Various studies - especially in English - show an increasing tendency of students to take the labour-saving "shortcut" of cheating behaviour when acquiring credit points. Own investigations at a German university confirm the cheating rates reported in the literature. Detailed analyses show that neither systematic predispositions nor typical study structure characteristics underlie this phenomenon. The results rather point to the connection between the learning and achievement motivation of "work avoidance" and the tendency to cheating behaviour. Thus, the dimensions of the teaching and learning culture on the one hand and the construction of meaning and goal orientation, which the students connect with their own studies, on the other hand gain in importance. In order to obtain clear indications on the design of university teaching, both would have to be further empirically researched.

The Bundestag election campaign in 2005 brought about an innovation: the strategy of demonstrated honesty, pursued by the CDU/CSU. After a short review of the CDU/CSU's other campaign strategies, the difficulty of honesty in politics is discussed and requirements are delineated that a successful honesty campaign has to meet. The CDU/CSU had ostensibly taken upon themselves the burden of a campaign poor in promises and rich in social cuts. While the party's plan to hide vague and dishonest aspects of its program behind blunt social cuts could have worked for the most part, the CDU/CSU ultimately failed to reap the benefits of refraining from making large campaign promises through much more manifest dishonesties in the running of the campaign. Surely, the failure of the CDU/CSU in 2005 does not indicate that abstaining from offering unrealistic promises must necessarily backfire, but it should serve parties as a warning against proclaiming honesty as their main campaign theme. Doubts have long circulated regarding the intellectual honesty of everyday ethical discourse. Such doubts primarily relate to two of the fundamental assumptions underlying ethical discourse. First: Ethical judgments are truth-apt. Second: Ethical claimsare claims ofreason. The author offers a new line of defense for these assumptions. The principal reference points in his argument are the language philosophy approaches of Ludwig Wittgenstein and Robert Brandon. The thesis promoted by the book is that once we understand pragmaticfeatures oflanguage, several of the most troubling concerns in moral philosophyvanish on their own accord. Die Frage nach der Integrität öffentlicher Ämter ist seit geraumer Zeit Gegenstand gesellschaftlicher Debatten. Auf internationaler Ebene und in zahlreichen Staaten wird um die Standardisierung und Implementierung eines Wertekanons für die öffentliche Hand gerungen. Die Entwicklung ethischer Verwaltungsstandards, die in den vergangenen Jahren auch in der Europäischen Union an Bedeutung gewonnen hat, ist in anglo-amerikanischen Ländern besonders stark ausgeprägt. Den Modernisierungsentwicklungen der öffentlichen Verwaltung, nicht zuletzt im Zuge der Reformen des sog. »New Public Management«, steht die Wiederbelebung ihrer Grundwerte gegenüber. Unter rechtsvergleichender Einbeziehung des Civil Service in Großbritannien arbeitet Martin Weibezahn traditionelle Strukturprinzipien der öffentlichen Ämterverfassung der Bundesrepublik heraus und entwickelt Grundlagen für ein rechtssystemübergreifendes Amtsverständnis. Kernelemente sind dabei ein Handeln nach Recht und Gesetz sowie Integrität (integrity), Rechtschaffenheit (honesty), Sachbezogenheit (objectivity) und Unparteilichkeit (impartiality) des öffentlichen Handelns. Die Erkenntnisse der Arbeit bieten die Chance, den Diskurs des »Right to Good Administration« anhand gemeinsamer Maßstäbe ethischer Verwaltungsstandards auch auf europäischer Ebene neu zu beleben.

In the fall of 1989 Aue, a small town in Saxony, was a regional center of political opposition. Armin Steil & Kerstin Palloks talked to the protagonists of the Peaceful Revolution, who were key figures of the civil rights movement & the majority of whom still live in Aue. The inner solidarity of the group enabled trust which itself necessitated honesty between the members. The political power of the group came to a halt with the downfall of the Wall, but nevertheless the group played an important role in the last moments of the GDR. In their concluding text Armin Steil, Kerstin Engelhardt & Matthias Pfuller take stock of the research project. The case studies show how heterogeneous the spectrum of non-conform groups has been during the last phase of the GDR. The continuity of the activities proves to be heterogeneous as well: Many who were active continued their engagement after the downfall of the Wall. But still, a part of the interviewees kept an inner distance to the current parliamentary system. But the resume has an upside, too: a deep grass-roots understanding of democracy & politics still shapes the lives of many protagonists. The extent to which the totalizing appropriation through subversive practices,in the visual arts and political activism, can be turned around in orderto experience the possibility of a different present is the subject of theproposed contribution. Using the hashtag #DCBlackout and looking atAmalia Ulman's Instagram performance "Excellences and Perfections"(2014), the aim is to examine how 'trolling' strategies, previously primarilyused as populist manipulation by the political right, are reflexive and subversiveand thereby can develop enlightening critical potential. Our thesisis arguing that through the use of mass media rhetoric and distributionchannels inside social networks, 'aesthetic trolls' provoke an art and politicalworld that is concerned with criticality and honesty and can present itsown defaults and blind spots. In addition to the resulting doubts about thedigitally postulated existing, thus something like digital authenticity itself,the reflexive moment, i.e. the influence of the doubt on the individual her/himself who spreads the digital message, is examined.
