One of the major weaknesses of the studies on the development of International Relations (IR) curricula in Turkey is the lack of systematic data on the characteristics history development and current status of the IR academia. In order to reveal research practices of academicians and how international relations is taught and how IR scholars perceive the discipline an online survey was conducted among the faculty members of the IR Departments in Turkey in June-July 2009. Scholars were asked to answer 55 questions about the IR curriculum courses research subjects and major theoretical approaches political attitudes funds language and types of publication academic journals universities the involvement of academy in policy-making process and non-academic intellectual activities. The results of the survey indicates that IR studies in Turkey seems to be foreign policy oriented focus on Turkey and the big power policies and the discipline is under the influence of Realism.

Birleşmiş Milletler kuruluşundan bu yana özellikle 90'lı yıllardan sonra aktif olarak uluslararasası barış ve güveniği koruma kapsamında etkin kararlar almaya başladı. Özellikle Yugoslavya kriziyle birlikte uluslararası toplumda uluslararası barış için bir umut doğdu. Artık soğuk savaş sona ermiş her iki bloğa ait devletler bir araya gelerek uluslararası barış için birlikte karar alabilir duruma gelmiştir. Hatta BM Güvenlik Konseyi uygulamalarında uluslararası ilişkilerde esaslı bir kural olan "iç işlerine karışma yasağı" (BM Sözleşmesi'nin 2/7. md) sebebiyle devletler arasında çatışma yokluğuna dayanan barışın "negatif barış" olarak anlaşılmasından yanında, bir devletin içinde de barış içinde birlikte yaşamayı ifade eden "pozitif barış" anlamıyla da uygulanması düşüncesi doğmaya başladı. Fakat bu umut uzun sürmedi. Rusya'nın kısa sürede kendini toparlamasıyla birlikte yine uluslararası toplumda çıkarlara dayalı kararlar alınmaya başlandı. Mali krizi bu alanda alınan son ortak kararlardan birisidir. Bu çalışmada Mali krizi çerçevesinde BM Güvenlik Konseyinin uluslararası barışın negatif anlamının yanında positif anlamı da kararında esas almış mıdır, sorusunun cevabı aranmaktadır. ; The United Nations (UN) has adopted effective resolutions since its foundation, particularly during 1990's, for the sake of promotion and protection of global peace and security. Especially following the UN's firm stance for the Yugoslavia crisis, the hopes for global peace have remarkably raised. The Cold Was had come to the end and the states from the opposite alliance blocks of the Cold War were enabled to make decisions altogether in order to protect global peace. In the UN Security Council's practice, even the idea that the concept of "positive peace," which regards the internal peace of states as a matter to be addressed by international community, could substitute the concept of "negative peace," which implies the peace situation only among states and does not regard internal peace of states because of the main principle of non-intervention enacted in Article 2/7 of the UN Charter.Nevertheless, these hopes could not last long. As Russia could gather its strength after a short while, the decision-making mechanism of the international community became solely interest-based once again. In this article, the author is trying to examine the question whether the UN Security Council has endorsed the concept of "positive peace" or "negative peace" while its approach to Mali case, which is a remarkable international crisis occurred in 2000's.

