Comparative politics is a political science discipline which has in its evolution continuously reflected the developments in the field of international politics. The author outlines the genesis of this discipline, which boomed in the 1950s with the framework of American politology. He first defines this discipline and the goes on to give an account of the evolution of the fundamental research principle, the expansion of the subject matter and the importance of the key concepts that delineate this academic discipline (political power, political system, politic regime). The author analyses the role of comparative politics in the context of other disciplines of political sciences as well as its applicative potentials. As analysis of the history of this discipline he points to the connection between shift of the interest and the focus in practical politics and the thematically specialized subdisciplines within comparative politological research. In the conclusion, the author points out the importance and the applicatory value of discipline for Croatia (as a country in the process of democratic transition) regarding the comparative analysis of the experiences of developed democracies and countries in transition. In the course of its history, Europe has structured itself by means of two models. The first was based on the territorial expansion of regional forces that used violence to break down the resistance of their weaker neighbors and establish the balance of power. In this way, at least temporarily, the way was paved for more radical changes in their polities. This model was in use until the end of World War II. The second model has been built around European integration. The aim of this process has not been the expansion of regional powers and the territorial conquest of their neighbors; it is based on the initiative of the weak to join the organizations that can satisfy their interests and goals. The process of integration excludes coercive methods. However, there is certain asymmetry in the relationship between the center and the periphery (the strong and the weak). The countries that belong to the center define the membership standards for the 'periphery' and evaluate their implementation. The 'central' countries are in a better position than the peripheral ones since the process of integration bolsters their collective identity, while the weaker states - by accepting the standards of stronger countries - have to alter their original identity. The authors of this paper offer an overview and analysis of the rise and fall of‎ the liberal international order that emerged after the end of the Cold War and‎ along with the rising power of the United States. The foreign policy agenda‎ of the post-Cold War sole superpower was guided by the idea of creating a‎ global order based on the ideology of liberalism, which incorporates theories‎ of liberal peace, democratic peace and neoliberal institutionalism. The establishment‎ of a liberal order has been accompanied by numerous political, social,‎ economic and security crises. The current era is characterized by the rise‎ of the relative power of global actors, primarily China and Russia, as the main‎ challengers to the world domination of the United States, geopolitical revisionism‎ and ideological struggle around the world. The authors of this paper‎ use the dialectic of political mechanics as a method that relies on the teachings‎ of Friedrich Hegel on the dialectic of history and Carl Schmitt on the‎ phenomenon of the political. The authors advocate the view that the political‎ field "permanently pulsates", which, in everything that is social and political,‎ necessarily creates action and reaction.‎

The Ministry of Science of the Republic of Croatia decided on a new "Rule book of definition of scientific areas". By the "Book", politology is a scientific field in the area of social sciences. The field is divided in three branches: 1. politology, 2. theory and history of politics, 3. political philosophy. The author of this article shows by documents how the "political science" is quite differently structured by IPSA and APSA, and describes 120 years of dominantly American development of "political science" and of professions of political scientists which brought out a recent new world standard with around 100 subdisciplines and areas of expertise which are structured in 8 fundamental disciplines: 1. political institutions, 2. political behaviour, 3. comparative politics, 4. internationa relations, 5. political theory, 6. public policy and public administration/management, 7. political economy, 8. political methodology. The author points out that a voluntaristic intervention in the definition of scientific areas could mean an attack on development of science, research organisation, renewal of teaching staff on University, and on academic education of political scientists, as well as on internationally comparable competence of Croatian experts, and Croatian democratic political thought and political culture in general. This article firstly focuses on the initial recognition, in the final period of the second Yugoslavia, of the existence of social inequalities, as the first serious symptoms of abandoning the ideology of social equality and socialism as a whole. Moreover, the nationalist mobilization was used as a lever for restoration of capitalism as a typical class society. After that it briefly outlines two post-war periods of structuring social opportunities in societies in the West, and partly also in the East. The first period is designated primarily