This article integrates theory and data culled from two largely unrelated subdisciplines—biopolitics and constitutional politics—to provide a "bioconstitutional" overview of power relationships among Homo sapiens. That overview features three aspects of constitutional configuration: (1) the biopsychological, evidence of which is drawn chiefly from neuroscience, primatology, biochemistry, and championship chess play; (2) the biosocial, evidence of which is drawn chiefly from gene-culture coevolutionary analysis, anthropology, social psychology, jurisprudence, and political science; (3) the biopolicy aspect, evidence of which is drawn exclusively from the American scene, most particularly Supreme Court decision making involving reproductive choice and governmental constraints on gene-cloning. Constitutionalism is conceived as a thought-action field theory, whose values are not only dynamic and functional, but also both politically influential and subject to political influence. Bioconstitutionalism supplies the requisite life science context for these patterns, and itself presents notable feedback features as humans acquire greater capacity to order their adaptive strategies through biological intervention programs.

Der Verfasser diskutiert Umweltschutz als Herausforderung für die gesellschaftlichen Teilsysteme Politik und Wissenschaft. Er gibt zunächst einen historischen Überblick über die Entwicklung der Umweltproblematik von der Antike bis zur heutigen Umweltpolitik. Im folgenden werden die Kernprinzipien des Bundesimmissionsschutzgesetzes referiert und die Probleme diskutiert, die ein Verknüpfen des Immissionsschutzes mit dem 'Stand der Technik' mit sich bringt. Eine Perspektive des Umweltschutzes wird in der Erweiterung wissenschaftlicher und professioneller Leitbilder um ökologische Aspekte gesehen. Abschließend behandelt der Verfasser das Problem der Akzeptanz von Umweltschutzpolitik in der Wirtschaft und verweist hier vor allem auf die Bedeutung ökonomischer Rahmenbedingungen und Konsequenzen von Umweltschutzmaßnahmen. The 'emotional turn' within the social sciences and humanities attracts increasing scholarly attention. Political Science, traditionally emphasising the 'rational' public sphere rather than the 'emotional' private sphere, has increasingly questioned this dichotomisation, identifying broader political concepts and practices. The international political process—frequently characterised by widespread distrust, populist campaigns and extreme rhetoric—necessitates addressing and examining its underlying emotions. Informal, affective manifestations of politics are enormously influential, profoundly shaping inter- and intra-national democracy; they accordingly require interdisciplinary study. This thematic issue of Politics and Governance includes disciplines as diverse as education, history, international relations, political theory, psychology, and sociology. In doing so, we illustrate that emotions are cross-disciplinary concerns, relevant beyond the study of politics.
