Por meio de uma análise etnográfica das interfaces sociais entre agentes do Estado e estudantes cabo-verdianos em Portugal, observadas através da observação participante em consultas médicas, em trabalho social, no Serviço de Estrangeiros e Fronteiras e no serviço jurídico de apoio ao imigrante, este artigo pretende examinar as práticas disciplinares do Estado e as negociações e lutas de poder que ocorrem. Os casos etnográficos discutidos demonstram como a ideia de um Estado neutro e justo que trata todos os cidadãos em pé de igualdade é simultaneamente reproduzida e negada na prática, elucidando como o Estado constitui um símbolo de união de uma efetiva desunião. Os exemplos etnográficos também apontam para outras dimensões da prática do Estado, além dos micropoderes disciplinares, onde se cria espaço para flexibilidade e adaptação. E é nesse sentido que etnografias das interfaces entre Estado e cidadão servem para relativizar interpretações excessivamente sistemáticas da governamentalidade, ilustrando como os efeitos das práticas contraditórias do Estado são tão imprevisíveis como a ação humana. ; Using an ethnographic analysis of the social interfaces between state agents and Cape Verdean students in Portugal, observed through participant observation in medical appointments, social work, immigration services and legal support to immigrants, this article aims to examine disciplinary state practices and the negotiations and power struggles that take place. The ethnographic cases discussed demonstrate how the idea of a fair and neutral state is simultaneously reproduced and denied in practice, thus elucidating the state as a symbol of union of an effective disunity. The ethnographic examples also indicate other dimensions of state practice, besides micro-disciplinary powers, which create room for flexibility and adaptation. And it is in this sense that ethnographies of interfaces between state and citizen offer a more relative perspective of excessively systematic interpretations of governmentality, illustrating how the effects of contradictory state practices are as unpredictable as human action itself.
Este artigo analisa a reportagem intitulada "Fuga de uma ditadura: a saga dos venezuelanos no Brasil", da autoria de Jennifer Ann Thomas, publicada, em 2019, pela revista brasileira Veja. O objeto são os refugiados e a crise na Venezuela. Foram identificadas as estruturas discursivas utilizadas para representar os outros, no caso, os imigrantes venezuelanos. E foram analisadas as expressões linguísticas, que simbolizam e produzem as diferenças entre "eles" (os outros, a Venezuela e os seus cidadãos) e "nós" (o Brasil e os brasileiros). A conclusão a que chegámos é a de que o discurso sobre o outro, que na reportagem da Veja compreende também as estatísticas e as fontes próximas do poder governamental, apenas dizem o que é adequado que os públicos da revista saibam, ou seja, os seus leitores. Em síntese, a análise desta reportagem da revista Veja permite concluir que nela ocorre a reprodução do discurso hegemónico sobre "o outro", um discurso reducionista, conservador e nacionalista. A nossa linha de orientação semiológica tem como referência teórica a Semiótica Social (Martins, 2002/2017), uma disciplina das Ciências Sociais e Humanas, que tem como preocupação essencial estabelecer as condições de possibilidade social do sentido e que, em termos semânticos e pragmáticos, procede à interpretação explicativa e compreensiva dos discursos. Por outro lado, sendo o nosso propósito a compreensão dos processos de construção social do outro, ou seja, a compreensão dos processos de construção social das identidades, inspiramo-nos na corrente de pensamento, que ficou conhecida na Europa como a "filosofia da diferença" (Descombes, 1998; Foucault, 1966; Levinas, 2002; Martins, 2019; Ricoeur, 1991). ; This paper analyses the feature article "Fuga de uma ditadura: a saga dos venezuelanos no Brasil" (Flight from a dictatorship: the saga of Venezuelans in Brazil), by Jennifer Ann Thomas, published by the Brazilian magazine Veja in 2019. The subject of the article is refugees and the crisis in Venezuela. This paper identifies the discursive structures used tin the article to represent "others", in this case, Venezuelan immigrants. Analysis is also made of linguistic expressions, which symbolise and produce differences between "us" (Brazil and Brazilians) and "them" (the other – Venezuela and its citizens). The paper concludes that the discourse about the "other", which in Veja's article also includes statistics and quotes sources close to the government, only states that which is appropriate for the magazine's audiences to know, i.e. their readers. In summary, analysis of the article published by Veja magazine allows us to conclude that it reproduces the hegemonic discourse about "the other" – a reductionist, conservative and nationalist discourse. The theoretical reference underpinning this paper's semiological orientation is Social Semiotics (Martins, 2002/2017), a discipline of Social and Human Sciences, whose main concern is to establish the conditions that govern the social possibility of meaning and that, in semantic and pragmatic terms, leads to the explanatory and comprehensive interpretation of discourses. On the other hand, since this paper aims to understand social construction processes of the other, i.e. understand the social construction processes of identities, it is inspired by the intellectual current known in Europe as the "philosophy of difference" (Descombes, 1998; Foucault, 1966; Levinas, 2002; Martins, 2019; Ricoeur, 1991).
