As a state of law as well as a democratic state, Indonesia guarantees and protects the right to freely express opinions and the right to organize in society. This in the end becomes the basis for every member of the community to be free to establish an Ormas. The freedom to establish these mass organizations in its development is not controlled due to the absence of real government control and supervision. This has resulted in many mass organizations being born into thugs and illegal organizations. This study aims to analyze the current system of supervision of mass organizations in Indonesia, the weaknesses in the current implementation of mass organizations, and the ideal reconstruction of a system of supervision of mass organizations capable of realizing a just law of mass organizations. The research in this dissertation uses the sociological juridical method. As for the results of the research conducted, it can be found that the current implementation of normative supervision has not been effective, as evidenced by the large number of problematic and prohibited mass organizations, weaknesses in the supervision of mass organizations in the community due to a legal vacuum in the regulation of supervision of mass organizations, so it is necessary to reconstruct values by conducting supervision and education. regarding the goals of mass organizations and the goals of the state and nation as well as legal reconstruction in the form of adding provisions for the supervision of mass organizations in the Law of the Republic of Indonesia Number 16 of 2017.

Post-Soeharto Indonesia, known as the era of reform and democracy, has not been able to inhibit corrupt behaviour by state officials at the central and local government levels, in legislative and executive institutions, or in the judiciary as a judicial institution. This article discusses and analyses the corruption process carried out by state officials, especially those occupying legislative, executive, and special judicial institutions at the central government level in interacting with each other and with outside institutions. The public's hope that ongoing democracy will be able to limit political corruption in Indonesia is only an illusion, considering the democracy model that developed in Indonesia post-Soeharto led to a patronage democracy, namely the interaction of power between state institutions which is based on mutually beneficial considerations. Another consideration is that the institution that administers justice which serves as law enforcement agency is involved in corrupt practices.

This article discusses election governance based on public participation with qualitative research methods, the approach used in case studies in West Nusa Tenggara (NTB) Province, the region is one of thirty-four province in Indonesia. Governance is an approach that is considered relevant, because election governance is its manifestation. The results show that the Regional of General Election Commission of NTB as the authority of election organizers succeeded in building a model of election governance based on public participation through three strategies, namely the movement to protect suffrage, family-based voter education, and voter education based on educational institutions. These three models are designed through three approaches, namely multi-stakeholder partnership, convergence, safety and public health of disaster areas. The methods of implementation include; short videos about elections, consistent use of mass media and continuous election classes. The impact of the public participation-based election governance model in NTB is that the number of public participation in 2019 Elections increased to 82 percent compared to 2014 Election of 77.32 percent where the model has not been implemented. The obstacles faced in building participatory-based election governance are two, namely; the issue of legitimacy provided by the Electoral Law and has not been made the education of voters as core business of General Commission Election, while voter education is an effective instrument in developing public participation. The solution is necessary to change article 3 and article 15 (Presiden Republik Indonesia, 2017) on the elections to include participation as the principle of organizing elections. In addition, voter education should be the core business from the national to the regions.

Direct elections for regional heads by the people began after the issuance of Law no. 32 of 2004 concerning Regional Government. After the implementation of direct regional head elections by the people for 12 years, there were pros and cons regarding the implementation of direct regional head elections so that Law No. 22 of 2014 concerning the Regional Head Election in a representative manner by the DPRD which was later canceled through Government Regulation in Lieu of Law (Perpu) No. 1 of 2014 concerning Direct Regional Head Election by the People. The issuance of a Government Regulation in Lieu of a Law is intended so that democracy at the regional or local level can develop where regional people can directly elect their leaders at the regional or local level. This research is a normative legal research where the focus of the study is the norms contained in Perpu No. 1 of 2014 which returns the regional head elections directly elected by the local people. This research approach uses a qualitative juridical approach, namely examining from the legal side in addition to providing explanations regarding the considerations issued by the president's Perpu and the public's response to direct regional head elections. The purpose of this study is to determine the process of regional head elections that are directly elected by the local people so that the development of democracy at the local level can run well. The results obtained from this research are that direct regional head elections by the local people reflect more of a democratic nature than through representation and are in accordance with the wishes of the constitution that sovereignty is in the hands of the people.

