This study analyses the early years of cooperation between Türkiye and the United States (US) in the field of security and defence by utilising US government documents and the secondary sources that heavily depend on primary sources. It emphasizes the link between the elements of the strategic context in which the US developed its approach to the defence of the Middle East and the American interest
in developing defence ties with Türkiye. The major outcomes of Turkish-American cooperation were American support for Türkiye against the Soviet Union in 1946, the provision of American military assistance in 1947, the modernization of the Turkish military, the construction of military bases on Turkish territory, American support for Turkish membership in NATO and Turkish willingness to conduct its
relations with the Middle East in coordination with the West. This study reveals that those outcomes reflected for the most time American political and strategic preferences. For this reason, the typical characteristics of those relations between great powers and small states can be observed in Turkish-American security relations during their formative years.
Ortadoğu bölgesi gerek stratejik konumu, gerekse sahip olduğu petrol kaynakları bakımından dünyanın en zengin bölgesi olması nedeniyle ayrı bir öneme haizdir. Ortadoğu ikili ilişkiler, ticari ilişkiler ve çatışmaların odağındaki bölge olması dolayısıyla Avrupa Dış Politikalarında da üst sıralarda yer almıştır. Avrupa ve Ortadoğu arasındaki ilişkiler uzun bir tarihsel süreci kapsamaktadır. AB kuruluşundan bu yana demokrasi ve insan haklarına verdiği önemi belirtmiş ve bunun kendine ait içsel bir unsur halini alması için çabalamıştır. Uluslararası arenada etkin bir güç olmayı hedefleyen AB kendine ait içsel değerleri diğer ülkelere de yaymayı hedeflemektedir. Bu amaçla oluşturmuş olduğu Avrupa Komşuluk Politikası kapsamında AB'ye komsu olan fakat üyelik perspektifi bulunmayan ülkelerde demokrasinin teşviki önemli bir unsurdur. Bu çalışma ile AB'nin geçmişten günümüze Ortadoğu ilişkileri ve yakın dönemdeki komşuluk politikaları çerçevesinde Ortadoğu'ya bakışı amaçlanmaktadır. Yapılan literatür taraması sonucu elde edilen bilgiler yardımıyla araştırmanın amacına uygun ön çalışma ve anahat planı oluşturulmuştur. Bu plan çerçevesinde gerekli düzenlemeler süre yeterliliği göz önünde bulundurularak danışman gözetiminde yapılmaya çalışılacaktır. Bu araştırmada, günümüzde genişleme ve komşuluk politikaları ile öne çıkan Avrupa Birliği'nin, artan şiddet olaylarına sahne olan Ortadoğu politikası ile sınırlandırılmıştır. Kuruluşundan bu yana demokrasinin önemine vurgu yapan AB, Avrupa Komşuluk Politikası kapsamında yer alan ülkelerde de demokrasiyi yaymayı hedeflemektedir. Sonuç olarak AB açısından özellikle genişleyen sınırlar ile birlikte güvenlik açısından öneme sahip olan Ortadoğu bölgesinde AB'ye yakın rejimler oluşturulması önem taşımaktadır. ; The Middle East is of great importance due to both its strategic position and by virtue of the fact that it is the riches region of the world in terms of its oil reserves. The Middle East also ranks high in European Foreign Policies as it is a region that is at the centre of bilateral relations, commercial relations and conflicts. Relations between Europe and the Middles East covers a long historical process. EU, since its inception, has emphasised the importance it lays upon democracy and human rights and endeavoured to make it an internal component of its nature. Intending to be an influential figure in international arena, EU aims to spread its internal values to other countries, too. Encouragement of democracy within the scope of European Neighbourhood Policy in countries that are neighbours of EU but do not have membership perspective is an important move. This study aims to investigate EU?s relationships with the Middle East from past to present and its look on the Middle East within the framework of its neighbourhood policies. A preliminary examination has been conducted and an outline plan has been devised by the help of information obtained through review of the relevant literature. The required corrections will be made under the supervision of an advisor in accordance with this plan an so long as time limits allow. This study is limited to the policy of European Union, which is in the foreground today by virtue of its expansion and neighbourhood policies, concerning the Middle East, which is home to increasing cases of violence. EU, which has been emphasising democracy since its establishment, intends to spread democracy in countries that are included in the European Neighbourhood Policy. In conclusion, it is important for EU to help establish friendly regimes in the Middle East, which is important for EU in terms of security especially due to expanding borders.