by egalitarian tendencies, which is manifest in increased popularity of critical and radical trends in social sciences. The second period, which still lasts, is quite opposite in orientation, and this is, in turn, manifest in ever greater relevance of social Darwinism as a discursive foundation of a series of sciences. The next, and largest, part of the article is dedicated to an attempt at explaining the permanence of social inequalities, and the author stresses the inexhaustible character of Rousseau's question regarding the origin of social inequalities. In the present-day quest for an answer to that question, certain similarities are noticeable between (neo) evolutionism and (neo) Marxism. Although Marx himself stressed the correspondence of his conception of class struggles in history with Darwin's conception of struggles for survival in nature, but also took into account the differences (between natural evolution and human history), the conclusion on the identity of their conceptions imposes itself through observations about the constant defeat of the proletariat in age-long struggles against the oppressors, which continue to this very day in the epoch of neo-liberal global capitalism. Reflecting on possibilities of a generally different outcome in the struggles for a more just society, the author finds that there are two interrelated prerequisites to their existence. The first has to do with connecting the theory and practice of liberalism and socialism with the aim of establishing a balance between the mechanisms of individual freedom and competition on the one hand, and social sensitivity or solidarity on the other. The second prerequisite is the construction of a world democratic state. Its political interest and scope of governing would neutralize the key concept (and self-reproduction mechanism) of social Darwinism -- inclusive fitness. Quite simply, the latter means to favour "one's own" group while humiliating or excluding the other. In a society with a globally ruling government, the division between "one's own" and "somebody else's" parts of the world -- the boundaries of which are nowadays all too often shifted to and fro as a consequence of the erratic character of expansion and contraction of the market and the breaking out of conflagrations of war, producing a permanent Hobbesian "state of nature" -- would make way for wisdom of governing and for work of all for the benefit of all. Овај рад представља сажетак истраживања у којем је српска документарно-уметничка проза друге половине 19. века сагледана као драгоцени извор за упознавање токова и веза између српске културне и музичке историје. Истражена грађа потврђује да је музика, у сфери јавног и приватног, била важан сегмент живота свих слојева српског друштва 19. века, у сложеним геополитичким и културноисторијским контекстима. С обзиром на природу извора, сведочанства носе индивидуализовану, парцијалну перспективу, често подређену функцијама и облицима текста, поетици појединих аутора и концепцијама конкретних мемоарских дела. Посебно је коментарисан "ниво документарности" мемоарских извора, односно условљеност типа записа о музици природом документарно-уметничких жанрова. ; In this study the documentary prose (memoirs, diaries, autobiographies and travelogues, as well as selected biographical essays about the renowned individuals) written in the second half of the XIX century by prominent Serbian cultural workers, artists, statesmen, journalists and politicians is regarded as a valuable material for exploring the links and flows between Serbian cultural and musical histories. The sources confirm that, both in the public and private spheres, music was an important segment of all strata of the XIX-century Serbian society in complex geopolitical and cultural-historical contexts. In a diachronic perspective the analysed material reflects the dynamics and evolution of the types of presence of music and musical life in all countries populated by the Serbs in this period: the Habsburg Monarchy, the Principality and Kingdom of Serbia and the Serbian enclaves in other nations. The documents testify about the place of music in the spheres of personal interest, affinities and experiences of the writers and their contemporaries, i.e. they reflect the status of music in the context of everyday cultural life of the Serbs in the XIX century. By means of separate thematic descriptions of music in the sources, the music creators, performers and audiences are portrayed, the activities of important music institutions are presented, various types and opportunities for making music are described, the aspects of musical interpretation are commented on, and the features of traditions of vocal and instrumental musical practices from different regions are analysed. The collected sources have been analysed and assessed with respect to their contents and the authors' attitudes, and the deliberation of the hypotheses posed here is compliant with the inspection of the relevant studies from the realms of general and cultural histories, histories of literature and literary criticism, music history, cultural anthropology and art history. Due to the nature of the sources, these testimonies usually point to an individualised, partial perspective, often subordinated to the function and type of text, the poetics of certain authors and the concepts of specific memoirs. The "level of documentarity" of the memoire sources is discussed separately, as well as the dependence of the types of writings about music on the nature of the genres of documentary prose.