Indonesia is one of the largest democratic countries in the world and has held 11 general elections nationally. Nonetheless, the electoral process with ballot paper is deemed convoluted, prone to manipulation, requires massive resources and lengthy process and spent extravagant state budget. Electronic voting (e-voting) has been implemented in more than 26 countries, and India has achieved terrific success in 2019 with more than 900 million voters. E-voting in India has answered convoluted and high cost of election problems, and the VVPAT (voter-verified paper audit trail) technology helped prevent fraud potential and manipulation. This study examines the policy transfer of e-voting technology from India into Indonesia's jurisdiction and political context by using literature study and secondary sources of data to support the arguments. The key findings are that e-voting serves a constitutional electoral system that defends effective and efficient democratic election, reduces the margin of error in voting, counting, recapitulation, and significantly reduces the probability of invalid votes, effectively hindering fraudulent practices like vote-buying during recapitulation and preventing dropping illegal ballots into the ballot box. Moreover, e-voting technology also corresponds with High Court No.147/PUU-VII/2009, and if implemented with adequate technology, software and human resources, this method could secure the tenets of direct, general, free, confidential, honesty and fairness.

: Employing a qualitative approach, the present study outlooks the political participation of people in Denpasar, Bali, with regard to the 2020 regional head election in the city during COVID-19 pandemic. Data were garnered through observation and documentation. The findings of this study informed that societies participated in the election with the belief that their interest are accommodated by political parties. Although the election was done during pandemic, the stakeholders carried out strict health protocol of COVID-19 in order to prevent the virus dissemination among societies. Based on the findings, this study suggest that the regional head election has an impact on the relationship between political parties at the regional level and the central level, in which, the central executive board always exercises hegemony towards regional party administrators in providing support recommendations for regional head candidates. Saprahan is an eating tradition that developed in the Malaysia community in the Sambas area. The implementation practice is full of positive values and meanings in describing the identity of the Sambas Malaysia community, which has potential in Indonesian gastro diplomacy. Therefore, this paper aims to analyze the state's role in gastro diplomacy through Saprahan at the Temajuk Sambas border. This research is a literature study that focuses on the Saprahan tradition in the Indonesia-Malaysia border area in Temajuk Village, West Kalimantan. The data is obtained through books, journals, and online sources by entering keywords; gastro diplomacy, Saprahan, and Temajuk. The results obtained from the study can be described that specifically, the state's role in implementing gastro diplomacy through saprahan at the Temajuk Sambas border has not functioned as gastro diplomacy. However, from a historical point of view, its value and meaning, the saprahan tradition has excellent potential in Indonesian gastro diplomacy efforts in the border area between Indonesia and Malaysia. This is supported by the development of tourism in Temajuk, attracting local tourists to foreign tourists to promote culinarily and eating traditions where the intimate communication space that can be created through the tradition of eating saprahan makes it easier to negotiate and make decisions.

: Energy diplomacy as a country's foreign policy agenda in securing access to international energy sources. The significance of energy for a country can always be a cause or proxy for its foreign policy or even its military actions. The plan for the development of nuclear power plants in Indonesia in support of the climate change program is based on global agreements and is able to provide a deterrent effect on national defense. However, until now the role of defense diplomacy in achieving national interests has not been optimal and its achievements are still limited to defense issues only (Sudarsono et al., 2018). This study aims to analyze the role of diplomacy on energy and defense, where diplomacy provides a first treat on energy, thereby realizing national energy security supported by defense diplomacy. This study uses a literature study to collect relevant data related to energy diplomacy, nuclear power plant development plans to support the NDC program, and defense diplomacy. The results of the study indicate that a diplomacy synergy is needed in achieving the national interest. Defense diplomacy can be synergized with energy diplomacy, which in this case is able to accelerate the development of nuclear power plants in Indonesia which provides a multiplier effect both in terms of energy security in the issue of climate change, even to the deterrent effect of Indonesian defense. The effect of diplomacy on energy indicates that diplomacy has a significant role in politics and the economy that a country's energy can create.

