ÖZETORTADOĞU ÜLKELERİNDE SAVUNMA HARCAMALARININ EKONOMİ POLİTİK ANALİZİ: KÖRFEZ ÜLKELERİ ÖRNEĞİTehdidin ortaya çıkardığı savunma olgusu insanlık tarihi kadar eski bir konudur. Onu önemli ve öncelikli kılan şüphesiz ki bireyin hayatının da içinde olduğu maddi manevi değerlerin muhafazasını doğrudan ilgilendirmesidir. İnsanlığın tarih boyunca toplumsal ve siyasal gelişimi, çeşitli formları bulunan ve devlet olarak nitelendirilen organizasyonları ortaya çıkarmıştır. Bireysel olarak giderilmesi mümkün olamayan ihtiyaçlar da devlet mekanizması ile temin edilir olmuştur. Birey hayatıyla doğrudan ilgili olan savunma ihtiyacının da devlet ölçeğinde izdüşümü bulunmaktadır. Bu izdüşümde, bir tarafın diğer tarafı tehdit ettiği, diğer tarafında kendisini savunma ihtiyacı hissettiği en az iki devlet söz konusudur. Bir tarafın diğer tarafı caydırmak veya etkisiz hale getirebilmek için güce ihtiyaç duyması ve bunu silah ile araçsallaştırması söz konusudur. Devletlerin konu olduğu tehdit, savunma, güvenlik, silah vb. etrafındaki ilişki sadece tehdit ve güvenlik boyutu ile sınırlı kalmamakta, ekonomik ve politik boyutları da bulunmaktadır. Bu çalışmada Ortadoğu Bölgesi'nde yer alan Körfez Ülkelerinin savunma ihtiyacını ortaya çıkaran tehdit- güvenlik ilişkisinin nedenleri araştırılmıştır. Bölgesel ve küresel düzeyde ortaya çıkardığı ekonomik, politik ve askeri ilişkiler ağı incelenmiştir. Bölgesel ve küresel yansımaları olan bütün bu ilişkiler, Ekonomi Politik Disiplin içerisinde ve teorik zemin üzerinde izah edilmiştir. What makes it important and priority is undoubtedly that concerns directly the preservation of the individual's material and sentimental values such as right to life. Throughout history, the social and political development of humanity has revealed some organizations also described as states which have various forms. The needs impossible to be supplied individually can be also done by state practice. The need of defense directly related to the life of an individual has a place to be projected at the state scale. On this projection, there must be at least two states; of which one party threatens the other and the other feels the need of defense himself. It can be mentioned that the party needs power and instrumentalizes it with arms to deter the other or make it neutralized. The relationship of states subjected among the threat, defense, security, weapons and etc is not only limited by the size of security threats; but there are also economic and political dimensions. In this study, the causes of relationship between threat and security found out the need of defense for Gulf Countries in the Middle East region has been searched. The network of economical, political and military relations emerged at the regional and global level has been surveyed. All regional and global incidences of these relationships have been explained theoretically on the base of Economy Politics Discipline. Avrupa Birliği (AB) 2004 yılından bu yana Orta ve Doğu Avrupa ülkelerinin büyük çoğunluğunu resmi olarak birliğe kabul etti ve Batı Balkanlarda geriye kalan üye olmayan ülkeler AB'nin yeni hedefi haline geldi. Ancak, Birlik AB politik üyelik koşulları yoluyla kurallarını Orta ve Doğu Avrupa ülkelerine kıyasla Batı Balkanlardaki diğer üye olmayan ülkelere aktarırken birtakım zorluklarla karşılaşmıştır. Burada akla iki soru gelmektedir: Birinci soru, "Hangi şartlar altında bu koşullar etkili olabilir?" iken; ikinci soru, "AB üyelik koşulları neden Batı Balkanlarda bulunan ülkelerin iç politikasında kısmen sınırlı bir rol oynar?" şeklindedir. Bu meseleyi açığa kavuşturmak için Schimmelfennig ve Sedelmeier (2004) tarafından "dış teşvik modeli" benimsenmiştir. Bu çalışma "dış teşvik modelinin" bu soruları tam anlamıyla cevaplandıramadığını ve ulusal kimliğin Batı Balkan devletleri olan Hırvatistan ve Sırbistan'da AB üyelik koşullarının etkililiğini belirleme noktasında önemli bir role sahip olduğunu ileri sürmektedir. Çalışmanın Hırvatistan ve Sırbistan'ı durum çalışmaları olarak ele almasının sebepleri; bu iki ülkenin eski Yugoslav Sosyalist Federal Cumhuriyeti olmaları ve 1990'lı yıllarda ortak bir savaş tarihi paylaşmalarıdır. Belirtilen bu ortak özelliklere rağmen bu iki ülkenin Birliğe olan üyelik sürecine ilişkin tutumlarının birbirinden farklılık arz ettiği dikkat çekmiştir (Massari, 2010). Hırvatistan AB üyeliğini hâlihazırda 2013 yılında elde etmiş olmasına rağmen, Sırbistan'ın bu üyeliği gerçekleştirme noktasında kat etmesi gereken daha çok yol vardır ; The European Union (EU) has formally initiated the vast majority of the Central and Eastern European Countries (CEECS) into the Union and Western Balkans' remaining non-EU countries have became the new target of EU enlargement since 2004. The Union, however, has faced some difficulties in transferring its rules to non-member countries in Western Balkans by means of the EU political accession conditionality in comparison to Central and Eastern European Countries. Here are two questions to mind: 'Under what circumstances could the conditionality be effective?' and 'why does the EU conditionality play relatively limited role in the domestic politics of the Western Balkan states?' An "external incentive model" is adopted by Schimmelfennig and Sedelmeier (2004) to articulate the issue. This study addresses this contestation, arguing that the "external incentive model" is incapable of fully answering these questions and that national identity has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. The reasons why the paper has chosen Croatia and Serbia as case studies are that they are republics of former Yugoslavia and that they have shared war history in the 1990s, however act differently on the way