DergiPark: 326171 ; trakyasobed ; Different approaches and findings are encountered in the literature both in the theoretic field and the results of the empirical studies regarding the effects of the defense expenditures which is a branch of public expenditures on the basic macroeconomic indicators. In this study, the causality relationship between the defense expenditures and GDP, employment and import indicators are reviewed in Turkey where both internal and the external security has an important significance because of the geo-strategic location. In this context, while the bilateral causality is encountered between the defense expenditures and the employment in the study made where first Granger causality test is conducted; as the result of the analysis carried out to causality with the Toda-Yamamoto approach the causality relation is determined from the employment to the defense expenditures and from the defense expenditures to the ; Kamu harcamalarının bir kolu olan savunma harcamalarının temel makro ekonomik göstergeler üzerindeki etkileri hakkında literatürde gerek teorik alanda gerekse ampirik çalışmaların sonuçlarında farklı yaklaşım ve bulgulara rastlanmaktadır. Bu çalışmada; jeostratejik konumu sebebiyle hem iç hem dış güvenliğin büyük bir öneme sahip olduğu Türkiye'de, savunma harcamalarının GSYH, istihdam ve ithalat göstergeleri ile arasındaki nedensellik ilişkisi incelenmiştir. Bu kapsamda, önce Granger nedensellik testi yapılan çalışmada savunma harcamaları ile istihdam arasında karşılıklı nedenselliğe rastlanırken; nedenselliğe Toda-Yamamoto yaklaşımı ile yapılan analiz sonucunda ise istihdamdan savunma harcamalarına ve savunma harcamalarından GSYH'ye doğru nedensellik ilişkisi tespit edilmiştir
The main aim of this essay is to examine the policy adopted by Turkish decision makers toward the Bosnian War between 1992 and 1995. The puzzling question is that why Turkey attempted to play an active role during the war in Bosnia in spite of its internal and external problems at the time. This study argues that the search for a new state identity in the post-Cold War era provided the key to understand Turkish foreign policy towards the Bosnian conflict. It is argued that by developing an active attitude toward the conflict, Ankara was in fact trying to reformulate its former identity, which had been constructed during the Cold War. Turkey was trying to prove that it was still important for Western security in the new era. The study shows that the wars of Yugoslav dissolution witnessed many speeches of Turkish leaders declaring the greatness of the country. This dominant discourse was accompanied by an active foreign policy by the Turkish leaders. At the time Ankara started many diplomatic initiatives to bring the Bosnian issue to the attention of the international community. This study argues that the discourse and foreign policy during the Bosnian War were caused by Turkish leaders’ desire to show Turkey’s still lasting geopolitical signifance to the world. ; Bu çalışmada Türkiye'deki karar alıcıların Bosna Savaşı'na yönelik izledikleri dış politika analiz edilmektedir. Araştırma sorusu Türkiye'nin o dönemdeki mevcut iç ve dış sorunlarına karşın nasıl olup da aktif bir politika izleyebildiğidir. Bu çalışma yeni bir devlet kimliği arayışı sürecinin bu politikada etkili olduğunu savunmaktadır.

