Mettre en relation les initiatives d'un territoire pour mener la transition écologique et sociale exige des compétences spécifiques. Un collectif bourguignon-franc-comtois s'essaie à ce maillage territorial souterrain en développant une « ingénierie systémique des transitions ».
L'article analyse la conception et les transformations depuis les années 1960 d'une ingénierie financière qui est orientée vers la maîtrise des dépenses hospitalières. Il s'intéresse aux relations d'alliance qui portent ces instruments entre des médecins hospitaliers, des directeurs d'hôpital et des cadres de l'administration sanitaire. Il montre ainsi que ces instruments sont constitués à la charnière des écologies étatique et professionnelle au sein desquelles ils sont investis de différentes significations et appuient des stratégies de revendication ou de protection territoriales. Ces alliances sont appréhendées en distinguant trois séquences historiques qui analysent leur évolution et les changements d'instrument dont elles sont porteuses, d'un prix de journée sophistiqué jusqu'à l'adoption d'une tarification à l'activité.

L'écologie des paysages est une discipline relativement récente qui s'est considérablement développée au cours des trente dernières années (Turner and Gardner, 2015). Les paysages font aujourd'hui l'objet d'un intérêt institutionnel et politique important et croissant, ce qui contribue à renforcer la place de cette discipline. Par ailleurs, la disponibilité de nouvelles données spatialisées et les évolutions des questionnements ouvrent de nouveaux horizons scientifiques qui nécessitent de mieux organiser la communauté des chercheurs en écologie des paysages. Dans ce texte, nous rappelons les fondements et objectifs de l'écologie des paysages. Nous donnons quelques exemples de cette place plus grande offerte aux paysages dans le cadre des politiques environnementales et des accords internationaux sur le climat et le développement durable. Puis nous abordons brièvement des exemples des nouvelles questions scientifiques auxquelles l'écologie des paysages cherche à répondre. Enfin, nous concluons sur le rôle que le groupe thématique d'écologie des paysages de la SFE pourra jouer dans ces dynamiques.
Buildings account for 40% of the total energy consumption of the European Union. This sector is growing, as its energy demands. The construction sector is also one of the most important contributors of waste generated at the EU level (up to one third). The European directive on the energy efficiency of buildings requires the members to put on the market solutions for insulation of buildings that are simple, effective and last-ing, but also respectful of the environment and of the users. A low energy consumption house requires to be thermally insulated and to have an ef-fective ventilation. To reduce energy losses and to guarantee the durability of the thermal insulation, it is necessary to have a vapor and air barrier on the warm side of the building, situated between the thermal insulation and the inside. Hence the passage of moisture in the building is reduced, preventing condensation problems in the insulating material. Cur-rently, the implementation of an insulation system combined with a vapor barrier presents three major problems: an important time for placing, a random durability in time (durabil-ity of tapes of junction, adherence to the existing walls, punching resistance), and finally a low disassembly and re-use level. As part of the improvement of energy performance of buildings, the ATISOLC2C pro-ject aims to develop a complete solution (insulation + vapor barrier + coating), with the lowest environmental impact on its whole life cycle. The solution combines a renewable vapor/air barrier combined with ecological insulation. The solution can be used both in new construction in timber or during renovation. The constructive system will be validated in both existing building and new construction. Compared to the state of the art, the solution that is developed is unique and innova-tive by its simplicity in terms of materials by integration of a vegetal self-adhesive binder to the spunbond reinforcement of the membrane, itself obtained from renewable re-sources. The material is appropriate for application on the different wall coverings exist-ing in a building. Due to the self-adhesive characteristics, the implementation is made easier in both common surfaces (walls, roofs and ceilings) and to the level of detail such as corners and junctions. In addition, the application of a natural top coating on the membrane completes the offer. The constructive system can be dismantled at the end-of-life of the building and the various elements are recovered and valued in a cradle-to-cradle perspective. At the level of the consortium, the development and commercialization of the ATISOL solution is achieved through the close partnership between Derbigum and Sioen Felt & Filtration, and with the scientific and technical support of the University of Liège, Cen-texbel and the Belgian Building Research Institute. A life cycle assessment supports the whole project to quantify the environmental impacts of both raw materials and processes (manufacturing, installation and dismantling). The aim is to ensure that the selected solu-tion is the most sustainable and that it is environmentally better than existing products on the market. Our study aimed at deepen our understanding of relationships between soil properties and vegetation distribution in