This handbook suggests a global, transnational perspective on the history of education as a field. Apart from an introductory chapter written by the editors, the text includes 36 articles divided into six parts. Each article describes a subject in the field and ends with a bibliography for further reading. As repeatedly stressed in the book, this field has developed since the early nineteenth century with the emergence of the modern nation-state. Its scope and content expanded and underwent some transformations since the 1960s with the introduction of new perspectives, issues, and methods through interaction with the discipline of history and the broader social sciences.
Avrupa Birliği'nin ortak bir dış politika geliştirme çabaları, Orta Doğu bölgesinde başarılı bir sonuç verememiştir. Ancak AB, kendisine komşu olan bu bölgede barış, güvenlik ve istikrarın sağlanabilmesi için 'Avrupa Komşuluk Politikası' ve 'Akdeniz için Birlik' politikaları çerçevesinde hareket etmektedir. Dolayısıyla, AB'nin Orta Doğu politikasının Avrupa Komşuluk Politikası ile şekillendiği ifade edilebilmektedir. Bu bağlamda çalışma, Birliğin Orta Doğu'ya yönelik ortak bir dış politika ortaya koyamadığını göstermeyi ve farklı politikalar yoluyla bölgede Birliğin etkin olup olmadığını değerlendirmeyi amaçlamaktadır. Çalışma kapsamında, Arap Baharı öncesi ve sonrası Birliğin Orta Doğu bölgesinde uyguladığı politikalar incelenecektir. Böylece başlangıçta Orta Doğu'da barışın sağlanması amacıyla geliştirilen AB'nin Orta Doğu politikasının, son yıllarda enerji, göç ve güvenlik konularına daha fazla önem verdiği ortaya konacaktır. ; The efforts of the European Union to develop a common foreign policy did not result successfully in the Middle East region. However, the EU acts within the framework of the 'European Neighborhood Policy' and the 'Union for the Mediterranean' policies in order to ensure peace, security and stability in this neighboring region. Therefore, it can be stated that the EU's Middle East policy is shaped by the European Neighborhood Policy. In this context, the study aims to show that the Union has not put forward a common foreign policy towards the Middle East and to evaluate whether the Union is effective in the region through different policies. Within the scope of the study, the policies implemented by the Union in the Middle East region before and after the Arab Spring will be examined. Thus, it will be revealed that the EU's Middle East policy, which was initially developed to ensure peace in the Middle East, has given more importance to energy, migration and security issues in recent years.

Today, individuals live in a daily life space where they are addicted to fashion and what is constantly renewed. Consumption practices, guided by the symbolic values of consumption objects, have been a means of class mobility for individuals in different income groups as a status indicator. Certain types of consumption practices have become the means and purpose of creating a lifestyle, ensuring its continuity, and creating differences by making use of the artificial attractiveness of consumption objects. The motivation to be different from the other has become possible with consumption practicies that are reproduced, valued and given meaning, which have the potential to indicate the social position, class position and prestige of the individual. In this article, the dynamics and dimensions of differentiation and separation forms embodied by consumption practices are discussed.

Bu çalışmada Refahyol Hükümeti Döneminde Ortadoğu ve İslam ülkelerine yönelik Türk dış politikası incelenmiştir. Soğuk savaş sonrası oluşan "yeni dünya düzeni" ne Türkiye nasıl adapte oldu. Özal döneminde dış politika nasıl yönlendirildi. Körfez Savaşında ABD'nin yanında yer almak Türkiye'ye ne kazandırdı, ne kaybettirdi. Refahyol Döneminde Orta doğu ve İslam ülkelerine yönelik politikalar nelerdi. ABD ve Batı tarafından kuşkuyla karşılanan bu yakınlaşma, Türk dış politikasındaki geleneksel batı eksenli politikadan bir sapmaya mı işaret ediyordu. Bu politika ordu ve kamuoyu tarafından nasıl değerlendirildi, Türkiye'de nasıl bir kutuplaşmaya neden oldu ve nasıl sonuçlandı. Bu konular değerlendirilmiştir. ; In this study ,the Turkish foreign polcy towards Middle Esat and Islamic countries during the period of the Refahyol Government examined.How Turkey was adapted new world order,which was formed after the Cold War.How was designed the foreign policy during Özal's Period.What were the gains and losses of Turkey by being together with USA during Gulf War.What were the policies towards Middle Eastern and İslamic countries during Refahyol Government.This convergence with these countries was confronted by suspicion by the West and the USA, is pointing a deviation from the traditional western –oriented policies of Turkish Foreign policy.How was evaluated this policy by the Turkish Army the public opinion and what a polarization has existed and how it has resulted.These subjects will be evaluated.

