An acute kidney injury after coronary angiography (CAKI) is reversible in most cases and rarely leads to dialysis therapy. Most studies concerning AKI after angiography prevention focus on the acute short-term situation; data on long-term consequences of AKI especially as well as on biomarkers predicting long-term renal outcome are scarce. Methods We analyzed the long-term effects of nephropathy after coronary angiography in patients with a baseline eGFR below 60 ml/min who were followed at least one year after contrast exposure. Not only long-term GFR progression was analyzed, but GFR progression was also related to 6 biomarkers measured before and shortly after angiography. 120 patients were summoned one year after angiography or contacted by telephone; cases of death were identified by a request at the local government office for registration of residents. Results Overall, the study comprised 120 patients of which 22 patients suffered AKI after coronary angiography. One year after angiography, information about mortality could be obtained for 119 patients, the need for dialysis for 95 patients and renal function could be identified in 67 patients (14 with CAKI and 53 without CAKI). Three of 16 patients in the CAKI group (18,75%) and no patient of 79 in the non CAKI group developed end stage renal disease. One-year mortality was not significantly different between patients with and without CAKI. The mean increase of serum creatinine after one year was 0,11 (0,02-1,07) mg/dl in the CAKI group and 0,10 (0-0,30) mg/dl in the non CAKI group (p=0,29). Regarding the long-term event death the ROC-analyses gave the highest AUC-levels for the biomarkers NGAL (AUC 0,82; p=0,003), Clusterin (AUC=0,84; p=0,002) and Cystatin C (AUC 0,8; p=0,008). Die Transplantation marginaler Organe infolge der prolongierten kalter Ischämie ist eine bedeutende therapeutische Option, die zwar mit der Reduktion der Mortalität auf der Warteliste einhergeht, dennoch eine Transplantatdysfunktion bewirken kann. Vor diesem Hintergrund ist naheliegend, dass Anstrengungen unternommen werden sollen, durch eine prädiktive analytische Methode eine Strategie zu entwickeln, um die Nutzbarmachung der marginalen Organe zu erhöhen und gleichzeitig die absolut kritischen Organe zu identifizieren und aus dem Spenderpool auszuschließen. Methode: Die Tierversuche wurden durch die Regierung von Oberbayern, München genehmigt. Alle Versuche im Rattenmodell der orthotopen Lebertransplantation sowie die analytische Diagnostik unterlagen den Richtlinien des Tierschutzgesetzes sowie GCP (Good Clinical Practice). Für die Versuche wurden syngene LEWIS-(RT)-Ratten verwendet, welche in drei Gruppen eingeteilt wurden (n=4). Die Gruppen setzten sich zusammen anhand der unterschiedlichen kalten Ischämiezeiten sowie aufgrund des im Vorversuch ermittelten Abfall des ATP-Gehaltes in den Transplantatproben nach 2, 4 und 8 Stunden (post explantationem). Die analytische (inkl. ATP-Auswertung der Leberzellen) und histopathologische Auswertung beschränkten sich auf diejenigen Empfängertiere, bei denen die anhepatische Phase unter 20 min lag bei Empfänger-OP-Zeit unter 60 min. Für die statistischen Analysen wurde die Software R, Version 2.12.2 (Development Core Team) verwendet. Die statistischen Tests erfolgten mit einem Signifikanzniveau von 5 %. Ergebnisse: Es zeigte sich analytisch sowie histopathologisch eine signifikante inverse Korrelation der mittleren ATP/Protein-Werte und der mittleren standardisierten histopathologischen Gradeinteilung des Ischämie-/Reperfisonsschadens (I/R) der Lebertransplantate (p=0,003). Schlussfolgerung: