In a complex humanitarian emergency, a catastrophic breakdown of political, economic, and social systems, often accompanied by violence, contributes to long-lasting dependency of the affected communities on external service. Relief systems such as the Emergency Response Units of the International Federation of Red Cross and Red Crescent Societies have served as a sound foundation of field work in humanitarian emergencies. The experiences gained in 1994 and 1999 in the Rwanda and Kosovo emergencies clearly point to the need for individual adjustments of therapeutic standards to preexisting morbidity and health care levels within the affected population. In complex emergencies, public health activities have been shown to promote peace, prevent violence, and reconcile former enemies. In all public health training for domestic or foreign service, a truly democratic and multiprofessional approach will serve as good pattern for field work. Beyond the technical and scientific skills required in the profession, however, political, ethical, and communicative competences are critical in humanitarian assistance. Because of the manifold imperatives of further public health education for emergency assistance, a humanitarian assistance competence training center is proposed. By definition, competence training centers focus on the core competences required to meet future needs, are client-oriented, connect regional and international networks, rely on their own system of quality control and maintain a cooperative management of knowledge. Public health focusing on complex humanitarian emergencies will have to act in prevention not only of diseases and impairments but of political tension and hatred as well.
Ausgehend von der Prämisse, dass die wichtigen Geldgeber internationaler humanitärer Hilfe einen nicht unerheblichen Einfluss auf die Ausgestaltung humanitärer Hilfe haben, stellt sich sowohl die Frage nach den humanitären und politischen Zielen der Geberstaaten als auch danach, ob eine kohärente internationale humanitäre Politik auf der Basis der nationalen Konzeptionen und Ziele möglich ist. Eine Analyse der verschiedenen nationalen humanitären Konzeptionen der Mitgliedsstaaten des Entwicklungshilfeausschusses (DAC) der OECD, die jene Gruppe der internationalen Geberstaaten ausmachen, zeigt, dass staatliche humanitäre Hilfe der Geber stark durch nationale Interessen geprägt wird. Darüber hinaus ist die Verknüpfung von humanitärer Hilfe und Entwicklungszusammenarbeit gang und gäbe. Dies sind Konstellationen, bei denen eine Bilateralisierung staatlicher humanitärer Hilfe naheliegend ist und auch die Unterordnung der Prinzipien humanitärer Hilfe unter andere politische Ziele – etwa entwicklungs-, außen- oder sicherheitspolitische – nicht ausgeschlossen wird. Trotz grundsätzlicher basaler Übereinstimmungen sind die nationalen Konzepte und Ziele staatlicher humanitärer Hilfe zu individuell, um hieraus eine umfassende und international kohärente Politik humanitärer Hilfe der Geber zu extrahieren. ; The assumption that the main donors of international humanitarian assistance have a substantial influence on the design of humanitarian assistance poses the question of what are the donor's humanitarian and political goals. Moreover, is it possible to draw a coherent interna-tional humanitarian policy from the various national concepts. An analysis of the different national humanitarian concepts of the member states of the Development Assistance Committee (DAC) of the OECD, which form the group of those main international humanitarian donors, shows that the official humanitarian assistance of the donors is strongly marked by national interests. Moreover, the linkage between humanitarian assistance and development cooperation is quite common. These are constellations where the bilateralization of official humanitarian assistance is self-evident and the submission of the principles of humanitarian assistance under other political goals – such as developmental, foreign or security policy ones – is not excluded. Despite some prevailing fundamental consistencies, the various national concepts and goals of official humanitarian assistance are too individualistic to extract a comprehensive and internationally coherent donor's policy of humanitarian assistance from them.

It describes the creation of a "humanitarian marketplace," the development of humanitarian techniques in relation to the media, donors, and recipients, as well as the complex relationship between religious and secular elements.
