Literatürde ağırlıklı olarak ülke içi dinamikler kapsamında ele alınan etnik grupların siyasallaşması süreci, dış devletlerin gerek bölgesel gerekse ikili politikaları aracılığıyla müdahil olmalarıyla farklı bir boyut kazanmaktadır. Dış devletlerin politikalarında etkili olan unsurların analiz edilebilmesi amacıyla bu çalışmada örnek olarak, bölgesel güç rolü kapsamında Hindistanın Sri Lankadaki Tamil etnik grubunun siyasallaşması sürecinde liderliği üstlenen Tamil Eelam Kurtuluş Kaplanları (TEKK)na yönelik yaklaşımında rol oynayan unsurlar tartışılmaktadır. TEKKye yönelik yaklaşımında son derece araçsalcı bir yaklaşım benimseyen Hindistanın, uluslararası sistemin ulusal güvenlik ve jeopolitik mülahazalarıyla etkileşimi üzerinden politika geliştirdiği, sınırları içerisinde barındırdığı Tamil nüfusunun ise etnik hassasiyetler üzerinden politika yapımında bir baskı unsuru teşkil ettiği görülmektedir. Soğuk Savaş sonrası dönemde TEKKnin kullandığı terörist yöntemler ve küresel çaplı suç örgütleriyle girdiği iş birlikleri üzerinden bölgesel gücün güvenliğini tehdit eder konuma gelmesi, devletlerle çatışan etnik örgütlere verilen dış desteğin sebebiyet verebileceği tehlikeyi ortaya koyar niteliktedir ; The politicization process of ethnic groups, which is mostly studied under the dynamics of domestic politics in literature, acquires a different dimension by the intervention of foreign powers through their regional and bilateral politics. With the aim of understanding the role of the factors which influence the policy-making process, the present study evaluates the factors affecting the approach of India, under the framework of a regional power role, to the Liberation Tigers of Tamil Eelam (LTTE) as the leader of the politicization process of Tamil ethnic group. Utenlandske investeringer er en viktig del av økonomien i mange land. Det gjelder også Norge, hvor utenlandskontrollerte foretak sysselsetter 21 prosent av arbeidstakerne i privat næringsliv. Samtidig vet vi at strømmene av investeringer internasjonalt er i endring, med vekst i aktiviteten fra stater som tidligere har investert lite utenlands. Det gjelder spesielt Kina, men også India, Russland og noen andre ikke-tradisjonelle investorland. I denne artikkelen studerer vi hvordan Norges posisjon som destinasjon for investeringer endrer seg. Vi diskuterer utviklingen i lys av etablerte teorier innen samfunnsøkonomi og statsvitenskap.
Abstract in English:Norway as a Destination for Foreign Investment: Trends and ExplanationsForeign investment is an important component of the economy of many countries. This is the case for Norway too, where foreign-controlled enterprises employ 21 percent of the workers in the (private) business sectors. We know that foreign investment flows are changing, with increased activity from countries that have traditionally invested little abroad. This is true for China, especially, but also for India, Russia, and some other non-traditional investor countries. In this article, we study how Norway's position as a destination for investment is changing. We discuss the developments in relation to established theories within economics and political science.