In unserer experimentellen Arbeit wurde anhand der mitochondrialen Permeabilität der Lebertransplantate der Ausmaß des I/R evaluiert und quantifiziert. Hierbei zeigte sich, dass bei prolongierter Transplantatischämie (8h) der Ausmaß der mitochondrialen Schädigung, welche mit dem ATP-Gehalt der Hepatozyten korreliert, reflektiert eher als die histopathologische Auswertung den realen Zustand der explantierten Lebern und kann aus unserer Sicht daher bei kritischen/marginalen Organen als Methode zur definitiven Evaluation der funktionellen Organtransplantabilität herangezogen werden ; Aim: Transplantation of extended donor criteria organs due to prolonged cold ischemia is one of the major options to increase the use of such organs and therefore reduces the mortality. However this may lead to dysfunction of the organ. Therefore its necessary to develop a predictive analytic method in order to identify such extended donor organs and exclude them from transplantation. Method: The animal studies were approved by the government of Bavaria, Munich. We used special LEWIS-(RT)-rats which were divided into three groups (n=4), depending on cold ischemia time and loss of ATP production after 2, 4 and 8 hours (post explantationem). The evaluation of the ATP production and histopathology was limited to such animals where the anhepatic phase was <20 minutes and the transplantation time <60min. For statistical analysis we used a program called software R, Version 2.12.2 (Development Core Team). The significance was 5 %. Result: There was an inverse correlation between the ATP/protein date and the histopathology of the ischemia-reperfusion-injury (o=0,003). Discussion: We evaluated the degree of the ischemia-reperfusion injury by comparing the mitochondrial permeability and the histopathology. By having a prolonged ischemia of 8 hours, the evaluation of the ATP/protein production was more sensitive than the histopathology. Thus this fact could be used in order to obtain a score that could identify extended donor organs.
Einleitung: Der Einfluss von moralischen Verletzungen und persönlichen Wertorientierungen kann in der Pathogenese von psychischen Erkrankungen eine Rolle spielen. Im militärischen Kontext sind diese Zusammenhänge bisher noch nicht untersucht. Methodik: Untersucht wurde der Zusammenhang von Wertorientierungen und psychischer Symptomatik bei Soldaten nach einem Auslandseinsatz in Abhängigkeit von Einsatzerleben und moralischen Verletzungen. Zusätzlich wurden Assoziationen von Werteorientierungen mit der Schwere einer Alkoholabhängigkeit bei Soldaten in qualifizierter Entzugsbehandlung betrachtet. Wertorientierungen wurden über den Portrait Values Questionnaire (PVQ) nach Schwartz erhoben. Ergebnisse: Die Wertetypen Hedonismus, Benevolenz, Tradition und Universalismus hatten in einer Studie einen signifikanten Einfluss auf depressive, ängstliche und somatoforme Syndrome. In einer anderen Studie konnte der Einfluss traditioneller Werthaltungen hingegen nicht repliziert werden. Der Wertetyp Hedonismus war signifikant positiv mit der Schwere von Alkoholabhängigkeit zu Beginn eines Therapieprogramms (qualifizierter Entzug) assoziiert. Moralische Verletzungen stellen eine differentiell vermittelnde Variable zwischen Einsatzerleben und psychischen Erkrankungen dar. Driverless cars are still years away but delivering safer drivers can help reduce death and injury from tomorrow. Governments, academics and car makers need to work hard to convince sceptical British and American drivers that autonomous cars can deliver the benefits promised such as a 90% plus reduction in road deaths.