Accountability is the responsibility of the obligation to account for the success or failure in carrying out the organization's mission in achieving the goals and targets that have been set through a media of accountability periodically. As a follow up in eradicating the practice of Collusion of Corruption and Nepotism as mandated by Law Number 28 of 1999, in the context of further improving the implementation of a more efficient, effective, clean and responsible government. Government Policy through Presidential Instruction No. 7 of 1999 issued regulations regarding the Accountability of Government Agencies' Performance so that good governance was created. The purpose of this study is to find out: (1) Implementation of Performance Accountability System of Government Agencies in the Regional Civil Service Agency of Musi Banyuasin Regency (2) Implementation of good governance in the Regional Civil Service Agency of Musi Banyuasin Regency (3) How much influence the implementation of Government Institution Performance Accountability System the application of good governance in the Regional Personnel Agency of Musi Banyuasin Regency. The method used in this research is analytical descriptive with survey approach. Whereas to analyze the data obtained used the moment Product Correlation Coefficient Analysis, Determinant Coefficient Test and Hypothesis Test using the Significance Test (t Test). The results obtained are: (1) Implementation of the Accountability System of Government Agencies' Performance in the Regional Civil Service Agency of Musi Banyuasin Regency, including very good classification. (2) the application of Good Governance in the Regional Civil Service Agency of Musi Banyuasin Regency is included in the very good classification. (3) The implementation of the Government Agency Performance Accountability System has a significant effect on the implementation of Good Governance in the Regional Personnel Agency office in Musi Banyuasin.

: Indonesia has potential in cooperation on the intermission of UN peacekeeping tasks, although the need for UN intermission does not occur frequently (incidentally), but it needs to be prepared in order to anticipate opportunities and challenges in the development of the situation in UN PKOs, as has happened to the Indonesian Armed Forces Engineer Company Taskforce/Garuda Contingent. XXXII-C, through a decision-making mechanism based on the UN Resolution in UN PKOs to carry out the intermission of peacekeeping tasks from Haiti to Central Africa (2014-2015). The Kizi Taskforce TNI/Konga XXXIIC/MINUSTAH or Konga XXXVII-A/MINUSCA, can complete their duties as UN peacekeepers on duty at the UN Mission in MINUSTAH - Haiti and carry out UN Peace Task Intermissions in MINUSCA, in order to prepare missions in the African Republic Center (CAR). On this "rare" opportunity, the UN intermission process can be carried out properly through effective diplomacy and negotiations, so that the TNI/Konga XXXII-C Kizi Taskforce can carry out tasks in two different missions at once. And on this occasion, the researcher tries to explore the data in the form of a research entitled "Implementation of the United Nations Peacekeeping Taskforce; Case Study of Intermission of Satga IEC/Konga XXXII-C from Haiti to Central Africa (2014-2015)", In this study, I tried to explain the mechanism and implementation of the UN peacekeeping mission, accompanied by various challenges and obstacles faced in the area of operation. as well as the steps and efforts taken to overcome them, so that the task of ending the mission of the IEC/Garuda contingent in Haiti and the reopening of the UN mission in the Central African Republic can take place safely and smoothly. The researcher explored this research, considering that this form of intermission assignment rarely occurs, not only in the IEC Taskforce/Garuda Contingent, but also in UN peacekeeping operations.