to the European Union (Massari, 2010). Although Croatia has become a member of the Union, Serbia still has got a long way to go The European Union has utilised political conditionality as one of the most significant strategies to export its governance and to encourage non-member countries to obey the rules of the EU (Schimmelfennig and Sedelmeier, 2004). Political conditions, which are necessitated by the Union from the very beginning, can be described as a competitive party system, and free and fair elections. As for the essential political conditions of EU accession that the EU confirmed in 1993, which are also defined as the Copenhagen Criteria, they are the stability of democratic institutions, rule of law, liberal market economy, human rights and lastly the protection of minority rights (Bieber, 2013:2). The required political conditions are flexible. By which it means that some specific requirements could be added to the conditions. For instance, the UE required cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY) in the context of Western Balkans (Frerburh and Richter, 2010:269-71). Predominant studies select "external incentive model" to articulate the logic of EU conditionality and political conditions. This model is based on a rationalist cost-benefit calculation that assumes that states are regarded as rational actors, seeking to boost their interests (Schimmelfennig and Sedelmeier, 2004). The tool of conditionality is perhaps the most significant instrument that the EU external governance applies to force would-be member states to obey the rules of the EU. That is, the Union decides its instructions as conditions and would-be member states are expected or required to accept these conditions to receive rewards. Consequently, the target government would face three various pressures namely from the Union, domestic and international politics in return for EU external incentives (Trauner, 2011:8). It is therefore the credibility of the EU conditionality plays a key role in evaluating the pros and cons of EU rewards as opposed to domestic compliance (Schimmelfennig and Sedelmeier, 2004:663-7). This model is, however, unsuccessful in fully articulating why the EU political conditionality could perform better in states like Croatia than in states like Serbia in the context of Western Balkan despite the fact that the Union has provided these countries with rewards. At this point, national identity, as a constructivist variable, has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. National identity is the main theme that determines whether conditionality can be effective or not. Constructivists argue that wouldbe member states would acknowledge the influence of the Union by means of socialisation and persuasion processes. It is these processes internalizing identities with the help of domestic actors (Trauner, 2011). Considering the rules of the EU appropriate and compatible with political conditionality helps domestic actors to stick to given EU rules (Schimmelfennig et al., 2006:27-52). In this sense, national identity, as a filter actor, influences EU conditionality. It is, therefore, crucial to note that states, as social actors, often shape and reshape national identity when they face or interact with different social structures. The EU political conditionality has raised doubts about its effectiveness in the countries in question. This is because they had ethnic conflicts in 1990s that shaped their national identities. It is this historic background affecting the effectiveness of EU political conditionality in Croatia and Serbia in different lights. Although Croatia has become a member of the Union, Serbia still has got a long way to go.Cooperation with the ICTY has been very sensitive issue in both Croatia and Serbia where these countries had to comply with it as a result of being tied to EU accession. The way in which the transformation of the EU rules, however, quite varied from one another. Croatian elites saw the cooperation with ICTY as indispensable part of EU accession and in line with Croatian respect of European organizations. Croatia met EU requirements. This is simply because the country was one of the European countries in which the rule of law is respected and obeyed. As far as Serbia is concerned, the cooperation with the ICTY was ensured by Serbian elites who felt forced and oppressed to do so. But they rejected the Hague tribunal. Even though they rejected it, a sense of obligation arising from the fear of being punished by the international community through the cancellation or postpone of EU talks took place regarding detaining suspects. This problematic issue resulted in different images of the EU in the eyes of these two countries. Serbia regards the European Union as a punisher and a superior force that inclined to in Serbia. This could be one of the reasons why there is distance between Belgrade and Brussels. As for Croatia, the image of Europe in the eyes of Croatian people is related to high democratic standards, liberty and civilization (Subotic, 2011:326-7). This could be one of the reasons why there is close cooperation between Croatia and the European Union. The rational incentive model is important for explaining the choice of would-be member states. It is crucial to clarify that this model is valid once the rules of the European Union are compatible with national identity of the would-be member states. Once the national identity of the target state is incompatible with the rules of the EU, it is fair to say that any material condition does not serve a very useful purpose. Bu çalışma, Türkiye'nin dış ilişkilerde sosyal, kültürel ve ekonomik kalkınma modellemesini yaygınlaştırarak uluslararası konjonktürde etkililiği'ni artırma hedeflerinde temel amacın ne oranda gerçekleştiğini incelemeye yönelik planlanmıştır. Türkiye'nin daha barışçıl dünya düzeninin inşasında ve korunmasında uluslararası aktör olarak etkililiği'nin ölçümlenmesi amaçlanmıştır. 