Civil Registration has been running but still has obstacles in its implementation. This is due to various factors that occur in the field so that the implementation of the strategy has not been maximized. The researcher recommends that to reach services in the archipelago, it is better to use online. This will certainly make it easier for the community and officers to provide services in an effort to accelerate birth certificate ownership in the archipelago.

Hence, it is difficult to identify which countriy such as Turkey, Egypt, Sudan, Morocco, Saudi Arabia, Pakistan, Algeria, and Indonesia, that deserves to be a representation of an Islamic state. The consequence of different understandings about the relationship between Islam and politics – in the case in Indonesia- is the emergence of Indonesian Islamic State (NII). This movement attracted a number of responses from Indonesian Muslim intellectuals. This study aims to describe the level of political participation of female voters in the 2019 general election. This study descriptif the participation of female in general elections. Therefore, to find out the level of political participation of women voters the researchers distributed questionnaires 90 respondents. According to Malihah (2011) Women's Participation is the participation of women as part of the community to play a role in practical political activities as well as in development activities or political implementation in a broad sense.This type of research is descriptive with the location od the study in the Punggasan district of Linggo Sari Baganti. The population in this study amounted to 900 female voters and a sample of 90 respondents the sampling technique uses simple random sampling. Data were collected using a questionnaire instrument and documentatio, data were analyzed using triangulasi.The results of the study at total apathy level 1,1% , 56,76% participated in the voting, 51,65% participated in imformal political discussions of general interest in politics, 37,5% of female voters actively participated in public meetings and demonstrations, 15,56% actively participated in the passive membership of a plitical organization, 14% participated in the actuve membership of a quasi po;itical organization, and 1,1% of female voters become member passive membership of a political organization and there are no active female voters in active membership in apolitical organization, seeking politica; or administrative positions and accupy political or administrative. It can be concluded that the level of political participation of female voters in district Linggo Sari Baganti is 25,11% in the low category. The General Elections Commission (KPU) is a state institution that conducts general elections in Indonesia, which includes general election of members of DPR / DPD / DPRD, presidential election of vice president, and general election of Regional Head and Deputy Regional Head. In increasing this participation, it is necessary to encourage the various parties to increase the political participation of the community in the implementation of the General Elections either from the Regional Government, Self or KPU as the Institution that performs the task of conducting the General Elections. This type of research is qualitative with descriptive approach. The sample in this research is the Chairman of KPU and KPU members 1 person, 2 persons pawaslu 2, village apparatus, people and society who have been included in the permanent voter list (DPT) 40 people. In this research, the researcher uses data collecting technique such as: Questionnaire, Interview, and Documentation. The results of this research, According to data sources from the Election Commission of Agam Regency, the number of permanent voters in Agam 2015 Election is 48,325 people. That the number of legislative elections the participation rate of the public as much as 67.24%. Furthermore, the role of the General Elections Commission in increasing the political participation of the people in Agam Regency only put banners on the highway, the results of which found that the implementation of the election must be far from Money politics. In line with the findings discussed above, The Election Commission in Agam Regency has performed its duty as the organizer of the General Election, especially in the Regional Head Election of 2015. This can be seen from the Regional Head Election of 2015 has resulted in one pair of Regional Head and Deputy Head of Region. Problems or obstacles encountered in the implementation of the implementation of elections is a matter of insufficient resources apparatus and budget so that in the implementation of the implementation of elections itself can not be implemented optimally. In the election commission which must be done to overcome the problem of the general election to be completed as soon as possible in a policy to optimize all problems that arise in the field of elections to the electoral commission. The problem of the campaign does not stop at that point alone, the candidates who have spent a lot of money in meeting the needs of their campaigns sociologically assume it is their capital occupied the seat of office which is analogous to the venture capital. As a milestone for the party of democracy party, KPU can use its authority to make regulation (KPU regulation) about the limit of number of candidate's fund to conduct campaign. In the law it is regulated that the financial aspect of the candidate is audited by a public accountant but the way tends to be easily by using funding out of the candidate's fund. This can be seen in ICW's research on the time-making of technical rules related to campaign funds that are very late, In addition to experiencing delays in terms of preparation time, the substance of the arrangements also seem normative. Some of the additions included in this support rule even seem to be absurd and unworkable. Background: Clinical governance aims to deliver the bestclinical care for patient as stipulated in Law No. 44 of 2009about Hospital and the Minister of Health Decree No. 755/Menkes/Per/IV/2011 about Implementation of Medical Committee.Medical committee is in charge of implementing clinicalgovernance so that the medical staff at the hospital maintainedtheir professionalism.Objective:To measure implementation of clinical governanceby the medical committee at district general hospitals in CentralJava province.Methods: This was a cross-sectional survey study. The subjectswere 48 District General Hospitals in Central Java consistingof 1 class A,17 class B, 26 class Cand 4 class D. Dataobtained using questionnaire which measurestructure andprocess of clinical governance implementation. There are 8variables on structures and 13 variables on processes. Questionnaireswere sent to respondents through a courier serviceand answers were given by interviews or written responsesand analyzed descriptively.Results: Data obtained from 30 hospitals (1 class A, 12 classB,14 classC and 3 class D). The average level of clinical governanceimplementation is 67%.The average fulfillment level ofthe structure is 75 and 58% forthe processes. Implementationof the medical committee assignments is a medical audit 3.3%,credentialing 3.3%, sustainable professional development 50%and medical professional development 70%. There is severalconstraints in implementation the Minister of Health Decree No.755/Menkes/Per/IV/2011 because of the uneven spread ofspecialist and lack of support from hospital management.Conclusions: Implementation of clinical governance by themedical committee in district's hospitals in Central Java has notbeen in accordance with existing regulations. There is a needto strengthened the medical committee. In the implementarion of the simultaneously post election in 2018, the Election Commission of Republic Indonesian issued regulation No.5/2017 concerning compaign funds for the participants of the Governor an Deputy Governon, regent and Deputy Regent, and/or Mayor and deputy Mayor. This research is directed at the determinants of the compliance with the implementation of the Election Commission regulation, both by candidate pairs and by the political parties, whichs aims to find out what factors influence the implementaion of that KPU RI regulation. The assessment process is carried out objectively, systematically, rationally, which is supported by empirical facts in order to find the truth, for the the purpose of developing science, especially regional finance, which is related to compaign funds. The research technique was carried out with descriptive fenomenology, with the location of the study being the election commission located in 11 districts and 2 municipalities in South Kalimantan province. The descriptive fenomenology approach was used by researcher to explore the phnomenon because the participants wanted to know about it (as many as 10 key person as related informants) and the researchers acted as instrumentes in teh ddata collection process. The results of the study indicate that there are several things that have the potential to be determinants of the suitability of the implementation of The RI Election Commision regulation No.5/2017 are the electoral system and compaign finance management, the existence of a high-cost compaign process, the content of ele toral policies and the context of policy implementation (in relation of the level human resources competence, the availability of adewuate human resources, the power of actors in influencing the effectiveness for political elite).

