Mediante el repaso de las distintas fuentes normativas vigentes en el territorio español (Constitución española, normativa internacional, normativa comunitaria y normativa interna de extranjería), el presente texto pone de manifiesto la insuficiente protección de los derechos sociales de las personas inmigradas. Este escenario jurídico se muestra cuando menos incapaz frente a la consolidación de un modelo de desarrollo social que ha optado por configurar al trabajador extranjero esencialmente como una pieza más de la maquinaria productiva en el marco de una economía "altamente competitiva". This paper synthesizes the main steps in the building up of the policy of the European Union in the field of immigrant integration. After exploring the legal basis for the implementation of this policy, it analyzes the contributions made by the Tampere and Thessaloniki Councils, the Common Basic Principles on Integration, the European Integration Fund, as well as the different reports and statements issued by the European Commission, the European Parliament, the European Economic and Social Council and the European Council. It finishes by proposing the so-called Open Coordination Method as a way of deepening European policy in this field, given the fact that the main competences regarding immigrant integration remain with the Member States ; Este trabajo realiza un recorrido por los principales hitos de la construcción de una política de la Unión Europea en materia de integración de la población inmigrada desde el año 1999 hasta la actualidad. Tras exponer la base jurídica para el desarrollo de esta política, analiza las aportaciones que al efecto han supuesto los Consejos europeos de Tampere y Salónica, los Principios Básicos Comunes sobre Integración, el Fondo Europeo de Integración, así como los distintos pronunciamientos de la Comisión, del Parlamento, del Consejo Económico y Social y el Consejo Europeo. Concluye proponiendo la adopción del llamado método abierto de coordinación como fórmula para seguir profundizando a escala europea, habida cuenta de que las principales competencias en materia de integración de inmigrantes están en manos de los Estados Miembros

Este artículo describe el abordaje sobre la diversidad cultural de la población inmigrante, desde el marco de la interculturalidad, por medio de una investigación cualitativa de tipo descriptivo, desarrollada en seis centros educativos primarios, tanto públicos como privados, con entrevistas a once niños inmigrantes o hijos de padres inmigrantes, a sus padres, a los compañeros de grupo y sus docentes. El estudio intenta describir la situación sociodemográfica del estudiantado y la familia inmigrante, principalmente, en temas de educación, edad, sexo, situación económica y condición de vida, las razones que impulsan a la familias a desplazarse desde su país de origen para establecerse en Costa Rica y el conocimiento o desconocimiento de los derechos y deberes de todos los participantes del estudio. Para recopilar la información se emplearon observaciones no participantes y entrevistas, los datos fueron triangulados en ocho categorías, de ahí se concluyó que la situación económica familiar determina la escogencia del centro educativo (sea público o privado), de modo que no se no afecta el rendimiento académico de los niños inmigrantes; además, las familias se desplazaron de su país principalmente por problemas sociales, económicos y políticos. Para terminar, se determina que existe desconocimiento legal en cuanto a la temática de derechos y deberes por parte de los entrevistados y se corrobora que las docentes participantes desconocen los documentos legales que garantizan una educación de calidad para el estudiantado inmigrante. This article describes the approach to cultural diversity of the immigrant population from the field of multiculturalism, by means of a descriptive qualitative research, developed in six primary schools, both public and private interviews with eleven boys immigrants or children of immigrant parents, their parents, peer group and their teachers. The study attempts to describe the sociodemographic situation of students and immigrant families, mainly in education, age, sex, economic status and living conditions, the reasons that drive families to move from their country of origin to settle in Costa Rica and the knowledge or unawareness of the rights and duties of all study participants. To gather the information participants used observations and interviews, data were triangulated into eight categories, it was concluded that the family's financial situation determines the choice of school (public or private), so that is not does not affect academic performance of immigrant children, in addition, families were displaced from their country mainly by social, economic and political. Finally, it is determined that there is legal ignorance about the subject of rights and duties by the respondents and it is confirmed that the participating teachers are unaware of the legal documents to ensure quality education for immigrant students.