metalliferous ecosystems of Tenke-Fungurume in the Democratic Republic of Congo. The first question concerned the differences and similarities between soils of the main vegetation units and four variation factors of soil properties were summarized by multivariate analysis. They were all linked to lithology and significantly contributed to explain the distribution of vegetation units. Our result suggest that the variation of soil properties which is observed within the various vegetation units (rocky steppe savanna, sward, and steppe savannas on slope or on Dembo) should partially be attributed to differences of geochemical composition of rocks between sites but the main source of variability is to be found inside each hill. The soil contamination in Cu and Co originates from rock weathering and besides site effect and topographic distribution of the rocks, the variability of soil properties within one vegetation unit may be due to variability of soil parent material and not only to erosion. The second question dealt with the changes of soil properties at small distances. Metric variation was studied from transects between adjacent vegetation units. Our results showed that the abrupt changes of vegetation units which were clearly identified on the field were all truly explained by the variations of one or more properties linked to lithology. Leaves of Mangifera Indica (MI, mango leaves) and Manihot Utilissima (MU, cassava leaves) are available in tropical regions and are the most accessible vegetal wastes of Kinshasa, capital of Democratic Republic of Congo. These wastes are not suitably managed and are not rationally valorized. They are abandoned in full air, on the soil and in the rivers. They thus pollute environment. By contrast, they can be recuperated and treated in order to produce methane (energy source), organic fertilizer and clean up the environment simultaneously. The main objective of this study was to investigate methane production from MI and MU leaves by BMP tests at 30°C. The yields achieved from the anaerobic digestion of up to 61.3 g raw matter in 1 l medium were 0.001 l/g and 0.100 l CH4/g volatile solids of MI and MU leaves, respectively. The yield of MU leaves was in the range mentioned in the literature for other leaves because of a poor presence of bioactive substrates, and low C/N ratio. This methane yield corresponded to 7% of calorific power of wood. By contrast, the methane yield from MI leaves was almost nil suggesting some metabolism inhibition because of their rich composition in carbon and bioactive substrates. Whereas classical acidogenesis and acetogenesis were recorded. Therefore, methane production from the sole MI leaves seems unfavorable by comparison to MU leaves at the ambient temperature in tropical regions. Their solid and liquid residues obtained after anaerobic digestion would be efficient fertilizers. However, the methane productivity of both leaves could be improved by anaerobic co-digestion. ; Peer reviewed
Introduction: The Copper belt of Katanga presents huge resources of Cu and Co-ore. On the copper hills, mineralized rocks outcrop and a specific flora did develop as a response to the high levels of Cu and Co in soil. Soil-vegetation relationships need to be understood in order to elaborate biodiversity conservation programs prior to industrial mining of the copper hills. Literature: This paper reviews knowledge about soil characterization in the copper hills of Katanga and makes proposals for further research about the influence of the very specific chemical conditions of contaminated soils on the vegetation. The focus was put on the geochemical background and the bioavailability of Cu and Co. A lot of progress has been made recently about identification of soil-vegetation relationships. Conclusion: However, the issue of Cu and Co mobility within soil-plant systems is not entirely solved. ; Introduction : L'arc cuprifère du Katanga regorge d'importantes réserves en cuivre et en cobalt dans son sous-sol. En plus de cette ressource, s'ajoute une diversité végétale spécifique aux sols des affleurements métallifères. Le fonctionnement des écosystèmes cupro-cobaltifères est étudié dans le cadre de l'élaboration et la mise en œuvre de programmes de conservation de la biodiversité préalables à l'exploitation minière des collines. Littérature : Cette étude fait un état des connaissances sur les sols de l'arc cuprifère du Katanga et propose des pistes de recherches pouvant contribuer à la connaissance du fonctionnement de ce milieu aux conditions édaphiques inhabituelles. Sont principalement ciblés, le fonds géochimique et la biodisponibilité des éléments. Conclusion : Même si les études actuelles ont permis d'importants progrès dans la connaissance des relations entre propriétés des sols et distribution dans l'espace des communautés végétales, la mobilité du cuivre et du cobalt dans ces systèmes n'est pas encore complètement comprise. ; Peer reviewed

Un séminaire de sensibilisation à l'adresse des responsables politiques et techniques des mairies, des autorités en charge de la gestion des déchets et des ONG actives dans le secteur de l'environnement est donc opportun afin d'ouvrir des pistes de gestion efficace des déchets. Nous ferons le point sur la situation avec des spécialistes de la question. Un tel débat ne peut pas se limiter aux échanges entre scientifiques, mais doit tenir compte de l'aspect socio-politico-économique qui prend une part importante sur les décisions à envisager.