Üç aşamalı bir yapı üzerine kurulu bu sorumluluk "insani müdahale" gibi zorlayıcı tedbirleri içermekte, "insani müdahale"den farklı olarak "önleyici diplomasi" ve "yeniden inşa" sorumluluklarını da uluslararası topluma yüklemektedir.Koruma sorumluluğunun varlığının kabul edilmesiyle birlikte, uluslararası barış ve güvenliği sağlama konusunda birincil derecede yetkili uluslararası aktör olan Birleşmiş Milletler Güvenlik Konseyi'nin norm uygulayıcısı olarak uluslararası barış ve güvenliğin tehdidi dışında bir sebeple ilgili devletin rızası olmadan egemenliğine müdahale etme yetkisinin olduğu kabul edilmiştir. Bu çalışmada, uluslararası toplumun koruma sorumluluğu adı altında ilk zorlayıcı müdahalesi olma özelliğine sahip olan Libya müdahalesi ile benzer iç çatışmalara sahne olan Suriye hakkında Güvenlik Konseyi'nin 2011'den günümüze almış olduğu kararların nitel içerik analizi yapılmıştır. Bu analiz sayesinde koruma sorumluluğu normunun uygulanış şekli, uluslararası hukuk normlarına uygunluğu, uluslararası pratiğin tutarsızlığının nedenleri ve küresel sistem düzeyinde P5'in aralarındaki güç ilişkilerinin normun uygulanmasına yansıması irdelenmiştir. Sonuç olarak bir devlette insani krizin ortaya çıktığı olaylarda yetkili otorite tarafından yapılacak olası bir müdahalenin amacının "norm mu? egemenlik mi?" olduğu sorunsalı uluslararası ilişkiler teorileri ve uluslararası hukuk kuralları çerçevesinde değerlendirilmiştir. ; There is a lack of responsibility for sovereignty when states cannot protect their citizens against genocide, war crimes, crimes against humanity and ethnic cleansing, or are reluctant to protect them or use violence against their own citizens. With the emergence of this concept of open responsibility for protection, it has been tried to be closed by giving the intervention authority to the international community. The concept of sovereignty has been replaced by the concept of sovereignty as responsibility where the population has suffered serious damage as a result of civil war, rebellion, repression or failure of the state and the government has failed to control the situation. The understanding that the people who are separated from the territory of the country where the state has full and absolute sovereignty will not be a part of pure sovereignty has been developed by international treaties. This responsibility, which is based on a three-stage structure, includes coercive measures such as humanitarian intervention, and, unlike "humanitarian intervention" imposes"preventive diplomacy"and" reconstruction "responsibilities on the international community. With the recognition of the responsibility of protection, international peace and security As the norm enforcer of the United Nations Security Council, which is the primary international actor competent to provide, it is recognized that it has the authority to intervene in the sovereignty of the state without the consent of the relevant state for a reason other than the threat of international peace and security. However, failure to comply with the order envisaged in the three-pillar structure during the implementation of the norm, the fact that the intervention took place in the form of an intervention directly to the political integrity and independence of a state other than the purpose of human protection, the non-compliance with the principle of being the last resort of the intervention and the instability in practice interrupted the development of the norm. In this study, the qualitative content analysis of the decisions taken by the Security Council since 2011, which has witnessed similar internal conflicts with the Libya intervention, which is the first coercive intervention under the name of protection responsibility of the international community, has been conducted. With this analysis, the application of protection responsibility norm, compliance with international norms of law, the reasons of inconsistency of international practice and the reflection of the power relations between P5 on the implementation of the norm at global system level were examined. As a result, the question of whether a possible intervention by the competent authority in the events of humanitarian crisis in a state is 'norm or sovereignty? It has been evaluated within the framework of international relations theories and international law rules.