In diesem Band sind die Statements, die Referate sowie Zusammenfassungen der Diskussionen, Beschlüsse und Empfehlungen, des zweiten Seminars über "Adaption and Integration of Immigrants" des Intergovernmental Committee for Migration (ICM) wiedergegeben, das von 9.-13.12.1985 in Genf stattfand. Das Seminar befaßte sich mit den sozialen und ökonomischen Aspekten der Rückwanderung. Die einzelnen Beiträge befassen sich mit den Ursachen und Motiven der Rückwanderung, mit dem Stellenwert der Rückwanderung innerhalb der Wanderungen, mit den Problemen der Rückwanderer, ihrer Familien und der zweiten Generation sowie mit Maßnahmen zur Erleichterung der Reintegration der Rückwanderer. Auch Maßnahmen und Strategien zur Förderung der Rückwanderung und Reintegration von Hochqualifizierten wurden behandelt. Der Anhang enthält eine Bibliographie zum Thema der Konferenz. (IAB)

This text focuses on fascist propaganda in Ecuador, directed either at public opinion and the Ecuadorian government, or at Italians living in Ecuador in the period between Mussolini's power grab in Italy (1922) and the eve of the Second World War (1938). It seeks to analyse immigration from a totalitarian country, in a bid to explain two main points: firstly how fascism relates to Ecuadorian society, and secondly, the ´mechanisms of consensus' spread by propaganda, their performance and achievements (or otherwise) among Italian immigrants, the elite and Ecuadorian society at that time. The study will be based on documentation from the Historical Diplomatic Archive in Rome and the Alfredo Pareja Diezcanseco Historical Archive of the Ministry of Foreign Affairs in Quito. ; En este texto se analiza el tema de la propaganda fascista en Ecuador, dirigida por un lado a la opinión pública y al gobierno ecuatoriano y por otro al grupo italiano que vivía en Ecuador en el periodo que va, desde la toma del poder en Italia por parte de Mussolini (1922), hasta la víspera de la segunda guerra mundial (1938). El objetivo de este artículo es analizar cuestiones relativas a la inmigración proveniente de un país totalitario, tratando de abordar dos nudos: en primer lugar, el de la relación entre el fascismo y la sociedad ecuatoriana, y en segundo lugar el de los mecanismos de consenso que se impulsan a través de la propaganda, su actividad y sus logros o fracasos entre los inmigrantes italianos, y entre la élite y la sociedad ecuatoriana de la época. El estudio se apoyará en la documentación proveniente, en su mayoría, del Archivio Storico Diplomatico de Roma y del Archivo Histórico Alfredo Pareja Diezcanseco del Ministerio de Relaciones Exteriores de Quito.

This article combines two aspects of the Spanish diasporic experience in the Americas often treated separately: migration and exile. Studies of the Republican exile have concentrated primarily on members of political and cultural elites forced to leave Spain in the aftermath of the Spanish Civil War and Franco's victory in 1939. Here, I look instead at how events in Spain affected the lives of Spaniards living abroad when civil war broke out in 1936. I analyze the activities in support of the Republic organized by Spaniards in the United States, and argue that the war in Spain and the Popular Front culture forged in America in the 1930s transformed these communities deeply. Not only did they become more visible, but, perhaps more important, they participated in events that fostered collaboration across generations, ethnicities, races, creeds, and social classes. The article highlights the important role played by women and children in these communities, and examines how the war shaped the identity of Spanish-American youth. These activities helped pave the way for the integration of Spanish immigrants into American society. This Americanization, often reluctant, was linked to Franco's victory, an outcome that, for many, closed the door to a possible return to Spain, transforming migrants into exiles. As such, they continued to struggle for the restoration of democracy in Spain during the four decades of the dictatorship. ; Este artículo combina dos aspectos de la experiencia de la diáspora española en América que suelen tratarse por separado: emigración y exilio. [Resumen] Este artículo tiene como objetivo abordar de manera teórica una serie de aspectos esenciales que pueden configurar imaginarios en torno a la pertenencia nacional de los inmigrantes. Se toman como base distintos autores fundamentalmente desde la sociología y la filosofía política. El trabajo es tipo ensayo y en primer lugar se analiza cómo se produce una confrontación de los inmigrantes con determinados aspectos de la identidad nacional del contexto de recepción, tales como: las pautas culturales, el orden social y el espacio; en la búsqueda de construcción de pertenencia. En segundo lugar el transnacionalismo del inmigrante como condición sospechosa, dada la posibilidad de re-emigración. Un tercer elemento es el soporte tecnológico en el transnacionalismo, el cual se presenta como un factor que aliviana el proceso migratorio y construye nuevos tipos de interacciones entre origen y destino. Finalmente la condición de ciudadanía, la cual transita en una separación entre una concepción cultural y otra desde el enfoque del derecho ; [Abstract] This article has as aim approach in a theoretical way a number of essential aspects that can configure imaginary about of national belonging of the immigrants. They take asa basis different authors fundamentally from the sociology and the political philosophy. The work is essay type and in the first place it is analyzed how a confrontation of the immigrants with certain aspects of the national identity of the context of reception, such as: the cultural guidelines, the social order and the space; in the pursuit of belonging building. In the second place the transnationalism of the immigrant as a suspicious condition, given the possibility of re-emigration. A third element is the technological support in transnationalism, which is presented as a factor that alleviates the migration process and builds new types of interactions between origin and destination. Finally the condition of citizenship, which transits in a separation between a cultural conception and another from the approach of the right.

