21. yüzyılda özellikle küreselleşmenin etkisiyle uluslararası örgütlerin işlevi ve önemi gün geçtikçe artmaktadır. Bölgesel örgütlenmelerin önem kazandığı günümüzde Avrupa Birliği (AB) benzeri örgütlenmelerin önemi ve uluslararası ilişkilerdeki etkinliği artmıştır. Uluslararası örgütlerin etkinliğinin artması bölgesel entegrasyonların oluşmasını hızlandırmıştır. Afrika kıtası da bu bağlamda özellikle bağımsızlık sonrası dönemde kıta içinde çeşitli entegrasyonlara girişmiştir. Kıta, iç sorunlarını bölgesel örgütler aracılığıyla aşmaya çalışmaktadır. Afrika kıtasında şu an BM genel kuruluna üye 54 ülke bulunmaktadır. Bu sayı dünya'da bulunan devlet sayısının yaklaşık dörtte birini oluşturmaktadır. Bu bağlamda bakıldığında 54 devletin oybirliğiyle aldıkları kararlar BM çatısı altında önemli bir ağırlığa sahiptir. Fakat Afrika kıtasında siyasi bir bütünlük henüz bulunmamaktadır. Bunun en büyük nedenlerinden biri sömürge sonrası dönemde bağımsızlığını yeni kazanmış devletlerin kıta içerisinde bir bütünlük oluşturamamalarıdır. Bu çalışmada Afrika kıtasında, kıta çapında tüm devletleri kapsayan siyasi bir bütünlük ve küresel anlamda uluslararası güce sahip etkin bir örgütün neden henüz oluşmadığının cevabı aranmaktadır. Afrika'daki siyasi, bölgesel ve sosyo-kültürel entegrasyonlar sınıflandırılıp kuruluş amaçları ve etkinlikleri üzerinde inceleme yapılmıştır. Kıtada oluşturulan entegrasyonların hangi iç dinamikler doğrultusunda meydana geldiği incelenmiştir. Bu bağlamda kıtada kolonyal bağların etkisinin neo-kolonyal dönemde de devam ettiği ve bölgesel örgütlenmelerde belirleyici olduğu sonucuna ulaşılacaktır. ; In 21st Century, under the influence of globalization, international organizations's importance and functions are growing of day by day. Especially coming into prominence of regional organizations, The effectiveness European Union (EU) and similiar organizations has been increased in international relations.The increasing effectiveness of international organizations has accelerated the emergence of regional integrations. Even The Continent of Africa has created difirent kinds of integrations, especially in the post-independence period. Continent is trying to solve the problems through regional organizations. There are 54 member states in UN General Essembly from the continent of Africa.This number is the one-quarter of the states in all over the world. In this context, decisions taken by 54 state's unanimity, occupies important weight under the umbrella of UN. However there are no political integrity within the states of Africa continent. One of the greatest reason is that the newly independent states could not create an integrity within the continental, especially in the post-colonial period. In this study is trying to provide answer to why not formed yet, such a political integrity and an effective organization with the international force that includes all states within the continent. The political,regional and socio-cultural integrations of Africa has been classified and examined in accordance with their organizational goals and events. The established integrations in the Continent, were examined in accordance with the internal dynamics of integrations. In this context, the effect of colonial ties over continent has been maintained during the neo-colonial period. Also this ties are decisive over regional organizations.

