This paper examines the ethics of the practice of information warfare at both the national and corporate levels. Initially examining the present and past actions of individual hackers, it moves to the more organised, future military and economic warfare scenarios. It examines the lack of legal or policy initiatives in this area.

Consumer medicines information is increasingly relied upon to inform and empower consumers regarding their medicines. Legislation and guidelines are now in operation in the US, European Union (EU) countries and Australasia. The lack of an evidence base has led to a variety of approaches to written information provision across the three continents and each has apparent advantages and disadvantages. This review compares consumer medicines information in the three continents and examines the strengths and weaknesses of each system. It also includes an outline of research conducted by Professor Raynor's team on the impact of the EU legislation. This will be of particular interest in Malta, in view of the imminent membership of the EU. ; peer-reviewed

Within the past decade, the U.S. military has implemented a number of programs to assess the changes underway in the global security environment and in the nature of warfare. Defense leaders and thinkers have concluded that revolutionary change is taking place and, if the United States develops appropriate technology, warfighting concepts, and military organizations, it can master or control this change, thus augmenting American security. Dr. Steven Metz suggests that official thinking within the U.S. military may be too narrow. The information revolution, he contends, will have far-reaching strategic effects. The transformation it brings will not only be technological, but political, social, ethical and strategic as well. As he explores the impact that the information revolution may have on the conduct of armed conflict, Dr. Metz introduces a number of ideas which need further analysis, including the potential for the emergence of nontraditional, networked enemies; multidimensional asymmetry; the privatization of security; and the potential impact of technologies like robotics, nonlethality, and nanotechnology. This paper describes a research project that addresses the difficulties in dealing with regulatory documents such as national and regional codes. These documents tend to be voluminous, heavily cross-referenced, possibly ambiguous and even conflicting at times. There are often multiple documents that need to be consulted and satisfied; however it is a difficult task to locate all of the relevant provisions. In addition, sections dealing with the same or similar conceptual ideas sometimes lay down conflicting requirements. We propose a framework for regulation representation, analysis and comparison with emphasis on the extraction of similarities between provisions. We focus on accessibility regulations, whose intent is to provide the same or equivalent access to a building and its facilities for disabled persons. An XML regulatory repository is developed to extract structural as well as non-structural features from government regulations to help user understanding and computational analysis. A similarity analysis is performed between different sources of regulations. In order to achieve a better comparison between provisions, we employ a combination of feature matching and structural analysis. Results are shown on comparisons between American and European codes, as well as on the domain of electronic-rulemaking.

At present Ireland lacks really effective and usable health information systems. The priorities listed in the draft 'Information for Action' report cannot be realised within the constraints of the existing systems. Our health information systems are not people centred; they do not facilitate assessment of quality; they make measurement of equity very hard; they do not support an adequate level of democratic or political accountability. The current systems lack credibility with health service staff, at least partly because they seldom see any results from them. There is no adequate system for analysis of and reporting on most of the current Irish health information systems. Despite these problems, components of our systems work well, and produce data of high quality. The Irish Cancer registry provides accurate, timely reports on cancer incidence in Ireland. The National Disease surveillance Centre does excellent work on the collection analysis and dissemination of infectious disease data. The quality of the data collected in the HIPE system by ESRI, and in the Vital Statistics system by the CSO are good. The national disability register works well. It is imperative that the existing systems are not broken in the attempt to bring in new systems. There are many different models in Europe and elsewhere of working health information systems. We would particularly suggest that elements of the systems used in New Zealand, Finland, Scotland and Canada could provide models for further development in Ireland. Specifically, New Zealand has a working model of an e-health Internet; Finland has a good model of a registry based system; Canada has a working model of systems using and analysing health data. Scotland has a very interesting system, with very close integration with primary care. This is a weakness of the Canadian, and especially the Finnish systems. It is well known that efforts to achieve worldwide harmonization of patent systems are not yet complete. Early work on building a complete system, however, started as early as the late 19th century, when the Paris Convention on the Protection of Industrial Property was concluded. Since that time, many steps towards a comprehensive harmonization of patent legislation have been taken on the national, regional and worldwide levels. The present contribution outlines these efforts and attempts to demonstrate that current developments are preparing the path for further harmonization of patent law in the future, whereby modern information technologies may play a decisive role. For the World Intellectual Property Organization, the main challenges consist in finalizing the Patent Law Treaty on patent formalities at a Diplomatic Conference in May and June of this year, and, subsequently, to endeavor to further harmonize patent laws as well as to study possible developments of the Patent Cooperation Treaty. In order to fully achieve these goals, it will be necessary that all circles involved concentrate their attention on further cost reductions and simplification of patent procedures in the interests of the users of the patent system worldwide.

The sudden emergence of the Internet as a global network threatens to eclipse the importance of the global information infrastructure painstakingly built by financial institutions and their regulators over the past three decades. The open public nature of the Internet threatens the value of the closed proprietary networks developed by financial institutions that now face serious problems in integrating their legacy systems and new Internet systems. Information system security, once a dreary back office matter, is now central to the success of e-commerce business plans. Before financial institutions can capitalize on their expertise in information system security, they will have to overcome problems that have recently emerged in security of their existing legacy systems and translate their existing expertise into terms that are relevant to "e-business" security. The challenges posed to regulated financial markets by the sudden democratization of the global information architecture may be offset by competitive opportunities only if regulated institutions can adapt quickly and effectively to the rigors of this new environment. Regulators will have to find a middle path between stifling regulated entities, permitting unregulated competitors to steal the show, and not maintaining the necessary prudential oversight of financial markets within which investors are exposed to rapidly rising levels of risk.