Ortadoğu bölgesi gerek stratejik konumu, gerekse sahip olduğu petrol kaynakları bakımından dünyanın en zengin bölgesi olması nedeniyle ayrı bir öneme haizdir. Ortadoğu ikili ilişkiler, ticari ilişkiler ve çatışmaların odağındaki bölge olması dolayısıyla Avrupa Dış Politikalarında da üst sıralarda yer almıştır. Avrupa ve Ortadoğu arasındaki ilişkiler uzun bir tarihsel süreci kapsamaktadır. AB kuruluşundan bu yana demokrasi ve insan haklarına verdiği önemi belirtmiş ve bunun kendine ait içsel bir unsur halini alması için çabalamıştır. Uluslararası arenada etkin bir güç olmayı hedefleyen AB kendine ait içsel değerleri diğer ülkelere de yaymayı hedeflemektedir. Bu amaçla oluşturmuş olduğu Avrupa Komşuluk Politikası kapsamında AB'ye komsu olan fakat üyelik perspektifi bulunmayan ülkelerde demokrasinin teşviki önemli bir unsurdur. Bu çalışma ile AB'nin geçmişten günümüze Ortadoğu ilişkileri ve yakın dönemdeki komşuluk politikaları çerçevesinde Ortadoğu'ya bakışı amaçlanmaktadır. Yapılan literatür taraması sonucu elde edilen bilgiler yardımıyla araştırmanın amacına uygun ön çalışma ve anahat planı oluşturulmuştur. Bu plan çerçevesinde gerekli düzenlemeler süre yeterliliği göz önünde bulundurularak danışman gözetiminde yapılmaya çalışılacaktır. Bu araştırmada, günümüzde genişleme ve komşuluk politikaları ile öne çıkan Avrupa Birliği'nin, artan şiddet olaylarına sahne olan Ortadoğu politikası ile sınırlandırılmıştır. Kuruluşundan bu yana demokrasinin önemine vurgu yapan AB, Avrupa Komşuluk Politikası kapsamında yer alan ülkelerde de demokrasiyi yaymayı hedeflemektedir. Sonuç olarak AB açısından özellikle genişleyen sınırlar ile birlikte güvenlik açısından öneme sahip olan Ortadoğu bölgesinde AB'ye yakın rejimler oluşturulması önem taşımaktadır. ; The Middle East is of great importance due to both its strategic position and by virtue of the fact that it is the riches region of the world in terms of its oil reserves. The Middle East also ranks high in European Foreign Policies as it is a region that is at the centre of bilateral relations, commercial relations and conflicts. Relations between Europe and the Middles East covers a long historical process. EU, since its inception, has emphasised the importance it lays upon democracy and human rights and endeavoured to make it an internal component of its nature. Intending to be an influential figure in international arena, EU aims to spread its internal values to other countries, too. Encouragement of democracy within the scope of European Neighbourhood Policy in countries that are neighbours of EU but do not have membership perspective is an important move. This study aims to investigate EU?s relationships with the Middle East from past to present and its look on the Middle East within the framework of its neighbourhood policies. A preliminary examination has been conducted and an outline plan has been devised by the help of information obtained through review of the relevant literature. The required corrections will be made under the supervision of an advisor in accordance with this plan an so long as time limits allow. This study is limited to the policy of European Union, which is in the foreground today by virtue of its expansion and neighbourhood policies, concerning the Middle East, which is home to increasing cases of violence. EU, which has been emphasising democracy since its establishment, intends to spread democracy in countries that are included in the European Neighbourhood Policy. In conclusion, it is important for EU to help establish friendly regimes in the Middle East, which is important for EU in terms of security especially due to expanding borders.

Enerji kaynakları açısından dünyanın en zengin bölgelerinden biridir. Bölge, Soğuk Savaş'ın sona ermesiyle birlikte ciddi bir değişime sahne olmuştur. Soğuk Savaş sonrası Türkiye'nin bölge devletleriyle olan ilişkileri de değişime uğramıştır. 2010 yılı sonlarında Tunus'ta başlayan Arap Baharı, Ortadoğu'da yeni bir değişim dalgası yaratmıştır. Bölgede yaşanan gelişmeler ve akabinde Suriye'de ortaya çıkan iç savaş, Türkiye'nin ulusal güvenliğini tehdit eder hale gelmiştir. Ulusal çıkarlarını korumak isteyen Türkiye'nin Ortadoğu politikasına yeni boyutlar eklenmiştir. Bu çalışmada; Arap Baharı sonrası Ortadoğu'da yaşanan uluslararası gelişmeler bağlamında Türkiye'nin izlediği bölgesel politikalar analiz edilmektedir. Ortadoğu coğrafyasında Arap Baharı sürecinden etkilenen devletler incelenmiş, bölgede yaşanan gelişmelerin Türk Dış Politikası'na yansımaları değerlendirilmiştir. ; Middle East region; due to its political, economic and cultural structure, has a very important place in international relations. It is one of the richest regions in the world in terms of energy resources. The region has undergone a serious change with the end of the Cold War. After the Cold War, Turkey's relations with regional states has also undergone many changes. The Arab Spring, which began in Tunisia in late 2010, has created a new wave of change in the Middle East. Developments in the region and the internal war in Syria, created new threats to Turkey's national security. New dimensions were added to the foreign policy of Turkey, who wants to protect its national interests. In this study; Turkey's regional policy in the Middle East is analyzed within the context of theinternational developments that Arab Spring created. The states affected by the Arab Spring process in the Middle East were examined and the reflections of the developments in the region on the Turkish Foreign Policy were evaluated.