Bugün Avrupa Birliği, 4-5 asır geriye giden Avrupa 'yı ortak bir çatı altında birleştirme girişimlerinin kuşkusuz en başarılı olanıdır. Esasen Avrupa 'nın bir bütün olarak coğrafi, ekonomik ve siyasi entegrasyonu hedeflenmiş; fakat taktik olarak ekonomik entegrasyondan başlanılarak 1951 Avrupa Kömür ve Çelik Toplulukları And-laşması akdedilmiş ve bunu 1957 Roma Andlaşması izlemiştir. Bu andlaşmaları müteakip ekonomik işbirliği alanlarında hızla cesaret verici başarılar kaydedilmiş ve 1986Avrupa Tek Senet Andlaşması ile iki kutuplu uluslararası sistemde gözlemlenme-ye başlanan değişim eğiliminin de etkisiyle güvenlik ve dış politika da işbirliği alanlarına dahil edilerek, bütünleşmeye yeni bir siyasal boyut da katılmıştır. 1992 'de iki kutuplu uluslararası sistemin sona erdiği Soğuk Savaş sonrası dönemde, Maastricht Birlik Andlaşması ile Ekonomi, Adalet ve İçişleri ve Dış Politika ve Güvenlik Politikası taşıyıcı sütunları üzerinde bir "Avrupa Birleşik Devletleri" inşa etme hedefi ortaya konulmuştur. Böylece bütünleşmiş bir Avrupa 'nın, tek ve birleşik devasa bir güç olarak uluslararası sistemde belirleyici roller oynayan küresel bir aktör haline getirilmesi hesaplanmaktaydı. Anayasa Andlaşması 'nın 2005 'de Fransa ve Hollanda 'daki referandumlarda reddedilmesi üzerine, Avrupa entegrasyonu ile ilgili bir kriz dönemine girilmiş; 2007 'de Anayasa Andlaşması 'nın reforma edilmiş bir hali olan Lizbon Reform Andlaşması imzalanıp güçlükle Aralık 2009 'da yürürlüğe sokularak, Avrupa entegrasyonu bugüne ulaşmıştır. Gelinen bu aşamada Avrupa bütünleşmesinin kurumsal yapısını temsil eden Avrupa Birliği, büyük ölçüde kıtayı bütünleştirerek bölgesel düzeyde barış ve refaha önemli katkılar sağlamakta olup bu yönü ile örnek bir bölgesel entegrasyon modelini temsil etmektedir. Ancak hem sahip olduğu reel güç ve potansiyeller, hem bizzat kendisinin de hedeflediği ve hem de esasen dünyanın da büyük ölçüde kendisinden beklediği küresel barış ve istikrarın kurucu ve koruyucusu global düzeyde belirleyici rol, güç ve etkiye sahip bir "Avrupa Birleşik Devletleri" olabilme açısından, Avrupa Birliği 'nin oldukça yetersiz kaldığı görülmektedir. Bu yetersizlikte ise dar-tutucu bakış ve yaklaşımların etkisiyle, böyle bir rolü mümkün kılabilecek siyasal irade ve stratejik vizyonlar geliştirememenin temel etkiye sahip olduğu söylenebilir. ; Today the EU is undoubtedly the most successful initiative, among those which have taken for 4-5 centuries, to consolidate Europe under a common roof. In fact, geographical, economic and political integration of Europe as a whole had been targeted but, as a tactic, starting with the economic integration, firstly the European Coal and Steel Communities Treaty of 1951 was conducted and it was followed by the Treaty of Rome in 1957. In the areas of economic cooperation some encouraging success was quickly achieved, and also with the Treaty of the European Single Act in 1986, and the effect of the tendency of change the bipolar international system of security, foreign policy was entered into cooperation so that the Integration of Europe has been gained a political dimension. In 1992, the Cold War period after the end of the bipolar international system, the target to build a "United States of Europe" on the carrier columns of Economy, Justice and Home Affairs, Foreign and Security Policy by the Maastricht Treaty of Union has been put. Thus, an integrated Europe, as a single unified international system and as a huge power would have transformed into a global actor playing decisive roles. For achieving this in the whole of continent a quick economic, political and geographical integration has been intended to complete. The Amsterdam Treaty of1997, the Nice Treaty of2001, and finally, the Constitutional Treaty of2004, have been conducted to build the technical, institutional and legal infrastructure of continental integration. With the rejection of the Constitutional Treaty by referendum in France and the Netherlands, it was entered the period of a crisis related to European integration; The European integration has reached to our days by putting into force the Treaty of Lisbon, signed in December 2009, as a reformed version of the Constitutional Treaty of2007, with some difficulties. At this stage we have reached, the European Union, representing the institutional structure of European integration, has been an example model of integration with its aspect of providing with an important contribution to peace and prosperity largely at the regional level by integrating the continent. The European Union, in terms of playing an effective global role as the founder and guardian of the global peace and stability, has remained rather inadequate, with regard to its own power and potentials and its own targets creating expectation for the entire world. This inadequacy arises because of the basic effect of the failure of developing a political will and strategic visions to be able to fulfil its expected role, with the effect of the narrow-conservative viewpoints and approaches.

ABSTRACTMost academic studies on the process of European integration do not pay much attention tothe international system and its requirements. The process of European integration is usuallyanalyzed as being a consequence of internal dynamics. However, European integration is notsolely dependent on internal dynamics. The external dynamics should also be emphasized asindependent variables. This thesis aims to look at the picture from the perspective of the solehegemonic power, the United States (US), and analyze Turkey's accession to the EU fromthat perspective. Washington conceives the continent of Europe as a springboard to Eurasia,center of the world according to many geo-politics theories. Moreover, Washingtonconsidered European enlargement, a means of wide spreading western values of democracyand liberalism to these regions. Washington's relationship with Turkey has always beenfounded on strategic considerations. Turkey is a pivotal state in the region. Moreover, Turkeyhas had western orientation since the early days of its foundation. It has been endeavoring tobecome a member of the European club. Thus, Turkey has the potential to inspire itsneighboring regions and influence them to orient toward western institutions and values. Insum, anchoring Turkey to western institutions is the main reason for Washington's support forTurkey's accession to the EU. Washington's view of the EU enlargement as a duty ofEuropeans in order to share their burdens in transatlantic cooperation overlaps with theWashington's vision of Turkey's accession to the EU.

