Abstract Information warfare became a topic of a heated discussion with the advancement of the Russian state on the territory of the neighbouring Ukraine. Already forgotten since the collapse of the Soviet Union discourse about the Cold War made a rapid comeback into the media and public discourse creating confusion among readers. Hence, this article aims to clarify the relevant terminology when it comes to the use of information operations in Russia as well as to point out the importance of mediated narratives. By relying on Russian military thought, the article sheds some light on the importance of narratives such as: Russia-West confrontation and hybrid wars, Russian history and identity, and Russian patriotism.
This edited volume, featuring accomplished scholars, is about the information wars in the Baltic states, a battle that pits Russia against the West with Estonia, Latvia and Lithuania as sites of contention for great power politics. Chapters address responses from titular populations, local Russian speakers, national governments, activists, journalists, and NATO, as well as the impact of Russian foreign policy on media. AbstractThe study gives definitions of information war (information warfare) and related terms, such as cyberwar and others, indicates the purposes, objects, subject matter, and subjects of the concepts under consideration. The author also considers the features of strategic information warfare conducted by the Russian Federation against Ukraine, the stages in the development of information war, and the classification of its types and methods. The approaches of scientists who studied certain aspects of information warfare were analyzed, based on their work relevant conclusions were drawn and the conceptual basis of the paper was formed. Independently, the definition and characteristics of the concept of cyber warfare inextricably linked with information warfare are given. Methods for solving the problems arising during the information war are introduced, ways of ensuring the information security of the state are provided. Information war in this study is considered as methods and means of presenting information to form the point of view needed by the organizers of information propaganda and the corresponding public opinion in a certain group of people. The author made an in‐depth analysis of the regulatory and legal instruments in force for counterfeiting information warfare and protecting the Ukrainian people from it, pointed out the deficiencies of such documents, and gave recommendations for their further advancement. Recommendations are given to improve the current information awareness among Ukrainians, the directions of the state policy in this field are suggested and ways to ensure the stability of the national information security system of Ukraine are provided.

The article analyzes the phenomenon of information wars in a reflexive and methodological way. This concept refers to the recently widespread practice of international confrontation based on the use of non–traditional means of suppressing the enemy – due to the hidden but directed influence on mass consciousness by the media, involving the spheres of social and cultural interaction. The interdisciplinarity of the phenomenon under consideration, the diversity of its interpretations, and the lack of a generally accepted definition are noted. The relevance of philosophical reflexive and methodological analysis is substantiated, which reveals the content of the concept of information wars in the context of the ultimate foundations of being and culture as a whole. It is emphasized that this kind of confrontation determines the emergence of crisis trends in all areas of the spiritual sphere, including literature, art, religion, threatening the information security of society. The negative external influence on the national consciousness is disguised as progressive ideas and thus receives the support of the active strata of society. In conclusion, the authors note the need to differentiate between real promising socio-cultural development and pseudo-evolution due to the conduct of information and psychological warfare.
Мета роботи полягає у здійсненні комплексного теоретичного аналізу підходів до формування інтегративного визначення феномену «інформаційна війна». Методологія дослідження. Основою статті є провідні методологічні принципи об'єктивності, діалектизму, конвенціоналізму. У дослідженні автори спиралися на сукупність загальнонаукових методів – дедукції та індукції,аналізу й синтезу, феноменологічної редукції, системного та логічно-семантичного, роздвоєння єдиного на протилежності. Наукова новизна визначається тим, що автори виокремлюють у самостійний об'єкт наукового вивчення поняття інформаційної війни, яке досліджено з позицій сьогодення як комплексна категорія при нелінійному характері розвитку цього надскладногосоціально-політичного явища. Запропоновано авторський теоретико-методологічний підхід до класифікації та вивчення ґенези інформаційної війни й інформаційного протиборства. Висновки. Розроблена й апробована у процесі роботи над статтею методологія може бути використана в дослідженні траєкторій динамічного розвитку та трансформації інформаційних воєн XXI ст. У сучасній геополітичній ситуації для України життєво необхідним є усвідомлення урядом держави й суспільством надважливості вивчення сутності та специфіки інформаційних воєн з метою створення дієвої системи національної безпеки, визнання історичної необхідності захисту територіальної цілісності й недоторканності власного інформаційного простору. ; The purpose of the article is to carry out a comprehensive theoretical analysis of approaches to the formation of the «information warfare» phenomenon integrative definition. Methodology. The article basis is the basic methodological principles of objectivity, dialecticism, and convention. The authors relied on a set of general scientific methods - derivation and induction, analysis and synthesis, phenomenological reduction, systemic, logic, and semantic division of the same on the opposite. The scientific novelty is determined by the fact that the authors allocate to an independent object of scientific study the informationwar concept, which is studied from the perspective of modernity as a complex category under the nonlinear nature of this most complex socio-political phenomenon development. The authors' theoretical and methodological approach to classification and study of information warfare and information confrontationgenesis is proposed. Conclusions. During the work on the article, a research methodology was developed and tested. It can be used in the study paths of information wars' dynamic development and transformation in the twenty-first century. In today's geopolitical situation it is important for Ukraine that the government and society understand the extreme importance of studying the nature and specifics of information wars and creating an effective national security system, recognizing the historical need to protect territorial integrityand inviolability of their own information space.
