By using the relationship between high sentiment and momentum, the main purpose of this paper is to investigate if psychological biases of investors have an influence on behavioral biases. We find that in the China stock market, high sentiment of loser groups is correlated with contributors of momentum profits, while high sentiment of winner groups is correlated with contributors of contrarian returns. Further analysis indicates that, the higher the investor psychological bias is, the greater the momentum return will become. Winners/losers that are most sensitive to sentiment and having the longest duration of being kept under the situation will result in higher returns.

Interagency working is a recurrent theme in homelessness policy literature, but is ill defined and rarely addressed in UK homelessness research. This article draws on findings from a study that explored how interagency working is achieved between statutory and voluntary sector services concerned with improving the health of people experiencing homelessness. We argue that a focus on the health needs and behaviours perceived as being a risk to the general population directly influences interagency working and how professional networks organise themselves. The findings are discussed with reference to the impact of social policy on the health of people who are homeless.

A dynamic model of self insurance and market insurance demand against uncertain natural hazards is developed where agents incur emotional costs when the true information about potential future catastrophes becomes known. Agents purposefully ignore the incoming signals about future hazards in order to avoid finding out the true information. Faced with the emotional costs associated with true information revelation, self-deception through true information avoidance effort may be the optimal strategy to maximize current and future expected utility. Government interventions for complementing private risk mitigation and adaptation through incentives and regulations may have a varying influence on such agents exhibiting emotional costs.

Using the accountability framework developed by Romzek, Dubnick, and colleagues, this article considers the creation and operation of the Coalition Provisional Authority (CPA). The CPA's short duration and the difficult circumstances of Iraq combined to pose fundamental challenges to the normal expectations for accountable behavior of a federal agency. With minimal plans in place for governing Post-invasion Iraq, the CPA had little structure and few institutional expectations to influence its behavior. This lack of guidance, combined with the CPA's de facto reporting relationships and noncareer staff, led to the maximization of political accountability, whereas professional accountability was secondary.

AbstractThis paper illustrates the persistence of an exogenous model of development that underpins many interventions aimed at employing information and communication technologies (ICTs) to meet development goals. The analysis is based on a sample of texts from reports produced by United Nations agencies and the World Bank. The aim is to show how the discourse on ICT interventions invariably is reminiscent of a dominant exogenous model even when alternative models with respect to development are seen to influence policy and practice. It is argued that practice‐based, emergence approaches offer an attractive, although insufficient, way forward. Copyright © 2011 John Wiley & Sons, Ltd.

Governors are generally the best-known figures in state politics. They have many roles, including service as political leaders in their states. One aspect of this role is the promotion of their favored policies and electoral candidates. We examine why governors endorse candidates for state-level office using data from partisan and nonpartisan state supreme court elections from 1999 to 2008. We examine both decisions to endorse and whether endorsements influence electoral results. Our findings indicate that a governor's decision to endorse a candidate is the product of pragmatic considerations and executive resources. We also conclude that governors' endorsements have a significant effect on electoral outcomes.

AbstractThe primary objective of this article is to cast some light upon the relationship between education expenditure and the volume of remittances sent to Albania from abroad by international migrants. To assess the existence of an education enhancing effect of remittances, an Engel curve framework is used. In addition, quintile regression analysis is employed to investigate whether migrants' remittances have a differentiated effect on various quantiles of the conditional distribution of education consumption. The two main empirical findings are that household income has a positive and well‐determined impact on education expenditure, whereas international transfers do not influence education spending.

This article explores some impacts of relationships between the third sector, the state and the market on the non-profit sector workforce in Reading, England. We argue that: the growth of state influence has brought forth paid and unpaid workers to represent the sector to the state; in most non-profit organisations paid workers create the conditions for unpaid work. For a minority the opposite is true; labour in the non-profit sector is influenced by competition from the private sector for workers and 'clients'; workers' paid work, family commitments and market services limit volunteering, especially for what we term 'lifestage' volunteers.

There has been a decidedly different social response to the abuse of a child and the abuse of an intimate partner, although both forms of violence occur within the family. This article explains the differential response to these forms of family violence through a historical examination of the movements to combat child abuse and intimate partner violence, including the influence of first- and second-wave feminism. The author applies theories of social control to analyze the development of the social response. She argues that an integration of the social service and criminal justice systems would best serve families who are experiencing violence.

African American women share the common ground of surviving in a racially stratified society. Nonetheless, the diversity of their experiences emerges. This article contrasts the lived experiences of two elderly African American daughters of the Jim Crow South. Commonly shared social markers (race, gender, and historical and regional contexts) are held in contrast to their notably different social classes. Salient features of their diverse experiences corroborate the supposition that although all African American women encounter racism, social-class differences influence how racism is experienced. Family racial socialization pathways are conceptualized as reliance on personal resources versus reliance on personal defiance.

The article considers the concept of strategic effect in international economic relations in a narrow sense, as a gain of national economy from purposeful support of the branches participating in international competition on oligopolistic markets. The mechanism of the competition of this kind according to the theory developed by J. Brander and B. Spencer is analyzed. The influence of the government support of domestic producers on the situation on oligopolistic markets and the opportunities of carrying out such policy under conditions of the effective WTO rules are considered (subsidization of aircraft industry by the WTO members is analyzed as an example).

This paper investigates empirically the influence of government ideology on social policy using German data. Examining the funding and the benefits of social security and public healthcare policy, my results suggest that policies implemented by governments dominated by left- and rightwing parties were similar over the 1951–2007 period. Leftwing governments, however, spent more in the 1970s and rightwing governments did so after German Reunification in 1990. Since policy convergence encourages new parties to enter the political arena, and party platforms on social policy matters are likely to undergo further changes in light of demographic change, the observed pattern may thus be a transitory phenomenon.
