Due to the development of the information society, countries face the task of effectively regulating the relevant social relations. The mechanisms of such regulation should correspond to the specifics of such relations. Digitization is one of the modern methods of legal regulation, which is the use of information technology at the state level. The existing scientific achievements on digitalization processes need constant improvement, which corresponds to the specifics of this field. The object of research is digitalization in law in the light of international experience. The article aims to study and analyze digitalization in law in the international legal aspect. The following methods were used during the study: systemic, systemic-functional, comparative, sociological, analysis, synthesis, analogy, observation, classification, and statistical analysis. The article analyzes the phenomenon of digitalization, identifies the main approaches to understanding it. On the example of international experience (such countries as France, Germany, Italy, Georgia, Greece, and Great Britain), the mechanisms of using digitalization in public administration are determined, the legal regulation of informatization is analyzed. Also, based on the study and analysis of doctrinal teachings of international information experience, it is proposed to improve the domestic legal mechanism to ensure the effective functioning of public relations.

The law, as an ordered of behaviors, has established a series of constitutional and legal rules that regulate the information that in the health topics can be given by the journalists and the medicine professionals. In Colombia there isn't a law or decree that expressly and totally regulates "health information" and that is why we must remit to the rules and veredicts that have been referred to these aspects. The Political Constitution of 1991 devotes the protection to the journalistic activity, freedom of expression, the rights to privacy, honor and health, as well as the responsibility in the practice of all the rights by all the individuals. A medical doctor has the legal responsibility of keeping the professional secret and to adjuste to the rules that on publicity and medical works has the Law 23 of 1981. On the other hand, the journalist must obey the Constitution and the laws, must practice his profession in accordance to the social function it develops and must watch that his conduct fits to moral and ethical principles. The information that can be given to the community about health is that with wich you endeavor the whole care of this right, without revealing the personal data of the patients. The freedom of expression is not an absolute right since it finds limits on the privacy of the people as it is established by the legal rules, the doctrine and the jurisprudence. ; La ley, como ordenamiento de conductas, ha establecido una serie de normas constitucionales y legales que regulan la información que en los temas de salud pueden dar los periodistas y los profesionales de la medicina. En Colombia no existe una ley o decreto que regule de manera expresa y total la "información de salud" y por eso debemos remitirnos a las normas y veredictos que se han referido a estos aspectos. La Constitución Política de 1991 dedica la protección a la actividad periodística, la libertad de expresión, los derechos a la intimidad, el honor y la salud, así como la responsabilidad en el ejercicio de todos los derechos por parte de todos los individuos. El médico tiene la responsabilidad legal de guardar el secreto profesional y ajustarse a las normas que sobre publicidad y trabajos médicos tiene la Ley 23 de 1981. Por otro lado, el periodista debe obedecer la Constitución y las leyes, debe ejercer su profesión. de acuerdo con la función social que desarrolla y debe velar por que su conducta se ajuste a los principios morales y éticos. La información que se le puede dar a la comunidad sobre salud es aquella con la que se gestiona todo el cuidado de este derecho, sin revelar los datos personales de los pacientes. La libertad de expresión no es un derecho absoluto ya que encuentra límites a la intimidad de las personas tal como lo establecen las normas legales, la doctrina y la jurisprudencia.

Data from the Latin American Migration Project (LAMP) collected in Colombia between 2008 and 2015 were used to establish the scarcely studied relationship between social networks and the destinations where Colombians migrate. A logistic regression was employed to predict these migratory destinations. The contribution of this research is that it tests whether social networks tied to a destination are associated with the likelihood to migrate there. The findings support the Social Network Theory and offer an improved measure of social networks. It is shown that in migration gender matters since flow and interactions vary between men and women. There is evidence that men receive a greater benefit from social networks.

The article explores the private law regime of human genetic information. To achieve the objective, an analysis of bibliographic sources in the field of genetic and genomic research, legal support for the circulation of genetic information and its legal protection was carried out. The document also analyses the provisions of the legislation and practice of the United States and the Member States of the European Union. General and specific methods of scientific knowledge, including dialectical methods, formal logic and comparative law, were used to solve the problems raised. The article clarifies the doctrinal and legal definitions of the concepts of "genome" and "gene" of an individual. It points out the dual nature of the human gene as a material object: a DNA molecule, and also as a unit of hereditary information that is intangible in nature. The article explores the possibility of attributing genetic information to objects of civil rights, in particular material objects, intangible movable property and the results of intellectual activity. The conclusions support the need to distinguish between the concepts of genetic information and genomics. In addition, it reviews theoretical approaches to define the concept and nature of genetic information.

The article analyzes the regulatory and legal framework of Ukraine in the field of information protection, in order to develop proposals on the improvement of organizational and legal measures aimed at the protection of information resources in specialized information systems of the state authorities of Ukraine. It was imposed the necessity to clearly identify at organizational and legal level the problems of safe operation of specialized information systems, to determine the key threats in the field of information protection and to provide in time new modern legal tools to counteract the threats. The need for reorganization and improvement of organizational and legal measures aimed at information protection was considered. Dialectical, hermeneutic, inductive and deductive methods of analysis and synthesis were used in the research. It was concluded that changing the legal framework in the field of information protection is a time challenge, and only the most rapid modernization of organizational and legal measures aimed at protecting information in specialized information systems will ensure the task of sustainable operation of specialized information systems.