1948 yılında İsrail devletinin kurulması ve İsrail-Arap Savaşı"ndan sonra 700.000'den fazla Filistinli Arap, ülkeyi terk etmek zorunda kaldı. Lübnan, Ürdün, Suriye ve Mısır gibi komşu ülkelere ise bu mülteciler istemeden yerleşmek zorunda idiler. Ev sahibi ülkeler arasında, Filistinli mülteciler için en sorunlu ülke Lübnan"dır. Bu husus devletin istikrar ve güvenliğini, aynı zamanda mültecilerin yaşam koşullarını da etkiler. Filistinli mülteciler konusunda, Milli Lübnan Politikası negatif bir sonuç gösteriyor ve bu olayın uluslararası güvenliğini etkiliyor. The research of the Palestinian refugee question has fundamental importance both at national and international level, because the problem can influence the realities of the world and particularly of the states hosting the refugees. The need of understanding the historical background and the causes of the Arab-Israeli conflict is very important in order to provide the best solutions for the refugee problem. The comprehension of the continuous armed struggle between the parties involved in the conflict and the permanent violation of the human rights is significant in securing the right assistance for the needy persons. In order to maintain the security of the international community and the agreement between the Israel and other Arab states, the Palestinian question is the basic element that should be solved. Im particular, the research of the policies of Lebanon towards the Palestinians is absolutely necessary, considering that the massive violation of the human rights and the inhuman living conditions of the refugees are unseen in another hosting country. The regional security is dependent on finding a solution for the Palestinians from Lebanon, because the economic, social and political exclusion of the refugees has created a psychological anxiety, which can determine conflicts in the society. As it was seen in the history, the Palestinians had been the reason for a series of armed conflicts in the region involving the most important actors, for civil war and the threat for Lebanon"s security, determining external occupation. In the analysis of the Palestinian refugees" exclusion on account of the Lebanese policies, there are a series of fundamental questions. Firstly, what was the context that determined the Palestinians to arrive to Lebanon and remain in a state that has not provided them any rights? In addition, what is the meaning of the refugee problem and how is treated by the international community and law? Another question is about the situation of the Palestinian refugees in the world and more specific what are their living conditions in Lebanon? The main question of the thesis is about the policies promoted by Lebanon towards the Palestinian refugees. Ultimately, an important question regards the differences between the Palestinian refugees from Lebanon and the ones from another two states under UNRWA areas of operation, Jordan and Syria.

Sırbistan, Karadağ, Arnavutluk, Bosna-Hersek, Kosova ve Kuzey Makedonya'dan oluşmakta olan Batı Balkan Bölgesi, AB'nin genişleme sürecinde ilk adım olarak üyelik sürecinin tamamlanmasını istediği bölgelerden biridir. Bu coğrafyada yer alan devletlerden biri olan Kuzey Makedonya'nın Avrupa Birliği üyeliğinde beş aday devletten (Türkiye, Karadağ, İzlanda, Sırbistan) birisi olarak 2004'te üyelik başvurusunda bulunduğu bilinmektedir. 2005'te AB Konseyi tarafından garanti edilen Kuzey Makedonya'nın adaylık statüsü günümüze değin farklı ekonomik ortaklıklar ve vize muafiyetiyle sürdürülmüştür. Entegrasyon sürecinde AB-Kuzey Makedonya ilişkilerinde tam üyelik aşamasında Kuzey Makedonya'nın dış politika sorunları, AB ilerleme raporlarına uyum gibi meseleler gerçekleştirilmesi beklenen reformlar arasındadır. Hiç şüphesiz AB'nin Sosyal İnşacı politikası Kuzey Makedonya'nın siyasal ve hukuksal reform hareketlerinin hayata geçirilmesinde etkili bir itici güç mahiyetindedir. Bu bağlamda yakın dönemde Kuzey Makedonya'nın üyeliğinin önündeki temel etken olan Yunanistan ile yaşadığı isim anlaşmazlığı sorunu ortadan kalkmıştır. Bu durum Kuzey Makedonya'nın, Avrupa Birliği Entegrasyon Sürecinde önemli mesafeler kat ettiğinin kanıtıdır. Üç bölümden oluşan çalışmamızda AB'ye entegrasyon sürecinde Kuzey Makedonya'nın AB üyeliği süreci Sosyal İnşacı yaklaşım açısından ele alınmıştır. Bu çerçevede AB üyelik kriterleri ve Kuzey Makedonya'nın AB üyeliğinde gerçekleştirmesi gereken reformların neler olduğuna değinilmiştir. Çalışmamızda Kuzey Makedonya Cumhuriyeti'nin AB'ye kabulünün AB reformlarıyla birlikte gerçekleşebileceği görülmüştür. Diğer Balkan devletleriyle yaşanan sosyo-kültürel ve etnik meselelerin çözüme kavuşturulması da bir diğer unsurdur. ; The Western Balkans Region, which consists of Serbia, Montenegro, Albania, Bosnia and Herzegovina, Kosovo and Northern Macedonia, is one of the regions that the EU wants to complete the