1980'ler sonrası yeni dünya düzeni arayışlarında, salt bölgesel değil küresel karar verici olma potansiyelini uluslararası ilişkiler aracılığıyla sürekli artırma hedeflerinde Türkiye'nin bu amaçla yürütmekte olduğu çalışmaların son dönemlerde daha da ön plana alınmaya başlandığı görülmektedir. Bilindiği üzere, bugün artık küreselleşme sürecinin aktörlerinden biri olabilmek demokrasi kültürüne sahip olmayı gerekli koşul saymaktadır. Küresel sürecin beraberinde getirdiği yeni demokrasi anlayışı da devletlerarası işbirliğini ve temel özgürlüklere saygıyı esas almaktadır. Hatta küreselleşme sürecinde ekonomik ve siyasal ilişkileri demokrasi ve insan haklarından bağımsız ele almak mümkün olamamaktadır. Dolayısıyla, ekonomik ve siyasal istikrarın ve gelişimin en önemli dayanağını oluşturan demokrasi, küreselleşmenin de en güvenilir altyapısını hazırlamaktadır. Türkiye de, küresel politikalarla istikrarlı bir şekilde demokratik yükselişte etkililiğini artırma gayreti içindedir. Bu ivmenin genel anlamda daha da yükselebilmesi için gereksinim duyulan bilimsel verilere daha sistemli ulaşabilmek adına bu çalışmaya girişilmiştir. Kamu diplomasisine yönelik model oluşturma gayesi taşımaktadır. Metodolojik sınırlama gereği, ülkenin yatırımlarından ve tarihsel bağlarından ötürü Orta Asya'da Kırgızistan özelinde sistematize edilmiştir. Dolayısıyla, bu alanda sistematik bir çalışma olarak büyük önem taşımaktadır. Bu bağlamda, Kırgızistan'da Türkiye algısı nasıl oluşmuştur, ne şekilde inşa edilmiştir sorgulamasına niceliksel istatistiki veriler aracılığıyla ulaşılmaya çalışılmıştır. Genel anlamda, Türkiye ile ilgili olumlu algılamalara ilişkin bulgulara erişilmiş olunmasına rağmen, düzeyin Türkiye'nin Kırgızistan'a yönelik kalkınma yardımları ve yürüttüğü kamu diplomasisi dolayımında olması gereken yükseklikte olmadığı da tespit edilmiş, sonuçtaki öneriler de bu duruma yönelik oluşturulmuştur. ; A state's international communication activity has played a very important role in strengthening its image and respect for the world public opinion. Regardless of the basic goal of a nation, the prestige of the nation, its strong recognition in other words, is sometimes the most important factor for the success of its foreign policy. For this reason, respect in politics for a rational foreign policy is indispensable. In our time when power struggle has come out of a struggle with traditional methods such as pressure and military force and has become a much wider struggle of people, prestige has become a very important weapon. There is no doubt that the main purpose of political and cultural promotion in the international arena is to support the external politics that are motivated. For this reason, it is necessary to treat general and long-term promotion politics as a whole of planned actions to improve the reputation of a country and to improve its overall appearance in the world. When we approach to the subject from the point of view of Turkey, it is important to emphasize that since the establishment of the Republic of Turkey, such activities are carried out within a "peaceful" foreign policy. From the standpoint of foreign policy, Turkey has struggled to be in the breakthroughs that can always be regarded as a political equilibrium, especially in its region. The international system is restructured by communication and information movements. In this sense, public diplomacy has become one of the indispensable elements of international strategic communication management because of the importance of agenda-affecting ability. That is why today, almost every developed and developing state has a goal of progress, the state places great importance on acting towards active public diplomacy in order to create a 'positive image' for them in the eyes of foreign public circles. Diplomacy is the knowledge and art of managing relations between states and these relations meticulously. In its broadest sense, it can be defined as the whole of the independent states, that is, the relations between the basic units of the international system and the methods used. Diplomacy is aimed at meeting the opponents, finding their own ideas and proposals, or finding a common solution. Prior to World War II, diplomacy aimed at states that were the sovereign actors of the purely international system. After World War II, emergence of international organizations and civil society organizations as new actors of international relations and emerging communication technologies seem to have changed traditional diplomacy. The possibilities and opportunities obtained by the production, collection, sorting and distribution of the information by a great deal of breadth, ease and speed have also started to be used in the field of diplomacy. This innovation in communication technologies has brought the issue of not only the states but also the peoples of the states to be subject to diplomatic activities. This changing diplomatic environment brings together the concept of 'soft power'. Joseph Nye's soft power, which was further expanded in 2004 by the Soft Power book published in 1990 with the Bound to Lead book and the literary book, is the attainment of the wishes of a nation in world politics, by observing the countries that admire its values, exemplify it, care for its prosperity and opportunities. It is important not only to force others to change using military threats or economic sanctions, but to create agendas in world