Status: Quantitative Risikoanalysen (QRA) von Vorfällen einerseits und Produkt-Ökobilanzen andererseits werden bisher in der Praxis isoliert durchgeführt. Zur gezielten Entscheidungsunterstützung hinsichtlich der Relevanz von Vorfallauswirkungen über den Lebensweg von Produkten fehlt bisher eine allgemeine integrierte Methode ebenso wie zum integriert ökobilanziellen und vorfallbezogenen Vergleich von Produkten oder Technologien. Bisherige Arbeiten zur Integration beziehen lediglich bestimmte Arten von Vorfällen ein (z. B. Feuer während der Produktnutzung) oder nur bestimmte Auswirkungen (z. B. ausschließlich Todesopfer). Neben Unfällen werden in den entsprechenden Arbeiten andere Vorfälle nicht oder nur untergeordnet einbezogen. Zudem ist für eine Reihe methodischer Fragen bisher kein systematisches Vorgehen oder keine Formalisierung vorgestellt worden, einschließlich für die grundlegende Frage der systematischen, qualitativen und quantitativen Zuordnung von Vorfallauswirkungen zu den vorfallbeteiligten Prozessen und Produkten. Zielgruppe: Die Zielgruppe der hier vorgestellten neuen Methode der Lebensweg-Vorfallanalyse (LVA) sind einerseits Ökobilanz-Praktiker, die Wirkungen auf Mensch und Umwelt aus nicht bestimmungsgemäßen Betriebszuständen (d. h. Vorfällen) umfassend und systematisch in ihre Analysen einbeziehen möchten. Andererseits sind dies Sicherheitsbeauftragte – bei Sabotage und terroristischen Bedrohungen auch Gefahrenabwehrbeauftragte genannt – und Qualitätsmanager, die die Auswirkungen von Vorfällen über den Lebensweg von Produkten erfassen und analysieren wollen. Methodik: Die Methode der Lebensweg-Vorfallanalyse (LVA) bringt bestehende Lösungen zusammen, passt diese an und stellt neue methodische Lösungen vor, die wichtige Lücken schließen. Die LVA nutzt dabei die modellierten Eintrittshäufigkeiten aus Fehlerbaumanalysen (FBA) und Ereignisablaufanalysen (EEA), die Vorfallausmaßinformationen aus QRA-Studien sowie Informationen aus Vorfallstatistiken und aus historischen Vorfällen. Die vorfallbedingten Inventare werden hierzu auf der Ebene des Sachinventars analog zur [Norm DIN EN ISO 14040:2009-11] und [Norm DIN EN ISO 14044:2006-10] der Ökobilanzierung erfasst und mit weiteren vorfallspezifischen Informationen in Einheitsvorfällen inventarisiert. In der Vorfallinventarisierung werden zusätzlich zu den – auch in der Ökobilanzierung üblichen – Interventionen umweltrelevanter und humantoxischer Emissionen sowie dem Verbrauch von natürlichen Ressourcen auch direkte Schädigungen von Menschen (insbesondere Tod, Verletzung und vorfallbedingte Berufskrankheiten) erfasst. Direkte Schädigungen von Menschen treten während bestimmungsgemäßer Betriebszustände definitionsgemäß nicht auf und werden bisher in der Ökobilanzierung nicht oder nur rudimentär erfasst. Die Vorfallauswirkungen werden in der LVA in Vorfallsystemen modelliert, die über Ereignisse in zentralen Einheitsvorfällen an die Module der Produktlebenswegmodelle quantitativ angebunden und skaliert werden. Zusätzlich zu den direkten Vorfallauswirkungen werden die Auswirkungen vorfallbedingter indirekter Vorfallfolgeaktivitäten erfasst, z. B. Vorfallbekämpfungsmaßnahmen, Evakuierungen, Aufräumung und Sanierung, Wiederherstellung zerstörter Güter usw. Die LVA erlaubt es – analog und konsistent zur Ökobilanzierung – an die Inventarisierung eine Wirkanalyse, Normierung und Gewichtung der Inventarergebnisse und vergleichende Auswertung anzuschließen. Methodisch wichtige Entwicklungen dieser Arbeit sind: • Definition qualitativer Zuordnungsregeln von Vorfällen zu Prozessen und Produkten und damit zu den (Prozess-)Modulen im Lebensweg. • Allgemeingültige Formalisierung der quantitativen Zuordnung der Vorfallauswirkungen und deren Skalierung bezogen auf die quantitativen Referenzen der vorfallbeteiligten Module. Dies beinhaltet methodische Lösungen zur quantitativen Zuordnung o unter Berücksichtigung produkteigenschaftsbedingter Auswirkungen, o bei unterschiedlicher Granularität von Vorfall und Modul, o bei Nutzung sowohl detaillierter QRA Ergebnisse als auch aggregierter Vorfalldaten und -statistiken und zudem o differenziert je nach Zielsetzung der LVA-Studie. • Adressierung der Frage der Modellierung von Vorfällen in "attributional" und "consequential" Studien. • Methodische Erweiterung und Kombination bestehender Lösungen zur LVA-Methodik für die Erfassung der Interventionen und direkten Personenschäden sowie deren Auswirkungen auf Mensch, Natur und Ressourcenverfügbarkeit aus nicht bestimmungsgemäßen Betriebszuständen über den Lebensweg beliebiger Prozesse und Produkte. Neben Unfällen können absichtlich herbeigeführte Vorfälle aufgrund von Terrorismus, Sabotage und anderer krimineller Akte sowie Selbstmord konsistent erfasst werden. In zwei Anwendungsbeispielen wird die Praktikabilität der Methode einschließlich Fragen der Datenerhebung und -schätzung erprobt und diskutiert. Ausblick: Wesentliche offene Punkte sind die breitere Erprobung der LVA einschließlich des Verbesserungspotenzial-Ansatzes als Methodenvariante, der Verwendung der vorgeschlagenen