KARAÇOBAN, Arda 11 Eylül Sonrası ABD'nin Değişen Ortadoğu Politikası, Yüksek Lisans Tezi , Ankara, 2019. 11 Eylül 2001 terör saldırısı öncesinde ABD daha çok savunmada kalmayı tercih etmiştir. Bu ülkenin stratejisi savaşlarda genel olarak caydırıcılık üzerinedir. ABD'nin 11 Eylül 2001 terör saldırısından sonra Dünyaya ve Ortadoğu bölgesine bakış açısı değişmiştir. Artık savunma değil saldırı anlayışı ön plana çıkacaktır. O dönem yeni başkan seçilen George W. Bush ve yönetimi yeni stratejiler geliştirmiştir. Bush yönetimi ilk olarak güvenliğe önem verdi ve kendisine karşı terör eylemlerinde bulunacak olan ülkeleri rahatça işgal edip bu ülkelerin kaynaklarına sahip olmaya çalışacaktır. Bush'un bir diğer stratejisi ise daha çok demokrasi adı altında insan hakları kavramını kullanarak özellikle Ortadoğu ve Kuzey Afrika'da etkin rol oynayarak bu ülkelerin sahip oldukları yeraltı zenginliklerini kontrol altına almak istemektedir. Afganistan ve Irak işgallerinden sonra ABD'ye tepki giderek artacaktır ve Bush'un uyguladığı bu stratejiler yavaş yavaş önemini kaybedip Dünyada ve İslam Ülkelerinde tepkilere neden olacaktır. Obama ise 2008 yılında başkanlığa gelmiş 11 Eylül sonrası değişen ABD politikasını demokrasi ve güvenlik politikası yerine daha çok unutulan yumuşak güç stratejisi üzerine kurmaktadır. Ülkelere daha telkinle yaklaşarak sizin düşmanınız değiliz söyleminde bulunmaktadır. ABD hegemonyasını tekrar harekete geçirmek istemiştir. Artık tek kutuplu bir dünya olmadığı çok kutuplu bir sistemi kabul ettiklerini belirtip bir adım geri planda durarak Ortadoğu ve Kuzey Afrika'daki faaliyetlerine uluslararası örgütleri kullanarak devam etmiştir. Prior to the September 11, 2001 terrorist attack, the United States preferred to remain on the defensive. The strategy of this country was generally about deterrence during wars. After the terrorist attack of September 11, 2001, the US changed its perspective of the world and the Middle East. The concept of attack, not defence, will come to the fore. George W. Bush, who was elected president at the time, and his administration developed new strategies. The Bush administration paid attention to security at first, and would easily occupy the countries that would take terrorist actions against it and have the resources of those countries. Another strategy of Bush would be to control the underground wealth of these countries by using the concept of human rights under the name of democracy and playing an active role especially in the Middle East and North Africa. After the invasions in Afghanistan and Iraq, the reactions to the US will gradually increase and Bush's strategies gradually lost importance and caused reactions in the World and Islamic Countries. Obama, who came to the presidency in 2008, built the changing US policy after 9/11 on the more forgotten soft power strategy instead of democracy and security policy. He stated the discourse of "We are not your enemies" by approaching the countries with further suggestion. Obama wanted to mobilize US hegemony again. He stated that they accepted a multi-polar system where there was no longer a unipolar world and continued his activities in the Middle East and North Africa by using international organizations. In this study, we will examine this issue by addressing the differences in strategy between the presidents of the policies described above.