In den letzten zehn Jahren hat das durch Katastrophen verursachte menschliche Leid extrem zugenommen. Der Anteil der humanitären Hilfe an den Ausgaben für die Entwicklungshilfe ist dementsprechend beständig gestiegen. Viele der heutigen Krisen haben aber deutlich gemacht, daß humanitäre Hilfe alleine nicht ausreichend ist. Es wird daher in vielen Geberinstitutionen und bei den humanitären Hilfsorganisationen überlegt, wie humanitäre Hilfe mit Entwicklungshilfe verknüpft werden kann ("Kontinuum"). Anstatt kurzfristig zur Linderung des unmittelbaren Leides zu intervenieren, soll humanitäre Hilfe bereits so ausgerichtet sein, daß sie in strukturbildende Projekte übergeleitet werden kann. Diese sollen einen Beitrag zur Stabilisierung der Gesellschaft und damit auch zur Krisen- und Katastrophenprävention leisten. In diesem Papier wird auf einer konzeptionnellen Ebene untersucht, inwieweit dies möglich ist. Auch wenn es eine funktionelle Komplementarität von humanitärer und Entwicklungshilfe geben mag, so sind die beiden Formen der Hilfe konzeptionnel vollkommen verschieden. Das "Kontinuum" bedroht die humanitäre Hilfe in ihrer Eigenart, ohne daß es zur Lösung der Dilemmata der Hilfe in den heutigen Krisensituationen beiträgt. ; The last ten years have seen a rising demand of humanitarian aid due to the growing number of catastrophes and crisis that provoke human suffering. Despite the rising expenditures for humanitarian assistance it has become clear that the immediate alleviation of human suffering is not enough. Therefore donoragencies and organizations started to think of ways to combine humanitarian and development aid ("continuum"). Humanitarian assistance projects shell be planned with the possibility in mind to transform them into development projects which are supposed to stabilize society and prevent crisis and catastrophes. In this paper, this discussion on the "continuum" will be analyzed from a conceptional point of view. Despite a functional complementarity between humanitarian and development aid, the conceptional differences stress the very different character of these two types of aid. The continuum endangers the particular concept of humanitarian aid without offering a plausible solution to the dilemmas of help in the current crisis situations.
KurzzusammenfassungDas Internationale Komitee vom Roten Kreuz ist der Kern der Rotkreuz- und Rothalbmondbewegung. Sein Aufgabenbereich liegt in der Leistung humanitärer Hilfe in bewaffneten Konflikten. Sein dabei projiziertes Selbstverständnis basiert auf den Grundprinzipien der Rotkreuz- und Rothalbmondbewegung sowie seinem speziellen Mandat, festgelegt in den Genfer Abkommen von 1949 und übertragen durch die internationale Staatengemeinschaft. Bewaffnete Konflikte unterliegen jedocheiner Charakterveränderung und sind heute nicht mehr mit jenen Kriegssituationen gleichzusetzen, die bei der Entstehung der Genfer Abkommen, den wichtigsten Dokumenten des humanitärenVölkerrechts, vorherrschten. Daher war es das Ziel dieser Masterarbeit, die Frage zu klären, ob das vom Internationalen Komitee vom Roten Kreuz vertretene Selbstverständnis für humanitäre Hilfsleistungen in modernen bewaffneten Konflikten noch zeitgemäß ist. Um diese Frage zu beantworten, wurde zuerst das Selbstbild des Komitees, auf Basis der sozialwissenschaftlichen Rollentheorie, und folgend seine Hilfseinsätze in drei Konflikten analysiert. Zusätzlich wurden Interviews mit zwei Personen des Österreichischen Roten Kreuzes geführt. Es wurde festgestellt, dass das Komitee bei seinen Hilfstätigkeiten mit Zugangsproblemen, instabilen Sicherheitslagen, logistischen Problemen und dem fehlenden Respekt für das humanitäre Völkerrecht konfrontiert wird. Als entscheidende Faktoren für die Durchführung von Hilfsleistungen haben sich Bildungs- und Kommunikationsarbeit erwiesen. Its main focus lies on providing humanitarian assistance in armed conflicts. While doing so it has a very specific self-concept which is based on the fundamental principles of the movementand on its unique mandate. This mandate is laid down in the Geneva Conventions of 1949, the most important legal texts in the realm of international humanitarian law and was confirmed by the international community. However, current armed conflicts greatly deviate form those situations of war in which the Geneva Conventions were originally established. The character of armed conflicts changes and therefor the question arises how useful the committees self-concept is in enablingthe provision of humanitarian assistance in modern armed conflicts. To answer this question both the committees self-image and its actions during three armed conflicts were analyzed. Additionally two