zusätzlichen Skalierungsfaktoren bei der Übertragung von Vorfalldaten auf ähnliche Prozesse und Produkte, die methodische Detailausarbeitung für die Erfassung von Ausschussproduktion und letztlich die Entwicklung von LVA-unterstützenden Vorfalldatenbanken und Softwarewerkzeugen. ; Status: Quantitative risk assessment (QRA) of incidents on the one hand and Life Cycle Assessment (LCA) of products on the other hand, are carried out so far in isolation. For a targeted decision support on the relevance of incident impacts throughout the life cycle of products, a general, integrated approach is lacking, same as for an integrated life cycle based, incident-related comparison of products or technologies. Previous work related to such an integration considers only specific types of incidents in the life cycle assessment (e.g. fires during product use) or only certain effects (e.g. exclusively fatalities). In addition to accidents, other incidents are not included or only in a subordinate manner. In addition, for several methodological issues methods or formalizations have not been presented so far, including for the fundamental question of the systematic, qualitative and quantitative assignment of incident impacts to the processes and products that are involved in an incident. Target group: The target group of the new method of Incident Life Cycle Assessment (ILCA) are on the one hand LCA practitioners that intend to systematically include the effects on humans and the environment from non-intended operating conditions (i.e. incidents) in a comprehensive and systematic manner into their analyses. On the other hand, these are safety officers - for sabotage and terrorist threats also called security officers - and quality managers who want to capture and analyse the impact of incidents throughout the life cycle of products. Method: The ILCA method integrates existing solutions and further develops them as well as provides new methodological solutions to overcome main gaps. The ILCA uses the modelled incident frequencies based on Fault Tree Analysis (FTA) and Event Tree Analysis (ETA), incident impact information from QRA studies, and information from incident statistics and from historical incidents. The incident impacts are initially recorded at the inventory level analogous in unit incidents (analogous to unit processes of LCA acc. to [Norm DIN EN ISO 14040:2009-11] and [Norm DIN EN ISO 14044:2006-10]), together with incident-specific information. In addition to direct consequences of the incident, indirect impacts that are caused by activities that are related to the incident are included, such as emergency response operations, evacuations, clean-up and rehabilitation, restoration of damaged assets, etc. In the incident inventory, also direct damage to persons (especially death, injury and incident-related occupational diseases) are inventoried, in addition to the interventions with the environment that are of relevance to the environment, human health and the depletion of natural resources and that are known from LCA. Direct damage to people does not occur during the intended operating conditions, per definition, and is hence not included in LCA or in a limited and simplified manner . In ILCA, the incident effects are modelled in incident systems that are quantitatively connected via events in the central unit incident to the incidence-related unit processes of the product life cycle model. The ILCA allows - analogous to and consistent with LCA – to perform an impact assessment, normalisation and weighting of the inventory results and a comparative evaluation. Methodologically important developments of this thesis are: • Definition of qualitative assignment rules of incidents to processes/products and thereby to the unit processes of the life cycle model • Generally applicable mathematical formalisation of the quantitative assignment of the incident impacts and the impact's scaling relative to the quantitative reference of the unit processes to which an incident is assigned. This includes methodological solutions for the quantitative assignment of the impacts taking into account o product-property related effects, o different granularity of incident model and unit process, o using both detailed QRA results and aggregated incident data and statistics, and furthermore o differentiated according to the objective of the ILCA study. • Addressing the issue of modelling incidents in "attributional" and "consequential" studies • Methodological extension and integration of existing solutions, obtaining a methodology for capturing the interventions and direct harms to humans and the related effects on man, nature, and the future availability of natural resources, from non-intended operating conditions over the life cycle of any process and product. In addition to accidents, intentional incidents of terrorism, sabotage, and other criminal acts as well as suicide, are inventoried consistently. In two illustrative cases the practicality of the method is demonstrated and discussed, including issues of collecting and estimating data. Outlook: The main open issues are a wider testing of the ILCA, including of the improvement potential approach as a method variant, and of using the proposed additional scaling factors in the transfer of incident data to similar processes and products. Furthermore, the methodo-logical details of inventorying the impacts of faulty production wait to be worked out and the development of ILCA-supporting incident databases and software tools are open tasks.
