Die Photovoltaik-Industrie erlebte in den letzten Jahrzehnten einen großen Boom. Dieser lässt sich mit der zunehmenden Dringlichkeit des Klimawandels und den Trends der Energiewende erklären. Neben der Errichtung von privaten Photovoltaikanlagen gibt es auch die Möglichkeit, in Bürgerbeteiligungsanlagen zu investieren. Dies stellt derzeit ein populäres Investment in erneuerbare Energien dar. Diese Form der Beteiligung repräsentiert eine Möglichkeit, wie BürgerInnen ihr Energiesystem aktiv mitgestalten können und ermöglicht die Nutzung ihrer demokratischen Rechte. Die Umsetzung und das Funktionieren solcher Bürgerbeteiligungsanlagen werden stark von den institutionellen Rahmenbedingungen beeinflusst. Das Ziel dieser Arbeit ist es, die derzeitigen institutionellen Rahmenbedingungen für Photovoltaik-Gemeinschaftsanlagen in Österreich zu analysieren. Des Weiteren wird untersucht, wie diese Rahmenbedingungen die Arbeit von bereits umgesetzten Initiativen beeinflusst. Dafür wird zunächst der Begriff institutionelle Rahmenbedingungen anhand einer umfangreichen Literaturanalyse definiert. In einem zweiten Schritt werden Vertreter von bereits umgesetzten Initiativen befragt, um herauszufinden, wie die Initiativen mit den Rahmenbedingungen zurechtkommen und wie sie diese bewerten. Die Ergebnisse zeigen, dass eine Reihe von Faktoren als nicht zufriedenstellen bewertet wird, wie z.B. das derzeitige Fördersystem, die Organisationsformen oder die Anreize zur Überschusseinspeisung. ; The photovoltaic industry underwent a big boom in the last decades, resulting from rising emergence of climate change and trends in energy transition. Besides the installation of privately installed photovoltaic systems, individuals can also invest in participatory photovoltaic projects, which is currently a popular option for private persons` investment in renewable energies. This form of participation represents a possibility for citizens to actively codetermine the energy system and enables to make use of democratic rights. The implementation and the functioning of participatory projects is determined a lot by the institutional circumstances existing. This thesis aims to analyse the current institutional arrangements for photovoltaic participatory projects in Austria. Furthermore it is analysed, how those institutional arrangements impact the work and functioning of implemented initiatives. To reach those goals, the term institutional arrangements is defined first on behalf of an extensive literature review. In a second step, representatives of implemented initiatives are interviewed in order to examine, how photovoltaic participatory projects come along with the current circumstances and how they assess the situation in Austria. The Water Services Act sets out the institutional framework which outlines the roles and responsibilities of local government as a Water Services Authority. One of these responsibilities is to ensure effective and efficient Water Services Provider (WSP) institutional arrangements.

Three outcomes of the problem of institutionalizing hemispheric free trade seem possible: (1) a U.S.-centered series of multilateral and bilateral free trade areas in which only the United States enjoys truly hemispheric free trade; (2) a set of integrated subregional free trade agreements, emanating from the North American Free Trade Area if it is completed; or (3) a hemispherewide system coordinated by inter-American agencies—its realization, if it is to be, is a long way away.