interviews with staff members of the Austrian Red Cross were conducted. It transpired that duringits missions, the committee is confronted with access difficulties, instabile security situations, logistical problems and non-adherence to international humanitarian law. Regarding these problematic situations two factors seemed of crucial importance: education and communication. Können humanitäre Organisationen ihren Auftrag, unparteilich und neutral Hilfe zu leisten, in dem totalitären Handlungsumfeld Nordkoreas erfüllen? Die empirische Analyse der Arbeitsbedingungen von Hilfsorganisationen, die in Nordkorea Lebensmittelhilfe im weitesten Sinne leisten, führt zu dem Ergebnis, dass die Hilfe die Bedürftigsten nicht erreicht. Wesentliche Ursache dafür ist die schwache Verhandlungsposition der Hilfsorganisationen, die durch deren fehlende Koordinierung zusätzlich geschwächt wird. Folglich fällt es dem nordkoreanischen Staat leicht, die Hilfe nicht nach humanitären Prinzipien sondern gemäß seiner Logik totalitärer Staatsführung zu verteilen. Die Hilfsorganisationen, die in Nordkorea tätig sind, müssen zwangsläufig eine Gratwanderung zwischen Kompromiss und Kompromittierung vollbringen. Richtige oder falsche Entscheidungen gibt es in diesen Fällen nicht. Allerdings zeigt der Beitrag, daß die humanitären Hilfsorganisationen bei ihrer Tätigkeit immer auch den politischen Kontext zur Kenntnis nehmen müssen, auch wenn der politische Auftrag als solcher apolitisch ist. ; Can humanitarian organisations deliver impartially humanitarian aid to a totalitarian state like North Korea? The empirical analysis of the working conditions of humanitarian organisations involved in the distribution of food aid in North Korea reveals that they do not reach the people in greatest need. Humanitarian organizations can hardly impose their principles in negotiations with the North Korean authorities. Their position is further weakened by the lack of co-ordination among themselves. Consequently, the North Korean state can easily enforce the distribution of international food aid according to the logic of its totalitarian leadership, thus diregarding basic humanitarian principles. Inevitably, those humanitarian relief organizations which are active in North Korea have to walk the tight rope between compromise and instrumentalization. In neither case a decision exists which would be ultimately right or wrong. However, this article concludes that relief organizations always have to take the political context into account when making decisions about their relief work notwithstanding the fact that humanitarian assistance per se is apolitical.
Die Opfer von Konflikten sind in ihrem Überleben nicht nur durch den Mangel an materiellen Ressourcen bedroht, sondern auch durch die Konfliktparteien selbst, für die sie direktes Ziel sind. Deshalb bedürfen sie des Schutzes. Diese Art von Konflikten, sogenannte complex emergencies, hat dazu geführt, daß sich die humanitäre Hilfe neben der Versorgung der Opfer auch um deren Schutz kümmern muß. Nachfolgend werden zunächst die Folgerichtigkeit der Einbeziehung der Schutzfunktion als integralen Bestandteil humanitärer Hilfe und die Möglichkeiten der Ausübung dieser Funktion evaluiert. Dazu werden vergleichend die policies von drei Organisationen, dem Internationalen Komitee des Roten Kreuzes, Ärzte ohne Grenzen und dem European Community Humanitarian Office (ECHO), mit Fallbeispielen analysiert. Das Ergebnis zeigt, daß über advocacy die Schutzfunktion wahrgenommen werden kann. In der Praxis geschieht dies auf unterschiedliche Art und Weise (ohne möglichst gezielte Zusammenarbeit der humanitären Akteure untereinander oder mit externen Akteuren, wie z. B. Menschenrechtsorganisationen). ; The survival of victims of conflicts is threatened not only through the loss of resources, but also by the parties to the conflict themselves, whose direct target they are. Therefore, they need to be protected. This kind of conflicts, so called complex emergencies, has resulted in the incorporation of the protection of victims in providing them with resources. This paper evaluates first the consistency of including protection into humanitarian assistance as an integral part, and the possibilities to put protection into action. To do so, the policies of three organisations, the International Committee of the Red Cross, Doctors without Borders and the European Community humanitarian Office, are compared and analysed with case studies. The result shows that protection can be achieved through advocacy. This is done in a different way, (without specifically cooperating with other humanitarian actors or with external actors, like e.g. human rights organisations).