Radom se želi prikazati kako je tekla borba Filis Šlafli i njenih saborkinja protiv usvajanja Amandmana o jednakim pravima u Ustav Sjedinjenih Američkih Država, kao i kako bi imenovani amandman, prvi put predstavljen američkoj javnosti čak davne 1923. godine, mogao da izmeni društveno—političke prilike u kojima žive američke žene. Velikim delom rad je nastao na osnovu izvora koje su iza sebe ostavile učesnice borbe za, odnosno protiv usvajanja Amandmana o jednakim pravima. Nakon uvodnog prikaza ranog istorijata odnosa javnosti prema amandmanu, našu pažnju ćemo usmeriti na jačanje vatrene opozicije amandmanu na čije čelo je stala Filis Šlafli. Takođe, ispitaćemo strukturu i razmere nasleđa ove konzervativne ikone koje nastavlja da igra značajnu ulogu na političkoj pozornici Amerike. The paper seeks to show how Phyllis Schlafly and her female comrades' struggled against ratification of the Equal Rights Amendment to the U.S. Constitution, as well as how the named Amendment, which was introduced to the American public back in 1923. for the first time, would change the socio-political circumstances in which contemporary American women live. For the big part, this work is based on the sources left by the participants in this fight for equal rights. After the introductory presentation of the early history of the Equal Rights Amendment, we will direct our attention to the making of the fiery opposition where Phyllis Schlafly stood as the official leader, and examine the structure and proportions of the legacy of this conservative icon which perpetuates to play a paramount role at the American political stage.

NATO's political and - above all - military participation in secession-motivated conflicts in former Yugoslavia (1990-1995), will be remembered as a clear example of demonstration of power, intentions and (in)capability of the Victor in a decades-long global "cold war" between the "freedom-loving" West and "totalitarian East". Regardless of the expectations of liberal theoreticians and the majority of public opinion, it was soon revealed that the victory was no "triumph of freedom" and even less "the end of history". On the contrary, as historically typical, it was only an unstable resultant of relations between major actors in the modern global theater, who strive to legitimize their need for domination with varying success and vocabulary. Hence the lessons to be learned from the final act of destruction of Yugoslavia (several months of NATO bombing of Serbia in 1999) have the expected tone of banality: absolute might strives for absolute power (which remains unattainable in principle); "the mighty oppress" is true always and in any place (but with a time limit); and, finally, what everyone knows but does not (or is unable or refuses) to say aloud: the only true alternative to military threat and/or aggression of a single political actor is an equally valid (military) threat/aggression by another one. We are tempted to conclude that, despite the ideological ardor of NGO activists, the political correctness of theoreticians and the rhetorical figures of speech of politicians, the "banalities" remain valid as the only certainties, i.e., regularities in the unpredictable currents of relations between states.

У раду је представљена група писама из преписке Корнелија Станковића која се налазе у Архиву Србије у Београду. У периоду између 1853. и 1865. године, Станковић је одржавао приватне и професионалне контакте са пријатељима, познаницима и сарадницима, међу којима су биле значајне личности из различитих друштвених кругова и културно-политичке јавне сфере на подручју Хабзбуршке монархије и Кнежевине Србије. Сачувана писма сведоче о многобројним композиторовим професионалним активностима, о условима у којима је живео и радио и културно-историјским приликама којима је био изложен. У раду се доноси листа најзначајнијих Станковићевих кореспондената и кратак преглед садржаја писама. ; The aim of the research offered in this article was to present a group of letters from the correspondence of Kornelije Stanković, kept in the Serbian Archive in Belgrade. In the period between 1853 and 1865, Stanković corresponded with a great number of his collaborators, connoisseurs and friends from different social groups. Many of them were important figures in the cultural and political sphere in the Habsburg Monarchy and the Princedom of Serbia. Besides a complete list of letters, parts of particular letters from the most important Stanković's correspondents were discussed in this article. They testify about numerous composer's artistic activities and his professional environment, as well as his intimate everyday life, his relationships with friends and family, the state of his health and finances. This part of Stanković's correspondence was observed as a source of important information about the composer's role in Serbian musical and cultural history.

