An important feature of the development processes in Mazovia is a deep polarization between Warsaw with its metropolitan area and the rest of the region. The capital (and surrounding municipalities) is a center for innovation in the country, but at the same time it leans more towards imitation of external solutions, rather than creation of original innovations. The situation in rural areas in the region is in this respect much worse. Public policy can stimulate innovative economy in these areas, although this is an extremely difficult task. The article presents recommendations on selected public policies, particularly enabling diversification of economic activities beyond agriculture which seems to be the most desirable direction of modernization changes.
The aim of the article is to present self-government diplomacy as a novel, innovative form of international contacts realized by regional and local authorities, including the kujawsko-pomorskie voivodeship. The author has made a formal and statistical analysis of the various forms of functioning of this method of international cooperation. On this basis, the author concludes that local government diplomacy fosters the construction of international social, economic, cultural and other ties at local and regional level. ; Celem artykułu jest zaprezentowanie dyplomacji samorządowej jako nowatorskiej, innowacyjnej formy kontaktów międzynarodowych realizowanej przez samorządy regionalne i lokalne, w tym województwa kujawsko-pomorskiego. Autorka dokonała analizy formalnej i statystycznej różnych form funkcjonowania tej metody współpracy międzynarodowej. Na tej podstawie autorka wnioskuje, że dyplomacja samorządowa sprzyja budowie międzynarodowych więzi społecznych, gospodarczych, kulturalnych i innych na poziomie lokalnym i regionalnym.

The matter of normative foundations and operation of regional self- government in Poland, as seen by the regional elites is devoted. The general rules of democratic order was adopted as the reference frame for the perceptions and opinions of elites. The conclusions make it possible to say that the institutionalization of the regional self-government do not fully reflect the intentions of the initiators of the local government reform and that, moreover, the elites themselves lack the innovative potential necessary to improve the quality of this institution. ; The matter of normative foundations and operation of regional self- government in Poland, as seen by the regional elites is devoted. The article undertakes the problems of novel theory based on artistic solutions proposed by futurists. It analyzes the innovative prose techniques of Nowa Sztuka (New Arts) artists, clashing them with contemporary and current philosophical trends. It shows that the prose of B. Jasieński, A. Wat, A. Stern and other futurists is still an important experience of the literary and literature-scientific self-consciousness.

From underground to mainstream – evolution of Polish black metal in the 21st century
Black metal in the 21st century, especially In Poland is resurrecting. The 1990's was a rough time for this musical genre due to its rebellious nature. Modern black metal, highly developed by polish bands, is highly different than its generic predecessor. What is observed is an innovative direction to black metal form and content which structures an avant-garde genre, aspiring to enter the popular culture.

Examining psychological mechanisms which lay at the heart of manslaughters aren't a new subject in Polish psychology and penitentiary sociology. In case of the public correction he seems positive to be influence relatively of short stay in penitentiary individuals. In case of the psychological correction long-term therapy is giving greater effects. Undervalued through penitentiary administration of the factor criminological process there is an influence of media, and by force methods of proceedings are marked most popular - with innovative - middle of achieving desired objectives socially.

Djent - digital metal neomoderne?
Deep-rooted ideas of "art rock" do not expire and recently gave rise to the new, progressive metal trends like djent. It wants to be the elite, the modern, and the innovative. At the expense of greater commercial success, djent bands cut off from the mainstream and operate independently, incessantly exceeding stylistic and aesthetical boundaries. Poetics of their music often reveal a tension between elitism and egalitarianism, intellect and corporeality, individuality and convention. But can it be seen as some kind of musical trans-avant-garde or neomodernistic?
The aim of this paper is to assess the level and changes in the innovativeness of Poland against the background of EU countries, considering the role of regions in that process. The statistical analyses of reports prepared by the European Commission were performed. These reports were devoted to the innovativeness of Poland and other EU countries. The taxonomic method was applied for determining the level of innovativeness and economy in the regions of Poland. The time basis of our divagations corresponds to the programming period of 2007/2013, being in force in the European Union. The study results confirmed the assumed research theses suggesting low level of innovativeness in Poland, dependence upon external factors, weak role of enterprising, repeating foreign patterns in the regions, loosening the connections between innovative and economic development of the regions. In conclusion, there is the need for changes in innovative policy. ; Celem artykułu jest ocena poziomu i zmian w innowacyjności Polski na tle krajów UE, z uwzględnieniem roli regionów w tym procesie. Przeprowadzono analizy statystyczne raportów Komisji Europejskiej poświęcone innowacyjności Polski i innych krajów UE oraz zastosowano metodę taksonomiczną do określenia poziomu innowacyjności i poziomu gospodarki w polskich regionach. Podstawa czasowa pokrywa się z okresem programowania w UE obejmującym lata 2007–2013. Wyniki badań potwierdziły przyjęte tezy, które sugerowały niski poziom innowacyjności Polski, uzależnienie od czynników zewnętrznych, słabą rolę przedsiębiorczości, powielanie w regionach wzorów zagranicznych i rozluźnienie związków między innowacyjnym a gospodarczym rozwojem regionów. Wskazuje to na potrzebę zmian w dotychczasowej polityce innowacyjnej Polski.

Favela is a place in the social space which is generating amongst their residents staying features typical of persons in total institutions. In Polish reality are functionings three favel's kinds - post- PGR housing estates, high-rise block housing estates, workers' districts and the poor districts. Living people in favelas can't see the link between the hard work and the internal development. Such people usually want achieve socially not having accepted cells of accepted socially agents of their accomplishment, i.e. the education, the network of contacts, the classification and financial means. He remains the exit R. Merton's form of the innovative adaptation.
The main purpose of this article is to present the role of the diplomatic mission of Jan Zawadzki to the North European courts in 1633 and the role it played in shaping and implementing the foreign policy plans of Wladyslaw IV. In relation to the literature on the subject so far, an innovative approach to the subject of this mission is to transfer the perspective of research from Zawadzki's stay at individual courts, in favor of a comprehensive analysis of his mission. Research conducted in this way shows that the king already had a very complexed vision of his actions on the European arena at the time of taking the throne of the Polish-Lithuanian Commonwealth, as evidenced by the mission of Jan Zawadzki.

While many people all over the world become conscious about serious defects and inefficiencies of the prevailing political systems based on representative democracy, alternative solutions for more just and inclusive systems of governance continue developing. Alternative forms of democracy based on the idea of civic participation and deliberation have more and more followers, who are willing to implement innovative participatory and collective decision making practices in various areas and at various organizational levels. However, the strife for greater self-governance, reinforcement of citizens role in political decision-making processes and establishment of bottom-up control over public expenditures is often considered as a merely utopian project, especially by those who benefit most from the current status quo. In this article, I examine the fundamental ideological challenges for the new egalitarian approaches and argue that instead of making dichotomous distinction between utopianism and realism, realistically utopian approach is the most desirable.

An objective interest of the transatlantic community is therefore to the west, for safe and prosperous Russia, was idealistic and at the same time realistic. At the same time as it is also important, that Russia and not Africa whether the Middle East, is for Europe force, with the strategic nature. In the long term, to the european economy effectively and permanently follow in globalisation processes and that term was competitive with, Russia and China must first become innovative economy.