membership process as a first step in the enlargement phase. It is known that Northern Macedonia, one of the states in this geography, applied for membership in 2004 as one of the five candidate states (Turkey, Serbia, Montenegro, Iceland) of European Union membership. The Candidate Status of Northern Macedonia, guaranteed by the EU Council in 2005, has been maintained to date with different economic partnerships and visa exemptions. In the entegration process, Northern Macedonia's foreign policy problems at the stage of full membership in Northern Macedonia relations and compliance with EU progress reports are among the targets to be achieved. Undoubtedly, the social constructivist policy of the EU is an effective driving force in the implementation of political and legal reform movements of Northern Macedonia. In this context, the name dispute with Greece, which is the main reason preventing Northern Macedonia's accession recently, has disappeared. This is proof that Northern Macedonia has made significant progress in the European Union Integration Process. In our three-part study, Northern Macedonia's EU membership process has been discussed in terms of social constructivist approach in the EU integration process. It covered the EU membership criteria and what reforms Northern Macedonia should implement in its EU membership. In our study, it was seen that the acceptance of the Republic of Northern Macedonia to the EU can only be realized with the EU reforms which include social constructivist approach. The resolution of socio-cultural and ethnic issues with other Balkan states is another factor.

Yerel yönetimlerin mali yapısını da kapsayan reform çalışmalarında başarıya ulaşabilmek açısından uluslararası entegrasyon sürecinin yerel yönetimlere olan etkilerini analiz etmek son derece önemli bir konudur. Uluslararası entegrasyon sürecinin yerel yönetimler maliyesi üzerindeki etkilerinin analiz edildiği bu tez çalışmasında konular üç ana başlık altında incelenmektedir. Birinci bölümde uluslararası entegrasyonlar ve küreselleşme olgusu ele alınmıştır. Bu bölümde ekonomik entegrasyonların özellikleri, aşamaları, ve uluslar arası entegrasyonlara ilişkin çeşitli konular kavramsal çerçevede değerlendirilmektedir. Küreselleşme kapsamında ise; Küreselleşme süreci, küreselleşmenin özellikleri, küreselleşmenin kamu yönetimi üzerindeki etkileri, küreselleşmenin ulus devletleri ne şekilde etkilediği ve küreselleşme ile yerelleşme arasındaki ilişki ortaya konulmaktadır. Yine küreselleşme sürecinde yerel yönetimleri ve maliyesini derinden etkileyen uluslararası ekonomik ve mali kuruluşlara bu bölümde değinilmektedir. Đkinci bölüm ise; uluslararası entegrasyon ve küreselleşme döneminde yerel yönetimlere hakim olan politikalara ayrılmıştır. Yerel yönetimleri hemen her alanda derinden etkileyen yaklaşımlar bu bölümde ayrıntılı bir incelemeye tabi tutulmuştur. Üçüncü bölüm ise; uluslararası entegrasyonların en popüler ve başarılı örneklerinden olan Avrupa Konseyi ve Avrupa Birliği'nin yerel yönetimler maliyesi üzerindeki etkilerinin ayrıntılı bir analizine ayrılmıştır. Özellikle Avrupa Birliği'nin yerel yönetimlere yaklaşımı ve Birlik müktesebatı çerçevesinde yerel yönetimlere biçilen yeni rol ve bu rolün yerel yönetimler maliyesi üzerindeki etkileri bu çalışmanın son bölümünde ağırlıklı olarak yer almaktadır. Avrupa Birliği'nin yerel yönetimlere yönelik mali yardımları ve Birliğin adaylık sürecinde ve tam üyelikte Türk yerel yönetimlerine olası etkileri de bu bölümde ele alınan diğer konulardır. Uluslararası entegrasyonlar entegrasyona dahil olan ülkelerin yerel yönetimlerinden entegrasyonun amaçlarının gerçekleştirilmesi ve böylelikle entegrasyonun kökleşmesi için faaliyette bulunmalarını talep etmektedir. Ayrıca, entegrasyonun sağlıklı bir şekilde işlemesi ve istikrarı için entegrasyon tarafından belirlenen sınırlamaların ve taahhütlerin üye ülkelerde yerel yönetimlerin de dahil olduğu kamu kesimince yerine getirilmesi talep edilmektedir. Uluslararası entegrasyon süreci yerel yönetimleri hemen her alanda etkilemektedir. Yerel yönetimler maliyesi de bu süreçlerden etkilenen başlıca alanlar içerisinde yer almaktadır. Uluslararası ekonomik ve mali kuruluşlar ile çok uluslu şirketlerin de belirleyici aktörler olarak yer aldıkları küreselleşme ve uluslararası entegrasyon süreci, yerel yönetimleri finansman, hizmet sunma yöntemleri, merkezi yönetimle aralarındaki ilişkiler (görev ve kaynak bölüşümü, idari vesayet, merkezi idare bankaları vb.), personel, denetim, yurtiçi ve sınırötesi işbirliği, katılım, uluslararası kuruluşlar ve yabancı sermaye piyasalarıyla olan ilişkiler gibi pekçok konuda derinden etkilemiştir. Kimi zaman bunun da ötesine geçilerek, Avrupa Birliği entegrasyonunda olduğu gibi birliğin amaçlarının gerçekleştirilmesinde bölgesel ve yerel yönetimler başlıca aktörler olarak görülmekte ve bu amaçların gerçekleştirilmesi