This is a plea to interlink Resistance Studies and Violence Studies. Instead of invastigating the efficiency of violence alone and declaring violence absolutely and completely in and on its own, it is necessary to look at resistance practices (escape lines, fighting back), body politics and passivations (self-injury, abortion, suicide) at the same time. For their part, resistance practices and passivations can not be measured by success but by the fact that they actually happened. People cannot be completely reduced to bare bodies without resistance. Resistance to violence has to be considered in its inconspicuous, low-threshold and "flat" forms. In this elementary political sense resistance is understood as a punctually weakening violence and as seperation of powers in statu nascendi.
The use of unmanned combat air vehicles challenges the established notion of military heroism, which is based on the idea of fundamental reciprocity: the power to kill and the risk of being killed. Within this logic, soldiers can become heroes if they bravely fight the enemy and put their life on the line. Drone pilots by contrast operate from a safe distance to the battlefield without any risk of injury. Hence, armed drones have been often described as the paradigmatic weapons of an upcoming post-heroic warfare. The article questions this point of view and argues that heroic interpellations are indispensable as long as there is a need for the willingness to self-sacrifice.
The road safety policy of the European Union demands the reduction of traffic accidents and related bodily injuries. In addition to new innovations in the automotive industry and improvements in police and medical care, the analysis and remedy of so-called accident black spots, which are based on official documentation of seriously injured patients, is an increasingly important issue. Within the official traffic statistics the casualty is classified by the severity of injuries according to the length of stay in hospital into a three-class system which includes lightly injured, seriously injured and fatally injured (death). This thesis, "An optimized assessment of 'severely injured patients' for the documentation of traffic black spots" evaluates the significance of this classification by using established Trauma Scores to reassess the severity of injuries. The collective includes patients who have been listed by the official traffic statistics of the Aachen City Region in 2006 as "seriously injured." Associated correlation analysis concerning length of hospitalization and incurring costs should revise the significance of Trauma –Scores, which were used. All parameters used show that a majority of patients are just slightly injured and that the injury severity varies widely. The results show that a more accurate assessment of the seriously injured group can be achieved through a differentiating view regarding length of hospitalization as a time criteria. This would support the work of traffic engineers and make it easier to fulfill the requirements of the European Union. Moreover, the results indicate a discrepancy of injury severity between patients treated at a maximum care hospital and those treated at a university teaching hospital. These different standards should be considered in the planning and realization of a trauma network. Inhalt der Arbeit ist es, einen Überblick über die historische Entwicklung der öffentlich-rechtlichen Gefährdungshaftung in Deutschland vom 18. Jahrhundert bis heute zu geben sowie ihre praktische Bedeutung zu analysieren. Dabei wird zwischen den unterschiedlichen Gesetzgebungen, Rechtsprechungen und den theoretischen Lösungsansätzen der öffentlich-rechtlichen Gefährdungshaftung unterschieden und insbesondere letzteres problematisiert. Ferner wird auf das Verhältnis zu den grundrechtlichen Schutzpflichten, den sozialen Risikotatbeständen, dem sozialrechtlichen Herstellungsanspruch und den Tumultschäden eingegangen. ; The content of this work provides an overview of the historical development of strict public liability in Germany from the 18th century to the present day and analyses its practical significance. A comparison is made between the different legislations, case laws and the theoretical approaches of strict public liability throughout this time and in particular the latter is explored. This work highlights the relationship of the strict public liability to protection obligations of fundamental rights, the social risk factors of an individual such as one´s health or the inability to work due to injury, the claim to remedial action in social matters, and the damages caused by a tumult.