İnsani müdahalenin konusu Birleşmiş Milletler Antlaşması'nda kuvvet kullanımının yasaklanması ile gerçekleşmiştir. Kuvvet kullanımının yasaklanması ile birlikte, eskiden var olan tüm kuvvet kullanma yöntemleri gibi insani müdahale de bu yasağın kapsamında kalmıştır. BM Antlaşması gereğince çözmeye zorlamayacağını ifade eden madde 2/7'ye uygun olup olmadığı, yine Birleşmiş Milletler Antlaşması VII. Bölümü çerçevesinde uluslararası barış ve güvenliği ihlal edip etmediği değerlendirilmiştir. Ayrıca insani müdahalenin uluslararası örf ve âdet hukukuna uygunluğuyla "jus cogens" bir kural olup olmadığı incelenmiştir. 1991'de Irak'taki Saddam rejiminin saldırılarına karşı Kuzey'deki Kürt grupların ve güneydeki Şii grupların korunması için oluşturulan çekiç güç, Kuzey Irak'a ABD liderliğinde gerçekleştirilen "Huzur Operasyonu" Irak'ın içişlerine müdahaledir. 1992'de Irak'ın kuzeyinde ve güneyinde oluşturulan "uçuşa yasak bölge" ile Saddam Hüseyin rejimine karşı korunması amaçlanmıştır. ; The subject of huminitarion intervention has been actualised with the prohibition of using forces of United Nations agreement, Huminitarion intervention took plase in the scope of this prohibition lik an the procedule of using forces in the past with the prohibition of using force. Türkiye 1970'li ve 1980'li yıllarda iç çatışmaların, terörün, ekonomik sıkıntıların,siyasi buhranın yaşandığı bir dönemi geçirmiştir. Ülkede kontrol edilemez hale gelençatışmalar ve hükümetlerin sorunu çözmede yetersiz kalması sonrasında 12 Eylül1980'de askeri darbe gerçekleşmiştir. Ordunun yönetime el koyması sonucunda MilliGüvenlik Konseyi oluşturularak tüm siyasi partiler kapatılmıştır. Devlet BaşkanıKenan Evren, Başbakanlığa Bülent Ulusu'yu atamıştır. Bu hükümet Türkiye'nin 44.Hükümeti olmuştur. 1980-1983 yılları arasında görev yapan Ulusu Hükümeti,Türkiye içerisinde terörün bitirilmesi ve tekrar demokrasiye geçiş için çalışmalaryapmıştır. Dış politikada ise yabancı devletlerle iyi ilişkiler kurulmasına özengöstermiştir. Siyasi ve ekonomik ilişkiler anlaşmalarla devam ettirilmeyeçalışılmıştır. Bu çalışma içerisinde; Türk Hükümeti'nin ABD, Avrupa Ülkeleri veSovyetlerle dostane ilişkileri devam ettirme gayreti, İslam ülkeleriyle gelişen ilişkiler,Yunanistan'la yaşanan sıkıntılar, ASALA terör örgütünün Türk diplomatlarasaldırıları ele alınmıştır. ; In the 1970s and 1980s, Turkey experienced a period laden with internal conflicts,terrorism, economic woes and political crises. A military coup was carried out onSeptember 12, 1980, after conflicts became uncontrollable in the country and thegovernments failed to end them.As a result of the seizure of power by the army, the National Security Council (NSC)was formed, and all political parties were dissolved. The head of the NSC, KenanEvren has appointed Bülent Ulusu as the new Prime Minister to form the 44thgovernment of Turkey. The Ulusu government, which served between 1980 and 1983strove to eradicate the terror in the country and facilitate the transition to democracy.As for its foreign policy, the government paid attention to establish good relationswith the other states. Therefore, it put the effort into maintaining the political andeconomic relations by consensus. In this study, the Turkish Government's efforts tomaintain friendly relations with the US, the European countries and the SovietFederation, its developing relations with Islamic countries, the problematic issuesbetween Turkey with Greece, the terrorists attacks of ASALA against Turkishdiplomats are dealt with.