için yerine getirilmesi gereken faaliyetlerin mümkün olduğunca halka en yakın yönetim birimlerince ifa edilmesi (subsidiarite) esası getirilmektedir. Bu kural birlik müktesebatının bir parçası yapılmakta ve hazırlanan birlik anayasa taslaklarında bu ilkeye yer verilmektedir. AB'ye uyum sürecinde yerel yönetimlerimize de önemli görevler düşmektedir. Avrupa Birliği, kaynak kullanımında etkin, katılımcı ve halka yakın bir yerel yönetim sistemi öngörmektedir. AB'nin birlik politikalarının uygulanmasında yerel yönetimlere biçtiği rolü sağlıklı olarak saptayabilmek ve bunun gereklerini yerine getirmek için gerekli yasal ve idari tedbirleri almak merkezi yönetim ve yerel yönetimlerin başlıca görevlerindendir. ; To analyse the effects of the international integration process on the local governments is considerably important study field in terms of achieving the reform studies including the financial structure of local governments. The topics in this thesis research, which the effects of the international integration on the local governments finance are analysed, are examined under three major headings. The fact of international integrations and globalization is mentioned in the first section. In this part, the features of financial integration, its stages and various topics related to the international integration are evaluated within a conceptual framework. As for the globalization, the process of globalization, its features, the effects of globalization on public governments, how it affects the national states and the relationship between globalization and localization are introduced. The international economic and financial institutions affecting the local governments and its finance profoundly in the globalization process are once again mentioned in this part. The second section is left for the policies that dominate the local governments in the period of international integration and globalization. In this part the approaches which have an influence on the local governments profoundly in almost every area are analyzed in detail. The third section is about a detailed analysis of the effects of the European Council and European Union, the most popular and most successful examples of the international integration, on the local governments finance. Especially the approaches of European Union to the local governments and a new role assigned to the local governments within the framework of acquis communataine and the effects of this role on local governments finance are largely included in the final part. The financial support of the European Union for local governments and possible effects of the Union to Turkish local governments in the period of candidateship and a full membership are also the other topics included in this vi section. International integrations demands that local governments of the countries which are included in integration realize the aims of the integration and thus work for taking root of the integration. Furthermore, its demanded that the restrictions and undertakings determined by the integration are fulfilled by the public sector including the local governments in member countries in order to make it work in a good and stable way. Process of the international integration affects the local governments in almost every area. The finance of the local governments is among the major ones which is affected by these processes. The process of globalization and international integration which the international economic and financial institues and multinational companies as well take part as determinative actors affects local governments profoundly at various topics such as financing, the methods of serving, the relationship with central government (task and source distribution, administrative tutelage, central government banks etc.), staff, supervision, domestic and transfrontier cooperation, attendance, international institutions and foreign capital market. Sometimes by passing beyond this as well, regional and local governments are seen as major actors in order to realize the aims of the union as it happens in European Union Integration and that the activities, which must be fulfilled to realize these aims, are held by the units that are the closest to public as far as possible, namely principal of subsidiarite is brought. This rule is made a part of acquis communautaire and this principal is included in the constitution outlines. Local governments have important mission in the adaptation process to European Union. European Union stipulates a system of a local governments which is active in using source, participant and close to public. To be able to determine correctly the role which European Union assigns to local governments in the application of unity policies and to take necessary legislative and administrative precautions in order to fulfill it are the primary mission of central and local governments.