06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan "Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun" ile 18.06.2018 tarihli "Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge" gereğince tam metin erişime açılmıştır. ; Hindistan Cumhuriyeti ve İsrail Pakistan'a karşı uzun süreli ideolojik ve askeri bir düşman taşımaktadır. Bu çalışma konu ile ilgili birincil ve ikincil kaynakları (kitaplar, dergi ve gazete makaleleri, raporlar ve uzmanlar, akademisyenler ve ilgili kişiler tarafından yayınlanan diğer materyaller) inceleyerek ve analiz ederek Hindistan- İsrail savunma ortaklığının Güneydoğu'da nükleer caydırıcılık istikrarsızlığı için Pakistan'a nasıl bir asimetrik tehdit oluşturuyor? Sorusuna cevap bulmak için nitel araştırma yöntemleriyle birlikte eleştirel bir yaklaşım izlemektedir. Araştırmacı, çalışmada ele alınan devletlerin konvansiyonel ve nükleer silahlara yönelik duruşlarını anlamak için rasyonel karar verme, tehdit yeteneği, tehdit güvenilirlik, statü ve caydırma stabilitesi hakkında Frank C. Zagare ve D Marc Kilgour'ın kuramsallaştırdığı) "Mükemmel Önleme Teorisi"nin varsayımlardan yararlandı. Bu kıstılanmış akademik çalışma, sadece mevcut Hint-İsrail savunma ortaklığının Güney Asya'da nükleer caydırıcılık istikrarsızlığı için Pakistan'a doğrudan asimetrik bir tehdit oluşturduğunu değil, her iki ülkenin de Hint- Pakistan savaşları (1965, 1971 ve 1999) sırasında istihbarat ve gizli silah arzı paylaşma tarihini paylaştığını ortaya koymuştur. Ayrıca her iki ülke de 1979, 1982, 1984, 1986-1987, 1999 ve 2003'te Pakistan'ın nükleer tesislerine ortak hava saldırısı planlamış, ancak inandırıcı misilleme tehdidi uygulamadan önce planlarını engellemiştir. Ayrıca, İsrail ne savunma teknolojisini Hindistan'a transfer ederken tereddüt etmekte ne de Pakistan'a karşı kullanılmasını yasaklamaktadır. Hindistan- İsrail savunma ortaklığında Hindistan çoğunlukla alıcı tarafta durmaktadır. Bu anlamda Hindistan'a İsrail yapımı havadan yere bomba gönderen uçaklar, tanksavar güdümlü füzeler; hava ve balistik füze savunma sistemleri; İHA'lar ve silahlı uçaklar; erken uyarı sistemleri ve istihbarat toplama teknolojileri ve Pakistan'a karşı kullanılmak üzere casus uydular sevk edilmiştir. Ayrıca Hindistan ve İsrail Pakistan ve Cemmu&Keşmir meseleleri hakkında ortak siyasi, diplomatik ve askeri söylemleri paylaşmaktadır. Diğer taraftan Hint-İsrail savunma ortaklığı, Pakistan ve Hint "Soğuk Başlama Doktrini" ile asimetrik bir ilişkiye yol açmakta, hem geleneksel hem de nükleer silah alanlarında bu asimetriyi daha da arttırmaktadır. Bilahare Pakistan İsrail gibi belirsiz İlk Kullanım Duruşu'na sahip aktöre karşı nükleer tercihini caydırıcılık amacıyla oluşturmuştur. İlk Kullanım Yok duruşunu ilan etmesine rağmen, Hint nükleer kuvvetlerinin hazırlığı İlk Kullanım duruşunu da yapılandırılmıştır. Bu durum Hindistan'ın Pakistan ile olan rekabetinin ortaya çıkarılması açısında önemlidir, ancak Pakistan karşıtlığı bağlamında İsrail ve Pakistan daha çok açıkça ilişki kurmayı görmezden gelirler, bunun yerine örtmece bir şekilde birbirlerini savunma hesaplarında düzenli olarak hesaba katarlar. ; Department: Middle Eastern Studies Republic of India and Israel share their protracted ideological and military antagonism with Pakistan. This study follows critical approach with qualitative method of research for finding the answer of the question "how does Indo-Israeli defense partnership pose asymmetric credible threat to Pakistan for nuclear deterrence instability in South Asia?" by reviewing and analyzing the relevant primary and secondary sources of information (books, journal and newspaper articles, reports, and other published material by experts, scholars and stakeholders). Researcher took benefit from the assumptions of Perfect Deterrence Theory (theorized by Frank C. Zagare and D. Marc Kilgour) about rational decision making, threat capability, threat credibility, status quo and deterrence stability for recognizing conventional and nuclear weapons posture of these countries. This limited academic exercise found that not only existing Indo-Israeli defense partnership directly poses asymmetric credible threat to Pakistan for nuclear deterrence instability in South Asia, but both countries share a history of sharing intelligence and secret arms supply during Indo-Pakistan wars (1965, 1971 and 1999). Further, both countries planned for joint air strikes on nuclear installations of Pakistan in 1979, 1982, 1984, 1986-1987, 1999 and 2003, but the credible retaliatory threat thwarted their plans before execution. Furthermore, Israel neither hesitates while transferring defense technology to India nor prohibits it to use against Pakistan. In Indo-Israeli defense partnership, India mostly remains at receiving end. It has deployed Israel-made air to surface bombs; anti-tank guided missiles; air and ballistic missile defense systems; UAVs and armed drones; early warning systems and intelligence gathering technologies; and spying satellites against Pakistan. Furthermore, India and Israel share relatively common political, diplomatic and military discourse about Pakistan and the issue of Jammu & Kashmir. Moreover, Indo-Israeli defense partnership causes asymmetric relationship with Pakistan and Indian Cold Start Doctrine further increases this asymmetry in both conventional and nuclear weapons domains. Subsequently, Pakistan has to add its nuclear option as a deterrent with ambiguous First Use posture like Israel. Despite declaring No First Use posture, the readiness of Indian conventional and nuclear forces shows its configuration with First Use posture. Resultantly, nuclear deterrence stability is at risk in South Asia. It is significant that India shows its rivalry with Pakistan openly, but Israel and Pakistan mostly ignore to talk about severe antagonism between each other overtly, instead in a euphemistic manner, but they regularly count each other's defense capabilities in their security calculus.

