This study aims to determine the orientation of the budget in the process of preparing and determining local government budgets. The research was conducted by the local government of Gorontalo City. Habermas's communicative action theory approach as part of the critical approach was chosen as the method in this research to capture the reality of budget orientation in the preparation and determination of local government budgets. Data collection techniques were carried out through in-depth interviews, observation, and documentation. The informants in this study were from BAPPEDA, members of BANGGAR, and several officials from offices related to regional finance as many as 10 people.This study finds that the act of compromise in the communication pattern of local government administration on budget policies is motivated by political interests. Budget policy decisions are dominated by the power possessed by actors to determine budget priorities. Communication practice is characterized by negotiation and compromise and ignores the value of honesty as a prerequisite for validity to fulfill comprehensive aspects of communication competence (truth, accuracy, honesty). Communication that is built only because of interest as the cause of communicative action is not effective. The results of the study show that the shackles of communication harmony are the basis for consideration for making policy changes by prioritizing rationality to gain legitimacy and trust from the public to government administrators.
The purpose of this study was to determine the work ethic of teachers in improving students' learning achievement at MTs. Negeri 1 Luwuk. To collect the data, the researcher used direct observation, interview, and docummentation to the teachers, included the Head of Madrasah. The data obtained were analyzed descriptevely. This study resulted two (2) findings, namely (1) the work ethic of the teachers in improving students' learning achievement has been implemented in obeying all the rules and regulations at MTs. Negeri 1 Luwuk, as well as showing the simplicity, honesty, acted based on common sense, willingness to change or improve the self quality of students' MTs Negeri 1 Luwuk. (2) the work ethic of the teachers, can be improved through respect for the teachers' personal self, because respect, recognition of achievements and works, from an economic perspective, politics greatly affects a person's work ethic of the teachers in carrying out their duties. Based on the findings above, it is concluded that; (1) the work ethic of teachers at MTs. Negeri 1 Luwuk, has been proven by the simplicity, high discipline, honesty, mutual respect and appreciate, and have foresight (2) Factors influencing the work ethic of teachers are attention and respect, while affecting the students' achievement are health, disability, maturity, intelligence, interest, atteantion, as well as family, society/environment and teachers' factors.
An important element of the ethics of science is the professional code of scientific honesty transmitted by the scientific community. Basic research relies on the notion of gift-giving as a selfless ethical-cognitive relationship, one of the manifestations of which is scientific humility. The article establishes a link between the approach of virtue epistemology and ethical consequences from the concept of paradigm (T. Kuhn). Kuhn's normative image of science suggests that the scientist assumes paradigmatic rules and limitations without any violence. That is why paradigm represents a huge advantage for a "normal scientist" allowing her to solve only those particular puzzles that really interest her. Paradigm appears as a gift of a mythical revolutionary hero to the "normal" scientist. Scientific honesty forms a normative basis for basic research because scientists do not sell results to each other, do not extract income at the expense of the scientific community and therefore do not expect deception in the style of "bought cheaper, sold more expensive". The primary meaning of the ethics of science is based on the selfless giving. Humility is the ability to accept the gift of knowledge and acknowledgement gratefully, to take on the duty of recognition and to be ready to pass on the same gift by inheritance.
AbstractMobile phone use while driving (MPUWD) is an increasingly common form of distracted driving. Given its widespread prevalence, it is important for researchers to identify factors that may predict who is more likely to engage in this risky behavior. The current study investigates associations between MPUWD risk behaviors, domain‐specific risk perceptions, and broad personality dimensions. An Italian community sample (n = 804) completed a survey regarding MPUWD risk perceptions and engagement in MPUWD, in addition to the HEXACO‐PI‐R, a broad six‐factor personality inventory (honesty‐humility, emotionality, extraversion, agreeableness, conscientiousness, openness to experience), and the DOSPERT, a six‐factor domain‐specific self‐report risk‐taking measure (health/safety, recreational, social, ethical, gambling, and investment). With respect to domain‐specific risk taking, greater frequency of SMS use while driving most strongly was associated with greater risk taking for the health/safety, gambling, and ethical risk domains. Further, greater honesty‐humility and conscientiousness, two traits related to cognitive control and risk behaviors, and to a lesser extent openness to experience, were associated with less frequent MPUWD, and positively associated with MPUWD risk perceptions. With growing public safety concern surrounding MPUWD, understanding associated personality factors is not only important for identifying psychological mechanisms underlying risk behavior, but also for more effective prevention and intervention programs.
The purpose of this research was to determine the relationship between ethical values and job performance on the part of administrative employees in the humanistic nucleus of the University of Zulia. The results indicate that: a) the instrumental means that characterize the ethical values of the employees are honesty, loyalty and solidarity, while democracy, sincerity, trust and respect were moderately effective; b) the parameters considered in performance weredisposition, responsibility and work load, but cooperation, initiative and quality turned out to be insignificant; c) ethical values related with employee performance were honesty, democracy, loyalty, solidarity, trust and respect with a positive correlational value of 0.517. ; La investigación, tuvo como propósito determinar la relación entre los valores éticos y desempeño laboral de los empleados administrativos del núcleo humanístico de la Universidad del Zulia. Los resultados indican: a) los medios instrumentales que caracterizan los valores éticos de los empleados son honestidad, lealtad y solidaridad, mientras la democracia, sinceridad, confianza y respeto resultaron medianamente efectivos; b) los parámetros considerados en el desempeño son disposición, responsabilidad y cantidad, pero el cooperativismo, iniciativa y calidad resultaron insignificativos; c) los valores éticos relacionados con el desempeño son honestidad, democracia, lealtad, solidaridad, confianza y respeto obteniendo una correlación positiva media(0.517).

Among the various aspects of this notion of transparency, is it possible to study the extent to which search engines on the web are honest with respect to their declared personalization policy, and to what extent is it possible to explain their behavior, if only succinctly? We describe here an experimental framework and the results obtained on the study of the transparency of the leading web search engine. The idea is to track the changes of results, in a way to evaluate their honesty and explicability. We formalize the protocol and the measures used. We find that, for several users and carefully choosen queries, they are large variations in the results. We quantify them and rank the importance of the parameters studied. We show that this information may be used to enhance the transparency of search engines.