Hintergrund: In militärischen Konflikten führen Frakturen, die durch Schuss- oder Explosionsverletzungen entstehen, zu einer hohen Rate an Knochensubstanzverlusten, Weichteilverletzungen und Infektionen. Die Knochenbruchheilung ist ein komplexer Regenerationsprozess. Die nuklearmedizinische Diagnostik ist neben der radiologischen Bildgebung eine zentrale Säule, die komplementäre Informationen zur Ursachenfindungeiner ausbleibenden Frakturheilung geben kann. Die nuklearmedizinische Molekulare Bildgebung stellt damit die Basis für eine optimierte chirurgische Behandlungsentscheidung dar. Falldarstellungen: Es werden zwei Fälle mit Knochenavitalität und Osteomyelitis nach Kriegsverletzungenvorgestellt. Dabei werden die Entzündungsszintigrafie mit Granulozyten-Antikörpern und die 18F-Natriumfluorid (NaF)-PET/CT als Möglichkeiten der nuklearmedizinischen Diagnostik für eine exakte funktionelle und anatomische Lokalisationsdiagnostik erläutert. Diskussion: Die Therapie von Frakturen und insbesondere von Pseudarthrosen ist oft langwierig, aufwendig und meist mit mehrfachen chirurgischen Eingriffen verbunden. Zur nicht-invasiven Abklärung sollten nuklearmedizinische diagnostische Methoden, v. a. in der Infekt- und Vitalitätsdiagnostik, eingesetzt werden. Schlussfolgerung: Für die erfolgreiche Therapie von Pseudarthrosen ist die zielgerichtete nuklearmedizinischeDiagnostik eine wertvolle Grundlage. ; Background: In military conflicts, fractures resulting from gunshot or blast injuries lead to a high rate of bone substance loss, soft tissue injury, and infection. Fireworks-related eye injuries occur all over the world whenever fireworks are available for the public. The two prospective registers from Finland over 20 years and from the Netherlands over 10 years have tracked the effect of regulations, awareness, and safety campaigns. The incidence of fireworks-related injuries in these two countries has been reduced to about one half during the last 10 years through addressing the number of hours allowed for private fireworks, the use of safety glasses, awareness campaigns, and stricter regulations on fireworks available for purchase. Although the total number of injuries has decreased, the average severity of eye injuries in the Netherlands seems to have increased due to higher content of gunpowder in fireworks. Boys and young men are mainly affected as well as bystanders who account for more than half of fireworks-related eye injuries. More work on safety of fireworks is still needed through regulating private consumer use of fireworks, a challenge that lies ahead for ophthalmologic organizations worldwide, including the European Society of Ophthalmology (SOE), the International Council of Ophthalmology (ICO) and national societies. Dennoch bestehen noch viele Optimierungsmöglichkeiten, um die Sicherheit der Kinder weiter zu erhöhen. Diese Aufgabe gestaltet sich weit schwieriger als die Optimierung der Insassenschutzsysteme für erwachsene Fahrzeuginsassen. Die schnelle Entwicklung der Kinder, insbesondere die sich rasch ändernden mechanischen Eigenschaften der Knochenstrukturen und vor allem die von Kind zu Kind unterschiedliche Entwicklung, führt sowohl aus der Sicht der Gesetzgebung als auch aus der Sicht des Entwicklers von Kinderschutzsystemen zu komplexen Aufgabenstellungen. Dabei können numerische Menschmodelle wichtige Dienste leisten. Die Hauptmotivation für die Entwicklung solcher Modelle ergibt sich aus der in einigen Fällen nicht