Avrupa kıtası, tarih boyunca, iç çekişmelere, çıkar çatışmalarına, yıllar süren savaşlara tanıklık etmiştir. Yaşanan tüm sıkıntıların bir sonucu olarak ?tek bir Avrupa? ideali şairler, yazarlar ve fikir adamları tarafından dile getirilmiştir. Kurulacak bir ?Avrupa Birleşik Devletlerinin? Avrupa'ya barış ve istikrar getireceğini savunan bu fikirler ancak 2. Dünya Savaşı'nın yarattığı yıkımın ardından düşünceden eyleme geçirilmiştir. ?savaş- bir daha asla? ilkesinden yola çıkan Avrupalı devletler, kendi aralarındaki tüm sorunları bir kenara bırakarak aynı çatı altında toplanma ve ortak hareket etme çabası içerisine girmişlerdir.Avrupa devletlerinin çabaları 9 Mayıs 1950'de yayınlanan Schmann Deklarasyonu ve hemen ertesinde 18 Nisan 1951'de Avrupa Kömür ve Çelik Topluluğu'nu (AKÇT) kuran Paris Anlaşmasının imzalanmasıyla hayata geçirilmiştir. AKÇT ile uluslar arası düzeyde önceden herhangi bir örneği olmayan, tüzel kişiliğe sahip bir örgüt kuran Avrupa devletleri, daha sonra kömür ve çelik alanında başlattıkları işbirliği hareketini başta ekonomi olmak üzere, siyasal ve askeri konularda da sürdürmek istemiştir. 25 Mart 1957'de Roma Anlaşması ile başlayan bu zorlu süreç, 7 Şubat 1992 tarihinde imzalanan Maastricht Anlaşması ile yepyeni bir dönemece girmiştir. Yüzyıllar öncesinden gelen ?Birleşik Avrupa Devleti? hayalini gerçekleştirebilmek için, ortak bir dış politika ile ortak bir savunma ve güvenlik politikası belirleyen ve kendi anayasasını şeklen hazırlayan Avrupa Birliği, günümüzde özellikle genişleme sürecinde yüzleşmek zorunda kaldığı bu sorunlarla uğraşırken, bir yandan da kendi içinde yaşadığı ?kimlik krizini? çözmekle uğraşmaktadır.Bu çalışmamızda, önce Avrupa Birliği fikrinin temellerini ve tarih boyunca geçirdiği süreçleri anlattıktan sonra şu an içinde bulunduğu durumu ve yaşadığı sorunları irdeleyerek, yılardır bir üyesi olarak için adeta çırpındığımız AB'nin iç yüzünün görünenden çok farklı olduğunu ortaya koymayı amaçlamaktayız. ; Throughout history Continental Europe witnessed a lot of internal conflicts, internal cliffhangers and long term wars. As a result of all the incoveniences poets, writers and intellectuals stared giving a voice to the ?United Europe? ideal. It is expected that the ideas that the constitution of the European United Nations will bring peace and stability to the region. These ideas could only being realized after the Second World War?s which caused destructions. The Eurıpean countries by leaving aside all the problems that they had between themselves and acting by the ?war- never again? principle go into the effort of bringing the countries together under one roof and undertaken common actions.The efforts of the European Countries let to the realisation after publishing the Schmann Declaration on the 9 th of May 1950 and signing the Paris Agreement, which established the Europen Cool and Steel the Community (ECSC) in the ensuring year on the 18 th of April 1951. With the ECSC the Europen Countries established a non-precedent organization legal entity on international level Thus it was possible to continue the coorporation that they had reached in the cool and steel area particularly in economy, political and military issues. This difficult period which has started with Rome Agreement signed on 25th of March 1957 entered into another curve for establishing the realization of the long years attempted dream of the ?United European Countries? with the Maastricht Agreement signed on 7th of February 1992.European Union, who has established its common defense and security policy and has prepared its shaped Constitution,had to face especially the problems in its enlargement process and on the other hand has to realize the ?Identity Crises? that is having in itself at the moment.In this study, we have tried to consider the ideas with a view to establish an European Union Community. In this connection, it is not easy in spite of enlargement problems for Turkey as a candidate state to become member.