Durant la décennie à venir, la population mondiale va se concentrer en milieu urbain et d'ici 2050, 90% de la population croissante additionnelle se situera essentiellement en zones urbaine sur les continents Asiatique et Africain. Cette évolution va entrainer une forte croissance des villes et de nombreuses mutations urbaines. Face à la hausse de ces pressions anthropiques, un questionnement est nécessaire : comment orienter cette croissance vers un développement durable des villes ? Une des réponses envisageables est le concept d'Infrastructures Vertes (IV). Il induit, au travers de grands principes, une approche paysagère afin d'améliorer la cohabitation entre la nature et l'Homme. Ce concept appliqué aux villes, génère différents services, pour un meilleur développement de celles-ci. Cette notion d'IV a fortement été étudié dans les pays du Nord mais très peu dans ceux du Sud. Or, on constate que les plus fortes pressions urbaines à venir, se manifesterons dans ces derniers. C'est pourquoi cette recherche s'intéresse à la ville de Lubumbashi, située en milieu Sub-saharien, en République Démocratique du Congo. Ce travail, articulé autour d'une approche paysagère, permet d'identifier si les couloirs de végétation observés, au sein de la ville de Lubumbashi, peuvent avoir la fonction d'Infrastructures Vertes. Pour se faire, trois grandes parties ont été développées à l'aide d'objectifs établis pour cette recherche. La première partie identifie cartographiquement la structure générale de ces couloirs. Cela permet d'observer la présence d'un réseau interconnecté d'espaces qui génèrent une continuité surfacique. La deuxième partie se base sur ce réseau afin de déterminer au travers de sorties de terrains et d'analyses photographiques, la composition de ces couloirs, pour définir les milieux qui les composent. Cette approche a permis de définir leurs rôles au sein de la ville et de constater la présence d'une continuité écosystémique s'organisant autour du réseau hydrique urbain. L'identification de plusieurs milieux a induit la troisième partie et à s'intéresser de manière plus détaillée aux paysages qui les composent. Ceci a permis de comprendre leurs singularités ainsi que leurs caractéristiques. La découverte d'espaces repliés sur eux-mêmes a mené vers l'étude de leurs limites, afin d'observer les interactions qu'elles possèdent avec la ville. Leurs mises en valeur a fait ressortir qu'elles sont très peu perceptibles depuis le milieu urbain. Cette recherche a permis d'attester le statut d'Infrastructures Vertes pour ce réseau de couloirs végétalisés, mais seulement de manière non officielle. En effet, l'incapacité de définir objectivement la présence de certains principes, empêche d'affirmer totalement l'hypothèse de base. Cependant, il en ressort qu'elles possèdent un immense potentiel. Leur prise en considération doit être faite au plus vite pour conserver l'ensemble des opportunités qu'elles offrent. ; Over the coming decades the world's population will be concentrated in urban areas. By 2050, 90% of the additional population on the Asian and African continents will be mainly located in urban areas. This evolution will certainly lead to strong urban growth and transformation. The increasing of anthropogenic pressures are raising questions about the necessity to direct cities development through a sustainable development? One of the possible answers is the concept of Green Infrastructure. Through major principles, it induces a landscape approach for improving the coexistence between Nature and Human. This concept, applied to cities, generates different services, improving their own development. This notion of Green Infrastructure has been strongly studied in Northern countries but barely in the South. However, we can see that the greatest urban pressures will occur in the Southern countries. This is why this research focuses on the city of Lubumbashi, located in sub-Saharan Africa in the Democratic Republic of Congo. This work, based on a landscape approach, is searching if the vegetation corridors observed in the city of Lubumbashi can have the function of Green Infrastructures. Three main parts were developed using objectives established for this research. The first part identifies on maps, the general structure of these corridors. This analysis reveals the presence of an interconnected space network that generate surface continuity. The second part is based on this network with the aim to identify the environmental composition of the corridors thanks to field trips and photographic analysis methods. This approach tries to define their roles in the city and to observe the presence of an ecosystem continuity organized around the urban water network. The third part is going more in details to describe the landscape composition of the several environments identified previously. The goal is to have a better understanding of landscapes singularities and characteristics. The discovery of withdrawn spaces led to the study of their boundaries and to observe the interactions that they have with the city. These interactions have shown that they are not very noticeable from the urban environment. This research tries to certify the status of Green Infrastructure for this network of vegetated corridors, but only in an unofficial way. Indeed, the inability to objectively define the presence of certain principles prevents the basic hypothesis from being fully affirmed. However, it appears that they have immense potential. They must be taken into account as soon as possible to preserve all the opportunities they offer.