Naturkatastrophen, kriegerische Gewalt und strukturelle Unterentwicklung lösen immer wieder humanitäre Notlagen aus, die aufgrund weltumspannender, medialer und politischer Vernetzung weitreichende Beachtung finden. In solchen Situationen treten humanitäre Hilfsorganisationen in Aktion, um dem Leid der betroffenen Bevölkerung zu begegnen. Diese zivilgesellschaftlichen Akteure übernehmen eine zentrale politische Aufgabe: Sie leisten Auslandshilfe, gestalten Hilfepolitik und stillen damit das Bedürfnis nach transnationaler Solidarität. Im Zeitalter der Globalisierung nehmen nicht mehr nur Staaten, sondern eine Vielzahl von Akteuren Einfluss auf die Weltpolitik. So auch die Nichtregierungsorganisationen (NRO). Daher bestand Bedarf an der Entwicklung eines Analyserasters, mit dem gezeigt werden kann, wie Staaten und zivilgesellschaftliche Akteure im Politikfeld "Auslandshilfe" zueinander stehen. Das Analyseraster wurde in einem Modell des "erweiterten Staates" gefunden, das durch die Idealtypen der Integrationsstruktur, der Opportunitätsstruktur und der Autonomiestruktur ausdifferenziert wurde. Die Untersuchung wurde an Organisationen aus Deutschland, Frankreich und Italien durchgeführt, die im Rahmen der komplexen humanitäre Notlage in Sri Lanka nach der Tsunami-Katastrophe vom 26. Dezember 2004 tätig waren: das Technische Hilfswerk, die GTZ, das Französische Rote Kreuz, das Italienische Rote Kreuz, die Deutsche Welthungerhilfe, VIS, CESVI, Help, das Deutsche Rote Kreuz, CARE Deutschland, Etimos, Caritas Italiana, Solidarités, ACTED, Action contre la Faim und Médecins Sans Frontières. ; Natural disasters, acts of war and structural underdevelopment regularly cause humanitarian crises that attract interest around the world due to global political interdependence and media networks. In occurrence of such cases humanitarian agencies take action in order to alleviate the suffering of the affected population. By doing so, they fulfil an important political task: they offer foreign assistance, shape international help policy and thus satisfy the demand for transnational solidarity. In the context of globalization non-state actors such as NGOs gain in importance and challenge national governments. Therefore it is necessary to compile an analytical framework that illustrates the way governments and civil society organizations interact in the policy area of "foreign aid". The analytical framework was found in a scheme of an extended view of the state, which was expanded in three ideal types "integrated structure", "opportunity structure", "autonomous structure". Humanitarian organisations from France, Germany and Italy operating in the post-tsunami emergency in Sri Lanka were subject to the survey: THW, GTZ, French Red Cross, Italian Red Cross, German Agro Action, VIS, CESVI, Help, German Red Cross, CARE, Etimos, Caritas Italiana, Solidariés, ACTED, Action against hunger, Doctors without borders.
