Este trabalho trata a respeito do processo de integração dos sistemas de educação superior na Europa, região que, desde o fim da segunda guerra mundial, está procurando eliminar as fronteiras em todos os âmbitos. O Processo de Bolonha, homenagem à universidade mais antiga da Europa, é o nome do conjunto dos eventos (reuniões, resoluções e normas) relativos às medidas de implementação dos princípios da reunião de ministros da educação europeus que ocorreu em Bolonha, em 1999, com a finalidade de construir um espaço europeu de educação superior até o ano 2010, cujos objetivos fundamentais encetam, principalmente, para a competitividade do Sistema Europeu de Ensino Superior frente a outras regiões e para a mobilidade e o emprego no Espaço Europeu. Dessa maneira, analisa-se também o papel dos atores sociais nesse processo e a discussão a respeito da natureza da educação superior: um bem público catalisador da solidariedade internacional ou uma mercadoria a ser explorada na construção de um mercado educativo transnacional.

The aim of the article is to present, based on theoretical studies of integration, the evolution of this process in Latin America and, most recently, in South America. Based on these studies, the goal is to analyze the role played by Brazil in the process, which defines as priorities of its foreign policy a regional and global framework for its international action that is based on both cooperation and power projection.The research has been conducted based on theories of integration, an historical background on Latin American integration and in Brazilian foreign policy, through its contemporary agenda. The answer was based on a comparative agenda and in a bibliographical critical analysis of the research material.The main findings of the paper point out that Latin American integration has specific features linked to the economic, political and stragetic realities of the continent that show the limitations of some theories applied to the European process, also that it depends on Brazilian foreign policy actions, that still sees the region as instrumental to its interests. So, Brazil sometimes fail to fulfill some requisites of integration that are essential to sustain its projects. Therefore, there is a cycle of enlargement and deepening of regional integration process in this political space that point out to the need of a more sustained compromise of Brazilian foreign policy towards these projects. If Brazil continues not to sustain these projects, they will lose momentum and significance once more, increasing power asymmetries in the region.

This integrative review with systematic search aimed to identify national and international literature on laboratory and sanitary surveillance to reflect on the integration of these services in the National System of Sanitary Surveillance Three repositories were used: Banco de Teses e Dissertações; Scientific Electronic Library Online - Brazil and Pubmed Central. The selection followed pre-defined criteria and the analysis considered: type of academic production (masters, doctorate or scientific article), year and institution of origin, and theme focused. Master's degree theses (64.7%) from the Oswaldo Cruz Foundation (36.5%) were predominant, from which 90% were elaborated at the Foundation's National Institute for Quality Control in Health. The quality control of products is an important area of publications (41, 5%), including food, medicines and vaccines. Studies related to public policies and health surveillance included: generic drugs; pharmaceutical equivalence studies; food and nutrition; and integration of the National Sanitary Surveillance Agency with other actors in vaccine innovation and in the Brazilian Network of Analytical Laboratories in Health. Integration was expressed through cooperative activities between laboratories and services, and it remains to be improved in view of the fact that, in Brazil, the laboratories and the surveillance services are differentiated and are linked to different governmental entities. ; Identificar literatura nacional e internacional sobre laboratório e vigilância sanitária para refletir sobre a integração desses serviços no Sistema Nacional de Vigilância Sanitária foi o objetivo da revisão integrativa com busca sistemática em três repositórios: Banco de Teses e Dissertações; Scientific Electronic Library Online – Brasil e Pubmed Central. A seleção seguiu critérios pré-definidos e a análise considerou: tipo de produção acadêmica (mestrado, doutorado ou artigo científico), ano e instituição de origem, tema focalizado. Predominaram trabalhos oriundos do mestrado (64,7%) e, como instituição, a Fundação Oswaldo Cruz (36,5%), sendo 90,0% no Instituto Nacional de Controle da Qualidade em Saúde. O controle da qualidade de produtos é área expressiva das publicações (41,5%), incluindo-se nela alimentos, medicamentos e vacinas. Estudos relacionados a políticas públicas e vigilância sanitária tematizaram: medicamentos genéricos; estudos de equivalência farmacêutica; alimentação e nutrição; e integração da Agência Nacional de Vigilância Sanitária com outros atores na inovação de vacinas e na Rede Brasileira de Laboratórios Analíticos em Saúde. A integração se expressou mediante as atividades cooperativas entre laboratórios e serviços, restando aprimorá-la, tendo-se em vista que, no Brasil, os laboratórios e os serviços de vigilância são diferenciados e vinculam-se a entes governamentais distintos.

Se, de acordo com a Constituição Federal, a Universidade se caracteriza pela indissociabilidade entre Ensino, Pesquisa e Extensão, na prática essa interação não ocorre com facilidade. Neste artigo propomo-nos a discutir as tensões e os desafios nesse processo. Através dessas reflexões será possível perceber que, para a integração ocorrer, será necessário repensar a estrutura da universidade, especialmente no que respeita ao gerenciamento das três atividades que caracterizam a universidade e à organização dos cursos, bem como capacitar os docentes tanto para a pesquisa quanto para o magistério superior.

Dados estatísticos e pesquisas acadêmicas apontam que a trajetória escolar do sujeito negro é significativamente mais acidentada que a do sujeito branco. Dentre os elementos que legitimam tal quadro de desigualdade social se destaca a discriminação racial. O presente artigo discute a integração do aluno negro na universidade, quando seu ingresso é facilitado por um programa de ação afirmativa, a qual visa assegurar o acesso de sujeitos negros a posições estratégicas na sociedade, tal como no ensino superior. Essa discussão é fruto de uma pesquisa de iniciação científica – realizada na Universidade Estadual de Campinas com alunos negros e brancos, beneficiados pelo Programa de Ação Afirmativa e Inclusão Social (PAAIS) – que teve como objetivo identificar os elementos que compõem o processo de integração do estudante negro no contexto universitário e analisar a visão do aluno negro a respeito da universidade e seus modos de inserção.

Este artigo apresenta uma avaliação sobre a história da escolha constitucional portuguesa pelo caminho do projeto europeu. Reflete ainda sobre os aspetos jurídico-políticos da construção do Portugal europeu e dos sentidos de soberania e autodeterminação no contexto da integração europeia, destacando que no presente não se conhecem os responsáveis pela sua condução política, em especial quando considerada a crise das dívidas soberanas. ; This article presents an assessment on the history of the Portuguese constitutional option for the European project path. It also reflects about the juridical-political aspects of the construction of the European Portugal and the meanings of sovereignty and self-determination in the context of the European integration, highlighting that in the present the ones responsible for its political conduction are not known, especially when we consider the crisis of the sovereign debts.
