Недопустимо широкий разброс суждений относительно понимания «добросовестности» комплиментарному введению её в действующее национальное законодательство, полагаем, препятствует. Однако объединяющая всех убеждённость в необходимости оперативного использования в национальном праве «добросовестности», «разумности», «справедливости etc имела следствием то, что в законодательстве Казахстана и России «добросовестность», «разумность» и «справедливость» наличествуют. Стало быть, препятствие к этому оказалось преодолено - за счёт фактора «правовой воли». В сфере законодательной ситуация определяется, в частности, такими обстоятельствами. В ГК РК ни «добросовестность», ни «разумность», ни «справедливость» не закреплены автономно друг от друга, но в виде устойчивой совокупности - их триадой. Из этого следует: в гражданском праве Казахстана любого рода суждения и умозаключения относятся к сложно составному трёхзвенному принципу или к трёхсложной презумпции. «Добросовестность» закреплена в ГК РК и РФ дважды. Вначале как требование к участникам гражданских правоотношений «действовать при осуществлении принадлежащих им прав добросовестно». It follows that in the civil law of Kazakhstan judgments and conclusions of any kinds are difficult to composite three-tier principle or three-level complex presumption. «Honesty» is set in the Civil Code of the Republic of Kazakhstan and the Russian Federation twice initially as a requirement for the participants of civil relations «to act in the exercise of their rights in good faith». However, once it was billed as the cancellation of the first to put forward the requirements for «honesty» of participants in civil relations are only «supposed to» as well as the reasonableness and fairness of their actions in fact.

Honesty, loyalty and reasonableness together refer to the principle of good faith in contemporary private law. The principle of good faith historically emerged as a natural law principle deriving from Roman law of nations, the universal set of rules applicable for all mankind. However, it also has immense historical effects on the early modern theories of international law. Being based on natural law and morality, good faith is well-equipped to be a fundamental standard of behavior in contemporary international law concerns. Good faith manifests itself as pacta sunt servanda as the basis of international treaty law. As a principle referring to honesty, loyalty and reasonableness, it guarantees the prohibition of the abuse of power and provides equitable solutions in legal relationships between sovereigns and private actors. Accordingly this article examines the application of the classical Roman principle of good faith in international law from a transhistorical perspective to clarify its contemporary applications, taking refugee law as an example. It concerns itself with the fundamental elements of good faith, the historical emergence of the principle, its relationship with early modern international legal theories and its contemporary significance in refugee law.Received: 23.10.2019Accepted: 29.12.2019Published online: 03.07.2020

Plagiarism is no longer a mere issue, but it is a global fact that this disease has attacked higher education, and regarding ethics, immoral and irresponsible academics has shaken the world of education. Plagiarism has become a systematic virus that must be tackled from the root of the problem. Plagiarism is the responsibility of higher education with the government in which the Indonesian government of higher education has already established its legislation on plagiarism and colleges elaborate on it in their respective academic rules. The prevention of plagiarism begins with building a winning, honest, anti-plagiarism, and responsible mentality. It also provides a plagiarism prevention system manual (manual regulation and regulation through editorial team, plagiarism law socialization, honest and responsible culture building), as well as the use of anti-plagiarism software in college and internet and mobile browsing. Plagiarism at a high altitude can kill the creativity and wealth of thinking of pouring new ideas into work. Students who do plagiarism means to have shut down their intellectual honesty in their work. While systems that allow plagiarism to occur that they have shut down the integrity of students in work and destroy the creativity of other students in college who uphold honesty in the work.