Tez ÖzetiBu tez çalışmasında ilaç sektörü özelinde fikri mülkiyet haklarının küresel ölçekte yükselişi ve bu yükselişe paralel olarak farklılaşan devlet stratejileri analiz edilmiştir. Çalışmanın temel amacı temel "ilaçta fikri mülkiyet haklarının global ölçekte sıkılaştırılmasına bazı gelişmekte olan ülkeler direnç gösterirken diğerleri neden göstermemiştir?" sorusuna cevap bulmaktır. Bu soruya cevap bulabilmek için, John M. Hobson'un İkinci Dalga Neo-Weberyan Devlet Yaklaşımı'ndan yararlanılmış ve uyarlanan bu yaklaşım karşılaştırmalı ülke örneklerine dayanılarak incelenmiştir. Bu amaçla Hindistan, Brezilya, Güney Afrika Cumhuriyeti ve Türkiye örnek ülkeler olarak seçilmiştir. Elde edilen bulgulara göre, devletlerin kendi politik önceliklerinde ortaya çıkan farklılıklar, altyapısal gücünde ve yoğunlaşma derecesindeki farklılıklar ve ulusal/uluslararası devlet dışı aktörlerle kurulan ilişkilerde farklılıklar –Bu çalışmada ulusal/uluslar arası devlet dışı aktörler olarak yerli ilaç firmaları, yabancı ilaç firmaları, yabancı devletler, iktisadi entegrasyonlar ve Sivil toplum örgütleri ile tüketiciler seçilmiştir.- farklılaşan devlet stratejilerinin kaynakları olarak görülmüştür. Bahsedilen teorik kurgu çerçevesinde Hindistan ile Brezilya yüksek direnç gösteren, Güney Afrika Cumhuriyeti orta seviyede direnç gösteren ve Türkiye direnç göstermeyen (uyum gösteren) ülkeler kategorisinde değerlendirilmiştir. Thesis Summary In this thesis study, the global increase of intellectual property rights in particular pharma sector, and state strategies varying according to this increase are analyzed. The aim of this study is to find an answer to the question of "Why did some of the developing countries resist to the tightening up of global intellectual property rights while some other ones didn't?" John M. Hobson's second wave Neo-Weberian State Approach is followed and analyzed according to the comperative country examples in the study. India, Brazil, South African Republic and Turkey is chosen as example countries. According to the findings of the research, differences in the political priorities, substructural power and concentration level are the sources of differeces in countries' strategies. Local and foreign pharmaceutial companies, economic integrations, non-governmental organizations, and consumers are chosen for this study as national and international non-state actors. In the frame of above mentioned theory, India and Brazil are classified as highly resistant, South Africa is classified as medium resistant and Turkey is classified as a non-resistant (compatible) country.

Bir uluslararası sistem içinde varlık gösteren devletler güvenliği sağlamak için dost-düşman ayrımı yaparlar. Sistemde yer alan tek aktör devletler olmadığı için, güvenliğin oluşturulması zorlaşmaktadır. Müslüman Kardeşler Örgütü hem uluslararası sistemde, hem de Mısır iç siyasetinde, barışı savunduğu halde, adı "terör örgütü" ifadesi ile eşleştirilmeye çalışılan önemli bir aktördür. 11 Eylül 2001 terör saldırılarının ardından İslam dininin adını terör ile birlikte kullanmaya başlayan ABD, uluslararası literatüre "İslamofobi" kavramını hediye etmiştir. Bu noktadan sonra da ABD dış politikasında önceliği, radikal İslamcı örgütlerle mücadeleye vermiştir. Şüphesiz El-Kaide ya da IŞİD gibi örgütler, sivil yaşama kast eden terör eylemleri organize etmektedir. Ancak tüm İslami örgütleri aynı kefeye koymak adil olmamaktadır. Savunmacı İslami örgütler, bir sivil toplum örgütü gibi hareket ederek, fikirsel mücadele vermektedirler. Ancak daha ortak bir terör örgütü tanımı yapamayan devletler, İslami örgütlere nasıl yaklaşmaları gerektiği konusunda da, ortak bir davranış sergileyememektedir. Terör kavramı siyasallaşmıştır. Müslüman Kardeşler Örgütü de bu durumdan etkilenen örgütlerden birisidir. Bu çalışmanın amacı, Müslüman Kardeşler Örgütü"nün kimliğini ve siyasal duruşunu analiz ederek, uluslararası sistemdeki önemli aktörlerin onu nasıl algıladıklarını ortaya koymaktır. ; Being a part of the international system states have to make enemy-friend distinction in order to ensure the security. Since states are not the only single actor in the system, it becomes difficult to establish the security. Although The Muslim Brotherhood Organization defends peace, it has been labeling as a "terrorist organization" both in the international system and the Egyptian domestic policy. Following the terrorist attacks happened at September 11, 2001, the US started to use the term of Islam with terrorism and presented "Islamophobia" into the international literature. Certainly, organizations such as al-Qaeda or ISIS have been organizing terrorist acts that threats civilian life. However, it is not fair to put all Islamic organizations in the same pot. Defensive Islamic organizations act as a non-governmental organization and provide an intellectual struggle. However, states which cannot use a common definition of terrorist organization also do not have a common attitude about how they should approach the Islamic organizations. The concept of terrorism is politicized. The Muslim Brotherhood Organization is one of the organizations affected by this situation. The aim of this study is to analyze the identity and political stance of the Muslim Brotherhood Organization and to point how important actors in the international system perceive it.