Tez ÖzetiBu tez çalışmasında ilaç sektörü özelinde fikri mülkiyet haklarının küresel ölçekte yükselişi ve bu yükselişe paralel olarak farklılaşan devlet stratejileri analiz edilmiştir. Çalışmanın temel amacı temel "ilaçta fikri mülkiyet haklarının global ölçekte sıkılaştırılmasına bazı gelişmekte olan ülkeler direnç gösterirken diğerleri neden göstermemiştir?" sorusuna cevap bulmaktır. Bu soruya cevap bulabilmek için, John M. Hobson'un İkinci Dalga Neo-Weberyan Devlet Yaklaşımı'ndan yararlanılmış ve uyarlanan bu yaklaşım karşılaştırmalı ülke örneklerine dayanılarak incelenmiştir. Bu amaçla Hindistan, Brezilya, Güney Afrika Cumhuriyeti ve Türkiye örnek ülkeler olarak seçilmiştir. Elde edilen bulgulara göre, devletlerin kendi politik önceliklerinde ortaya çıkan farklılıklar, altyapısal gücünde ve yoğunlaşma derecesindeki farklılıklar ve ulusal/uluslararası devlet dışı aktörlerle kurulan ilişkilerde farklılıklar –Bu çalışmada ulusal/uluslar arası devlet dışı aktörler olarak yerli ilaç firmaları, yabancı ilaç firmaları, yabancı devletler, iktisadi entegrasyonlar ve Sivil toplum örgütleri ile tüketiciler seçilmiştir.- farklılaşan devlet stratejilerinin kaynakları olarak görülmüştür. Thesis Summary In this thesis study, the global increase of intellectual property rights in particular pharma sector, and state strategies varying according to this increase are analyzed. The aim of this study is to find an answer to the question of "Why did some of the developing countries resist to the tightening up of global intellectual property rights while some other ones didn't?" John M. Hobson's second wave Neo-Weberian State Approach is followed and analyzed according to the comperative country examples in the study. India, Brazil, South African Republic and Turkey is chosen as example countries. According to the findings of the research, differences in the political priorities, substructural power and concentration level are the sources of differeces in countries' strategies. Local and foreign pharmaceutial companies, economic integrations, non-governmental organizations, and consumers are chosen for this study as national and international non-state actors. In the frame of above mentioned theory, India and Brazil are classified as highly resistant, South Africa is classified as medium resistant and Turkey is classified as a non-resistant (compatible) country.

De siste ti årene har enkelte avgjørelser i norsk barnevern skapt sterke internasjonale reaksjoner. Våren 2016 demonstrerte over 8000 personer i elleve land i forbindelse med en sak som angikk en norsk-rumensk familie. Denne artikkelen undersøker tre saker som har gitt Norge betydelige diplomatiske utfordringer (India 2011, Russland 2014 og Romania 2016). Artikkelen ser på hvorfor sakene utløste så sterke reaksjoner, og redegjør for hvordan norske myndigheter håndterte sakene. Vi beskriver også gjeldende norsk lovverk og prosedyrer på feltet. Et viktig funn i vår undersøkelse er at alle sakene kan knyttes til andre sterke drivkrefter i det aktuelle landet. Det er kombinasjonen av en dramatisk familiehistorie i møte med en større politisk agenda som gjør sakene så kraftfulle og betente i de enkelte landene. I materialet vi legger frem, finner vi også tegn til læring og forbedring i Utenriksdepartementets (UD) håndtering, og også utvikling og forbedring i måten UD har samarbeidet med andre deler av embetsverket på. Samtidig stiller artikkelen spørsmål ved hvorfor et sentralt verktøy i arbeidet med å håndtere denne type saker (ratifiseringen av Haagkonvensjonen), kom på plass så sent.