Government bureaucracy, especially the implementation of local public services into the public spotlight due to the lack achieves effective results, transparency, and the lack of assurance services. The performance of the public service is still low, especially the attitude and behavior of the Ministry apparatus less attentive to the moral principles in the conduct of its work. Government officials as civil servants and the Royal Society still looked at the issue of the ethics of bureaucracy, i.e. morality as an element that is less important to the world of public service. The purpose of this study was to assess the public service, especially service of Building Permit (IMB) through the application of ethical values based on local wisdom, include; honesty, scholarship, adherence, and persistence. Assessing the problem with a phenomenological approach, namely, the researchers describe the experience done and experienced by the informants both IMB nomination processes, as well as the manufacture of IMB. The results showed that the attitude and behavior of a bureaucratic apparatus in the service of IMB remain low because there is still a bureaucratic practice of pathology seen from indicators of application of the values of honesty, scholarship, adherence and persistence. Trust in government has been shown to be volatile in recent years and Internet transparency is seen as a solution to strengthen trust. However, critics argue that transparency will only lead to less trust, and sceptics say that it has no effect at all. This debate on transparency is lacking empirical information, and therefore central to this article is to what extent transparency influences trust. Three dimensions of trust are distinguished: the competence, benevolence and honesty of the government agency in question. To examine whether Internet transparency affects these dimensions, an experimental design was used which compared results from three groups of volunteers. The groups were given varying amounts of prior information regarding the government agency, ranging from much to none. Results showed that the relationship between Internet transparency and these dimensions of trust is not unequivocal. Perceptions of benevolence and honesty are affected by the level of transparency, while perceptions of competence remain stable. Hence, a heterogeneous effect of transparency on trust is demonstrated. This calls for a more refined view in the debate on this relationship; this study offers a beginning point for more detailed insight in the various effects of transparency on trust.

Digitized facial images of Presidents Clinton, Reagan, and Kennedy were manipulated to test whether subtle feature alterations were powerful enough to shift social perceptions of them. It was expected that exaggeration of facial maturity cues would lead to shifts in perceptions of power (dominance, strength, and cunning) and warmth (honesty, attractiveness, and compassion). Each familiar face was made more neotenous by enlarging eyes and lips, and made more mature by reducing the sizes of these features. Undergraduate perceivers rated one version of each face. Though unaware of feature changes, perceivers were affected by them. In Study 1, neotenous features made Clinton seem more honest and attractive, even to perceivers who did not support him in the 1996 election. In Study 2, mature features made Kennedy, the youngest U.S. president, seem more cunning and made Reagan, the oldest president, appear less powerful and less warm; neotenous features reduced ratings of both Kennedy's and Reagan's power, whereas neotenizing the familiar face of Clinton increased ratings of his honesty and attractiveness without diminishing perceptions of his power. Overall, the results suggested that subtle alterations of proximate physiognomic cues can be used to manipulate perceivers' social perceptions of familiar political leaders.

AbstractIn the evaluation literature, there is a dearth of guidance for conducting site visits. In 2015, Michael Patton aimed to fill that void by offering 10 standards for guiding site visits, and then invited others to contribute to this. This chapter accepts that invitation. By drawing on experiences gathered outside of the United States, the chapter suggests supplementing Patton's standards with four additional ones, namely, humor, honesty, humility, and humanity.

In December 2009 I had the privilege of participating in an unique gathering of scholars at Ditchley Park, near Oxford sponsored by the Ukrainian Jewish Encounter project. As is usual with such conclaves, the formal discussion of papers in panel sessions was useful, but the exchanges between sessions - over breakfast, or late into the night sitting in the common areas - were often far more revealing. Looking back on the conference as a whole, including both formal and informal discourse, I would like to make two broad assertions about the current state of the academic debate, which are well reflected in the papers published in this symposium. First, the Holocaust looms larger than ever as the great challenge for historians of Ukraine. Although the program of the conference was dedicated to the interwar period, the topic was unavoidable and was engaged directly in virtually every session. Arcane yet heated debate over, for example, specific anti-Semitic statements of the Organization of Ukrainian Nationalists (OUN) during the 1930s was only cut short when a participant reminded the group that the OUN was numerically insignificant at the time these statements were made - yet limited attention was paid to the far more mainstream Ukrainian political movements such as the Ukrainian National Democratic Organization (UNDO). The trajectory of academic focus was pulled into a distorted orbit around the Holocaust, and that gravitational pull is increasing as the field matures.