Bu makalenin amacı Türkiye-Yunanistan arasındaki Kıbrıs meselesi üzerinden Demokratik Barış Teorisi'nin (DBT) sorgulanmasıdır. Bu sorgulama dört aşamada yapılmıştır. Öncelikle DBT'nin düşünsel arka planı ele alınmış, ardından teori kavramsal ve kuramsal açıdan kısaca tanıtılmıştır. Üçüncü aşamada teorinin başlıca teorisyenlerinden biri olan Michael Doyle'un her iki ülkeyi liberal-demokratik ya da tersi ilan ettiği dönemler yine teorinin bir ülkeyi liberal-demokratik olarak tanımlamak için başvurduğu kurumlar üzerinden değerlendirilmiş; her iki ülkenin bu dönemlerdeki durumları analiz edilmiştir. Sonuç bölümünde ise her iki ülkenin savaşma ya da savaşmama kararları ile sahip oldukları rejimin türü arasındaki bağıntı sorgulanmıştır. Bu çalışmada temel olarak; Michael Doyle'un Türkiye'yi 1971-1974 ve Yunanistan'ı 1967-1975 dönemlerinde anti-liberal rejimlere sahip iki ülke olarak tanımlayıp 1974 yılında savaşmalarını bu duruma bağlamasının tek başına yeterli gerçekçi bir yaklaşım olmadığı sonucuna varılmış, her iki ülkenin savaş kararı almalarında sadece rejim türlerinin değil; Soğuk Savaş dönemi dinamiklerinin ve iki ülkenin uluslararası çıkarlarının da etkili olduğu kanaatine ulaşılmıştır. ; The purpose of this article is to examine the Democratic Peace Theory in the framework of the Cyprus issue between Turkey and Greece. This inquiry has been carried out in four stages. First, the intellectual background of the Democratic Peace Theory was discussed, and then the theory was briefly introduced conceptually and theoretically. In the third stage, the periods when Michael Doyle, one of the main theorists of the theory, declared both countries as liberal-democratic or vice versa, were evaluated through the institutions that the theory applied to define a country as liberal-democratic and the situations of both countries in these periods were analyzed. In the conclusion part, the relationship between the decisions of both countries to fight or not to fight and the type of regime they have is examined. In this study, it was concluded that Michael Doyle defined both Turkey between the periods 1971-1974 and Greece between the periods 1967-1975 as the two anti-liberal regimes countries, and indicates that linking the war of the two countries in 1974 to this situation is not a sufficient realistic approach. Not only the regime types but also the Cold War era dynamics and the international interests of the two countries were effective in the war decision of both countries.

In this study, it is aimed to address the problems that arise with the development of the digital economy thanks to the digital transformation experienced with the Fourth Industrial Revolution (Industry 4.0), and to explain what needs to be done by suggesting solutions in order to support the digital economy with a sustainable development model. Since 1996, when the concept of digital economy was first introduced in the literature, the concept of digital economy has been used as a keyword in studies (more than 130) published in the database (ScienceDirect, Wiley, Taylor&Francis, Springer, SSRN, DergiPark) and in many scientific papers. Due to the Covid-19 epidemic, which emerged in 2019 and was effective on a global scale, the fact that individuals meet their basic needs and many needs through digital platforms has led to the acceleration of digital transformation and entrepreneurship, the development of new production models, and the diversification of digital marketing and digital economy tools. With the acceleration of the digital transformation process, positive developments have been experienced in the context of the digital economy. However, this situation has brought along some problems such as unemployment concerns, digital security problems, tax, audit and financial reporting problems, problems in the supply of qualified personnel, difficulties in protecting intellectual property rights, and selling low quality or counterfeit products. In addition to the benefits provided by the digital economy that develops with digital entrepreneurship, it makes the work unique by addressing the problems that will arise in social and economic terms and offering solutions for them.

This essay delves into the phenomenon of the "unveiling of Sufis" and traces Yaman Dede's journey to becoming a dervish within the Mavlavī Order in the Republic of Turkey. The Mavlavī Order, a longstanding Islamic Sufi tradition dedicated to preserving the spiritual teachings of Mevlānā Jalāl ad-Dīn Rūmī and his successors for over seven centuries, faced challenges under Turkey's secularization policies in 1925. This essay explores the extent to which the Mavlavī Order could practice its religious rituals within the secular framework of the Turkish Republic. Additionally, it examines the compelling appeal of the Mavlavī Order to seekers, worshippers, and intellectuals, a call that resonated deeply with Yaman Dede, a Christian Orthodox individual from Anatolia. Through biographical insights into Yaman Dede's identity quest amidst the backdrop of his conversion story, the essay sheds light on his inner turmoil caused by the clash of two faiths, ultimately leading to personal reconciliation as he embraced the path of a Mavlavī dervish. The latter part of the essay delves into the dynamics of the master-disciple relationship, with a focus on the interaction between Remzi Dede and Yaman Dede as a case study. Furthermore, it explores the enduring intellectual legacy of Yaman Dede and its impact on shaping the contemporary Sufi tradition in Turkey.