politics and to attract them as well. Soft power is to make sure others want the results you want and is to attract people instead of pushing them away. Therefore, soft power is the ability to attract others, to win their hearts and minds. Public diplomacy is also one of the most important elements of fine power today, when international politics is in a pragmatic course towards the soft power from hard power. Public diplomacy has to be seen as the sum of the programs that will support the diffusion of cultural and national values. Besides public diplomacy heals the image in foreign countries. In this study is planned to investigate the main purpose of Turkey in the aim of increasing the effectiveness in international conjuncture by expanding social, cultural and economic development model in foreign relations. It is aimed to measure Turkey's effectiveness as an international actor in the construction and protection of a more peaceful world order. Turkey is aiming to continually increase its potential to become a global decision-maker, not just a regional, in the quest for new world order after the 1980s, through international relations. It is seen that the studies that are being carried out for this purpose have begun to be taken more prominently in recent periods. As it is known, today it is necessary to have a democracy culture to become one of the actors of the globalization process. The new understanding of democracy brought about by the global process is based on respect for interstate cooperation and fundamental freedoms. Even in the process of globalization, economic and political relations can not be handled independently of democracy and human rights. Therefore, democracy, which constitutes the most important basis of economic and political stability and development, is also preparing the most reliable infrastructure of globalization. Turkey is also striving to increase its effectiveness with a stable democratic rise through global policies. This work has been undertaken in order to achieve a more systematic approach to the scientific data needed to increase this rate in general terms. It aims to create a model for public diplomacy. Because of the methodological limitations, it was systematized in Central Asia for Kyrgyzstan, due to the investments and historical ties of the country. Therefore, this field is of great importance as a systematic study. In this context, it has been tried to reach the question of how the perception of Turkey has been formed and how it has been constructed in Kyrgyzstan through quantitative statistical data. In general, it has been found that despite the fact that positive perceptions related to Turkey have been reached, Turkey has not been at the height required for development aid for Kyrgyzstan and the public diplomacy it conducted, and the resulting proposals are aimed at this situation.
Modernleşme süreci Türkiye'sinde siyasi ve sosyal dönüşümün çok tartışılan alanlarından biri demilli kimlik olgusunun kapsam ve özellikleridir. Osmanlı Devleti'nden ulus devletine geçiş sürecindeOsmanlılık ve Türklük kimliği üzerinden en gerilimli tartışmaların odak noktasının milli kimliğin inşasımeselesi olduğu açıktır. Türkiye'deki siyasi ideolojilerin milli kimliğin tanımı ve özellikleri söz konusuolduğunda Müslüman ve gayrimüslim toplulukları öteki ve yabancı kılacak tanım ve tavsiflerdebulunarak Türklük, Müslümanlık ve Batılılık özelliklerini öne çıkaran tanımlamalarda bulunduklarıgörülmüştür. Türkiye'de milli kimliğin etnik ve kültürel özelliklerinin On dokuzuncu yüzyıl siyasalideolojilerince öncelik ve sıralaması değişirken, Türk kimliğinin etnik ve kültürel özelliklerinin içerikve yorumlarının da farklılıklar arz ettiği görülmektedir. Meşrutiyet dönemi siyasal partilerinde,konumu bakımından zayıflayan ve sahip olduğu yetkiler anayasal hükümlerle sınırlandırılmakistenen bir padişah portresi vardır. Sultana bağlılık ve saygının azalması zaman içerisinde seküler birhukuk düzeninin alanının genişlemesi ile alakalıdır. Türk Milli kimliğinin inşası sürecinde, gelenekseltoplumsal yapının eleştirisi, bunun yanında halkın bütününün hukuk-ı siyasiyesini güvence altınaalan bir demokratik yapılanma siyasal parti programlarında yer almıştır. Osmanlı devletinde yaşayanfarklı etnik ve inançta halkların devlete olan bağlılığını sağlamaya dönük çabalar, dönemin siyasiparti programlarında demokratik ilke ve politikaların belirginleşmesini gerektirmiştir. ModernTürkiye'nin köklerini oluşturan ve insan unsuru bakımından Osmanlı dönemi Türk toplumunun birdevamı olan Türk toplumunun, Osmanlı kimliğinden Türk kimliğine geçişi, siyasi ve sosyal olarakkimlik değişiminin temel problemleri bu çalışmanın konusunu teşkil etmektedir. Bu dönemin siyasiparti programları, tüzük ve beyannameleri, siyasi partilerin yayın organlarında Osmanlılık, İslâmlıkve Türklük kavramlarına ilişkin yaklaşımlar, kimlik siyasetinin öncelikleri bu çalışmada incelenmiş vedeğerlendirilmiştir. ; One of the most debated areas of political and social transformation in Turkey, which is within the modernization process, is the scope and characteristics of the national identity phenomenon. It was obvious that the focal point of the tensest debates over the identity of Ottomanism and Turkishness during the transition period from Ottomanism to the nation-state is the question of the construction of national identity. When it comes to the definition and characteristics of national identity, it was observed that the political ideologies in Turkey make definitions highlighting the characteristics of Turkishness, Islamism, and Westernism by making definitions and characterizations that would make the Muslim and non-Muslim communities other and foreign. While the