İkinci Dünya Savaşı sonrasında Avrupa'daki siyasi ve ekonomik yıkımı onarmak adına Avrupa bütünleşmesi fikri ortaya çıkmış, ancak Britanya bu fikre Kıta'nın diğer ulus devletlerine kıyasla daha mesafeli yaklaşmıştır. Her ne kadar 1960'larda entegrasyon fikrinin en somut çıktısı olan Avrupa Ekonomik Topluluğuna başvurup, 1973'te üye devlet konumuna gelse de; Britanya, üye olduğu dönem boyunca ulusal çıkarlarına uymayan Topluluk politikalarının dışında kalmayı tercih etmiştir. Britanya'nın gerek kendini Kıta Avrupası'nın politik, ekonomik ve toplumsal yapısından ayrıştırarak, gerekse karşılaştırmalı bir üstünlük belirterek istisnacılığını üyelik öncesi ve sonrası dönemde devam ettirdiği söylenebilir. Avrupa entegrasyonunun ilkelerinden ve politika gerekliliklerinden kendini hariç tutma iddiası olarak tanımlanabilecek Britanya istisnacılığına dair Britanya Parlamentosu'nun iki ana akım partisi İşçi Partisi ve Muhafazakâr Parti tarafından üretilen siyaset ve söylem, bu çalışmanın temel araştırma konusudur. Britanya Parlamentosu içinde Avrupa entegrasyonuna karşı geliştirilen farklı tutumlar arasından istisnacılığı söylem analizi yöntemi ile inceleyen bu çalışmada, bahsi geçen iki partinin milletvekillerinin parlamento konuşmaları 1973-2017 dönem aralığında, parlamentonun resmi arşivi Hansard üzerinden elde edilen veriler aracılığıyla incelenmiştir. Bu bağlamda çalışmanın ilk amacı İşçi Partisi ve Muhafazakâr Parti milletvekillerinin istisnacılık siyasetinin söylemsel boyutunu nasıl kurguladıklarının incelenmesi, ikinci amacı ise bu iki partinin istisnacılık söylemi arasında ne gibi benzerlikler ve farklılıklar olduğunun tespit edilmesidir. Söylem analizi sonucunda iki partinin istisnacılık söyleminin yoğunlaştığı ana başlıklar egemenlik, ekonomik yapının biricikliği, dünya gücü olma iddiası ve ada devleti olma halinden kaynaklı coğrafi konum olarak ortaya çıkmıştır. ; The idea of European integration has emerged to restore political and economic destruction in Europe after the Second World War, yet Britain stood aloof from this idea compared to other nation states in the Continent. Although in 1960s, Britain applied for the membership of European Economic Community, which was the most tangible output of integration attempts and became a member state in 1973; throughout the membership period, Britain preferred to opt-out from the policies of Community which were not in line with national interests of the country. It can also be argued that Britain has maintained its exceptionalism both before and after membership, either by differentiating itself from the political, economic and social structure of Continental Europe or claiming a comparative superiority. The main subject of this study is the politics and discourse on British exceptionalism- which can be defined as the assertion of exemption from the values and policy necessities of European integration- produced by the two mainstream political parties of British Parliament, Labour and Conservative Parties. In this study, exceptionalism as one of the various lines of conduct inside British Parliament towards European integration has been examined by discourse analysis of the speeches of MPs from the two political parties in question covering the period from 1973 to 2017 through the data retrieved from Hansard, the official archive of British Parliament. In this context, this study aims, firstly, to analyse how the MPs of Labour and Conservative Parties construct the discourse dimension of exceptionalist politics and secondly, to determine what kind of similarities and differences between these two political parties' exceptionalist discourse. Sovereignty, the uniqueness of economic structure, claim for world power and geographic location as an island nation are the main topics emerged out of discourse analysis.