ÖZETTarihte gerçekleşmiş teknolojik devrimler arasında en büyük sosyal ve kültürel değişiklikleri meydana getiren ve kendini sürekli artan bir hızla yenilemeyi sürdüren, dijital devrim olmuştur. Egemenliğin bileşenlerinden olan siyasal iktidar da insan yaşamındaki ve paradigmasındaki bu global ölçekli ve bütüncül değişime karşı kayıtsız kalamamaktadır. Dijital devrimin siyasal iletişim ve siyasal katılım alanındaki katkılarının, anayasal fonksiyonları yerine getiren kişi ve kurumlar üzerinde de etki yaratması beklenmekte ve hâlihazırda gözlemlenmektedir. Bunun yanında yurttaşlar da kolektif karar alma süreçlerine etki edebilecek yeni teknolojik olanakları gözlemleyerek artık daha aktif katılımcılar olabileceklerini düşünmekte ve hatta çoğu zaman kamusal kararlara doğrudan yön verebileceklerine inanmaktadır. Bu tez yasama, yürütme ve yargı organlarının yapısının ve işleyişinin bilişim teknolojilerindeki gelişmeler ile birlikte dönüşümünü incelemeyi amaçlamaktadır. Bu dönüşüm incelenirken ayrıca bilişim teknolojilerinin siyasal iktidarın kullanılmasına ve denetlenmesine yurttaşları dâhil etme biçimine de değinilecektir. Çalışma boyunca Türkçe ve İngilizce literatürün yanı sıra karşılaştırmalı hukuktan uygulamalı örneklere de başvurulacaktır. Political power as a component of sovereignty also fails to ignore this holistic shift in human life and paradigm. It is expected and already observed that the contribution made by the digital revolution to political communication and political participation is soon to have an impact on the persons and institutions practicing the constitutional functions as well. At the same time, citizens, as they observe the new technological opportunities that may affect collective decision-making processes, assume that they can become more active participants and often believe that they can dominate public decisions. This dissertation aims to examine the structural and functional transformation of the legislative, executive and judicial bodies along with the developments in information technologies. At the same time, it will be explained how information technologies support citizens' participation in processes of enjoying and controlling the political power. Besides applied examples from comparative law, references will also be made to the reviewed literature in Turkish and in English throughout the study. ÖZET Tarihte gerçekleşmiş teknolojik devrimler arasında en büyük sosyal ve kültürel değişiklikleri meydana getiren ve kendini sürekli artan bir hızla yenilemeyi sürdüren, dijital devrim olmuştur. Egemenliğin bileşenlerinden olan siyasal iktidar da insan yaşamındaki ve paradigmasındaki bu global ölçekli ve bütüncül değişime karşı kayıtsız kalamamaktadır. Dijital devrimin siyasal iletişim ve siyasal katılım alanındaki katkılarının, anayasal fonksiyonları yerine getiren kişi ve kurumlar üzerinde de etki yaratması beklenmekte ve hâlihazırda gözlemlenmektedir. Bunun yanında yurttaşlar da kolektif karar alma süreçlerine etki edebilecek yeni teknolojik olanakları gözlemleyerek artık daha aktif katılımcılar olabileceklerini düşünmekte ve hatta çoğu zaman kamusal kararlara doğrudan yön verebileceklerine inanmaktadır. Bu tez yasama, yürütme ve yargı organlarının yapısının ve işleyişinin bilişim teknolojilerindeki gelişmeler ile birlikte dönüşümünü incelemeyi amaçlamaktadır. Bu dönüşüm incelenirken ayrıca bilişim teknolojilerinin siyasal iktidarın kullanılmasına ve denetlenmesine yurttaşları dâhil etme biçimine de değinilecektir. Çalışma boyunca Türkçe ve İngilizce literatürün yanı sıra karşılaştırmalı hukuktan uygulamalı örneklere de başvurulacaktır. Political power as a component of sovereignty also fails to ignore this holistic shift in human life and paradigm. It is expected and already observed that the contribution made by the digital revolution to political communication and political participation is soon to have an impact on the persons and institutions practicing the constitutional functions as well. At the same time, citizens, as they observe the new technological opportunities that may affect collective decision-making processes, assume that they can become more active participants and often believe that they can dominate public decisions. This dissertation aims to examine the structural and functional