priority and rank of the ethnic and cultural characteristics of the national identity in Turkey were changed by nineteenthcentury political ideologies, the content and interpretations of the ethnic and cultural characteristics of the Turkish identity were observed to differentiate. In the political parties of the Constitutional Era, there was a portrait of a sultan who became weakened with regard to his position and whose powers were intended to be limited by constitutional provisions. The decrease in loyalty and respect for the sultan is related to the expansion of the area of a secular legal order over time. In the process of building the Turkish National identity, the criticism of the traditional social structure, and also, a democratic structuring securing the political rights of the whole people were included in the political party programs. The efforts to ensure the loyalty of the people of different ethnicities and beliefs living in the Ottoman state to the state required the democratic principles and policies to become evident in the political party programs of that period. The transition of Turkish society, that forms the roots of modern Turkey and is a continuation of the Ottoman period Turkish society with regard to human factor, from Ottoman identity to Turkish identity, and main problems of political and social identity change constituted the subject of this study. The political party programs, regulations and statements of this period, the approaches regarding the concepts of Ottomanism, Islamism and Turkism in the media organs of political parties, and the priorities of identity politics were examined and evaluated in this study.
Uluslararası Para Fonu (IMF veya Fon), küresel ekonominin ihtiyaçlarına cevap verebilmek adına büyük umutlarla kurulduğu 1944'ten günümüze kadar neredeyse yerkürenin her bölgesinde etkinlikte bulunmuştur. IMF programlarının uygulandığı ülkelerde sosyal politikaları da içine alan çeşitli alanları –ekonomik temelli bir kurum olmasına rağmen– etkileyebilecek biçimde hizmet veren IMF'nin etkinlikleri, yerkürenin barındırdığı hammadde ve insan kaynağının kullanım kapsamını doğrudan etkilemektedir. Bu bağlamda IMF'nin kısa ve uzun vadede gerçekleştirdiği ve gerçekleştirmesi gerektiği halde gerçekleştirmediği her girişim önemli sonuçlar doğurmaktadır. Etkinlikleriyle, yeryüzünde bulunan tüm toplumları, kurumları ve bireyleri bu boyutta etkileyebilen IMF'nin tarafsız ve yönetiminde ve karar alma aşamalarında her üye ülkenin gözetildiği adaletli bir söz hakkı dağılımının olması gerekmektedir. Sonuç olarak bunların başarılabilmesi ve küresel ekonominin daha sürdürülebilir ve istikrarlı olabilmesi için de IMF'de önemli reformların acil olarak hayata geçirilmesinin gerekliliği öne çıkmaktadır. Çalışma kapsamında yönetimsel reformların IMF tarafından öngörülmesine rağmen hayata geçirilememelerinin temel nedenleri ve önlerindeki engeller ile az gelişmiş ülkeler (AGÜ) ile gelişmekte olan ülkeler (GOÜ) başta olmak üzere, bu konuda dünya genelindeki hoşnutsuzluğun boyutu irdelenmiştir. IMF'de ağırlıklı oy sisteminin uygulanması nedeniyle reformların gerçekleştirilebilmesini de kapsayan önemli kararların alınmasının ve uygulanmasının önündeki en önemli engelin başta Amerika Birleşik Devletleri (ABD) olmak üzere politik bağlar ve çeşitli alanlardaki çıkarlarıyla birbirlerine bağlı olan gelişmiş ülkeler olduğu sonucuna varılmıştır. GOÜ ve AGÜ'nün daha etkin ve daha çok söz hakkının olduğu bir IMF'nin daha kapsayıcı bir role bürünebileceği ve sadece gelişmiş ülkeler yerine küresel ekonominin çıkarlarına daha etkin olarak hizmet verebileceği anlaşılmaktadır. ; Following its establishment on 1944, with great expectations in order to accomplish the requirements of the global economy, the International Monetary Fund (IMF, or Fund) had operated practically on every corner of the earth to date. In consequence of the Fund's programs applications, IMF affecting various areas including social policy –in spite of being an economic based institution– of the recipient country. Thus, operations of the Fund directly influence the scope of usage of human and raw material resources of the earth. In this connection, any initiative whether undertaken by the IMF or not –despite it should undertake– occurs significant consequences. An institution with this authority on societies, institutions and individuals on the earth, ought to have neutrality and every member country should have equitable power in the management of the IMF and its decision making process. Subsequently, in order to achieve these requirements and to bring out a more stable and sustainable global economy, the urgency of carrying out significant reforms in the IMF stands out vital. In the scope of this paper, IMF transformations and the reforms need to be carried out in the IMF particularly following global crises are examined. In pursuit, the chief obstructions confronting projected policy reforms in the Fund, and consequently the extent of general discontentment mainly of low income and developing countries are studied. The final section comprises several suggestions for solution on elimination the obstructions facing projected reforms in the IMF and emphasizes understandings on the potential appearance of a global collaboration and its possible benefits for humanity. In conclusion it come out that the chief obstruction confronts the policy reforms and significant decisions of the IMF are the United States and the other advanced countries connected with political correlations and common interests to each other in result of a weighted vote based system which is legitimized. With more vote right and involvement of the low income and developing countries, the IMF could have a more embracing role and could serve more effectively for the benefits of the global interest rather only to the advanced countries.