From coal extraction mines to steel industries the Wallonia landscape reveals how the industrial production has marked the transformation of this territory. The deindustrialisation phenomenon has left a huge number of derelict lands, waiting for a new identity. The debate on territorial reuse generates conflicts between citizens, public government and the industrial companies, defending different values in the recovery process. The case of Martinet represents a virtuous example of bottom-up reclaim strategy based on the recognition of landscape value as an evolving factor of the industrial site. Since the cessation of the coal extraction activity in 1969, the site of Martinet (Charleroi, Belgium) has been transformed by a spontaneous recolonisation process who turned its two terrils into wooden hills. By walking on the terrils people rediscovered new qualities of the site as it became progressively a space of biodiversity, a landmark in their territory, a green reserve in town, perceiving it as a "common good". During the '80s, as an industrial company tried to acquire the site in order to exploit the residual coal, the inhabitants of Martinet strongly opposed to face the risk of the disappearance of their "little Amazonia". They defended the environmental and landscape values of the site against the mere economic opportunity. The regional protection act, in 1995, marked the beginning of a new phase in the life of the site of Martinet. The integration within a pedestrian path network, the restoration of industrial structures to host cultural and new productive activities, the experimental phytoremediation plantation are expressions of a new vision of the site, based on the reconciliation of the memory of a cultural landscape and its reuse potential. The paper explores how informal practices and co-productive design provided a landscape based renewal of the industrial site where conservation (of nature) has been the first step towards a development process oriented to give a new identity to the site. ; Peer reviewed
16 ; National audience ; L'écologie industrielle et l'économie stationnaire peuvent se rejoindre dans la notion de cycles : ainsi les industries pourraient fonctionner en boucle quasiment fermées si la théorie de l'écologie industrielle était suivie jusqu'au bout, et l'économie dans sa forme plus générale ne perturberait pas les grands cycles naturels et écologiques qui lui permettent de subsister du point de vue de l'économie stationnaire, au contraire elle s'y insérerait parfaitement. C'est sur ce deuxième point que je veux travailler, en cernant dans quelles mesures une économie stationnaire pourrait s'organiser en préservant ces cycles naturels, voir en essayant de les renforcer. Sans aller jusqu'aux dérives de la bio-ingénierie, qui cherche à faire, littéralement, la pluie et le beau temps, mon postulat de base est que l'économie se sert de produits ou de services issus de processus environnementaux, et qu'elle en dégrade d'autres : les injonctions couplées du principe de précaution et du développement durable (en pensant notamment aux générations futures) nous obligent donc à nous préoccuper du bon fonctionnement de ces processus, qu'il s'agissent des grands cycles géochimiques ou des services liés plus spécifiquement aux écosystèmes (pollinisation par exemple). Les bienfaits économiques ou les effets économiques des dégradations ne sont pas forcément bien pris en compte, notamment à cause de ce que les économistes appellent les failles du marché (l'économie est myope concernant les biens publics). Des modèles ont tenté de définir les bénéfices économiques apportés par les services éco-systémiques, d'autres ont cherché à internaliser les dégâts causés sur ces mêmes services. Mon approche va se focaliser sur un type de modèle néo-ricardien de production jointe : je vais, à l'aide de celui-ci, décrire simplement la structure d'une économie qui s'appuie en partie sur la production de services éco-systémiques, pour montrer ensuite les implications en termes de changements structurels permettant de rendre viable le système sur le long terme. Je chercherai ainsi à démontrer que le seul système économique viable est alors une économie stationnaire qui va se servir du profit généré pour revitaliser le capital écologique, et non seulement pour servir la croissance du sous-système économique. Les principes de l'économie stationnaire tels que la non-consommation des ressources renouvelables à un taux plus élevé que leur renouvellement seront soulignés. Je me pencherai plus spécifiquement sur le cas d'un ensemble de processus décrivant le fonctionnement d'un système de production/consommation de bioénergie. Cet exemple se basera sur le développement récent en France de coproduction de chaleur et d'énergie à base de biomasse, ou permettant l'injection de biogaz dans le réseau de gaz de ville : dans le cadre de la " transition énergétique " récemment évoquée au plus haut niveau de l'Etat, ce type d'unité énergétique peut être vu comme un moyen à la fois d'assurer une autonomie locale vis-à-vis des ressources fossiles, et à la fois de réduire les émissions polluantes. L'exploration au niveau théorique des échanges de matière et d'énergie entre les différents processus impliqués permettra de souligner les enjeux évoqués plus haut. Puis, au niveau des applications pratiques, dans le cadre de l'exemple évoqué des bioénergies, je montrerai que les politiques permettant la viabilité du système peuvent s'inspirer des principes de l'écologie industrielle et de l'économie de fonctionnalité. L'objectif est donc double : d'une part théoriser les liens entre environnement et économie via la caractérisation d'un capital naturel produisant des biens et des profits accaparés par l'économie humaine, d'autre part construire une vision pratique de scénarios permettant de tirer profit des implications d'une économie stationnaire. Le rapprochement entre économie stationnaire et écologie industrielle me parait dans ce sens inévitable.