transformation of the legislative, executive and judicial bodies along with the developments in information technologies. At the same time, it will be explained how information technologies support citizens' participation in processes of enjoying and controlling the political power. Besides applied examples from comparative law, references will also be made to the reviewed literature in Turkish and in English throughout the study. ÖZETTÜRKİYE'NİN AVRUPA BİRLİĞİ'NE KATILIM SÜRECİ BAĞLAMINDA TÜRKİYE'DE KÜRTÇE DİL HAKLARI: AVRUPA ULUS-DEVLET MODELİ VE AZINLIK HAKLARINA ELEŞTİREL BİR YAKLAŞIMDil haklarının kaydadeğer bir şekilde uluslararası gündemi meşgul etmeye başladığı Soğuk Savaş sonrası dönemden itibaren, uluslararası kuruluşlar ve Avrupa kuruluşları azınlıkların dil haklarının korunması üzerine önemli metinler yayınlamaktadır. Bu gelişme, 2000 yılından itibaren ivme kazanan Türkiye'nin Avrupa Birliği'ne katılım süreci sebebiyle Kürtçe dil haklarının güncel bir soruna dönüştüğü Türkiye'deki mevcut eğilime de denk düşmektedir. Bu çalışma, Avrupa diasporasındaki ve Türkiye'deki Kürt entelektüellerinin görüşlerini dahil ederek, bu sürecin Türkiye'deki Kürtçe dil hakları sorunu üzerindeki etkilerini incelemiştir. Avrupa diasporasında ve Türkiye'de ileri gelen Kürt entelektüelleriyle yapılan görüşmeler, bu sürece yönelik olarak Kürt dilsel topluluğunun takındığı farklı tutumları ortaya çıkarmıştır. Bu sürecin incelenmesi, azınlıkların dil haklarının korunması üzerine uluslararası ve Avrupalı mekanizmaları da sınırlayan liberal ulus-devlet söylemine içkin çelişkiler üzerine bir analizi de ihtiva etmektedir. Bu inceleme, aynı zamanda, azınlıkların dil hakları üzerine uluslararası ve Avrupalı metinlerin, dilsel azınlık toplulukların beklentilerini neden karşılayamadığını da açıklamaktadır. Bu bağlamda, bu çalışmanın kuramsal iskeleti, dile özel bir atıfla, çoğunluk ve azınlık, birey ve topluluk, kamusal ve özel alanlar arasındaki ikili karşıtlıklar üzerine yapısökümcü bir analiz yardımıyla, dil haklarının sorunsallaştırılmasına hasredilmiştir. ABSTRACTKURDISH LINGUISTIC RIGHTS IN TURKEY WITH REFERENCE TO TURKEY'S ACCESSION PROCESS TO THE EUROPEAN UNION: A CRITICAL APPROACH TO THE EUROPEAN MODEL OF NATION-STATE AND MINORITY RIGHTSInternational and European organisations have issued significant documents on the protection of the linguistic rights of minorities since the beginning of post-Cold War era, when the question of linguistic rights has started to remarkably occupy the international agenda. This development has been matched by a parallel trend in Turkey, where the Kurdish linguistic rights have become a topical issue since 2000 due to the acceleration of Turkey's accession process to the European Union. This study examines the implications of this process on the question of Kurdish linguistic rights in Turkey through the inclusion of the views of Kurdish intellectuals in European diaspora and Turkey. The interviews conducted with the prominent Kurdish intellectuals reveal the diversity of standpoints that the Kurdish linguistic community takes with regard to this process. The examination of this process also includes an analysis on the contradictions within the liberal nation-state discourse, which delimits the international and European mechanisms for the protection of the linguistic rights of minorities. This examination explains why the international and European documents on the linguistic rights of minorities cannot meet the expectations of the linguistic minority communities. In this sense, the theoretical backbone of this study is devoted to the problematisation of linguistic rights with the help of a deconstructivist analysis on the binary oppositions between the majority and the minority, between the individual and community, and between the public and private spheres with a special reference to language, which has been a significant constituent of the liberal nationalist discourse. Therefore, this study tries to become involved in contemporary critical approaches to the nationalist discourse through connecting the views of the Kurdish intellectuals in European diaspora and Turkey on the question of Kurdish linguistic rights in Turkey with a critical analysis on the liberal nation-state philosophy and minority rights.