hinreichend genauen Biofidelität der Kinder-Crash-Test-Dummys. Die Dummys sind zwar zu einem sehr wichtigen Werkzeug für die Unfallforschung geworden und sie werden auf absehbare Zeit unverzichtbar bleiben, um jedoch noch genauere Analysen und noch bessere Kinderschutzsysteme effizient entwickeln zu können, bedarf es neuer Werkzeuge. Eines davon sind die Menschmodelle. Das in dieser Arbeit entwickelte Modell basiert auf realen Geometriedaten eines drei Jahre alten Kindes. Für die geometrische Zuordnung zu einem 50%-Perzentil wurde die Geometrie geringfügig skaliert. Besonderes Augenmerk bei der Entwicklung dieses Modells lag auf der genauen Abbildung der inneren Organe. Insbesondere im Kindesalter sind diese bei einem Fahrzeugaufprall stärker gefährdet. Die Gründe hierfür sind einerseits die nicht komplett ausgebildeten Knochenstrukturen und die im Vergleich zum erwachsenen Menschen unterschiedlichen Körperproportionen. Das Menschmodell beschreibt den Thorax und Abdominalbereich eines in einem generischen Kinderschutzsystem sitzenden Kindes mit vereinfachten Extremitäten und einem vereinfachten Kopf- und Halsbereich. Die Validierung des Modells erfolgt anhand von Ergebnissen aus Leichenversuchen. Um sicherzustellen, dass die Ergebnisse aus den vorliegenden Erwachsenentests den Kinderproportionen entsprechen, werden die Systemantworten entsprechend skaliert. Mit Hilfe des fertigen Menschmodells lassen sich die Verletzungsrisiken im Falle eines Aufpralls besser darstellen und abschätzen. Das Modell wird dazu beitragen können, die existierenden Hardware-Dummy-Modelle noch weiter zu verbessern. ; Looking on the current road injury statics in Europe one can assume, that the child safety already has achieved a rather high level. Still there are possibilities for optimisation. This task is more complicated than improving the level of safety systems for adult passengers. The rapid growth of children, especially the changing of the mechanical properties of bone tissue and the different speeds of development compared child to child, leads from the view of legislation organisations and the view of child restraint systems developers to complex tasks. Numerical human models can simplify these tasks. The main motivation for the development of these models is the in some cases not satisfactory biofidelity properties of child crash test dummies. Although the dummies became an indispensable tool for safety researchers, in order to perform even more complex and accurate analyses, new tools have to be developed. One of these tools is the numeric human model. The numerical model developed in this work is based on the geometry of a three year old child. For the geometric adaptation to a 50th percentile the geometry was scaled. Special attention was paid on the modelling of the inner organs. Especially at a young age the inner organs are more likely to be injured in a car accident. The reasons for these are on the one hand the not fully developed bone structures and, compared to an adult, different body proportions on the other hand. The numeric human model describes the thoratic and abdominal area of a sitting child, the extremities are simplified. The validation process was performed by comparing scaled adult post mortem human subject test data. With the help of the numeric human model the injury risks per body region can be estimated more accurately. The model can also be useful in the improvement process of the existing hardware crash test dummies.