Abstract in EnglishDiplomatic Controversies Sparked by Decisions of the Norwegian Child Welfare Service: A Preliminary AssessmentDecisions taken by the Norwegian child welfare services have in the past decade, in some cases, created strong international reactions. In the spring of 2016, over 8,000 people in eleven countries demonstrated in connection with a case involving a Norwegian-Romanian family. This article examines three issues that have presented significant diplomatic challenges to Norway (India 2011, Russia 2014 and Romania 2016). The article looks at why the cases triggered such strong reactions and explains how the Norwegian authorities handled these cases. It also outlines the relevant Norwegian legislation and judicial procedures in the field. The paper finds that the three controversial cases assessed linked with other strong driving forces or national political issues in the country in question. In the material we present, there is also evidence of learning and improvement in the way the Norwegian Ministry of Foreign Affairs handled these challenges, and there also seems to have been improvement in the way the Ministry of Foreign Affairs collaborated with other parts of the civil service. At the same time, the article questions why a key tool in dealing with these types of cases (The 1996 Hague Convention) was ratified so late in Norway.
Uluslararası ilişkiler sistemi pek çok defa dönüşmüş, dönüşümlere de çoğunlukla savaşlar yol açmıştır. Ancak Boris Yeltsin, Stanislav Şuşkeciç ve Leonid Kravçuk, 'Sovyet Sosyalist Cumhuriyetleri Birliği'nin uluslararası hukukun bir öznesi ve bir jeopolitik gerçeklik olarak varlığını sona erdirmekle' bu defa ılımlı bir değişimi tetiklemişlerdir. 1991 Belovejsk Antlaşması ile birlikte Rusya, dönüşmüş ve beraberinde sistemi de dönüştürmüştür. Bu tez, Rus dış politikasında yaşanan değişimde Asya'nın ne yönde ve ölçüde rol oynadığına odaklanmaktadır. Çalışma, Putin dönemi ile sınırlandırılmış ve inşacı yaklaşımla ele alınmıştır. Tezin kavramsal çerçevesi buna göre çizilmiş ve Rus dış politikasında meydana gelen dönüşümler maddi ve normatif açıdan değerlendirilmiştir. Rusya açısından Asya'yı temsil eden Çin, Hindistan ve Japonya, tezin odaklandığı aktörler olmuş ve bu ülkeleri ile Rusya'nın hem ikili hem çok taraflı ilişkileri incelenmiştir. Nihayetinde ise Asya ile Rusya'nın karşılıklı ilişkileri yapı-yapan etkileşimi bağlamında değerlendirilmiş ve yaşanan sosyal inşa sürecinin Rus dış politikası üzerindeki dönüştürücü etkisi ortaya konmuştur. Bu tezde, Asya'nın çoğunlukla Çin tarafından temsil edildiği ve Rusya'yı inisiyatif almaya zorladığı sonucuna ulaşılmıştır. Ulaşılan bir başka önemli sonuç ise Rusya, Çin ve Hindistan gibi aktörler arasındaki işbirliğinin çok kutupluluk iddiası çerçevesinde geliştirildiğidir. ; The system of international relations has transformed quite a lot and wars have mostly led to these transformations. However, Boris Yeltsin, Stanislav Shushkecic and Leonid Kravchuk have triggered a moderate change this time by 'dissolving the existence of the Union of Soviet Socialist Republics as a subject of international law and as a geopolitical reality'. With the Belovejsk Agreement in 1991, Russia was transformed and concomitantly transformed the system. This thesis study focuses on how and to what extent Asia plays a role in the change experienced in Russian foreign policy. The study is limited to the Putin period and addressed with the constructivist approach. The conceptual framework of the thesis is formed accordingly and the transformations in Russian foreign policy are evaluated in terms of material and normative aspects. China, India and Japan, representing Asia from the perspective of Russia, have been the actors that the thesis has focussed on and both bilateral and multilateral relations of these countries with Russia have been examined. Eventually, the relations between Asia and Russia have been assessed within the context of the structure-agent interaction and the transformative effect of the social construction process on Russian foreign policy has been revealed. In this thesis, it has been concluded that Asia was mostly represented by China and it forced Russia to take the initiative. Another crucial conclusion is that the cooperation between actors such as Russia, China and India was formed within the framework of the claim of multipolarity.