Turkey's European Union (EU) membership process began in 1963 with the partnership agreement sign with the European Economic Community. Turkey's application for full membership in 1987 speed the process to achieve EU standards. The negotiations include comprehensive policy changes in many areas, from financial standardization to intellectual property rights. These policies are collected under 35 chapters in which each of these chapters has many significant conditions. Chapter 12 is about food safety, veterinary, and phytosanitary policies. This article examines one of the subjects that is an issue of the first part of the chapter, food safety. Kokorec, a Turkish street food made of animal intestines, has been popularized in EU-Turkey negotiations as it is one of the most critical issues among 35 chapters. Kokorec was presented as it is an essential obstacle for Turkish membership, and if Turkey abandoned this century-old food, it would join the Union. This popularization has been made via media and other platforms such as TV series, articles, songs, and news and debate programs. This article studies this phenomenon under two concepts, securitization and gastro-nationalism. This article suggests that the kokorec has been popularized as one of the most critical issues and subjected to successful securitization. The debate regarding hygiene, authentic cuisine, the national food industry, and other debates are only tools of the securitization for the public view. This study used the social and traditional means of media and suggested that Turkey's public opinion (especially until 2010) regards to EU membership was manipulated through these means. The securitization of kokorec prevents a real discussion about Chapter 12 (and even the 35 chapters) and its content related to food safety, veterinary, and phytosanitary policies. The Science of Wealth was written by Münif Pasha, who features large in our history of science and philosophy. The work was used as a textbook by the Ottoman Law School, and took its place among the texts that carried modern economic knowledge to the Ottoman world of thought. The period that started in the second half of the 19th century and continued up until the foundation of the Republic was a time of remarkable contributions to economic literature. The fact that The Science of Wealth remains an important part of this body of literature and reflects the economic knowledge of period in its discussions served as the basis for In The Science of Wealth, Münif Pasha defends the idea of a liberal economy, although his criticisms of some of the views of Adam Smith and Malthus differentiate his work from other books in the economics field at the time. Issues, such as private property, the division of labour, freedom of industry and trade, fixed pricing, customs and interest, all of which are highly important in the creation of a liberal transformation to an economic, political, administrative, legal, religious and social structure, are among the headings in the Science of Wealth. Bu çalışmada düşünce kuruluşlarının kamu diplomasisindeki rolleri incelenmiştir. Bu çerçevede Türkiye, ABD ve Almanya çalışmada karşılaştırılmalı olarak çalışılmış ve böylelikle her ülkeden de birer düşünce kuruluşu örneklem olarak tercih edilmiştir. Kendi ülkelerinin içinde ve dışında bilinirlikleri ve saygınlıkları olan, aynı zamanda faaliyetleri itibariyle diğer düşünce kuruluşlarına nazaran görece çeşitlilikleri bulunan Türkiye menşeili Siyaset, Ekonomi ve Toplum Araştırmaları Vakfı (SETA), ABD menşeili Amerika Birleşik Devletleri Alman Marshall Fonu (German Marshall Fund of the United States-GMF) ve Almanya menşeili Alman Uluslararası ve Güvenlik İşleri Enstitüsü (Stiftung Wissenschaft und Politik-SWP) incelenmiştir. Patrick Köllner'in uluslararası ilişkilerde düşünce kuruluşlarının: - Salon işlevi görme ve kişi odaklı iletişim kanalları oluşturma, - Uluslararası ilişkiler çalışmaları hakkında kamuoyunu bilgilendirme, araştırma brokerliği yapma, - Uluslararası ve küresel meseleler hakkında ulusal ve uluslararası gündem oluşturma, - Gayr-ı resmi diplomatik ilişkiler geliştirme, - İkinci görüş sunma, - Danışmanlık işlevi görerek stratejik söylemleri doğrudan etkileme, - Yarı otoriter rejimleri meşrulaştırma ve entelektüel amigoluk yapma, - Düşünce ihraç etme, - Uluslararası ilişkiler ve stratejik araştırmalar anlayışının oluşmasına katkıda bulunma, - Diplomatik eğitimler sunma ve uluslararası ilişkiler eğitim programları yaparak öğrencilere mentörlük etme, rolleri esas alınarak örneklem olarak alınan kurumların kamu diplomasisi bağıntısı araştırılmıştır. Bu doğrultuda çalışmanın iki sorusu bulunmaktadır: 1. Düşünce kuruluşları yürüttükleri faaliyetlerle bir kamu diplomasisi aktörü müdür? 