Diplomasi, müzakere sanatı ve ilişkilerin barışçıl ve anlaşmalı bir şekilde yürütülmesini sağlar. Kamu diplomasisi ise bir ülkenin başka bir ülkenin kamuoyuna kendi politikasını ve uygulamalarını kabul ettirme çalışması olarak tanımlanabilir. Kamu diplomasisi, aslında çok uzun zamandır var olan bir alandır. Fakat Soğuk Savaş sonrası sert güç, yerini yumuşak güce bırakmış ve kamu diplomasisi kavramı daha çok uygulanmaya başlanmıştır. Ülkelerin dış politikasını şekillendirmede etkili olmuştur. Orta Doğu kavramı ise ilk defa Amerikalı Amiral Alfred Thayer Mohan tarafından 1902'de The Persion Gulf And International Relations adlı çalışmada kullandığı bilinmektedir. Fakat dünyanın yuvarlak olduğu varsayımı ile coğrafi olarak orta diye bir yerin varlığından söz edilemez. Kavram coğrafi değil siyasi bir alanı ifade etmektedir. Orta Doğu bölgesi batıda Nil Vadisinden, doğuda Türkistan'ın Müslüman ülkelerine, kuzeyde Doğu Avrupa ve Kafkaslardan, güneyde Hint Okyanusu'na kadar uzanan bölge ele alınmaktadır. On altı ülkeyi kapsayan bu bölgede on üç Arap ülkesi bulunmaktadır. Dünya tarihîni bu bölgede başlamış olması, ticaret geçişleri bu bölgede yer alması, zengin yer altı kaynakları, dinlerin merkezî olması ve jeopolitik konumu bölgenin önemini ortaya koymaktadır. Bu çalışma Türkiye'nin kamu diplomasisini ve Orta Doğu Bölgesine yönelik kamu diplomasisi faaliyetleri ile sınırlandırılmıştır. Ülkemizde oldukça yeni olan bu alan da Türkiye'nin çalışmalarını yürüttüğü farklı kurum ve kuruluşlara yer verilmiştir. Kurum ve kuruluşların siyasi, kültürel, sosyal, ekonomik, askerî, insani yardım gibi faaliyetlerine değinilmiştir. Çalışmanın asıl amacı, tüm dünyada farklı kavramlara sahip olan kamu diplomasisine katkıda bulunmak ve Türkiye'de kamu diplomasisi faaliyetlerini incelemek ve değerlendirmektir. Literatür taraması yapılarak ortaya konan bu çalışma, Türkiye'nin Orta Doğu Bölgesinde ki kamu diplomasisi faaliyetlerini ele alarak sınırlı olan literatüre katkıda bulunmaktır. Public diplomacy, on the other hand, can be defined as all the efforts to affect and convince another country's public opinion to support or tolerate its own policies and practices. Public diplomacy is a field that has existed for a very long time. However, hard power was replaced by soft power after the Cold War and therefore, the notion of public diplomacy has started to be applied frequently. It was effective in shaping the foreign policies of the countries. It is known that American admiral Alfred Thayer Mohan used the notion of the Middle East for the first time in an article "The Persion Gulf And International Relations" in 1902. But, with the assumption that the world is round, there is no geographically central place. Middle East region covers lands which is from the Nile Valley in the west to the Muslim countries of Turkestan in the east, from Eastern Europe and the Caucasus in the North to the Indian Ocean in the south. There are thirteen Arab countries and the Middle East region includes sixteen countries. The fact that world history started in this region, trade transitions in this region, rich underground resources, being the center of religions and geopolitical location reveal the importance of the region. This study is limited to public diplomacy of Turkey and public diplomacy activities of Turkey in the Middle East Region. Public diplomacy is a new topic and this study addresses works conducted by different institutions and organizations in this field in Turkey. Political, cultural, social, economic, military, humanitarian and other activities of institutions and organizations are mentioned. The main object of the study is to contribute to public diplomacy, which is understood all over the world differently, and to examine and assess public diplomacy activities in Turkey. Orta Doğu coğrafyası dünyanın çatışmalarla parçalanmış tek bölgesi olmamasına rağmen, uzun zamandır dünyanın en çatışmalı bölgelerinden biri olarak kabul edilmektedir. Çatışmalar ve savaşlar, Orta Doğu'nun bölgesel sistemini derinden etkilemiştir. Çatışmalar ve savaşların olumsuz etkileri, devletler arası askeri anlaşmazlıkların nedenini anlamayı oldukça gerekli kılmaktadır. Devletler arası askeri anlaşmazlıklara yönelik tarihsel veri setlerinin varlığı ise askeri anlaşmazlıkların nicel yöntemlerle modellenmesini sağlamaktadır. Bu amaçla çalışmada Marwala tarafından kapsamlı bir şekilde incelenen ve açıklanan yedi bağımsız değişken (ittifak, komşuluk, uzaklık, büyük güç, kapasite, demokrasi ve ekonomik bağımlılık) ile Orta Doğu'daki devletler arası askeri anlaşmazlıklar, lojistik regresyon analizi ile modellenmiştir. Nicel analiz sonuçlarına göre bu yedi değişkenden en çok ekonomik bağımlılık faktörü (negatif yönde) ve komşuluk faktörünün (pozitif yönde) Orta Doğu devletlerinin askeri anlaşmazlığı ile ilişkili olduğu anlaşılmıştır. Diğer bir ifadeyle, Orta Doğu devletlerinin ekonomik açıdan bağımlı olduğu devletler ile daha az ve komşularıyla daha fazla askeri anlaşmazlık yaşadığı anlaşılmıştır.
