Taking Macur Olson´s theory of the decline of nations as pathbreaking in this field we develop a formal model of the behavior of interest groups and their interaction to win some deeper insights into the interior mechanics of the interest-group-state. Followed by a brief survey of empirical studies testing Olson´s theory, we at the first time in the literature present a time-series analysis of data from the German lobby-list and estimate macro-variables as economic growth and inflation using data on the number of interest groups between 1973 and 2006. Based on these theoretical and empirical results we conclude our study with some integrative reflections on the future of interest groups and the nation-state under the pressure of globalization and a footloose new economy

'Die Fähigkeit von Interessengruppen, zu demokratischen Willensbildungs- und Entscheidungsprozessen beizutragen, wird entscheidend von der Balance zwischen ihrer Interessenartikulation und der politischen Autonomie der Entscheidungsträgerinnen und -träger beeinflusst. Dieser Artikel präsentiert die Ergebnisse von vier Fallstudien über europäische Entscheidungsprozesse in den Feldern IT und Verkehr. Diese Fallstudien zeigen, dass private Akteure zwar zur Entscheidungsfindung beitragen, aber weniger einflussreich sind als allgemein angenommen. Auf der Grundlage dieser Fallstudien untersucht dieser Artikel im Kontext der politischen Struktur der EU und insbesondere im Zusammenhang mit dem häufig genannten demokratischen Defizit der EU, wie und in welchem Ausmaß Interessengruppen zur Entscheidungsfindung in den beiden Sektoren beitragen.' Deutsche ZusammenfassungLobbygruppen stehen in einem politischen Wettbewerb miteinander, wobei in manchen Themenfeldern ein sehr starker Konkurrenzkampf herrscht, während die Rivalität in anderen Bereichen eher gering ist. Dieser Artikel geht der Frage nach, wie sich diese unterschiedliche Intensität des Wettkampfs auf das Lobbyverhalten von Interessenorganisationen auswirkt. Basierend auf Daten einer Umfrage unter Deutschen und Schweizer Interessengruppen konnte festgestellt werden, dass sowohl direktes Lobbying bei Politikern (Insider Lobbying) als auch indirekte Einflussnahme über die Medien und die Öffentlichkeit (Outsider Lobbying) mit der Intensität des Konkurrenzdruckes zunimmt. Allerdings zeigt sich auch, dass Insider Lobbying stärker von dieser Zunahme betroffen ist, dass also Organisationen bei erhöhtem Wettbewerb insbesondere den direkten Zugang zu Entscheidungsträgern suchen.

This thesis discusses the changing roles non-governmental organizations (NGOs) and economic interest groups in governing Europeanization process of Turkey, as the accession country is under investigation here. The analysis of civil society involvement in this process provides opportunity to test the extent and limits of EU impact on civil society environment in accession states. The EU impact is in direct or indirect forms and leads to changes in the political opportunity structure by (a) dictating participatory mechanisms through acquis related mechanisms (b) building capacities of civil society by funding mechanisms (c) allowing transnational exchanges (d) injecting new ideas to the policy and politics realms. The EU's intervention in the domestic political setting acts to facilitate the socialization of non-state actors of accession states with the norms, rules ideas promoted by the EU and capacity based initiatives. In this way, civil society can develop new roles and/or internalize new identities. This research intends to determine the conditions under which the EU can socialize agents in the accession process. This study subscribes to the Europeanization research, but also maintains major reservations concerning top-down research designs developed to understand the domestic impact of the EU. This thesis aims to engage in theoretical puzzle on the limits of the EU impact or its differential consequences. The independent variable is the empowerment mechanism that the accession process brings to non-state actors in Turkey. The puzzle of the top-down approach is the indefinite impact of the changing opportunity structure on accession states. In the case of civil society, despite the accession process potentially leading to the empowerment of non-state actors, outcomes might be ambiguous and unexpected for various reasons. In the process of Europeanization of Turkey, divergent modes of mobilizations of NGOs and economic interest groups are explained through the extent of their resource capacities and the way they ideationally frame Europeanization process. The results obtained indicate, the changing opportunity structure empowers non-state actors in greater extent if they show support for Europeanization of Turkey, signify EU's acquis mechanisms and invest in their organizational capacities. Moreover, this thesis reveals the structural conditions that lead to ambiguous impact of the EU on civil society environment. The material and political opportunities that the EU might offer and involvement of non-state actors is not reflexive since political system in Turkey are marked by underdevelopment of civil society and un-regulated state- society relations. The empirical data is drawn from analysis of organizational documents, reports and semi-structured interviews conducted with the key representatives from the NGOs, public officials and experts from the field.