2. Düşünce kuruluşlarının kamu diplomasisi yapım süreçlerinde üstlendikleri roller nelerdir? Birinci soru bağlamında çalışmanın temel hipotezi: sivil inisiyatif olma özelliği bakımından düşünce kuruluşları kamu diplomasisinde birer aktördür. İkinci soru bağlamında çalışmanın temel hipotezi: Köllner'in düşünce kuruluşlarına uluslararası ilişkiler bağlamında atfettiği roller, örneklem düşünce kuruluşları tarafından kamu diplomasisi faaliyeti kapsamında oynanmaktadır. Çalışmanın hipotezlerini sorgulamak için karma bir araştırma yöntemi takip edilmiş ve "literatür taraması", "içerik analizi" ve "niteliksel araştırma" yöntemleri kullanılmıştır. Araştırmanın literatür taraması kısmını diplomasi, kamu diplomasisi ve düşünce kuruluşları oluşturmuştur. İçerik analizi kısmını üç kurumun web sayfaları ve medya yansımaları, rapor, dergi, konferans, panel ve sempozyum bildirileri oluşturmuştur. Son olarak niteliksel araştırma kısmını ise düşünce kuruluşlarının yetkilileri, kamu diplomasisi kurumlarında, düşünce kuruluşlarında görev alanlar ve akademisyenlerden oluşan 13 kişi ile derinlemesine mülakatlar yapılmıştır. Araştırmanın bulguları ışığında ulaşılan sonuca göre düşünce kuruluşları politika uygulayıcılarının politika oluşturmalarında yardımcı kuvvet rolü oynayabilirler. Sivil inisiyatifler olmaları hasebiyle de düşünce kuruluşlarının kamu otoritelerine oranla hareket serbestiyetleri yüksektir. Ayrıca bu çalışmada düşünce kuruluşlarının yardımcı kuvvet rolü oynamalarından hareketle bu organizasyonlar için "Akıncı Birlik" kavramsallaştırması önerilmektedir. Üç farklı ülkede bulunan GMF, SETA ve SWP'nin kamu diplomasisi faaliyetlerinde birer aktör oldukları tez çalışmasının bulgusudur. Ayrıca söz konusu düşünce kuruluşlarının faaliyetlerinin katkısı menşei ülkelerinin siyasi, iktisadi ve sosyal durumlarına göre değişmektedir. Buradan hareketle söz konusu ülkelerin sert güç yerine yumuşak güç bağlamında kamu diplomasisinde düşünce kuruluşlarını bir paydaş olarak görmesi kendilerine uluslararası ilişkilerde avantaj sağlayacaktır. ; The study emphasizes the role of think tanks in public diplomacy. In this context, the Turkey, United States of America, and Germany case studies have been examined. A think tank organization sample was picked from each country to test the relevance of the research hypothesis. The well renowned and prestigious think tank organizations of Foundation for Political, Economic and Social Research (SETA), German Marshall Fund of the United States (GMF) and, The German Institute for International and Security Affairs (Stiftung Wissenschaft und Politik-SWP) has been studied. The relationship of public diplomacy of institutions gained as an example has been investigated based on the following roles of think tanks organizations in international relations developed by Patrick Köllner. According to Köllner, think tank organizations: - Should have salon function and create person-oriented communication channels. - Also need to inform the public about international relations studies. - Act as a research broker. - Set national and international agendas on international issues. - Develop informal diplomatic relations. - Presenting second opinions. - Directly influencing strategic discourses by acting as consultants. - Legitimizing semi-authoritarian regimes and intellectual cheerleading. - Exporting ideas. - Contributing to the formation of an understanding of international relations and strategic research. - Offering diplomatic training and mentoring students by providing international relations training programs. In this direction, the study develops two essential questions: 1. Are think tanks actors of public diplomacy with the activities they conduct? 2. What are the roles of think tanks in building public diplomacy? The first question is leading to the study's main hypothesis, which is: to be a civil initiative, think tanks are actors in public diplomacy. While the second question introduces another aspect of the research's hypothesis: The roles that Köllner attributes to think tanks in international relations are played by sample think tanks within public diplomacy activities. A combination of "literature review", "content analysis" and "qualitative research" is followed in the thesis study. The literature review comprises the investigation of notions such as diplomacy, public diplomacy, and think tanks as a part of the research. The content analysis makes up for the three institutions' websites browsing, media reflections, reports, magazines, conferences, panels, and symposiums' examination. The qualitative research part was conducted with in-depth interviews with 13 people representing official spokespersons of think tanks, public diplomacy institutions, former think-tankers, and academics. According to the conclusion reached considering the findings of the research, think tanks can play an auxiliary power role in policymaking by same-field practitioners. Since they are civil initiatives, think tanks have higher freedom of action compared to state authorities. Besides, the conceptualization of "Akıncı Unity" is recommended in this study for think tanks based on their role as an auxiliary force. The case of GMF, SETA and SWP organizations as actors in public diplomacy activities in the three different countries constitutes the findings of a thesis study. The contribution of these think tanks' activities varieties according to the political, economic, and social situation in their countries. From here, it will give them an advantage in international relations if countries consider the think tanks institutions a stakeholder in public diplomacy linked to the soft power context rather than hard power.