The characteristics and abilities of autonomous drones pose major challenges for liability law. Nowadays only personal injury and damage to property on the ground are covered by strict liability (Art. 64 para. 1 Swiss Aviation Act). Injured parties are in danger of being left without legal protection in the event of mid-air collisions, as claims for damages cannot be asserted on the basis of erroneous decisions by an algorithm, either through liability for willful or negligent wrongdoing (Art. 41 para. 1 Swiss Code of Obligations) or product liability. The same applies to purely pecuniary loss. The question of liability for willful or negligent wrongdoing arises only if duties of care were violated when using autonomous drones. Such duties of care may ensue from permit and operating regulations. Currently autonomous flights without the possibility of direct control and beyond a pilot's field of vision are allowed only with special permits. As international efforts show, such barriers will come down in future. Appropriate licensing and operating regulations as described in this dissertation will therefore be required. At the same time it will be necessary to extend strict liability under aviation law for unmanned aircraft that are not steered by a pilot to damage in the event of mid-air collisions and to purely pecuniary damage. The specific legal formulations and their legislative implementation are proposed and discussed here for this purpose.
Die zunehmende Anwendung chemischer Pflanzenschutzmittel macht eine staatliche Uberwachung erforderlich, die in der Bundesrepublik Deutschland nach dem "Pflanzenschutzgesetz" vom 10. Mai 1968 durchgeführt wird. Dabei wird besonderer Wert auf den Schutz der Gesundheit von Mensch und Tier einschließlich der Biozönose gelegt. Die neuen Prüfungsbestimmungen werden erläutert. Die Prüfungsgebühren werden durch das "Pflanzenschutz-Kostengesetz" vom 26. August 1969 geregelt. Einzelheiten über Art und Umfang der erforderlichen Prüfungen werden erläutert, wobei auch auf die Prüfung der Nebenwirkungen, wie Bienenungefährlichkeit, Wirkung auf Nutzarthropoden, Phytotoxizität und Geschmacksbeeinträchtigung, hingewiesen wird. Die chemischen und toxikologischen Untersuchungen sind für die Zulassung ebenso entscheidend. Schließlich wird auch die Beschriftung der Behältnisse und Packungen sowie die Gebrauchsanweisung überprüft. Die Zulassung der Pflanzenschutzmittel erfolgt durch die Biologische Bundesanstalt (BEA) im Einvernehmen mit dem Bundesgesundheitsamt (BGA). ; The increasing application of pesticides makes necessary a supervision by the government, which is carried out in the Federal Republic of Germany according to the "Plant Protection Law" from 10th of May 1968. By that a particular value is set on the protection of human and animal health including the biocoenose. The new regulations for testing pesticides are explained. The fees for testing are regulated by the "Plant Protection Cost Law" from 26th of August 1969. There are explained kind and extend of the necessary testing. Also it is pointed to the testing of side effects as toxicity to bees, effects on useful arthropods, phytotoxicity, and injury of taste. The chemical and toxicological investigations are deciding for the admission in the same way. Finally the inscription of the tins and packings and the directions for use are revised also. The admission of the pesticides is given by the Biologische Bundesanstalt (BBA) in cooperation with the Bundesgesuudheilsamt (BGA).
In the case of acute brain injury, decision-making uncertainties can arise when both an advance decision to refuse treatment and a prior consent to post-mortem organ donation are present. It is yet unknown how the persons concerned view this potential conflict. The present study aims to investigate how frequent this situation is, whether the persons concerned are aware of the potential conflict and what they would prioritize. Semi-quantitative cross-sectional survey of senior citizens of a metropolitan region in Germany using a literature-based questionnaire. A total of 236 senior citizens participated in the survey, amounting to 52% of those invited. While 54% of the participants reported to have written advance directives, 46% had expressed their consent to post-mortem organ donation in written or oral form. Altogether, 29% of all participants had issued both types of written documents. The consent to organ donation correlated significantly with the presence of an advance directive. Only 47% of the advance directives contained, according to their authors, statements about organ donation. Dying outside of intensive care was the priority for 51%, while 17% favored donating their organs. About half of the participants accepted transient intensive care measures in the case of presumed or expected brain death, but only a fourth also accepted cardiopulmonary resuscitation in those situations. Knowledge about brain death was scant and the attitudes towards it were rather critical. The coincidence of advance directives and organ donation consent is not uncommon in senior citizens and could contribute to low organ donation rates. The heterogeneous attitudes of the surveyed persons as well as their poor knowledge about brain death and the potential conflict studied here underscore the necessity of a high-quality advance care planning process.