The author primarily studies the works of Croatian and non-Croatian theologians and historians puplished since the 1980s which deal with the cultural and political activities of the Serbian Orthodox Church in Croatia and Bosnia-Hercegovina. In the article's introduction, the author stresses that in recent times there has been a growth of interest in this topic because of the increased political activity of the Serbian Orthodox Church in the former Yugoslavia and its attitude toward Serbian aggression in Croatia and Bosnia-Hercegovina. He also cites publications written by Croatians and non-Croatians that were published from 1918 to 1982. The main issues of his analysis are the jurisdiction of the Patriarchate of Pec outside of the Ottoman Empire's borders; the problem of the union of churches during the 17th and 18th centuries; the role of the Serbian Orthodox Church in the process of Serbian national integration in Croatia and Bosnia-Hercegovina during the 19th and early 20th century; and finally, the problem of theological debates and political developments during the 20th century. Special emphasis is also placed on the behaviour of the Church during the course of the Second World War, when it collaborated with German occupational forces. After the war, the Serbian Orthodox Church not only kept silent about this, but it also made unsubstantiated claims about the wartime collaboration of the Croatian Catholic Hierarchy and the Croatian people. The author concludes by saying that further research is needed into these and other related topics so that new light may be thrown on the more than three hundred year long history of the Serbian Orthodox Church in Croatia. Due to the increasing globalization and the danger of reducing all beings to things, it is central to point out again and again that a human being is not a thing among other things, and that the appreciation and realization of their life requires nurturing and cultivating the variety of human knowledge pertinent to different spheres of the historical world of life. Thus, the relevance and the role of practical philosophy is gaining significance regarding the - to the historical Being - proper understanding and fulfilIment of human potentials in today's world. (SOI : PM: S. 25) + The author first defines the various facets of globalization in today's world and emphasizes the key changes that are stepping up and intensifying communication among peoples, nations, and cultures all over the world. However, parallel to this there are other pressing problems: from the ecological crisis, to the realization of human rights, to the anomie of life and work. All this proves that globalization is not only an economic and technical but, ultimately, practically an ethic/political issue. Along the lines of Hegel's philosophy of world history and Aristotle's practical philosophy, the author has come to view the contemporary globalization as a step forward of world civilization, i.e. as a possibility of the realization of freedom and good life. Globalization, of course, scares people with its unpredictability and the erratic development of "global society" which (in line with Beck's distinction between the First and the Second Modernism) today is represented as a society of nation-states on the one hand, and as a "global society of transnational actors" on the other

As regards the concern for and protection of artifacts of Croatian culture, the Society occupies an unparalleled place in Croatian history. Innumerable times it has supported, when it has been allowed the means, the restoring, building and archeological research of important Croatian cultural objects. The largest project undertaken by the BHZ, besides the restoration of Ozalj, was the building of the St. Cyril and Methodius Basilica in Duvno (today's Tomislavgrad), as a monument to the celebration of the millenary of the Croatian kingdom. Its construction, in 1925, made a large impression on Croatians both at home and abroad. (SOI : CSP: S. 40) + The BHZ ("Braca Hrvatskog Zmaja": "Brethrenhood of the Croatian Dragon") Society appeared on the Croatian cultural scene at the beginning of the twentieth century. Its objective was to protect monuments