MIGRATION ELEMENT OF HYBRID WARFARE: LESSONS FOR UKRAINE
The article is devoted to the study of the migration element of the hybrid strategy, which is becoming one of the dominant methods in the geopolitical confrontation and struggle for influence within the framework of the system of international relations. It is emphasized that in the conditions of the formation of the new world order, artificially supported migration processes are becoming powerful weapons that are used by both revanchist states and asymmetric actors. Managed and directed migration can undermine a country's potential, causing an outflow of labor and intellectual resources from it. It gains special influence when such artificially created migration transfers human potential in favor of the aggressor. However, the practice of destabilization of countries-recipients of migrants due to specially created migration flows directed to its territory is becoming even more dangerous. Russia has achieved great success in this sector – as many politicians, experts and military commanders charge responsibility for the European migration crisis on its policy. The Kremlin first contributed to the strengthening of the movement of migrants to EU countries from Syria and neighboring countries – and then used its propaganda machine to escalate situation, destabilizing the European space, undermining the unity of Europe and challenging the values of the Western world. The depth of the threat posed by such actions underscores the urgent need for a comprehensive counter-action strategy. This issue is of great importance for Ukraine, which is a victim of both hybrid and direct Russian aggression. The Russian threat forms a direct relevance for the study of various methods of hybrid aggression for Ukrainian science. This article offers a summary analysis of the migration component of this problem. It demonstrates the need for European states to unite in order to create an integrated complex strategy to counter this challenge.