Kurumların kapsayıcı veya dışlayıcı niteliğe sahip olmasını toplumsal atışma teorisi temelinde ele alan Acemoğlu'na göre kapsayıcı kurumlara sahip ülkeler gelişme gösterebilmektedir. Çünkü bu ülkeler farklı sosyal gruplar arasında uzlaştırıcı bir iktisadi ve siyasi sistem kurgulayarak siyasi gücün tek bir kişi veya grup elinde toplanmasını engellemektedir. Ayrıca yapılan panel ; Institution as an interdisciplinary concept which is used in a vast range of social sciences has a great importance in economics literature nowadays. Related to the North, we can define it as the rule of games, which means that institutions put constrains on individuals' behaviors. These constraints can be in formal forms as well as informal ones. That the human behaviors are designed by institutions is becoming a wellaccepted idea day by day, therefore it is the same to accept thefunctions of institutions in economics and social process; its power on determining the losers and winners of society. This process with its different sides has been investigated by scientists. Several theories are constructed for understanding therelations between institutions and development level. Daron Acemoğlu is one of the economists who have important contributions to the institutional theory. He uses inclusive and exclusive institutions concept with social conflict theories for explaining the reason for that some countries have better development level in compare to others. Since these countries succeed in establishing political and economic institutions which have ability solve social conflicts in order to prevent elites' selfinterested behaviors for using societies' resources. Therefore incentives for investment and innovation can grow societies which have well protected property rights and gains. The most important problem for development is the fear of elites who do not want to lose their political power. This theory is called political losers hypothesis and it underlines the importance of political institutions accompanied with political power. In this study, political losers hypothesis was investigated as a case study for Turkey's history. The main result is that Turkey's exclusive institutions have inability to solve social conflicts which cause the governance problems. Additionally, the panel data analysis results support the informal institutions' effects on development and shows how it affects the changes related to development level. ; Bu çalışma Ç.Ü. ÖZETYENİÇAĞ'DA TOPLUM SÖZLEŞMESİNİN FELSEFÎ TEMELLERİ VE NAMIK KEMAL'E ETKİSİModern dönemle birlikte Batı siyasî düşüncesinde ortaya çıkan toplum sözleşmesi kuramı, insan aklına dayalı siyasal bir örgütlenme biçimi ortaya koymakta ve siyaset alanını tanrısal değerlerden bağımsız bir alan olarak tanımlamaktadır. Buna göre sözleşme kuramı, devletin varlık nedenini ortaya koymakla birlikte, onun nasıl ortaya çıktığına dair de açıklama sunmakta ve yöneten ile yönetilen arasındaki ilişkiyi sözleşme temelinde izah etmektedir. Sözleşmeyle meydana gelen egemen gücün ötesinde, siyasî mekanizmayı kontrol eden aşkın bir varlık fikrini de reddeden sözleşme kuramı, siyaset alanında gayelilik fikrini ortadan kaldırmıştır. Modern siyaset felsefesinde yaşanan bu köklü değişim, devlet ve devletle ilgili diğer mefhumlar üzerinde ciddi tartışmaların yaşanmasına ve geleneksel kurumların sorgulanmasına zemin hazırlamıştır. Batı dünyasında yaşanan ve yeni bir kurumsal yapılanmayı da beraberinde getiren bu dönüşüm, Avrupa dışındaki devletlerde de etkili olmuştur. Bu etkilerin belki de en çok hissedildiği 19. yüzyılın Osmanlı'sında, modern siyaset felsefesinin temel tezleri dönemin aydınlarınca tartılmıştır. Bu dönemde, siyaset alanında sözleşme benzeri düşünceler öne süren Namık Kemal, hâkimiyeti, tepeden oturtulmuş bir otorite olarak değil de, bireyin tabii haklarının siyaset düzlemine çekilmesine imkân tanıyacak şekilde açıklamıştır. Modern felsefe temelinde siyasî bir teori inşa etmekten ziyade, çökmekte olan imparatorluk için çözüm yolları üzerinde duran Kemal, 19. yüzyıl Batı siyasî kurumlarının, imparatorluk için en uygun model olduğunu düşünmekte ve Batı dünyasında sözleşme kuramının etkisi altında gelişen anayasa, parlamento ve meclis gibi unsurları, İslâm-Osmanlı düşünce ve devlet geleneği üzerinde meşrulaştırmaktadır. Sözleşme kuramını, felsefî temelleri bağlamında değil de, sonuçları itibariyle ele alan Namık Kemal, İslâm-Osmanlı siyasî düşünce geleneğine ait kavramlar ile Batı siyasî felsefesine ait kavramlar arasında senteze gitmeye çalışmıştır. ABSTRACTPHILOSOPHICAL BASIS OF THE SOCIAL CONTRACT IN THE NEW ERA AND ITS INFLUENCE ON NAMIK KEMALSocial contract theory, which appears in Western political thought with Modern ages, puts forward a political organisation based on human mind and defines politics as a field totally independent from calestial values. According to this idea, while introducing the reason of existance of the state, contractarian theory displays how the state arised and explains the relation between the ruler and the ruled in the basis of the contract. In addition to the ruling power, that was formed by the contract, the contractarian theory also refuses the idea of a transcendent being, controlling political mechanism and brought away the concept of intentionality in the field of politics. This dramatic change in modern political philosophy gave way to some serious discussions on state and related issues, and the questioning of traditional institutions. This convertion, that took place in the Western world and brought about a new kind of institutional