Recent national migration policies - separations of migrant families at the U.S.-Mexico border, increased arrests and removals by United States Immigration and Customs Enforcement, and the Muslim travel ban - raise questions of discrimination based on race, ethnicity, and religion. This article examines how, during times of racial tension and conflict, Latinx immigrant and Muslim refugee members of an immigrant youth organization have challenged deficit-based narratives through collective action in a community-based educational space. I argue that a community-based educational space (CBES) in a large Midwestern city offers a unique space for transnational immigrant youth to build transformative panethnic coalitions in ways that attend to civic disjuncture - the conflict between youths' daily realities and the democratic civic ideals espoused by school curricula and staff - and competing messages from students' schools, communities, and national and global conflicts. ; As recentes políticas migratórias nacionais - separação de famílias migrantes na fronteira entre Estados Unidos e México, aumento no número de prisões e remoções pelo Serviço de Imigração e Controle Alfandegário dos Estados Unidos, e o banimento de viagem de muçulmanxs - levantam questões de discriminação com base em raça, etnia e religião. Este artigo examina como, durante épocas de tensão e conflito racial, imigrantxs latinxs e refugiados muçulmanos que são membros de uma organização de imigrantes jovens desafiam narrativas baseadas em déficit por meio de uma ação coletiva em um espaço educacional comunitário. Defendo que um espaço educacional comunitário (EEC) em uma grande cidade do meio-oeste dos Estados Unidos proporciona um espaço único para que a juventude imigrante transnacional construa coalizões pan-étnicas transformadoras de maneiras que abordem a disjunção cívica - o conflito entre as realidades cotidianas dos jovens e os ideais cívicos democráticos adotados por currículos e funcionários de escola - e as mensagens concorrentes de escolas, comunidades e conflitos nacionais e globais dos estudantes.

The shift from the continent of emigration to the continent of immigration marks the change of an era for Europe. Since 1945, tens of millions of immigrants have reached Western Europe, at first from other European regions, then from every corner of the world. Thus, a remarkable social transformation took place: the (ultimate) birth of multi-national, multi-racial, multi-cultural, multi-religious societies. For a long time, governments and companies demanded that immigrants be only temporary, so as to have a mass of precarious, barely integrated, vulnerable workers. Such demand, strongly restated over the past few years, was fiercely opposed by immigrant populations, who responded with a wider social rooting. The same applies to the similar demand by the powers that be to impose on immigrants differential exploitation and any sort of discrimination, opposed by a long chain of struggles and upheaval. Over the course of decades, set on the background of the unsolved great crisis of 2008, this conflict has escalated, until the "question of immigration" has turned into a military question, to be fixed with the intervention of the navy and border police. This paper states that the stakes are now too high: either we go back to a model of society and state based on brutal "racial" and class oppression, or we go towards a society finally freed from any kind of oppression. ; Il passaggio dal continente di emigrazione al continente di immigrazione è stato un enorme cambiamento per l'Europa. Dal 1945, decine di milioni di immigrati sono arrivati in Europa occidentale, prima di altre regioni europee, dopo dei quattro angoli del mondo. Così si è verificata un'enorme trasformazione sociale: la nascita (definitiva) di società multinazionali, multirazziali, multiculturali, multireligiose. Per molto tempo i governi e le aziende hanno voluto che gli immigrati fossero solo temporanei, per avere una massa di lavoratori precari, poco integrati e vulnerabili. Questa rivendicazione, tornata con forza negli ultimi anni, ha incontrato l'orgogliosa resistenza delle popolazioni immigrate, che hanno creato un sempre maggiore radicamento sociale. Lo stesso vale per l'analoga rivendicazione dei poteri istituiti di sottoporre le popolazioni e i lavoratori migranti a uno sfruttamento differenziato e ad ogni tipo di discriminazione, che sono state affrontate con lotte e ribellioni. Per decenni, nel fondo minaccioso della grande crisi irrisolta del 2008, questo conflitto si è aggravato fino a trasformare la "questione immigrazione" in una questione militare, che deve essere risolta con le marine militari e la polizia di frontiera. Esta pretensão, que tem voltado com força nos