Uluslararası Sistem, Soğuk Savaş'ın sona ermesi ve Sovyet Sosyalist Cumhuriyetler Birliği'nin (SSCB) çöküşü gibi olaylar neticesinde bazı değişimlere uğramıştır. Bu değişimler kapsamında Yugoslavya'da iç karışıklıklar çıkmış ve Yugoslavya parçalanmıştır. Bu gelişme uluslararası sistem ve uluslararası politika üzerinde bazı etkiler ortaya çıkarmıştır. Amerika Birleşik Devletleri'nin (ABD) özellikle SSCB'nin çöküşünün ardından yeni bir düzen oluşturma adına sürdürdüğü faaliyetler, Avrupa Topluluğu'nun savunma ve güvenlik açısından ortak bir yapı kurma girişimleri, Kuzey Atlantik Antlaşması Organizasyonu (NATO) ve Birleşmiş Milletler (BM) benzeri uluslararası kuruluşların izledikleri politikaların uluslararası sistem kadar Yugoslavya'nın parçalanma sürecinde de etkili olduğunu ifade etmek mümkündür. Yugoslavya'da tarihsel süreç içerisinde problem yaşayan etnik grupların beraber yaşamak durumunda kalmaları, bunlar arasındaki problemlerin devam etmesi dağılma sürecini hızlandırmıştır. Bununla birlikte iktisadi açıdan bölgeler arasındaki gelişmişlik farkları, etnik gruplar arasındaki problemlerin daha da büyümesine neden olmuştur. Bu çalışmanın amacı Yugoslavya'nın parçalanmasının uluslararası sistem ve politika üzerindeki etkilerinin anlaşılmasıdır. Bu bağlamda uluslararası sistem ile Konstrüktivist yaklaşımlar da bu konuyla ilgili olarak ele alınmıştır. ; The international system has undergone some change sdueto the end of the Cold War and the collapse of the USSR. In the context of the sechanges, the rehave been some internal turmoil in Yugoslavia and Yugoslavia has been fragmented as a result of the sein ternalturmoil. This fragmentation has had some impact on the international system and international policy. The United States of America (USA), in particular, following the collapse of the USSR in order toestablish a new order of activities, the European Community to create a common structure in terms of defense and security, NATO and United Nations international organizations, such as the policies followed by the international system. It is also possible to say that Yugoslavia is effective in the process of disintegration. The fact that ethnic groups living in Yugoslavia who have problems in the historical process live to gether and the problems between the seethnic groups continue to accelerate the process of disintegration. On the other hand, the differences in economic development between regions have caused problems between ethnic groups to groweven more. The aim of this study is tounderstand the impact of the disintegration of Yugoslavia on the international system and policy. In this context, the international system and the Constructivist approachesare discussed in this respect. As a result of the evaluations, it is expected tounderstand the effects of the global changes in Yugoslavia.