This research aim to determine what factors are included in the service excellence based on corporate entrepreneurship, whether these factors affect the patient satisfaction, and which factors that influencing dominantly to patient satisfaction. The research design of this study is exploratory quantitative approach, which is conducted in two stages. The first step, the research conducted by open-ended question to explore the perception of the 40 patients about the service excellence of the hospital, so it can be known the factors which include in service excellence based on corporate enterpreneurship can be developed in the improvement of health services at the Dr. Soetomo Hospital after the implementation of BPJS, then proceed with a structure close-ended question to 400 patient of Health-BPJS. The sampling technique was by purposive non-random sampling. The result of this study are, first, factors affecting patient satisfaction of Health-BPJS participant after get treatment at the government hospital (Dr. Soetomo Hospital and Hajj Public Hospital) formed by six factors. Factors that formed was named by the reliability factor, empathy factor, the factor means of support, administrative factors, service factors, and factors of hospital hygiene. Second, indicators with the highest loading values obtained from the rotation calculation factors are indicators of X13 on the reliability factor is the health services infrastructure supported by sophisticated technology.

One of the characteristics of Indonesian democracy is a mechanism in decision-making through a forum of discussion. The village, that stands as the lowest unit of the governance system, is also required to hold the meeting called Musyawarah Desa (village meeting). The meeting is organized following the standard and provisions in the Regulation of Minister of Village and Transmigration Affairs No. 2 of 2015 on the Procedures and Mechanism in Decision-Making in Village Meeting (Pedoman Tata Tertib dan Mekanis-me Pengambilan Keputusan Musyawarah Desa). This writing is based on the information on the capability of the village government in organizing the effective village meeting. The effectiveness of village meeting can be indicated by the elements of society that are involved in the meeting, the preparation of the meeting, procedures of organizing the village meeting and the mechanism of the meeting, which are all mentioned in the Regulation of Minister of Village and Transmigration Affairs No. 2 of 2015 on the Procedures and Mechanism in Decision-Making in Village Meeting. This research uses qualitative methods. The result shows that the village meeting has been organized effectively, in which all aspects required in the regulation has been followed. Despite being effective, six factors obstruct the process, which the village administration have to be solved to get more quality meeting.

The global war on terror has raised debates between liberals and realists on the position of ethics in intelligence operations. On the one hand, liberal ethicists insist that the conduct of intelligence gathering to counter terrorism must not violate the security rights of citizens. On the other hand, proponents of realism consider national security to be of greater importance than ethical principles governing individual freedom. This article tries to present an alternative point of view by examining the consequence of ethical criticisms of intelligence activities on the Indonesian government's counterterrorism measures. It proposes two approaches to understanding the connection between ethics and intelligence: examining the nature of the terror threat, and looking at the sociopolitical situations which affect the role of the state's security agencies. Arguably, securitizing intelligence by enforcing an ethical reconceptualization of intelligence roles increases the challenges facing Indonesia's intelligence operatives and damages the effectiveness of the government's counterterrorism policy.

This study was titled "Implementation of Billboard Tax Policy in the City of Bandung". This study was backed by the writer's interest in seeing the phenomenon of unachieved billboard tax revenue targets for the past few years, even the realization is below 11% of the target that was set in the City of Bandung. The purpose of this study was to find out and analyze the billboard tax policy implementation in the City of Bandung. This study applied the theory of Soren C. Winter that explains three factors that influence the process of policy implementation. This research used a qualitative research method. The results showed that the implementation of the tax policy billboard in the city of Bandung had gone well but there were still obstacles in organizational and inter-organizational behavior, caused by the lack of coordination that existed between BPPD and Satpol PP. Furthermore, the behavior of the target group was also found that there were still negative responses from billboard organizers who are looking for loopholes so they can be detached from the imposition of billboard taxes. Meanwhile, on the other aspects, it had gone well, such as the street-level bureaucrat's behavior, namely through discretion which was done by making barcodes and working fast without waiting for recommendations from other SKPD to supervise billboards that are considered to be in violation. The commitment indicators of organizational and inter-organizational behavior have gone well because employees' actions were in line with the vision and mission of the organization and the last indicator of positive response to the behavior of the target group can be seen from the support of billboard organizers to help the government supervise and remind the public to be obedient on paying taxes.