últimos anos, encontrou a orgulhosa resistência das populações imigrantes, que criaram um enraizamento social cada vez maior. O mesmo vale para a pretensão similar dos poderes estabelecidos de submeter as populações e os/as trabalhadores/trabalhadoras migrantes a uma exploração diferencial e a todo tipo de discriminações, que foram encaradas com lutas e rebeliões. Durante décadas, no fundo ameaçador da grande crise não resolvida de 2008, esse conflito piorou até transformar a "questão imigração" numa questão militar, que deve ser solucionada com as marinhas militares e as polícias de fronteiras. The stereotype of the Latin woman is commonly associated with sexuality. Brazilians seem to be particularly burdened by this stigma among Latin women worldwide. As immigrants, intersected by other matrices of oppression in addition to those of gender and race, for example, these women bear various marks remaining from Eurocentric coloniality that belittles and silences them (Mignolo, 2000/2003), a circumstance that is aggravated when the country of emigration is their coloniser. This article explores resorting to cyberspace as a forum for denunciation and feminist activism through a case study of the profile @brasileirasnaosecalam based on content analysis. The project appeared on the digital social network Instagram to anonymously report the harassment, discrimination and prejudice that Brazilian immigrant women suffer in Portugal, specifically for carrying their own nationality. Thus, through cyberactivism, which is also feminist activism, women are now experiencing a new cycle of political opportunities driven by the building and consolidation of ties among them around the globe, breaking down binarisms, including those between the first and the third world, in an appeal to cross-border articulation (Timeto, 2019). That shows the relevance of pursuing an ontological vision underpinned by a decolonial and intersectional feminist perspective that uses cyberfeminism as an ally to interconnect the digital and the real space. ; O estereótipo da mulher latina é comummente associado à sexualidade. In the studies of exile and migration, we commonly find discussions that situate the subject of exile, represented by the universal male figure. However, in this article, we aim to demonstrate that, from the beginning of this social phenomenon, women also emigrated, even before exile became collective / family. The figure of immigrant women breaks the stereotype of a female who devotes herself to household tasks and highlights the female mobility (PERROT, 2000). Thus, we situate three categories of female figures, linked to the context of immigration, but which are invisible in their fight: the woman who remains but does not play a passive role; on the contrary, it ensures the financial scope of the family. We also highlight the figure of the woman follower, whose role is to participate in the maintenance of family networks; and finally the figure of the exile itself. The epistolary sources and the reparation dossiers of the law of 1881 authorize a broader analysis of what the judicial sources have so far privileged, namely, the male figure. This article aims to understand the characteristics of migration policies targeted at refugees, especially concerning the right to work, from the end of World War II to 2019. Migration policy can be defined as the rights and obligations of migrants, including the guarantees and regulations immigrants have when residing in a foreign country. Labor shortages, national security, international treaties, and humanitarian issues are often recurring concerns in migration policy management. This study relied on scientific, journalistic and institutional (legislative) sources available in digital media. Documentary data analysis focusing on themes regarding migration policy, refugees, and refugee employment were used. As a result, it has been concluded that Brazil had inherited conservative, nationalist, and racist policies in the scope of migration. Furthermore, regardless of the progress made during the democratic period, there is still room for improvement in refugee assistance following its legalization in the country. The right to work and the documentation required to work legally are safeguarded to immigrants recognized as refugees. It also includes groups who have acquired the right to validate their qualifications. Nonetheless, the policy has failed to ensure access to employment and protect these groups from performing illegal work without labor rights, which, in turn, highlights the need for public policies that may intervene in this regard. In conclusion, we show the relevance of migration policies to the legal recognition of refugees' rights, especially concerning their right to work. ; Las políticas