This paper examines the ethics of the practice of information warfare at both the national and corporate levels. Initially examining the present and past actions of individual hackers, it moves to the more organised, future military and economic warfare scenarios. It examines the lack of legal or policy initiatives in this area.

Consumer medicines information is increasingly relied upon to inform and empower consumers regarding their medicines. Legislation and guidelines are now in operation in the US, European Union (EU) countries and Australasia. The lack of an evidence base has led to a variety of approaches to written information provision across the three continents and each has apparent advantages and disadvantages. This review compares consumer medicines information in the three continents and examines the strengths and weaknesses of each system. It also includes an outline of research conducted by Professor Raynor's team on the impact of the EU legislation. This will be of particular interest in Malta, in view of the imminent membership of the EU. ; peer-reviewed

This paper describes a research project that addresses the difficulties in dealing with regulatory documents such as national and regional codes. These documents tend to be voluminous, heavily cross-referenced, possibly ambiguous and even conflicting at times. There are often multiple documents that need to be consulted and satisfied; however it is a difficult task to locate all of the relevant provisions. In addition, sections dealing with the same or similar conceptual ideas sometimes lay down conflicting requirements. We propose a framework for regulation representation, analysis and comparison with emphasis on the extraction of similarities between provisions. We focus on accessibility regulations, whose intent is to provide the same or equivalent access to a building and its facilities for disabled persons. An XML regulatory repository is developed to extract structural as well as non-structural features from government regulations to help user understanding and computational analysis. A similarity analysis is performed between different sources of regulations. In order to achieve a better comparison between provisions, we employ a combination of feature matching and structural analysis. Results are shown on comparisons between American and European codes, as well as on the domain of electronic-rulemaking.

At present Ireland lacks really effective and usable health information systems. The priorities listed in the draft 'Information for Action' report cannot be realised within the constraints of the existing systems. Our health information systems are not people centred; they do not facilitate assessment of quality; they make measurement of equity very hard; they do not support an adequate level of democratic or political accountability. The current systems lack credibility with health service staff, at least partly because they seldom see any results from them. There is no adequate system for analysis of and reporting on most of the current Irish health information systems. Despite these problems, components of our systems work well, and produce data of high quality. The Irish Cancer registry provides accurate, timely reports on cancer incidence in Ireland. The National Disease surveillance Centre does excellent work on the collection analysis and dissemination of infectious disease data. The quality of the data collected in the HIPE system by ESRI, and in the Vital Statistics system by the CSO are good. The national disability register works well. It is imperative that the existing systems are not broken in the attempt to bring in new systems. There are many different models in Europe and elsewhere of working health information systems. We would particularly suggest that elements of the systems used in New Zealand, Finland, Scotland and Canada could provide models for further development in Ireland. Specifically, New Zealand has a working model of an e-health Internet; Finland has a good model of a registry based system; Canada has a working model of systems using and analysing health data. Scotland has a very interesting system, with very close integration with primary care. This is a weakness of the Canadian, and especially the Finnish systems. Focusing his historical analysis on World War II, Mr. Canestaro describes how the substantial legal and policy controls under which the U.S. military conducts its air campaigns meet or exceed the requirements of international treaties and the customary practice of states. Bombing technology has only recently developed to the point of allowing compliance with international legal standards, and the United States has implemented stringent measures in recent conflicts to minimize unintended civilian casualties in warfare. Mr. Canestaro demonstrates that because these self-imposed restrictions go beyond the point of mere compliance, they often constitute a disadvantage to the conduct of U.S. military operations. Strict U.S. military compliance with international legal standards and self-imposed policy restrictions derived from political fear of excessive casualties insure that adversaries are rarely engaged with the full measure of U.S. military might. The development of precision weapons over the last several decades has made armed conflict both more and less lethal. Against his established historical background, Mr. Canestaro measures modern U.S. military practice and technology against the customary standards, concluding that self-imposed legal and policy restraints designed to protect civilian lives have risen in step with technological developments allowing greater precision and thus avoidance of collateral damage. This situation continues significantly to shape the conduct of campaigns and to offer advantages to U.S. adversaries who choose not to follow the customary standards as faithfully.

Network-centric warfare (NCW) emphasizes information superiority for battlespace efficacy, but it is clear that the mechanics of how knowledge flows are just as important as those pertaining to the networks and communication systems used to transmit data and information. Unfortunately, with the strong presumption that knowledge is distinct from data and information, knowledge-flow mechanics in the warfare context are not well understood; even the term knowledge is used in conflicting ways (e.g., to describe information flows) by NCW experts, operational personnel and developers of military doctrine. Mapping key concepts from technologically enabled business models in which NCW is based in large part to the military, we substitute the term understanding flow when discussing the mechanics of how knowledge flows in the NCW context. In one respect, this mapping and terminological substitution enable us to move forward and model knowledge-flow mechanics in a manner that is consistent with the operational Navy's lexicon; in another respect, however, it is clear that Navy lexicon does not yet include the term understanding flow. Hence, naval conceptualization of NCW may be missing a vital element. Informed by recent advances in knowledge-flow theory, the research described in this technical report develops a four-dimensional model of understanding-flow mechanics. This multidimensional model enables a novel capability to recognize a variety of understanding-flow patterns found in the military enterprise, to distinguish such patterns from their counterparts pertaining to information and data, and to enhance the speed and efficiency of NCW understanding flows. Just as understanding the mechanics of electrical flow is critical to developing useful electronic devices, understanding the mechanics of understanding flow is critical to conceiving useful NCW systems. ; Approved for public release; distribution is unlimited.

You will certainly understand that it has not been so easy to attribute a very precise title to our communication, but we will say, exculpatory, that the expression and its related words are commonly accepted to refer to the same phenomenon in fact. White marriage is above all a metaphor. It is a marriage where one looks like, where you do "as if", in the context of an entirely different reality. From this small comedy, the pseudo-spouses seek to gain an advantage: avoiding a military service obligation, collecting a dot, to take examples from a little old 1, but imagination has no limits a priori. In the international order, stuffing makes it possible to obtain an effect which only an international marriage can confer, such as the acquisition of the nationality of the spouse or the acquisition of a residence permit. Recently, the Journal de l'Ile, dated 19 April 2002, repeated the story of two 'plucked love' by a couple of Mauricians who wanted to settle in Réunion and who had used marriage bias to be certain of staying permanently in our department. The e-commerce revolution has redefined the way business is transacted everywhere. Meanwhile, the body of commercial law lags behind the fast pace of technological changes and has yet to effectively address the numerous issues presented by radical changes in the world of commerce such as electronic contracts, electronic signatures, shrinkwrap agreements, and click-wrap agreements. In an effort to establish the Commonwealth of Virginia as a national leader on this subject, in 2000 the Virginia General Assembly passed the Uniform Computer Information Transactions Act ("UCITA"). UCITA legislation has been introduced in a handful of other states but the only other state that has passed UCITA is Maryland. By all accounts it is too early to tell whether these laws will meet the needs of the business community in this era of high technology and whether they will be effective if only passed by a limited number of states.

This article assesses Canada's principal legal responses to the challenge presented by terrorism in the aftermath of the September 11, 2001 attacks on the United States. A review of major federal "anti-terrorism" legislation reveals a legislative response that fundamentally violates core constitutional principles while failing to significantly enhance public safety.