This study aims to examine administrative efforts as Premium Remidium in the settlement of State Administrative disputes (TUN) in Indonesia. In particular, the discussion in this study regarding administrative efforts as a premium remidium in state administration disputes in Indonesia, the legal consequences of not carrying out administrative efforts by the plaintiffs, and discussing the advantages and disadvantages of implementing administrative efforts in the settlement of state administration dispute. The research method used in this research was normative juridical and used secondary data consisting of laws related to government administration as the primary material and secondary legal materials, namely literature related to research problems. Based on the results of the study, it is known that administrative efforts are the premium remedy (main drug) in the settlement of state administration disputes in Indonesia. The legal consequences that arise when the settlement of the state administration dispute is not preceded by administrative efforts but directly submits a lawsuit to the Administrative Court, namely the lawsuit can be declared not accepted by the judges. Administrative efforts have advantages and disadvantages related to the state administrative dispute resolution mechanism in Indonesia.

Cooperation between Indonesia and South Korea in the defense industry is centered on the development of the changbogo class submarine and the development of the KFX / IFX fighter aircraft. Seen from the Government's policy, it can be seen that the domestic industry is unprepared to support the independence of the defense industry. This unpreparedness can be caused by the absence of supporting infrastructure or financial support for mass production of defense and security equipment. This scientific work is expected to provide recommendations in defense policy regarding submarine development. This study uses a scientific approach with qualitative descriptive methods and uses implementation tehory by George C. Edward. The results of this study a policy review of South Korea's Submarine purchase policy . The conclusion of this study are constraints and challenges faced in improving submarines, particularly related to the ability of PT. PAL Indonesia is still limited in the manufacture of the DSME 209/1400 submarine.

The border areas between countries in Indonesia are faced important problems caused by the clash of management authorities, poverty, development disparities, technological mastery gaps. The promising potential of natural resources is not fully maximized. This condition reflects the need for responsive and progressive local regulations to anticipate the problems that occur. The commitment of the Regional Government is a priority to build a prosperous and socially equitable border area for the community. The border area in Sambas Regency requires products from Regional Regulations which can contain integrated border area management values, especially concerning the authority for border management which does not only emphasize infrastructure and physical development, but also must be considered the level of welfare of border communities. The policies and development carried out by the Central Government will not be able to be felt in the border area as long as the Regional Government has not been able to translate it into the local regulation order. .

,Ex-convicts must wait for a five-year gap after passing their prison term and announce their background if they want to run for governor, regent, or mayor, according to the Constitutional Court's decision Number 56/PUU-XVII/2019. The election of regional heads is an activity in the context of implementing a government system in the form of democracy. In the implementation of regional head elections, to get quality regional leaders, it takes qualified candidates promoted by political parties as well as those who run independently. Among the requirements for a regional head candidate, both at the provincial and district/city levels, a candidate must not be in a status of an ex-convict. The research method in this research was normative juridical. This research shows that based on the 1945 Constitution of the Republic of Indonesia, ex-convicts are also citizens who have the same political rights as other citizens. The existence of a provision that is a requirement to run as a candidate for the regional head in the election clearly limits or even negates a person's right to participate in exercising their rights. The decision of Constitutional Court No.42/PUUXIII/2015 states that ex-convicts can participate in regional head elections with certain conditions.

State defense threats that arise as a result of the development of the global, regional and national strategic environment also include social conflicts that are still widely found in various parts of Indonesia. The preparation of a national defense strategy from an early age is very much needed to face the worst possibility and the government must hold a total war. The involvement of all national resources is needed including human resources, social conflict is a serious problem in the development of the defense force, so a solution must be found. This paper uses a phenomenological qualitative descriptive method and the theory of defense policy implementation by Lukman Yudho Prakoso to analyze the current problems. The research results show that there is still a need to carry out good handling in handling social conflicts that are integrated, can communicate interactively between entities, and implement transparent, controlled and accountable activities. So that the conclusion can be formulated that it is necessary to instill the value of State defense in handling social conflicts, so that it is hoped that awareness will arise in the community for responsibility in defending the State. Another conclusion is that a strategy is needed to build the best network and the involvement of an entity that functions as a Driver Force for handling social conflicts in supporting military campaign strategies.