Kelkitli, Aslı Fatma (Arel Author) ; Russia appeared to be a country that did not eschew from resorting to hard power instruments suchas military intervention and economic sanctions in the post-Cold War period. Moscow fought a battleagainst Georgia over South Ossetia in August 2008. It also sent its military personnel to Crimea tocapture strategic points and to take control of the critical infrastructure in February 2014, shortlybefore the referendum which would decide whether the peninsula would merge with Russia. Russiaalso occasionally cut off natural gas supplies to Georgia and Ukraine in the middle of winter when thesetwo pro-Western states failed to pay their accumulated natural gas debt. Yet, Moscow starting from themid-2000s has been taking serious and systematic steps to strengthen and expand its soft power basein its immediate neighbourhood as well. These efforts speeded up in the wake of colour revolutionsin Georgia, Ukraine and Kyrgyzstan which resulted in the replacement of friendly governments thatpaid special attention to Russian concerns and sensitivities with new leaders and cadres that aimedto bring their countries closer to the West. This article will examine the Central Asian dimension ofRussia's soft power policy by borrowing the soft power concept of Joseph Nye. Nye defines soft poweras the capacity to have an impact on or shape the preferences of others by relying upon intangibleassets such as political values, international institutions and culture. So, the study will start with theanalysis of the extent of recognition of Russia's political values, especially its sovereign democracymodel which prioritizes the demands of the state over those of individuals, lays emphasis on theprinciples of independence, sovereignty and non-interference in internal affairs in the intercourse withother states and underlines the primacy of traditional and conservative values such as unity, solidarityand family over individualism, feminism and LGBT rights by the Central Asian political elites. Thearticle will then move on to explore the extent of Russia's success in exporting the main tenets of thesovereign democracy model to Central Asia by examining some of the agreements, declarations,decisions and practices of the international institutions such as the Commonwealth of IndependentStates, the Collective Security Treaty Organization and the Shanghai Cooperation Organization whichplay significant role in the region. The study will end with the assessment of the cultural aspect of theRussian soft power in Central Asia by investigating the prevalence of Russian language, Russian highereducation institutions, Russian media and Russian mass entertainment in the region.
Ortadoğu, jeopolitik ve ekonomik olarak dünya politikasının en önemli ve sorunlu bölgelerinden birisidir. Orta Doğu bölgesi, gerek sahip olduğu doğal kaynaklar bakımından olsun, gerekse de siyasi istikrarsızlıklar ve etnik-dini çatışmaların merkezi olması bakımından olsun, sürekli göz önünde olmuştur. Tarih boyunca da büyük güçlerin dikkatini üzerine çekmiştir. Özellikle, Soğuk Savaş sonrasında ABD'in en önemli müdehale alanlarından birisi olmuştur. Rusya ise, bu dönemde daha çok enerji politikası bakımından bölgeye ilgi duymaktadır. Bu tez çalışmasında, Soğuk Savaş sonrasında ABD ve Rusya'nın Orta Ddoğu politikaları karşılaştırmalı olarak değerlendirilmiştir. ABD, Orta Doğu politiksını İsrail'in ve bölgeye yerleştirdiği askeri varlığının güvenliği üzerine kurgulamaktadır. ABD, Irak'ın istikrarı ve İran'ın nükleer silahlara sahip olmasının engellenmesi konusunu da böleye yöenlik politikalarında en önemli başarı kriteri olarak kabul etmektedir. Rusya ise, SSCB tecrübesinden de hareketle bölgeye oldukça ilgilidir. Rusya, ABD'nin 11 Eylül sonrası giriştiği saldırgan politikasını iç istikrarını sağlamak için kullanmıştır. Rusya, ABD'den farklı olarak daha çok bölgedeki yerleşiklere yakın olma yolunu seçmiştir. Rusya için en önemli amaç, kendi enerji havzasını genişletmek ve bölgenin de bu bakımdan güvenli olmasını sağlamaktır. ; As geopolitically and economically, the Middle East is one of the most important and problematic region in the world politics. The Middle East has rich natural resources, but the region is politically unstable and centre of ethnic-religious conflicts, all of these aspects attract the attention to the region. The region attracted the attention of big powers during the history. The region became the most important intervention land of USA, especially after the Cold War. But Russia has interested in the region mostly because of its energy politics. Middle East politics of the USA and the Russia after Cold War were evaluated by comparison in this thesis study. USA installs the Middle East politics on the safety of the Israel and the military existence in the region. USA accepts that the Iraq stability and prevention of Iran to have the nuclear weapons are the most important success criterions in the politics which are directed to the region. And Russia is pretty interested in the region because of the experience from USSR. Russia used the aggressive policy of USA after September 11, to provide internal stability. Russia, unlike the United States, has chosen to be close to residents in the region. The most important objective for Russia, is to expand its energy basin in the region, and in this regard, to ensure security of the region.