Ortadoğu, gerek stratejik konumu gerekse yeraltı kaynakları bakımından tüm dünyanın dikkatinin yöneldiği bir bölgedir. Bu coğrafyada sürekli yaşanan gerilimler Ortadoğu'nun devamlı dünya gündeminde kalan bir bölge olmasını hazırlamıştır. Bu sorunlardan en bilinenleri kronik hale gelen İsrail-Filistin çatışması, İsrail-Lübnan gerginliği ve ABD'nin Irak işgali sonrası ülkenin içine sürüklendiği iç savaştır. Sorunlarının sadece başlıklarıyla uzun bir liste oluşturulabilecek Ortadoğu'da Türkiye sorunların çözümüne katkı sağlamaya çalışmıştır. 1980 sonrasında Ortadoğu'da daha aktif bir rol arayışına giren Türkiye'nin I. Körfez Krizindeki tutumu nedeniyle ekonomik anlamda yaşadığı kayıpların telafisi güç olmuştur. 11 Eylül sonrasında yine Ortadoğu bölgesinde ortaya çıkan olumsuz gelişmeler Türkiye'yi bu coğrafyada aktif bir politika izlemeye yöneltmiştir. İktidarda olan 58. ve 59. Türkiye Cumhuriyeti Hükümetlerinin Ortadoğu'da sergiledikleri aktif politikalarla, ülkenin bölgesel güç olma hedefi bağlamında önemli yol kat etmesi sağlanmıştır. İzlenen Ortadoğu politikası nedeniyle iç ve dış kamuoyunda eleştirilmiş olmakla birlikte her iki hükümet de geliştirdikleri çok yönlü açılımlar ve uyguladıkları pro-aktif diplomasi ile uluslararası arenada Türkiye'den söz ettirmişlerdir. 58. ve 59. Türkiye Cumhuriyeti Hükümetlerinin iktidar dönemi, tarih sahnesinden çekilişi yüz yılı bulmamış Osmanlı Devleti'nin stratejik iktidar alanlarından olan Ortadoğu'da yürütülecek çok yönlü politikalarla Türkiye'nin hareket kabiliyetinin gelişeceğinin görüldüğü bir dönem olmuştur. Tarihsel süreç içerisinde bir çatışma alanı olarak karşımıza çıkan Ortadoğu bölgesinde 58. ve 59. Türkiye Cumhuriyeti Hükümetleri döneminde yaşanan gelişmelere ilişkin yürütülen politikaların incelendiği bu tez Türkiye'nin yakın gelecekte bölgede üstlenmesi muhtemel role ışık tutmaktadır. ; The Middle East, due to its strategic position and underground resources, has taken the primary attention of the world. The continuous tension in the region has made the Middle East a region of cardinal interest in the world. The most well known among these problems is the invasion of Iraq by US forces which led to the breakout of a civil war in the country and serious turmoils of Israel-Lebanon and Israel-Palestine conflicts. The Middle East defined through a long list of problems has produced a vicious circle of unsolvable quarrels. Turkey has tried to find solutions to resolve those conflicts in this neighborhood. In the post-1980 Turkey searched ways of being more active in the Middle East although Turkey has been unable to reclaim the economic losses it suffered due to its stance in the Gulf War I. After 9/11 negative developments in the region has redirected Turkey to pursue a vigorous political strategy. As a result, Turkey has earned its position as the most influential country in the Middle East. Active political approaches pursued in the Middle East by the 58th and 59th Turkish governments led Turkey to become a regional power. Due to the political views of these governments, some domestic and foreign criticisms have been harsh, but the diplomacy that they followed and their political views have settled Turkey in a new place within the international arena. The Middle East, was one of the most important region of the Ottoman Empire has become one of the most important areas for the 58th and 59th Turkish governments just after less than a century of the dismemberment of the Ottoman Empire. The active political approaches reinforce the weight of the Turkish Republic in the Middle East. This thesis analyzes the policies of the 58th and 59th Turkish governments concerning the Middle East and try to show the role that Turkey can play in this region in the future.