structure, also affected the countries beyond the continent. The basic thesis of modern political philosophy was discussed by the scholars in the 19th century Ottoman land, where the effects of this convertion were most striking. In this period, Namık Kemal, who offered quasi contractarian ideas in the field of politics, defined sovereignity as a concept that enables the presentation of individual's natural right in politics, rather than explaining it as an externally given authority. Instead of constructing a political theory in modern philisophy, Namık Kemal asserted some solutions for the falling empire, considered Western political institutions as the most suitable model for the empire and legitimated the concepts such as constitution, parliament and congress that developed under the influence of contractarian theory, on the Islamic-Ottoman thought and state tradition. Handling the contractarian theory in terms of its consequences, rather than handling it on philosophical basis, Namık Kemal tries to make a synthesis between the concepts of Islamic and Otoman tradition and Western thought.
Meşruiyet iktidarın, türü ne olursa olsun, devamlılığı ve hedef kitlesi üzerindeki etkisi bağlamında hayati önem taşımaktadır. Çünkü iktidar hedef alınan kişi, grup ya da topluluğa bir eylemi yaptırma gücü ve etkisini anlatmaktadır. Siyaset ve ilim adamı Müslüman düşünür İbn Haldun'un Umran İlmi teorisinden oluşturulan asabiye,sosyokültürel yapı ve jeopolitik konum sac ayakları üzerine kurulan meşruiyet modeli riyasetten günümüz modern devletine kadar tüm toplumsallaşma ve siyasal birlik türlerinin devamlılığı noktasında bir temel oluşturmaktadır.İbn Haldun'un meşruiyet modeli sadece yönetim biçimlerinin değil, insana dair tüm ilişki biçimlerinin tesisinde önem kazanmakta ve bu noktada halkla ilişkilerin de bir kurumsal meşruiyet aracı olarak temelini oluşturmaktadır. Çünkü meşruiyet simgesel olarak zihinlerde oluşturulmaktadır. Bu bağlamda linguistik ve semiotik önem kazanmakta, hedef kitlede iktidarın, kurumun vb. meşru olduğuna dair bir tür algı yönetimi yapılarak, zihinsel mekanizmalar işletilmekte ve meşruiyet tesis edilerek devamlılık ve toplumsal onay sağlanmaktadır. Bu model çerçevesinde yönetim sistemlerinin meşruiyeti incelenerek, hangisinin Türkiye için daha uygun olduğunun analiz edilmesi amaçlanmıştır. Batılı devletler aksine Türkiye Cumhuriyeti'nde tüm siyasal hak ve değişimlerin aşağıdan yukarı doğru (halk devrimi vb. hareketlerle) değil yukardan aşağıya sunulduğu (devletten topluma doğru) görülmektedir.Bu bağlamda belirleyici konumdaki siyasilerin ve siyasi partilerin seçim kampanyalarında ve parti programlarında toplumsal özellikleri göz önüne alıp almadıkları ve meşruiyetlerini tesis politikalarını bu modele ne derece uygun inşa edip etmediklerini analiz etmek amaçlanmaktadır.Çalışmada 16 Nisan 2017 tarihinde yapılan Anayasa Değişikliği Referandumu'nda AK Parti, CHP, MHP ve HDP'nin referandum kampanyasında hazırladıkları evet ve hayır kitapçıkları incelenerek Türkiye'nin sosyokültürel yapısı, asabiyesi ve jeopolitik konumu sac ayakları üzerinden oluşturulan İbn Haldun'un meşruiyet modeline göre savundukları sisteme (Parlamenter sistem mi yoksa başkanlık sistemi mi meşru tartışmaları kapsamında) yönelik olarak vaatlerini inşa edip etmedikleri analiz edilmiştir.Türkiye'de çok tartışılan meşruiyet konusuna sosyoloji ve tarih felsefesinin kurucusu kabul edilen ve pek çok Batılı düşünür tarafından fikirleri benimsenen İbn Haldun'un Umran İlminden geliştirilen meşruiyet modeli çerçevesinde bakılarak, bugün Türkiye'nin ihtiyaç duyduğu doğru siyasal modele nasıl ulaşılacağına dair çalışmanın bir kaynak oluşturulması ümit edilmektedir, --- Legitimacy is vital to the continuity of power, whatever its type, and its impact onthe mass of the target. Yerel demokrasi kavramı ile bağlantılı kavramlardan biri olan ve literatürde kimi zaman yerel demokrasi ile eşdeğer anlamda kullanılan "yerel özerklik" kavramı, en genel anlamıyla; bir yerel topluluğun, yerel nitelikteki işleri, kendi başına, kendi organları eliyle görebilmesi ve buna olanak verecek kaynaklara sahip olabilmesidir (Keleş, 2000: 49). Avrupa Yerel Yönetimler Özerklik Şartı'nın üçüncü maddesi, "özerk yerel yönetim" kavramını, "yasalar çerçevesinde kamu hizmetlerinin önemli bir bölümünü yurttaşlarının yararı doğrultusunda ve kendi sorumluluğunda yerine getiren, hukuki ve yönetsel yeteneklere sahip yerel tüzel kişilik" olarak tanımlamaktadır. Aynı maddenin ikinci fıkrasında ise bu hakkın, üyeleri serbest, gizli, eşit, doğrudan ve genel seçimle oluşturulan konseyler ya da meclisler tarafından kullanılacağı ifade edilmektedir (Mengi, 1998: 70).halkın karar alma süreçlerine katılımını çok büyük oranda sınırlayan katı merkeziyetçi yapılardan uzaklaşarak yerel yönetimlerin yetkilerinin artırılması ve katı, hantal, bürokratik bir anlayış yerine üretken, gerçek anlamda eşitlikçi halk katılımına dayanan bir anlayışın hâkim kılınması, küreselleşmenin ve neo-liberalizmin yıkıcı etkilerine karşı bir alternatif oluşturabilecektir. Öte yandan, yerel yönetimlerin yetkilerinin artırılması ve güçlendirilmesi özellikle Türkiye'nin en önemli sorunlarından biri olan Kürt sorununun çözümüne de önemli ölçüde katkı sunabilecek bir potansiyel taşımaktadır. Cumhuriyet tarihi boyunca yerel yönetimler, özellikle de belediyeler, yerel demokrasinin sağlanmasından ziyade, yerel hizmetlerin etkin, verimli ve daha az maliyetle sağlanmasının aracı olarak görülmüştür. Ancak bu yaklaşım yerine, Fransa'nın 1951'den itibaren yaptığı gibi, ulus-devletin katı merkeziyetçi sistemini gevşeterek yerel yönetimlere anlamlı oranda yetki devri yapmak yoluyla hem ülke içinde eşitlikçi bir bütünleşme sağlanabilecek, hem bölgeler