In the US political process, interest groups play an important role in shaping legislation. They provide votes and campaign contributions for political candidates but also other important organizational support, supply information insight, and mobilize voluntary campaign staff. The increase in official lobbying spending from $1.45 billion in 1998 to $3.37 billion in 2017 shows the importance of lobbying in the United States. To analyze interest group involvement is, therefore, essential to a better understand- ing of the political processes in a democratic system. In respect to US foreign policy, many studies address the impact of interest groups and their potential to affect policy outcomes. However, the nature and the role of interest groups in shaping US foreign policy remain ambiguous. This study focuses on the potential influence of interest groups on policy decisions in US-Iranian relations. The aim of this work is to explain what changed in regard to the role of interest groups in the most significant shift in US-Iranian relations under President Barack Obama before and after the vote on the Joint Comprehensive Plan of Action (JCPOA), which was intended to halt Iran's non-peaceful nuclear program in return for an easing of sanctions by the Congress. On 14 July 2015, the JCPOA was reached between Iran and the P5+1 (the permanent members of the United Nations Security Council plus Germany) and incorporated into law by the United Nations Security Council Resolution 2231. In order to avoid congressional approval, President Obama had defined the agreement as a political commitment among the nations involved instead of a treaty. However, due to congressional pressure Obama had signed a compromise bill in April, the Iran Nuclear Agreement Review Act of 2015, which enabled the legislative to review any deal with Iran before the lifting of US sanctions. Machen es bestimmte Konfigurationen von Interessengruppensystemen einfacher für Lobbies, Erfolg zu haben? Dieses Buch beantwortet diese Frage, indem es die Beziehungen zwischen Interessengruppen analysiert und kommt zu dem Schluss, dass sich in institutionellen Systemen, in denen hauptsächlich Kooperation von Interessengruppen oder Wettbewerb von Interessengruppen vorherrschen, die Erfolgschancen für eine Spezialinteressenpolitik verringern. Methodisch stützt sich dieser Schluss auf qualitative und quantitative Methoden, wie Fallstudien, eine fsQCA und eine Panel-Analyse. Das Buch leistet einen Beitrag zur Literatur um Interessengruppen, aber auch zur Vergleichenden Politikwissenschaft und zur Politischen Ökonomie. Außerdem ist es interessant für alle, die sich für die Politische Ökonomie von Rohstoffpolitik interessieren.

Der Beitrag analysiert am Beispiel von Akademiker- und Studentenorganisationen die Rolle organisierter Interessen bzw. von Interessengruppen im Prozeß der Demokratisierung in Nigeria. Die Verfasserin legt eine detaillierte Analyse der in die ukrainische Energiepolitik involvierten nationalen und internationalen Interessen und Interessengruppen vor. Sie stellt zunächst die Abhängigkeit der Ukraine von Rußland auf energiewirtschaftlichem Gebiet sowie Versuche der Ukraine zum Aufbau neuer Lieferbeziehungen dar und zeigt, welche energiewirtschaftlichen Konsequenzen sich für die Ukraine aus den Instabilitäten der russisch-ukrainischen Beziehungen ergeben. Vor diesem Hintergrund wird die Rolle russischer energiepolitischer Interessengruppen in den bilateralen Beziehungen mit der Ukraine behandelt. Auch auf ukrainischer Seite werden unterschiedliche energiepolitische Interessengruppen identifiziert. Darüberhinaus macht die Verfasserin auf weitergehende Implikationen der energiewirtschaftlichen Beziehungen zwischen Rußland und der Ukraine auf internationaler Ebene aufmerksam. Der Grad der Einflußnahme von Interessengruppen auf die Politik scheint korreliert zu sein mit dem Grad der Dezentralisierung des politischen Prozesses. Starke Parteien und eine zentralisierte politische Entscheidungsfindung wirken sich ungünstig auf die Durchsetzung spezieller Interessen aus. Diese These läßt sich empirisch belegen am wechselnden Einfluß von Interessengruppen auf die US-amerikanische Politik der vergangenen dreißig Jahre. Als Maß für die Einflußnahme werden die öffentlichen Ausgaben für bestimmte Ziele, die nicht im allgemeinen Interesse liegen, herangezogen. (SWP-Prf)

Studien der Wirkung von Interessengruppen auf das Wahlverhalten im US-Kongress sehen Partei und Ideologie typischerweise als konkurrierende Faktoren und greifen auf ein faktorielles Interessenmodell oder ein sektorales Modell, dass nur Interessengruppen mit einem direkten Interesse am Wahlausgang beinhaltet. Diese Strategie wird auf mehrere Weise verlassen. Interessengruppen werden auf der Stufe zweistelliger Codes der Standard Industrial Classificationdefiniert und das Universum der Interessen beobachtet. Für 1979-90 werden geographisch und nicht-geographisch basierte Interessen gemessen, um Partei und Ideologie des Repräsentanten zu schätzen. Es werden ausserdem Faktorausstattung von Individuen und innerhalb eines Distrikts berücksichtigt, um deren Auswirkung auf das Wahlverhalten zu untersuchen. Dann wird der Einfluss dieser Interessen auf die Parteizugehörigkeit und Ideologie der Mitglieder untersucht, sowie als Klassen von fünf Wahlen bzgl. des Aussenhandels mithilfe von Instrumentenvariablen für Partei und Ideologie betrachtet. Wirtschaftliche Interessen erklären einen beträchtlichen Anteil der Varianz in allen Fällen und die Modell, die auch andere Variablen beinhalten sind hochgradig korrekt in der Schätzung des Wahlverhaltens.