Savunma harcamaları ile ilgili bugüne kadar birçok çalışma yapılmıştır. Bu çalışmanın temel amacı özgürlüklerin ve kurumsal faktörlerin savunma harcamaları üzerindeki etkisini incelemektir. Özgürlük göstergeleri; güçlendirme hakları endeksi, toplanma ve örgütlenme özgürlüğü, konuşma özgürlüğü, seçimde öz tayin, din özgürlüğü, işçi hakları, kadının ekonomik hakları, kadının siyasi hakları, kadının sosyal hakları, yargının bağımsızlığı on farklı değişken çalışmaya dahil edilmiştir. Kurumsal faktör göstergesi olarak dokuz farklı değişken kullanılmıştır. Bu değişkenler; ifade özgürlüğü ve hesap verebilirlik, siyasi istikrar ve şiddetin yokluğu, devlet etkinliği, idari kalite, hukukun üstünlüğü, yolsuzluğun kontrolü, hukuk ve politikaya askeri müdahale, toplumsal cinsiyet eşitsizliği, hukuk sistemi ve mülkiyet hakları şeklinde çalışmaya dahil edilmiştir. Bu çalışmada özgürlüklerin ve kurumsal faktörlerin savunma harcamaları üzerindeki etkisi 1990-2017 yılları arasında 151 ülke için çalışma yapılmış olup ampirik olarak dengesiz panel veri setinden yararlanılmıştır.Kurumsal faktörler ile savunma harcamaları arasında negatif ve istatistiksel olarak anlamlı bir ilişki olduğu sonucuna varılmıştır.Ancak kurumsal faktör değişkeni olan yolsuzluğun kontrolü ve savunma harcamaları arasında pozitif ve istatistiksel olarak anlamlı bir ilişki olduğu sonucu tespit edilmiştir.Özgürlükler ile savunma harcamaları arasındaki ilişki tüm değişkenler için negatif ve istatistiksel olarak anlamlı bir ilişki olduğu ve tüm sonuçların beklenti ile paralel olduğu sonucuna ulaşılmıştır. ; There have been many studies on defense expenditures until today. The fundamental objective of this study is to analyze the impact of freedom and institutional factorson defense expenditures. Freedom indicators; the empowerment rights index, freedom of assembly and association, freedom of speech, self-determination in elections, freedom of religion, workers' rights, women's economic rights, women's political rights, women's social rights and independence of the judiciary have been included in the study. Nine different variables have been used as indicator of institutional factor. These variables which are voice and accountability, political stability and absence of violence/terrorism, government effectiveness, regulatory quality, rule of law, control of corruption, military intervention in law and politics, gender ınequality, legal system and property rights. In this study, the effects of freedoms and institutional factors on defense expenditures were studied for 151 countries between 1990 and 2017, and empirically unbalanced panel data set has been used. It was concluded that there is a negative and statistically significant relationshipbetween institutional factors and defense expenditures. Nevertheless, it was determined that there is a positive and statistically significant relationshipbetween the control of corruption and defense expenditures, which is a variable of institutional factor. It has been attained that there is a negative and statistically significant relationship for all variables and that all results are in line with expectations.