Günümüzde ülkeler küreselleşme ve serbest piyasa ekonomisi nedeniyle çok fazla rekabetle karşı karşıyadır. Herhangi bir endüstrideki rekabet sadece kendi ulusal sınırı içerisinde değil, aynı zamanda farklı ülkelerde ve farklı firmalarla uluslararası bir piyasada gerçekleşmektedir. Küreselleşme sürecinde, rekabetin yanı sıra kaynakların çevreye zarar vermeyecek şekilde etkin kullanımı sürdürülebilirlik açısından büyük bir önem taşımaktadır. Bu kapsamda tez hem küreselleşme hem de çevresel performansı dikkate alarak karşılaştırmalı bir analiz yapmaktadır. Bu tezde endüstriyel küreselleşme seviyesi imalat sektöründeki on üç endüstri seçilerek ölçülmüştür. Sonrasında "veri zarflama analizi" programı uygulanarak bu imalat endüstrilerin çevresel performansını ölçülmüştür. Son olarak endüstriyel küreselleşmesi ve çevresel performans seviyesi sonuçları kullanılarak "analitik hiyerarşi süreci" yoluyla diğer sosyal göstergeler eklenerek imalat sektörü sürdürülebilirliği ölçülmüştür. UNCTAD tarafından "gelişen endüstriyel ekonomiler" olarak sınıflandırılan on ülke (Türkiye, Arjantin, Belarus, Güney Afrika, Hindistan, Hırvatistan, Meksika, Polonya, Romanya ve Ukrayna) seçilerek tüm analizler karşılaştırmalı olarak yapılmıştır. Türkiye'nin endüstriyel küreselleşme seviyesi "entegre küresel" (en yüksek seviye) olmasına rağmen, eko-etkinlik seviyesi dikkate alındığında çevresel performans konusundaki konumu beşinci sıradadır. Ancak, Hindistan, Güney Afrika ve Arjantin gibi diğer ülkelerden daha yüksek eko-etkinlik puana (0.042) sahiptir. Bunun nedeni, endüstriyel üretim süreçlerinde Türkiye en fazla sera gazı emisyonu yapan ülkeler arasında üçüncüdür. Sosyal refah bağlamında Türkiye, çalışanlara yapılan ödemeler açısından üçüncü sırayı almaktadır. Türkiye ayrıca imalat sektörünün genel sürdürülebilirliği açısından 7.6% değer ile dördüncü sırada yer almaktadır. Sonuçlara göre imalat sektörü sürdürülebilirliği açısından en yüksek sürdürülebilirliğe sahip olan ülke Meksika'dır. ; In today's world of globalization and free market economy countries are facing much more competition than ever before. Competition in any industry is not only within its own national boundaries, but also in an international market with different companies of different countries. In the industrial globalization process, competition as well as effective use of resources needs to be done in a way that does not damage the environment places great importance in terms of sustainability. In this thesis, the industrial globalization level has been measured identifying thirteen industries of manufacturing sector. Additionally, the environmental performance of these manufacturing industries has been measured applying the "data envelopment analysis" program. In the final analysis, the results of the industrial globalization and environmental performance level has been used to measure the sustainability of manufacturing sector along with other social indicators through the "analytic hierarchy process". The overall comparison has been done based on ten countries (Turkey, Argentina, Belarus, South Africa, India, Croatia, Mexico, Poland, Romania and Ukraine) which are classified as "emerging industrial economies" by the UNCTAD. Although the country composite industrial globalization level of Turkey is indicated as "integrated global" (highest level) yet its position is 5th regarding environmental performance in consideration of eco-efficiency level with a score of 0.042 which is higher than other countries like India, South Africa and Argentina. The reason behind this can be attributed to the high emission of Greenhouse gases during the industrial production processes. In the context of social welfare Turkey placed 3rd based on compensation of employees. Turkey also ranked 4th in terms of overall sustainability of its manufacturing sector with a value of 7.6 percent. On the basis of our results, Mexico is found to be the most sustainable country relating to the sustainability of manufacturing sector.