Entegrasyon ya da bütünleşme, `Siyasal aktörlerin sadakatlerini beklentilerini ve siyasal eylemlerini ulus devletler üzerinde yeni bir merkeze yöneltmeleri süreci' olarak tanımlanmaktadır. Entegrasyonun oluşmasında öncelikli olarak ortak çalışma alanlarının devletler tarafından paylaşılması son derece önemlidir. Nitekim Avrupa Birliği (AB) bütünleşme süreci buna en güzel örnektir. Enerji ülkelerin ekonomik gelişmişliklerini ve ulusal güvenliklerini derinden etkileyen temel bir olgudur. Ekonomik gelişmişlikle birlikte artan enerji talebi, ülkeleri sürdürülebilir enerji arzı sağlamaya, bu kaynakları çeşitlendirmeye ve verimli bir şekilde kullanılabilir hale getirmeyi zorunlu kılmıştır. Bu nedenle ülkeler enerji alanında birbirleri ile çatışmak yerine kolektif çıkarları gözeterek beraber çalışmaya başlamışlardır. Nitekim ulusal çıkarları açısından son derce önemli bir yere sahip olan enerji güvenliği meselesi, son yaşanan Ukrayna krizinden sonra AB ülkelerinin ortak politika belirleme noktasında baskın unsur olarak ortaya çıkmaktadır. Böylece reddedilen Avrupa Anayasası ve son genişlemeyle entegrasyon heyecanını yitirmiş olan AB için entegrasyon aracı kendini göstermeye başlamıştır. Entegrasyon aracı olarak enerji sadece AB entegrasyonunu ivmeleyici bir etken olmayıp diğer yandan enerji tedariki noktasında AB'nin üretici ülke ve transit ülkelerle olan entegrasyon seviyesini yükseltmektedir. Türkiye jeopolitik olarak Asya ve Avrupa'nın arasında, transit ülke konumundadır. Bulunduğu yer konumuyla da Avrupa enerji politikalarının etkili bir şekilde uygulanabileceği bir özelliğe sahiptir. Sahip olduğu konum, Türkiye'nin üyelik sürecinde elini kolaylaştırmaktadır. Zira AB Türkiye ile birçok enerji projesi geliştirmektedir, böylece Rusya alternatif enerji rotalarıyla enerji güvenliğini sağlamlaştırmaktadır. Bu tezde entegrasyon teorilerinden yola çıkarak enerjinin AB entegrasyonuna olan etkisi araştırılmış ve bu bağlamda transit bir ülke ve aday ülke konumunda olan Türkiye'nin AB ile enerji ortaklığı dikkate alınarak Türkiye-AB ilişkileri bu çerçevede irdelenmiştir. ; Integration has been defined as process of direction of political actors? expectation and political action to new center over national state. Common working area and cooperation among states are important to be integration. European integration is one of the most important examples of it. But European integration has problems about its integration level because EU Constitution has been rejected and the members? economies of European Union (EU) are in stagflation process with enlargement processes. Energy is getting important agenda of EU with Ukraine crisis. Economic development of China, Latin America and India are important factors in terms of global energy demand. EU does not have adequate energy resources when it is compared with its grant amount of energy consumption. Therefore, to reach to sustainable energy supply is the common policies of the Countries and European Union. EU tries to diversification of energy sources and using of energy effectively. Therefore EU tries to compose common energy politics over the states. Energy cooperation of members of EU has resulted as higher integration level of EU, and also, energy cooperation with neighbor countries, regions, transit countries and EU is increasing day by day. Turkey is a transit country between Europe and Asia. Therefore, Turkey has important role to determine energy politics for EU. Turkey and EU have many common energy pipeline projects between them, and the energy cooperation of Turkey and EU in energy field strengthens the membership process of Turkey to European Union. This thesis tries to explain the importance of energy as an integration tool for European Union in a framework of European Union integration theories and European Union?Turkey relationship evaluated aspect of energy cooperation and it results for both sides.

Dünyanın çeşitli yörelerinde başlayan bölgesel bütünleşme hareketleri, kültürel ve coğrafi yakınlıklara dayalı olsa da, temelinde ekonomik ilişkilerin olduğu bir gerçektir. Bu tür ekonomik örgütlenmelerin son zamanlarda dünyanın her tarafında hız kazandığı görülmektedir. Bu ekonomik örgütlenmelerden en önemlisi de Avrupa Birliği'dir. Gümrük Birliği, Tek Pazar gibi önemli aşamalardan sonra en son ve en kapsamlı olan Ekonomik ve Parasal Birlik (EPB) aşamasına geçen Avrupa Birliği, üye ülkelerin ekonomik standartlarını birbirine yakınlaştırarak, bölgeselleşmenin başarı ile sürdürülmesini sağlamaktadır. Bu kapsamda Parasal Birlik aynı zamanda, üye ülkelerin ekonomilerinde borç, fiyat istikrarı, faiz oranları, kur istikrarını içeren kriterlere uymalarını zorunlu kılmaktadır. Avrupa Birliği ile yıllardır süren ve henüz istediği aşamaya ulaşamayan bütünleşme süreci, Türkiye'nin önemli dış politika amaçlarından biri olmuştur. Bu çerçevede yapılan reform çalışmaları ve parasal birlik için istenen kriterlerin karşılanması bu tezin asıl amacını oluşturmaktadır. Bu çalışma ile Avrupa Birliği uyum