In der vorliegenden Arbeit geht es um die Beantwortung der Fragen, welche Wege humanitäre Hilfsorganisationen in Vergangenheit und Gegenwart bei der Beschaffung von Wohnraum nach Katastrophen und speziell nach Kriegen eingeschlagen haben, und welche ihrer Strategien angemessen und empfehlenswert erscheinen. Zunächst wird die Problemlage skizziert und dabei auf die besondere Bedeutung von Wohnraum für die Menschen und auf die Wichtigkeit humanitärer Hilfe in diesem Bereich abgehoben. Anschließend wird die These formuliert, der zufolge besonders solche Vorgehensweisen zur Hilfe im Housing-Bereich taugten, die auf eine Ausbaubarkeit der jeweiligen Lösung setzen und die den Betroffenen die Mittel an die Hand geben, sich selbst zu helfen. Danach wird erörtert, auf welche Weise die unterschiedlichen Strategien beurteilt werden können. Schließlich wird ein Vorschlag unterbreitet, wie bekannte Strategien analysiert und wie neue Vorgehensweisen gebildet werden können. Eine Grundlage hierfür ist die Annahme, Strategien ließen sich in einzelne Bausteine gliedern. Ein zweiter Ausgangspunkt ist die Feststellung, daß einerseits jeder dieser hier sogenannten 'Strategiebausteine' für den inhaltlichen Schwerpunkt einer Vorgehensweise stehen kann, daß andererseits aber die Gesamtheit der Bausteine ein Gerüst bildet, das sowohl die Analyse als auch die Synthese von Vorgehensweisen erlauben. Alle Bausteine werden anhand von Fällen aus den Bereichen der Katastrophenhilfe, des Wiederaufbaus und der Entwicklungszusammenarbeit exemplifiziert. Die Aktivitäten und Forschungserkenntnisse dieser drei Fachgebiete bilden gewissermaßen das Koordinatenkreuz, innerhalb dessen die Aussagen der vorliegenden Dissertation zu verorten sind. Im Anschluß werden am Beispiel der (bürger )kriegszerstörten Stadt Mostar in Bosnien und Herzegowina typische Kontextbedingungen differenziert geschildert, wie sie nach der Katastrophe eines Krieges herrschen und somit den Rahmen für humanitäre Hilfe bilden. Darüber hinaus wird dargestellt, welche Akteure in dieser Stadt unter Anwendung welcher Vorgehensweise tätig waren, um der vom Krieg betroffenen Bevölkerung Wohnungen oder Unterkünfte zu verschaffen. Im Ergebnis werden ein Kriterienkatalog und ein Verfahren zu seiner Anwendung vorgeschlagen, die es für den allgemeinen Fall erlauben, Strategien zur Wiederbeschaffung von Wohnraum sowohl ex post, also nach ihrem Einsatz, zu evaluieren (Analyse), als auch sie ex ante, nämlich in der Phase ihrer Konzeption, zu begutachten (Synthese). Für den hier speziell untersuchten Fall der Stadt Mostar und der dort geleisteten Hilfe im Bereich Housing werden die Befunde im Lichte des genannten Instrumentariums dargestellt. Zudem werden daraus Schlüsse gezogen, die sich für den allgemeinen Fall hinsichtlich der Leistungsfähigkeit bestimmter Strategien und der Relevanz einzelner ihrer Bausteine ergeben, ohne jedoch daraus den Anspruch abzuleiten, ein allgemeingültiges Patentrezept anbieten zu können. Immerhin wird sich aber in dieser Schlußbetrachtung erweisen, daß Vorgehensweisen, die als Stufenlösung angelegt sind und Hilfe zur Selbsthilfe anbieten, aus diversen Gründen zu bevorzugen sind. ; This thesis concerns itself with the question of the methods, which have been adopted, and are still in use, by humanitarian aid organisations to supply post-disaster shelter and housing. It examines which of the strategies used seem to be adequate and recommendable, particularly after war. First, the current situation is sketched out, underlining the special significance of housing and the importance of humanitarian aid in this field. The central hypothesis suggests that especially those methods that back solutions with developmental potential and hand resources to the people in need - thus allowing them to help themselves - best suit assistance activities in the housing area. A discussion follows regarding how the different strategies can be assessed. Lastly, a proposal is made as to how known strategies can be analysed and how new ones can be formulated. An important basis for this procedure is the assumption that strategies can be structured into smaller units - so-called 'strategy building blocks'. Another starting point is the observation that each of these units can, on one hand, stand for a procedure's focus or main content. On the other hand, the sum of all these 'building blocks' can