de migración pueden definirse como los derechos y deberes de los inmigrantes, incluidas las garantías y regulaciones relacionadas con la residencia y el ingreso a un país extranjero. La escasez de mano de obra, seguridad nacional, tratados internacionales y cuestiones humanitarias son algunos de los temas que influyen en la gestión de las políticas de migración. Escassez de mão de obra, segurança nacional, tratados internacionais e questões humanitárias são algumas das questões frequentes que influenciam a gestão de políticas migratórias. Para tanto, foi realizada uma pesquisa documental e bibliográfica, no qual utilizou-se de fontes científicas, jornalísticas e institucionais (legislações), disponíveis em mídia digital e que tratavam de temas como política migratória, refugiados e direito ao trabalho de refugiados. Como resultado, conclui-se que o Brasil herdou políticas nacionalistas, conservadoras e racistas no escopo da política de migração. Além disso, apesar de ter tido avanços significativos durante o período democrático, ainda há espaço para melhorias na assistência aos refugiados após sua legalização no país. O direito ao trabalho e a documentação necessária para trabalhar legalmente são salvaguardados para os imigrantes reconhecidos como refugiados, incluindo o direito de validar seus diplomas, estudos e qualificações. No entanto, a política falhou em garantir o acesso ao emprego e proteger esses grupos de realizar trabalhos ilegais, o que, por sua vez, ressalta a necessidade de políticas públicas que possam intervir nesse sentido. Por fim, destacamos a relevância das políticas de migração para o reconhecimento legal dos direitos dos refugiados, especialmente no que tange ao seu direito ao trabalho.

Além disso, apesar de ter tido avanços significativos durante o período democrático, ainda há espaço para melhorias na assistência aos refugiados após sua legalização no país. O direito ao trabalho e a documentação necessária para trabalhar legalmente são salvaguardados para os imigrantes reconhecidos como refugiados, incluindo o direito de validar seus diplomas, estudos e qualificações. No entanto, a política falhou em garantir o acesso ao emprego e proteger esses grupos de realizar trabalhos ilegais, o que, por sua vez, ressalta a necessidade de políticas públicas que possam intervir nesse sentido. Por fim, destacamos a relevância das políticas de migração para o reconhecimento legal dos direitos dos refugiados, especialmente no que tange ao seu direito ao trabalho.
Analysis of the current political and economical context in the U.S.A., which involves access to and utilization of health services by immigrants, concerns more than 20 million foreign individuals who live in the country and do not have health insurance. This population corresponds to 43.8% of the 46 million people that do not have private health coverage in the U.S.A.; of these, 10.5 million do not have the legal documentation required to live in the country. In order to explore the needs, access and utilization of American health services by emigrants from Governador Valadares (located in the state of Minas Gerais, Brazil), fourteen emigrants from this city were selected by means of the snowball technique and were interviewed for this study. Questions concerning interviewees' documentation, place of residence, jobs, needs, access to and use of health services were created. Information collected from emigrants residing in the states of Massachusetts and Connecticut allows us to assert the viability of access and utilization of health services subsidized by the federal and state governments and nongovernmental organizations. ; A análise do atual contexto político e econômico existente nos EUA, que envolve o acesso e utilização de serviços de saúde pelos imigrantes, diz respeito aos mais de 20 milhões de indivíduos estrangeiros que residem naquele país e não possuem seguro de saúde. Essa população corresponde a 43,8% de 46 milhões de pessoas que não possuem cobertura de provedores privados de saúde nos EUA, sendo 10,5 milhões residentes sem a documentação exigida para viver no País. Para explorar as necessidades, o acesso e a utilização dos serviços de saúde americanos pelos emigrantes de Governador Valadares, MG, Brasil, o presente estudo entrevistou uma amostra de 14 emigrantes valadarenses selecionada por meio da técnica bola de neve. Foram elaboradas questões relacionadas à documentação, local de residência, profissões exercidas, necessidade, acesso e utilização de serviços de saúde. As informações recolhidas junto aos emigrantes residentes nos Estados de Massachusetts e Connecticut permitem afirmar a viabilidade do acesso e da utilização dos serviços de saúde subsidiados pelos governos federal e estaduais e de organizações não governamentais.