The active employment policies aim at contributing to the increase in possibilities for theimmigrants' labor incorporation and continuation, while combining flexibility and safetyat the job.The objective of this paper is to inquire into the fundamental aspects of labor policies forimmigrants in Spain through the knowledge of the structured initiatives and strategies inmeant to grant the immigrants social and labor integration opportunities. The a metodologicalbased upon the qualitative and quantitative analyses of the legislation contentsand approach was the plans and programs of the public institutions that are responsiblefor the employment policy. The prospect media, political and economic not encourage to successfully launch a journalistic project. The present article aims to learn what communication model would meet the expectations of the immigrant population of the city of Orihuela (Alicante), both in its form and its content. For this purpose we have realized interviews with all representatives of immigrant associations in the city in order to design the profile of the media that meets their specific needs. The result is a proposal for a cross-thematic, attractive, extensive review, supported with advertising. This article concludes on a proposal of a model that shows the aspirations of the immigrant population sector. ; El panorama mediático, político y económico actual no invita a lanzar con éxito un proyecto periodístico. El artículo que se presenta tiene por objeto conocer qué modelo comunicativo cumpliría con las expectativas de la población extranjera de la ciudad de Orihuela (Alicante), tanto en su forma como por su contenido. A tal objeto se han llevado a cabo entrevistas a todos los representantes de las asociaciones de inmigrantes de la ciudad con objeto de diseñar el perfil del medio que satisfaga sus necesidades. El resultado es la propuesta de una revista pluritemática, atractiva, extensa, sustentada con publicidad. Associations for foreign-origin people have grown notably since the nineteen-nineties, and more so in the first decade of the 21st century. This growth has been influenced by the interests of their members but also by the social, political and institutional context that has favoured, while also conditioning, them. The work presented here contains the results of a survey carried out among 206 representatives of associations of African-origin immigrants in the Catalonia, Valencia and Navarre regions, with the aim of defining the profile of these associations, their organisation, working and activities. Among the questions dealt with, we see how this associational activity is still relatively new. It has no common organizational structure, but rather the structures and strategies that each association acquires depend on its internal and external dynamics, its members' interests and its age. ; El asociacionismo de personas de origen extranjero ha crecido de forma notable desde los años 90 y, especialmente, desde los 2000, influenciado por los intereses de estas personas pero también por el contexto social, político e institucional que lo ha favorecido y condicionado. Este trabajo presenta los resultados de una encuesta realizada a 206 representantes de asociaciones de inmigrantes de origen africano de las comunidades autónomas de Cataluña, Valencia y Navarra. Nuestro objetivo ha consistido en clasificar las asociaciones, estudiar su organización y funcionamiento y conocer sus ámbitos de actuación. Entre otras cuestiones, hemos observado que este asociacionismo es joven y no responde a una única forma organizativa, sino que, en función de dinámicas internas y externas, intereses de los asociados y años de vida de cada asociación, adquiere diferentes estructuras y estrategias.