Doktora Tezi ; 2002 yılında gerçekleştirilen genel seçimler sonucu iktidara gelen Adalet ve Kalkınma Partisi, Türkiye'nin Ortadoğu bölgesinde geleneksel olarak sürdürdüğü güvenlik öncelikli dış politika anlayışını terk etmiş ve bu bölgede Komşularla Sıfır Sorun Politikası yaklaşımı adı verilen yeni bir dış politika anlayışı doğrultusunda hareket etmeye başlamıştır. Türkiye'nin Ortadoğu bölgesinde yer alan ülkelerle olan sorunlarının ekonomik, kültürel ve toplumsal araçlar vasıtasıyla çözümlenmesini ve bu ülkelerle olan ikili ilişkilerin imkanların el verdiği ölçüde geliştirilmesini amaçlayan bu yeni dış politika anlayışı, kısa vadede kendisinden beklenen sonuçları vermiş ve Türkiye'nin Ortadoğu bölgesinde yer alan birtakım ülkelerle olan ilişkilerinde dikkate değer bir ilerleme gerçekleşmiştir. Fakat bu ilerleme çok uzun soluklu olmamıştır. Özellikle söz konusu bölge içerisinde yer alan İsrail'le yaşanan Mavi Marmara Krizi ve Arap Baharı olarak nitelendirilen halk hareketlerinin Suriye'ye sıçramasının ardından bu ülkeyle yaşanan Suriye Krizi, Komşularla Sıfır Sorun Politikası yaklaşımının işlevselliğini önemli ölçüde yitirmesine ve bu bağlamda başarısız olmasına neden olmuştur. Nitekim söz konusu politikanın başarısız olmasının ardından Türkiye, yaşanan bahsi geçen krizlerin etkisiyle, Ortadoğu bölgesinde yeniden güvenlik öncelikli bir dış politika takip etmeye başlamıştır. Bu doğrultuda çalışma, Türkiye'nin 2002-2012 yılları arasında yeni dış politika anlayışı çerçevesinde şekillendirdiği Ortadoğu bölgesine yönelik dış politikasının temel esaslarını ve bu esaslarda meydana gelen değişiklikleri neorealist kuram çerçevesinde açıklamak amacıyla yapılmıştır. Çalışma, tanımlayıcı bir niteliğe sahip olarak, 2002-2012 yılları arasında Türkiye'nin Ortadoğu bölgesine olan dış politikasını ve bu politikanın temel dayanak noktalarını neorealist teori çerçevesinde analiz ederek açıklamaktadır. Çalışma üç ana bölümden oluşmaktadır. İlk bölüm genel itibariyle çalışmanın kavramsal ve kuramsal çerçevesini içermektedir. İkinci bölümde Türkiye'nin Ortadoğu bölgesine yönelik dış politikasının tarihsel arka planı analiz edilmektedir. Üçüncü bölümde ise neorealist kuram çerçevesinde 2002-2012 yılları arası dönemde Türkiye'nin Ortadoğu bölgesine yönelik dış politikası değerlendirilmektedir. ; Abstract ; Justice and Development Party which came into power as a result of the general elections held in 2002 left the security-priority sense of foreign policy which Turkey traditionally maintains in the Middle East region and started to act in line with a new sense of foreign policy called as the Policy of Zero Problems with the Neighbours approach in this region. This new sense of foreign policy aiming the settlement of Turkey's problems with the countries located in the Middle East region via economic, cultural and social means and the development of the bilateral relations with these countries within the bounds of possibility gave the results expected from it and achieved a remarkable progress in Turkey's relationships with several countries located in the Middle East region. However, this progress was not very long-term. In particular, the Syrian Crisis experienced with Syria after the civil commotions characterized as the Mavi Marmara Crisis and the Arab Spring experienced with Israel located within the said region spread to Syria caused the Policy of Zero Problems with the Neighbours approach lost its functionality to a considerable extent and failed in this regard. As a matter of fact, after the said policy failed, Turkey started to follow up a security-priority foreign policy again in the Middle East region by the effect of the mentioned crisis experienced. Accordingly, the study was carried out for the purpose of describing the basic principles of Turkey's foreign policy for the Middle East region which Turkey configured within the framework of the new sense of foreign policy between the years of 2002-2012 and the changes which occurred in these principles within the framework of the neorealist theory. The study has a descriptive characteristic and analyzes and describes Turkey's foreign policy for the Middle East region between the years of 2002-2012 and the basic reference points of this policy within the framework of the neorealist theory. The study consists of three main parts. The first part includes the conceptual and theoretical framework of the study in general terms. In the second part, the Historical background of Turkey's foreign policy for the Middle East region is analyzed. In the third part, however, Turkey's foreign policy for the Middle East region within the period between the years of 2002-2012 is evaluated within the framework of the neorealist theory.