Through a walking ethnography exercise, we intend to present an ethnography of the cosmetic offer aimed at depigmenting the skin in the heart of Lisbon, focusing on a fragment of the city that brings together different proposals and aesthetic products: Chinese spas, beauty salons and African hairdressers, shops of the so-called "ethnic" trade linked to immigrants and Portuguese descendants of Asian or African populations. We defined this tour as a "whitening path" – ironically paraphrasing the title of one of Michael Jackson's most famous books, Paths towards a clearing (1989). Considering the body as a project under construction, we intend to show that the imaginary and desires related to the consumption of these treatments, as well as the beauty standards conveyed by the marketing of skin whitening products, reflect and reproduce social variables of gender, class and race. We also want to highlight how most whitening products, sold in the city center, are prohibited by European cosmetics regulation legislation due to the high concentrations of toxic substances. These substances – which circulate freely in the networks of informal commerce – can be very harmful to the consumers' health, carrying severe dermatological risks ; Por meio de um exercício de walking ethnography, pretendemos apresentar uma etnografia da oferta cosmética destinada à despigmentação da pele no coração de Lisboa, focando num fragmento da cidade que junta diferentes propostas e produtos estéticos: spas chineses, salões de beleza e cabeleireiros africanos, lojas do comércio dito "étnico" ligado a imigrantes e portugueses descendentes de populações asiáticas ou africanas. Definimos esse passeio como "caminho do branqueamento" – parafraseando ironicamente o título de um dos mais famosos livros de Michael Jackson, Paths towards a clearing (1989). Considerando o corpo como um projeto em construção, pretendemos mostrar que os imaginários e os desejos ligados ao consumo desses tratamentos, assim como os padrões de beleza veiculados pelo marketing dos produtos de clareamento da pele, refletem e reproduzem variáveis sociais de género, classe e raça. Queremos também evidenciar como a maior parte dos produtos branqueadores, vendidos no centro da cidade, são proibidos pela legislação europeia de regulamentação de cosméticos, devido às altas concentrações de substâncias tóxicas. Essas substâncias, que circulam livremente nas redes do comercio informal, podem ser muito prejudiciais para a saúde dos consumidores, comportando severos riscos dermatológicos.
This study analyzes how São Paulo state government promoted public assistantships policies during the First Republic. During this time, the government aimed at controlling epidemies and endemics, leaving individual care to private institution. Through budget plans, reports from the Secretary of Interior, speeches at the Chamber of Deputies, and newspaper articles, we observed that there was a budget policy which allowed the government to spend money on institutions that assisted immigrants and poor people. Besides an annual expenditure, the government could also send extra budget during epidemics, and also developed periodic inspections to evaluate the sanitary conditions of the subsidized institutions. The document's analysis showed that the resources spent were high in value, almost as much as the one available for Sanitary Service, a public organization created in order to fight infectious diseases. The state also used the same system to install its own structures used to fight diseases like trachoma and hookworm in 1906. However, in a time when the main discourses asked for public dispending reduction, the high costs to upkeep these institutions made them to be shut down. The government, thought, kept the old system, sending resources to philanthropic and private hospitals. ; Este artigo analisa como o governo do estado de São Paulo promoveu políticas de assistência pública no início da Primeira República. Neste período, o governo dirigia seus esforços para o controle de epidemias, deixando para as instituições privadas a assistência individual. Por meio dos planos orçamentários, dos relatórios da Secretaria do Interior e dos discursos da Câmara dos Deputados, observamos que existia uma política orçamentária que designava uma parcela das verbas governamentais para as instituições que se propusessem a assistir pobres e imigrantes. Além do repasse anual, o governo promovia aportes financeiros em períodos epidêmicos e desenvolvia vistorias periódicas para averiguar as condições sanitárias das instituições. A partir da análise dos documentos, verificamos que os recursos pecuniários repassados eram elevados e se aproximavam muito aos gastos com o Serviço Sanitário, órgão público criado para combater as doenças infectocontagiosas. Buscando entender a política de subvenções, observamos que o estado tentou implantar uma estrutura própria de atendimentos para combater o tracoma e a ancilostomose, mas que os altos encargos para manter a estrutura e os discursos do período, que apregoavam a redução dos gastos públicos, fizeram com que essa estrutura fosse dissolvida, mantendo-se a política anteriormente adotada de apoiar o arranjo assistencial pré-existente.