dedicated to important Croatian cultural figures and historical events, as well as to protect and restore artifacts of Croatian culture. But above all else, its main activity was the erection of monuments and memorial plaques. Even today, more than two hundred of these exist throughout Croatia, Bosnia-Hercegovina, and Austria. In Zagreb, the society founded the City Library in 1907 and the City museum in 1909. It also began a Popular University, founded the institute for conservation, the ethnographic museum, and supported the creation of a number of popular libraries in many Croatian cities. In particular, the Society supported and protected the monuments dedicated to the Zrinskis and Frankopans, old Croatian noble families who played a very important role in the political and cultural life of Croatia. In 1928, the Society was given the city of Ozalj to administer, where it then created the Zrinski-Frankopan museum. During the period of the Independent State of Croatia (1941-1945), the Society was transformed into the Knightly Order of the Croatian Dragon. In 1946, after the communists came to power, the Society was disbanded. When democracy was established in 1990, the Society was reconstituted

Pitanje prava drzava na samoodbranu je jedno od fundamentalnih pitanja medjunarodnog javnog prava. Ovo nacelo koji postoji koliko i samo medjunarodno pravo, formulisano je na univerzalan nacin sredinom proslog vijeka, i postoje mnogi pisani radovi o njegovoj izradi i tumacenju. Pozivanje na samoodbranu kroz cijelu istoriju je koristeno kao opravdanje za zloupotrebu sile od strane drzava van svojih teritorija. ; Question of right of states to self-defense is one of the fundamental questions of public international law. This principle, which exists just as long as public international law does, was formulated in universal manner by the mid 20th century and there are many written works on its formulation and interpretation. Invoking self-defense during the course of history was used as a pretext for the use of force by the states outside of its territories. Right of states to self-defense originates from customary international law. During antic and medieval times, principle of self-defense was linked to the theory of just war which was differently interpreted in different times. In the period between two world wars, still there was no absolute prohibition of the use of force in international relations so the principle of self-defense was linked to the right of self-help through use of different forcible measures: retorsions, reprisals, naval blockade, intervention and demonstration of naval power. Contrary to the period of League of Nations, mechanism of implementation of international law was centralized by the foundation of the United Nations because a single body – Security Council – was entrusted with the authority to determine when the use of force is allowed in international law. Article 51 of the United Nations Charter defines that the states have a right to individual or collective self-defense in case of armed attack on the UN member state. This right is considered legitimate until the Security Council has taken measures necessary to maintain international peace and security.

Spoljnopolitička agenda jedine posthladnoratovske‎ supersile vođena je idejom stvaranja globalnog poretka utemeljenog na ideologiji‎ (globalnog) liberalizma koja u sebi inkorporira teorije liberalnog mira,‎ demokratskog mira i neoliberalnog institucionalizma. Uspostavljanje tzv. globalnog‎ liberalnog poretka dosada je bilo praćeno brojnim političkim, socijalnim,‎ ekonomskim i bezbednosnim krizama, a trenutnu eru međunarodnih odnosa‎ odlikuju uspon relativne moći "neliberalnih" globalnih aktera, pre svega‎ Kine i Rusije, kao glavnih izazivača svetske dominacije Sjedinjenih Američkih‎ Država, te geopolitički revizionizam i ideološka konfrontacija liberalnih i‎ antiliberalnih snaga širom sveta. Muzičke institucije u Beogradu i Srbiji u drugoj polovini 19. veka u velikoj su meri zavisile od inostranih kadrova, najčešće građana Austrougarske, usled nedostatka adekvatno obrazovanih domaćih muzičkih stručnjaka. Ovakva situacija doprinela je dolasku značajnog broja