sürecinde Türkiye ile yaşanan ekonomik ilişkilere değinilmiş ve ekonomik bütünleşme teorisi çerçevesinde hangi aşamanın gerçekleştiği ve bundan sonra kalan aşamalar için neler yapılması gerektiği üzerinde durulmuştur. Özellikle, birliğin en önemli ticari ortaklarından biri konumunda bulunan Türkiye'ye, bütünleşmenin yol haritasının zorlu yollardan geçirilmesi bütünleşmenin düşünüldüğü gibi kolay olmayacağının göstergesi niteliğindedir. Bu doğrultuda, Türkiye'nin bundan sonraki yaklaşımı bütünleşmenin sürdürülebilirliği açısından önem arz etmektedir. ; Although regional integration movements, that emerge in various parts of the world, are derived from cultural and geographical proximity, it is a fact that they are based on economic relations. It is observed that foundation of such economic organizations is accelerating all around the world. Most important of those organizations is the European Union. After going through important phases like Customs Union and Common Market, the European Union achieved the last and the most comprehensive stage: Economic and Monetary Union. By making the economic standards of member countries converge, the European Union successfully sustains the regionalization. Also in this regard, Monetary Union requires the debt level, price stability, interest rate and exchange rate stability of member state economies match certain criteria,. The integration process with the European Union has been of important foreign policy objectives of Turkey, although this process has been going on for years but has not reached the desired level yet. In this study, the economic relations of Turkey in the process of harmonization with the European Union are mentioned and the level of progress in the framework of economic integration theory is elaborated. Especially, headed for integration with the Union as one of the main commercial partners, the obstacles confronted by Turkey are signs that the integration process will not be as easy as expected. In this perspective, the attitude of Turkey hereafter is crucial in terms of sustainability of the integration.

Bu çalışma, Türkiye'nin Avrupa Birliği'ne (AB) üyeliğine engel olan faktörleri incelemek üzere hazırlanmıştır. AB ile ilişkiler, Türk dış politikasının her zaman en önemli konularından biri olmakla birlikte son yıllarda daha ön plana çıkmıştır. 6 Mart 1995'den günümüze AB üyeliği, iktidar yada muhalefet partilerinin üzerinde uzlaştıkları ortak bir hedef olarak belirlenmiştir. Türkiye, yaklaşık elli yıldan beri Avrupa bütünleşmesinin bir parçası olmaya çalışmaktadır. Bu, tarihsel süreçte kendini Avrupalı görme eğilimi ile örtüşmektedir. Ancak son dönemde tam üyeliğin bir türlü gerçekleşmemesi nedeniyle kamuoyunda bir bıkkınlık hakimdir. Ayrıca, Avrupa kamuoyunun bir kısmında da Türkiye'nin Avrupa değerlerini özümseyemeyeceği görüşü hakimdir. İçinde bulunulan süreçte, Türkiye'nin AB üyeliğini engelleyen önemli sorunlar olduğu açıktır. Çalışmanın, birinci bölümünde AB'nin kendi içinde gelişimi açıklandıktan sonra ikinci bölümde Türkiye-AB ilişkileri tarihsel perspektif ile açıklanmaktadır. Üçüncü bölümde, AB ile ilişkilerde, sorunların özellikle Avrupalı karar vericilerce nasıl ortaya konulduğu bu yönde hazırladıkları raporlar çerçevesinde ele alınmaktadır. Çalışma, Kıbrıs sorunu, Kürt sorunu, Yunanistan'la ilişkiler, insan hakları gibi meseleleri kapsayan bu raporların Türkiye'nin AB üyelik sürecini nasıl etkilediği sorusu üzerinde odaklanmaktadır. Bu soruların cevaplandırılması, uzun ince bir yol olarak tanımlanabilecek üyelik sürecinin geldiği noktanın anlaşılması bakımından önemlidir. However the relations with EU is one of great importance in Turkish foreign policy it looms large in recent years. Since March 6, 1995 membership of EU is modified as common target that parties in power or opponents compromise on. Turkey tries to be a part of EU nearly for fifty years. This overlaps with tendency of perceiving itself as European in historical process. But boredom covers the public opinion because of not fulfilling of full membership in the last period. Moreover there is an opinion in some part of the European public opinion that Turkey can not adopt European values. It is clear that there are important problems that counteract Turkey's membership of EU throughout the current process. In the fist chapter of study, foundation of EU explained in itself. After that in the second chapter Turkey-EU relations is explained with historical perspective. In the third chapter how the problems especially displayed by European decision-makers argue with the reports which is prepared in this way. This study focuses on the question of how reports including the issues like Cyprus problem, Kurdish problem, relations with Greece and human rights affect the process of Turkey's membership of EU. To understand the point in the membership process that can be defined as long and thin way is considerable in answering these questions. Key Words: European Union, Integration, Progress Report