arası sosyo-ekonomik dengesizlikler aşılabilecek, hem de farklı yerelliklerin kendi farklılıklarını korumalarına olanak tanıyacak çoğulculuk sağlanabilecektir. Bu yolla halkın yönetimde yer alma olanaklarının geliştirilmesini sağlayacak mekanizmaların kurulması, yerel yönetimlerin toplumun bütün sorunları ile ilişkilendirilmesi, sosyal, ekonomik, tarihsel ve kültürel varlığın korunması ve geliştirilmesinde yerel yönetimlerin bir özne olarak değerlendirilmesi mümkün hale getirilebilecektir. Bu anlayışa ek olarak ise, söz konusu yerelliklerin hem gelişmişlik oranlarına göre denge sağlayıcı bir biçimde merkezi bütçe tarafından desteklenmesi, hem de kendi ekonomik kalkınmalarını sağlayabilmelerine imkân tanıyan olanakların (kooperatifleşme gibi) verilmesi, yani bir nevi ortaklaşma ve ürettiğini tüketebilme, kendine yetebilme imkânı tanınması, neo-liberal sistemin halk için değil sermaye için esas aldığı "küreselleşmeci yerelleşme" anlayışının alternatifi olabilecektir. Bu esaslara dayanan bir "yerel özerklik" anlayışı ile liberal yaklaşım tarafından savunulan yerel yönetimlerin merkezi yönetimin müdahalesinden uzak olması ile sınırlandırılmış olan "yerel özerklik" anlayışı arasındaki fark ise ortadadır. ; The concept of -local autonomy-, frequently used synonymously with local democracy, is broadly defined as `the possibility of a local community to independently handle its local tasks using its own means` (Keles, 2000: 49). The third entry in the European Charter of Self-Government defines the concept of self-government as `a local legal entity that owns legislative and governing capability to perform a significant quantity of public services within legal boundaries and under its own responsibilities in line with its public's interests`. The second article of the same entry, on the other hand, states that this capability is used by councils or assemblies whose members are elected via independent, confidential and direct general elections (Mengi, 1998: 70) As one of the frequently debated issues, the demand for more autonomous local governments is restricted to being repressed and independent of the central government by liberal approaches which aim to privatize local services, to increase the power of global capital flows by distributing public services, and to provide suitable conditions for the implementation of neo-liberal policies. In addition to ignoring general public participation, such an autonomy demand of localism seeks to adapt democracy to fit the needs of sovereign powers and to create a local governing platform where everything is subcontracted, transferred to the global capital via neo-liberal policies, and then left to the conscious of capitalism which, referring to Marx; -. cuts down the tree if its shadow cannot be sold-. Particularly today, an increasing promotion of global localization is witnessed while being moved away from the central government often equals to giving in to the wheels of the global capitalism and entering into a competitive localism with its global companies. However, this should threaten neither the existence of a local government as a self-governing unit nor the local public's right to participate in decision-making processes. The firm centralist approach, more or less like the neo-liberal approach, is an obstacle against local governments to become participatory autonomous units. Throughout the human history, all communities have been organized according to their own needs. Today, it is clear that self-governments are vital for the top-down expansion of democracy and the coordination of social development. In this respect, moving away from firm centralist bodies that cause obstructions and restrict the possibility of public participation in decision-making processes seems crucial to create an alternative against the destructive effects of globalization and neo-liberalism. This can be achieved by empowering the authority of local governments and by adapting a true egalitarian participatory approach rather than a firm, clumsy, bureaucratic method. However, increasing and empowering the authorization of local governments has the potential of contributing greatly to the solution of Kurdish issue as one of the important knots in Turkey. Throughout the history of the Republic, local governments and municipalities have been considered as effective tools in providing cost-efficient and prevalent public service rather than maintaining local democracy. Nevertheless, instead of adapting this approach, transferring significant amount of authority to local governments and loosening the firm centralist system of nation-state, as France has been doing since 1951, will not only create an integration in the country and reduce the unbalanced socio-economic conditions among the regions but it will also sustain the plurality by maintaining the differences of each local community. It will then be possible to establish mechanisms to enable public participation, to relate local governments with the problems of the whole society, and to include local governments in the protection and the development of social, economic, cultural, and historical assets. In addition, supporting local governments by the central budget in line with their growth rate, providing them with the autonomous possibilities of improving economically (e.g. becoming a cooperative); that is, giving them the opportunity to cooperate, consume what they produce, and be self-sufficient, could be an alternative for neo-liberal system's -global localization- approach adapted not for public but for the capital. The difference between such a -local government- and the one advocated by liberal approach repressed from central government is self-evident.