Čeha, Austrijanaca, Nemaca, kao i Mađara u srpske gradove gde su radili na muzičkom opismenjavanju kako imućnijih, tako i širih slojeva, a po tom i na utemeljenju i ekspanziji visoko umetničke i popularne muzičke prakse. Iz istih razloga se polovinom 60-ih godina u Beogradu našao i Slovenac Davorin Jenko koji će zahvaljujući svom angažmanu u Beogradskom pevačkom društvu i u Narodnom pozorištu steći značajan ugled u srpskoj sredini, kao i u među srpskom obrazovanom populacijom iz Austrougarske. Budući da se Jenkovo delanje u Beogradu poklapalo sa intenzivnim širenjem panslavističkog diskursa i diskursa kulturnog nacionalizma u okviru političkog, kulturnog, naučnog i umetničkog polja uspeh njegovih muzičkih ostvarenja i prestiž koji je vremenom sticao među publikom različitog društvenog profila nailazili su na podeljene reakcije među pripadnicima intelektualne elite. Činjenica da je kompozitor slovenačkog porekla stvarao muziku uglavnom proisteklu iz elemenata šire shvaćenog srpskog muzičkog foklora koju je publika prihvatala i prepoznavala kao srpsku muziku otvorila je prostor za polemike hroničara i komentatora beogradskog muzičkog života u srpskim, vojvođanskim i bosanskim listovima i časopisima. Pokušavajući da objasne fenomen srpske muzike "stranog" porekla autori su izvodili interpretacije koncepa srpstva otkrivajući u njemu izvesne epistemološke rupture. Rasprave oko statusa Jenkove muzike u vidu njenog poimanja kao srpske ili ne-baš-sasvim srpske, ukazivale su na različitost ideoloških pozicija koje su se pojavile u okviru srpske elite iz Kraljevine Srbije i Austrougarske. Cilj rada je da se ukaže na izdiferenciranost etničkog koncepta nacionalnog identiteta proisteklog kao rezultat nepoklapanja u viđenjima elite kada je reč o daljem razvoju srpske kulture. Važan segment predstavljaće predočavanje značaja te pojave u teorijskom i kulturno-istorijskom pogledu. ; In the second half of the 19th century music institutions in Belgrade and Serbia depended a lot on the work of foreign musicians, most of them citizens of Austria-Hungary, because of the continual lack of local educated professionals. Th ese circumstances contributed to the large-scale migration of Czech, Austrian, German and Hungarian musicians to Serbian towns where they helped with the expansion of the musical literacy of both the upper and middle-class parts of society, as well as the establishment of the high-art and popular music practices. Th e same type of "missionary work" motivated Slovenian musician Davorin Jenko to settle in Belgrade during the 1860s where he was active for several decades fi rst in the Belgrade's singing society and later in the National theater gaining public appraisal from the Serbian theatergoers, intellectuals and music experts both from Serbia and Austria-Hungary. Since Jenko's arrival to Belgrade coincided with the growing popularity of the Pan-Slavic ideas and the discourse of cultural nationalism in the fields of politics, culture, science and arts the success of his works among the theatre spectators and music consumers created divergent response in the parts of the Serbian elite. Th e fact that the composer of Slovenian origin created music on the basis of largely defi ned Serbian music folklore that was well accepted and perceived as Serbian among the consumers inspired the debates of music critics, chroniclers and experts in journals published in Serbia, Vojvodina and Bosnia and Herzegovina. Trying to explain the phenomenon of the Serbian music of "foreign" origin commentators performed diff erent interpretations of the concept of Serbian identity showing throughout the process its epistemological ruptures. Th e confl icting views on the status of Jenko's music as Serbian or not-completely-Serbian was a result of divergent ideological positions that appeared among the elites from Kingdom of Serbia and Austria-Hungary. Our aim is to point to the diversity of the defi nitions of the ethnic concept of nation and national identity among the Serbian elites at that time as a consequence of the diff erent understanding of the progress of Serbian culture. Th e special emphasis will be put on the theoretical and cultural-historical implications of that phenomenon.
