The declaration of independence of Ukraine and the deep social, economic and political transformation of Ukrainian society are the historical factors that trigger the need for the new regional policy based on the improvement of territorial and administrative structure. Such reforms should be based on a strategic vision of new Ukrainian ideology of regional development governance, local government and territorial organization of national economy.The current importance of faster solution of the issues is derived from the negative developments across all areas of society in Ukraine and in the regions; the necessity to avoid threats to its integrity; the addressing the problems of military operations in the eastern regions.In this regard we propose to reform the regional policy of Ukraine in direct connection with the implementation of the comprehensive territorial and administrative reorganization.The implementation of new territorial and administrative system in Ukraine may be considered as one of the important steps towards ensuring the reform of regional policy based on the current features of social and economic regional development, the changes in their geospatial organizations due to the gravitational processes taking place at the interregional and intraregional levels.At the moment the Ukrainian government believes that the territorial and administrative reform should be carried out only at the community level based on the principles of decentralization and improving of the effectiveness of local governments. The evidence of this approach is the amalgamation of villages, towns and cities in order to enhance their social and economic potential and to expand their financial capabilities.Key words: Ukraine, territorial - administrative structure, regional policy, community, district, area

The entry into force of the Lisbon Treaty has brought about a proliferation of "integration principles". In addition to the environmental integration principle, which has been part of the EU legal framework for some time, the Lisbon Treaty introduced the principles of gender equality integration, social policy integration, non-discrimination integration, consumer protection integration as well as animal welfare integration. Furthermore, a general principle of integration policy objectives is contained in Article 7 TFEU, requiring that the Union must ensure consistency between its policies and activities, taking all relevant policy requirements listed under the TFEU into account in the adoption of any legislative measure. These integration principles must be pursued, or at least taken into account, when decisions are being taken in almost any area of EU policy-making. However, there is considerable uncertainty regarding the normative implications of the various integration principles as well as their legal value and practical relevance for EU policymaking. This book addresses the implications of the proliferation of sectorial integration principles and the introduction of a universal requirement of policy consistency in terms of the division of competences between the Union and the Member States as well as the scope for judicial review of the EU legislative process. In particular, it explores whether the introduction of various integration principles has led to an extension of Union competences and whether it has limited the scope for judicial review by extending the discretionary power of the Union institutions.

Construction clients and governments recognise the significant impact the design, construction and occupation of buildings have on the environment and society. The construction industry and governments have a central role in driving the sustainable development agenda. Good sustainable design can deliver buildings with low running costs-an attribute that is highly attractive to both the society and businesses. The aim of this paper was therefore to examine the integration of sustainability principles into construction projects. The review provided key evidence of the link between sustainability and better project performance, through the integration of sustainability principles. AbstractInternational lawyers and courts consider the principle of systemic integration to be a potential answer to difficulties arising from the fragmentation of public international law. This article questions the application of this approach in the context of human rights treaties. It is argued, first, that in many instances, systemic integration raises serious interpretational and jurisdictional concerns and, second, that systemic integration may give rise to a less diverse international law.

Despite a considerable scholarly interest in differentiated integration (DI) as a design option, the literature on the topic is fragmented and unsystematic. The present paper fills this gap by developing a novel analytical framework to inform the assessment and design of international integration schemes based on seven evaluative criteria (feasibility, overall benefits, substantive fairness, procedural fairness, acceptance, sustainability, and overall desirability) and related design principles (maximization or satisfaction) and empirical indicators. It then applies it to the available theoretical and empirical literature on various models of international integration to identify the comparative strengths and weaknesses of internal DI and external DI. In light of the predominantly normative and highly controversial nature of the assessment process, the analysis suggests that the best way to design efficient and legitimate DI schemes is to ensure their responsiveness to democratic preferences and decision-making procedures at the national or EU level. ; This publication is part of the InDivEU project which has received funding from the European Union's Horizon 2020 research and innovation programme under grant agreement number 822304.