This text aims at understanding everyday life in a rural school between 1930 and 1950 through the memories of teachers who worked in Região Colonial Italiana (RCI - region of Italian immigration) in Rio Grande do Sul, Brazil. We understand that RCI is the region of the old colonies Conde d'Eu, Dona Isabel, and Caxias, which today are Caxias do Sul, Garibaldi, Carlos Barbosa, and Bento Gonçalves municipalities. This region was occupied, from 1875 on, by immigrants, predominantly Italian ones. In the period under study, 1930 to 1950, we emphasize the expansion of the public school system and the nationalization actions carried out by Vargas government. As for theoretical framework, we draw on contributions from Cultural History. For methodology, we use Historic Documental Analysis and Oral History. The documents produced from teachers' narratives belong to two collections: the memory bank of Arquivo Histórico Municipal João Spadari Adami (AHMJSA - João Spadari Adami Municipal Historical Archive) and Instituto Memória Histórica e Cultural (Historical and Cultural Memory Institute), which is kept by Universidade de Caxias do Sul. To the oral collections, we have added many documents from municipalities and administrative organs of education. We narrate teachers' stories of life, who are mostly women who became teachers because they had the minimum knowledge required for the job and due to an absolute lack of qualified teachers. Their experiences in isolated rural schools allow us to (re)construct everyday life, aspects of communitarian life, and specially school life. These lay teachers have told us about how they organized their classes, what they taught, how they proceeded in heterogeneous classes. They also talked about their relationship with students and their families, which are, therefore, aspects of the school culture of these rural isolated classes, which mark the history of education. ; O presente texto tem por objetivo compreender o cotidiano escolar rural, entre as décadas de 1930 e 1950, por meio das memórias de professores que atuaram na Região Colonial Italiana do Rio Grande do Sul (RCI), Brasil. Compreendemos a RCI como aquela formada pelas antigas colônias Conde d'Eu, Dona Isabel e Caxias, atualmente municípios de Caxias do Sul, Garibaldi, Carlos Barbosa e Bento Gonçalves. Trata-se da região que foi ocupada, a partir de 1875, por imigrantes, predominantemente italianos. No recorte temporal, 1930 a 1950, destacamos a expansão da rede escolar pública e as práticas de nacionalização empreendidas pelo governo varguista. Utilizamos como referencial teórico as contribuições da história cultural e como metodologia a análise documental histórica e a história oral. Os documentos produzidos a partir das narrativas docentes pertencem a dois acervos: banco de memórias do Arquivo Histórico Municipal João Spadari Adami (AHMJSA) e Instituto Memória Histórica e Cultural, mantido pela Universidade de Caxias do Sul. Acrescemos aos acervos orais diversos documentos das intendências e órgãos administrativos da educação. Narramos histórias de vida dos docentes, mulheres em sua maioria, que se tornaram professoras por terem os conhecimentos mínimos exigidos para a função e pela absoluta falta de profissionais com titulação. Suas experiências vividas em escolas isoladas, rurais, permitem-nos (re)construir cotidianos, aspectos da vida comunitária e, especialmente, escolar. Essas professoras leigas contaram como organizavam suas aulas, o que ensinavam, o modo como procediam em turmas heterogêneas, a relação delas com alunos e familiares, que são, portanto, aspectos da cultura escolar dessas aulas isoladas rurais, que marcam a história da educação brasileira.
