The main objective of this article is to analyse the energy policies of partner countries of the Organization of Turkic States (OTS), established over two energy regions, within the context of "energy regionalism." The study, based on the premise that energy is one of the fundamental sources of motivation for the organisation, discusses the contributions of energy to the development and deepening of cooperation among the Turkic States. The paper explores the expectations of member countries from the organisation in terms of energy within the context of energy regionalism analysis criteria and seeks to answer questions regarding the level of fulfillment of these expectations. The findings suggest that the organisation has special importance in energy issues, with energy being a prominent subject in its written materials. The analysis reveals that the union broadly satisfies the criteria of energy regionalism, indicating the potential for implementing concrete cooperation projects related to energy among member countries in the medium term.

Küreselleşme ve bilgi teknolojilerindeki ilerlemeler gibi etkenlerle bireylerin "yalnızca hizmet alan" konumundan çıkarak kendisinin ve diğer vatandaşların yaşamlarını etkileyen önemli kararlara katılmak istemeleri katılımcı demokrasi tartışmalarını arttırarak temsili demokrasinin sorgulanmasına yol açmıştır. Vatandaşların birey olarak tek başlarına seslerini duyurmasının zorluğu ise onları organize olup örgütlenmeye itmiştir. Böylece sivil toplumun örgütlenmiş hali olan Sivil Toplum Kuruluşlarının önemi anlaşılmış ve sayısı gün geçtikçe artmıştır. Günümüzde Sivil Toplum Kuruluşları, devlet otoritesinin yetersiz kaldığı ve özel sektörün kâr amaçlı yaklaşımlarından dolayı üstlenmediği pek çok alanda üçüncü sektör olarak işlev görmektedir. Bununla beraber kamu politikalarının oluşum sürecinde mümkün olduğunca yer alarak kamusal hizmetlerin vatandaşların talepleri doğrultusunda sunulmasına çalışmaktadır. Bu çalışmanın amacı Sivil Toplum Kuruluşlarının yerel politika belirleme süreci üzerinde etkili olup olamadıklarını, hangi faktörlerin etkilerini arttırdığı ya da azalttığını, yerel katılım mekanizmalarını ne düzeyde kullandıklarını incelemektir. Araştırmanın temel özelliği konuyu Sivil Toplum Kuruluşlarının perspektifi aracılığıyla anlamaya çalışmasıdır. Bu amaçla Konya'daki 110 STK'dan her birinden bir yönetici veya üyeyle anket çalışması yapılmıştır. Elde edilen veriler analiz edilerek araştırmanın hipotezleri test edilmiştir. ; Together with the factors like globalisation and advance in information technologies, individuals are not in the position of "just getting service", but they want to participate in the making process of important decisions that affect both their own lives and other citizens'. This situation created the crisis of representative democracy and increased the debate on participatory democracy. The difficulty of making themselves heard pushed citizens to become organized. Thus, the importance of non-governmental organisations that is the organized form of civil society has realized and their number has increased day by day. Today, non-governmental organisations are functioning as the third sector in a great deal of areas in which state authority is inadequate and private sector doesn't want to take responsibility due to profit-oriented approach. In addition, they are trying to offer public services in line with the demands of citizens by taking place in the policy making process as far as possible. The aim of this study is to examine whether non-governmental organisations are affective in the local policy making process, which factors increase or decrease these effects and how they use local participation mechanisms. The main feature of this research is to study the subject from the perspective of non-governmental organisations. For this aim, a survey was conducted with one administrator or member from each of 110 NGOs. The data obtained was analysed to test the hypothesis of the study.
