Dissertation submitted in partial fulfillment of the requirements for the Degree of Master of Science in Geospatial Technologies. ; In the information age, information is of vital importance to the economic and social development of a country. Meteorological data, is multidimensional, continually evolving, highly spatial and highly temporal in nature. It is of great importance to a wide range of stakeholders including national agencies, private weather services, defense, transportation, aviation, national infrastructures, financial institutions and the general public. Members of the WMO (World Meteorological Organization) have vast amounts of data. However, this data is stored in many different formats based on various conceptual models (e.g. BUFR, GRIB, NetCDF, HDF). INSPIRE is a European Union initiative to create interoperability between spatial datasets among various communities. The main goal of this project is to suggest the most appropriate INSPIRE Download Service to access meteorological data. This project uses BUFR data and tries to access it through Climate Science Modeling Language (CSML), which is a data model and software framework for accessing meteorological data and retrieve it through standard geospatial web services. Based on the testing, suitable INSPIRE Download Service will be suggested. This helps to bridge the gaps between the geospatial, meteorological communities, and policy makers.

This paper summarises some recent developments in INSPIRE implementation from the JRC (Joint Research Centre) point of view. The INSPIRE process started around 11 years ago and today, clear results and benefits can be seen. Spatial data are more accessible and shared more frequently between countries and at the European level. In addition to this, efficient, unified coordination and collaboration between different stakeholders and participants has been achieved, which is another great success. The JRC, as a scientific think-tank of the European Commission, has played a very important role in this process from the very beginning. This role is in line with its mission, which is to provide customer-driven scientific and technical support for the conception, development, implementation and monitoring of European Union (EU) policies. The JRC acts as the overall technical coordinator of INSPIRE, but it also carries out the activities necessary to support the coherent implementation of INSPIRE, by helping member states in the implementation process. Experiences drawn from collaboration and negotiation in each country and at the European level will be of great importance in the revision of the INSPIRE Directive, which is envisaged for 2014. INSPIRE proces započet je prije 11 godina i danas su vidljivi jasni rezultati i koristi. Prostorni podaci su dostupniji i više se razmjenjuju između pojedinih zemalja i na europskoj razini. Osim toga, ostvarena je učinkovita i jedinstvena koordinacija i suradnja između različitih subjekata i sudionika što je također velik uspjeh. JRC kao "znanstveni mozak" Europske komisije ima vrlo važnu ulogu u INSPIRE procesu od njegova početka. Ta je uloga u skladu s misijom JRC-a, a to je pružanje znanstvene i tehničke podrške u osmišljavanju, razvoju, implementaciji i praćenju politika Europske unije (EU). JRC je tehnički koordinator INSPIRE-a i zadužen je za pružanje podrške zemljama članicama u dosljednoj implementaciji INSPIRE-a. Iskustva u kolaboraciji i pregovorima s pojedinim zemljama kao i na europskoj razini imaju važnu ulogu u reviziji INSPIRE direktive, koja je predviđena u 2014. godini. Die INSPIRE-Richtlinie der Europäischen Kommission trat 2007 in Kraft. Sie setzt den rechtlichen Rahmen für den Aufbau von Geodateninfrastrukturen und fördert damit die Interoperabilität und die gemeinsame Nutzung von Geodaten über Staatsgrenzen und Fachdisziplinen hinweg. Die Umsetzung von INSPIRE ist für deutsche Behörden verpflichtend. Dank INSPIRE sind Geodateninfrastrukturen in Bund und Ländern inzwischen als Aufgabe der Verwaltung anerkannt. Ihr Betrieb ist durch Gesetze oder Verordnungen nachhaltig gesichert. Allerdings erfolgt die Nutzung von INSPIRE-transformierten Daten derzeit noch nicht in dem Umfang wie erhofft. Die Europäische Kommission und die Geodateninfrastruktur Deutschland haben Maßnahmen eingeleitet, um dem entgegenzuwirken. Die gemeinsame Nutzung von Geodaten wird durch unterschiedliche Lizenzbedingungen erheblich beeinträchtigt. Sowohl innerhalb von Europa als auch innerhalb von Deutschland gibt es erhebliche Unterschiede bei den Gebühren für Geodaten. Der Bund hat für seine von INSPIRE betroffenen Geodaten im Geodatenzugangsgesetz festgelegt, dass sie grundsätzlich geldleistungsfrei über INSPIRE-konforme Dienste bereitgestellt werden.

La guerre engagée par la Russie contre l'Ukraine puise ses racines dans une relecture de l'Histoire à des fins idéologiques. Certes, le passé est complexe et douloureux depuis des siècles, mais cela ne justifie pas de vouloir modifier l'Histoire par la force.
Ponencias, comunicaciones y pósters presentados en el 17th AGILE Conference on Geographic Information Science "Connecting a Digital Europe through Location and Place", celebrado en la Universitat Jaume I del 3 al 6 de junio de 2014. ; The combination of spatial data from the variety of sources on the web, being either legislative, commercially or voluntarily driven, is a major requirement for the establishment of a fully integrated geospatial web. Therefore, spatial data fusion techniques need to be linked to current web-developments, in particular on Spatial Data Infrastructures and the Semantic Web, to allow for standardized and effective use of combined spatial data for information retrieval. In this paper, crowdsourced environmental observations, representing the rapidly increasing amount of voluntarily collected data on the web, and INSPIRE, acting as the legal framework for spatial environmental information in Europe, are chosen to design and develop capabilities for spatial data fusion on the web. Possible use cases show mutual benefits for both volunteers and INSPIRE data providers, and might thus facilitate further collaboration. A prototypical implementation based on common SDI and Linked Data standards demonstrates the feasibility of the proposed approach and offers a starting point for further exploration.

In future, national geospatial data infrastructure (NGDI) will be basic skeleton containing a set of relevant and accurate spatial data. That date will always be accessible at local, national and global levels. Such information will have ensured sustainable development, economic growth and social progress of society, and effective environmental protection. NGDI will have solved pressing issues in their environment and will have opened the door for "open data". ; Как показывают результаты исследований на геоинформационную продукцию в Украине до сих пор нет единой системы национальных стандартов. Внедрение в Украине международных стандартов и гармонизация действующей украинской законодательной базы с международной создаст подходящие условия для реализации инфраструктуры геопространственных данных (ИГД) на Украине, а затем и для интеграции в геоинформационное пространство Европейского Союза (ЕС). В будущем Национальная инфраструктура геопространственных данных (НИГД) станет определенным базовым каркасом, содержащим совокупность актуальных и точных пространственных данных, которые всегда будут доступными на локальном, национальном и глобальном уровнях. Наличие такой информации позволит обеспечить устойчивое развитие, экономический рост и социальный прогресс общества, а также эффективную охрану окружающей среды. НИГД решит насущные вопросы в своей среде и откроет двери «открытым данным». ; Як показують результати досліджень на геоінформаційну продукцію в Україні досі немає єдиної системи національних стандартів.