be seen to form a framework, which allows both the analysis and the synthesis of procedures. All of the 'building blocks' are illustrated by examples from the fields of disaster aid, reconstruction, and development cooperation. The activities and research results in these three areas create a kind of coordinate system in which the statements of this thesis are to be positioned. Subsequently, typical contextual conditions are described in detail as they occur after the disaster of war, and form the frame for humanitarian aid. This is shown by the example of the (civil-) war-torn city of Mostar in Bosnia and Herzegovina as case study in the focus of this research. The protagonists who were active in this city are portrayed, along with their respective strategies used to supply housing or shelter to the population concerned. Concluding the thesis, a catalogue of criteria as well as a procedure for its use is proposed. These instruments may be applied to a general case both to evaluate strategies ex post, i. e. after their implementation, (analysis) - and to examine them ex ante, namely during the phase of their conception (synthesis). The findings are described in the light of the above-mentioned instruments. They are not only depicted for the city of Mostar and for the aid given here in the field of housing supply, but the findings also prove to be applicable to a general case with regard to the efficiency of certain strategies and to the relevance of single 'building blocks' within those strategies. However, the conclusions drawn do not claim to be generally valid or to offer a 'patent remedy' for all cases. The final balance will prove that, for a range of reasons, approaches are preferred that have developmental potential and offer self-help resources to the people.
In Afghanistan ist nach dem Abzug der Truppen der Vereinigten Staaten und der Nordatlantischen Vertragsorganisation (US- und NATO-Truppen) sowie der Machtübernahme der Taliban eine starke Zunahme von Verfolgung, politischer Gewalt und Menschenrechtsverletzungen zu erwarten. Von den Beschränkungen politischer und persönlicher Freiheiten sind Frauen und Mädchen sowie ethnische und religiöse Minderheiten besonders betroffen. Zugleich kann die weitere Verschlechterung der wirtschaftlichen Lage zu einer umfassenden Versorgungskrise der Bevölkerung führen. In der Vergangenheit haben Pakistan und der Iran rund 80 Prozent der in das Ausland geflüchteten Afghaninnen und Afghanen aufgenommen. Aufgrund veränderter geopolitischer Interessen, zunehmender wirtschaftlicher Probleme und wachsenden Widerständen in der Bevölkerung lehnen Pakistan und der Iran die weitere Aufnahme von Geflüchteten aus Afghanistan jedoch ab. Ähnliches gilt für die meisten zentralasiatischen Staaten der früheren Sowjetunion und China. Insofern ist nicht zu erwarten, dass die politische und humanitäre Krise in Afghanistan durch die Aufnahme von Geflüchteten in der Region sowie die finanzielle und technische Unterstützung der Nachbarländer durch die Vereinigten Staaten Amerikas (USA), die Europäische Union (EU) und andere Hocheinkommensländer entschärft werden kann. [.] ; Following the withdrawal of US and NATO troops and the seizure of power by the Taliban, it can be expected that the levels of persecution, political violence, and human rights violations will sharply increase in Afghanistan. Women and girls as well as ethnic and religious minorities are par-ticularly vulnerable to restrictions of political and personal freedom. At the same time, a further deterioration of the economic situation may result in a severe food supply crisis in Afghanistan. In the past, Pakistan and Iran provided shelter for around 80 percent of the refugees from Afghanistan. However, changes in geopolitical agendas, deteriorating economic conditions, and growing anti-immigrant sentiments, led to a refusal of the Pakistani and Iranian governments to accept additional refugees from Afghanistan. This is also the case for the governments of most Ex-Soviet Union states in Central Asia and China. As a consequence, it would be unrealistic to assume that the political and humanitarian crisis in Afghanistan can be alleviated through the resettlement of refugees within the region and financial and technical assistance for neighbouring countries provided by the EU, the United States, and other high-income countries.