Bu tezin temel amacı, Afganistan'ın demokratikleşme süreci ve 2001 sonrası yapılan reformların yansımalarını incelemektir. Afganistan'ın Orta Asya'da stratejik bir konuma sahip olmasından dolayı, ülkenin kuruluşundan bu yana defalarca İngilizler ve Ruslar gibi dönemin egemen ülkeleri tarafından müdahale ve işgallere maruz kalmıştır. Bu müdahaleler Afganistan'ın kurumsal anlamda tam ve işleyen bir devlete sahip olmasını engellemiştir.11 Eylül terör saldırısının ardından ve ABD Afganistan'a askeri müdahalede bulunmuş ve ülke Taliban rejimine son vermiştir. 2001'de Taliban rejimi sona erdikten sonra Afganistan'da kurulacak olan yeni sistem ile ilgili başta ABD olmak üzere bazı ülkelerin katılımıyla pek çok uluslararası toplantılar yapılmıştır. 2001 sonrası yapılan toplantılar neticesinde yaklaşık 40 yıl iç çatışmalar ve dış müdahalenin ardından ülkede uluslararası toplumun desteğiyle yeni bir devlet düzenini temel unsurlarını kurmaya çalışmışlardır. İlk olarak geçici bir hükümet kurulmuştur, ardından anayasa düzenlenip yürürlülüğe girmiştir, ülke tarihinde ilk kez Cumhurbaşkanlığı seçimi yapılmış, yıllar sonra milli meclis seçimi yapılmıştır. Bunlarla beraber ülkede insan hakları, kadın hakları, siyasi partiler gündeme gelmiştir. Böylelikle uzun zamandan sonra ülkede kısmende olsa demokratikleşme başlamıştır. Ayrıca güvenlik, sağlık, eğitim, idari ve siyasi reformlar gerçekleşmiştir. Bu reformlar günümüzde de hala devam etmektedir. ; The main aim of the thesis is to examine the reflections of Afghanistan's democratization process and the implications of the reforms that has been made after 2001. As Afghanistan has a strategic position in Central Asia, Since the establishment of the country, it has been exposed to interventions and invasions many times by the sovereign countries such as the British and the Russians. These interventions have prevented Afghanistan from having a fully institutionalized state. Following the 11 September terrorist attacks, US has intervened militarily in Afghanistan and the country ended Taliban regime. After the end of the Taliban regime in 2001, several international meetings were held with the participation of some countries, including the USA, regarding the new system that will be established in Afghanistan. After nearly 40 years of internal conflicts and foreign interventions in the meetings which held after 2001, they tried to establish the basic elements of a new state with international support in the country. First, a provisional government was established, and then editing of the constitution has entered by force, the country made the first Presidential election in its history, after years of national parliamentary election was made.In addition, human rights, women's rights and political parties came to the agenda of the country.In this way, After a long time in the country, although partially encountered in democratization. Also in this study for the development of the country and complement the deficiencies of the state in some areas, reforms have taken place. For example, security, health, education, administrative and political reforms have taken place. These reforms are still continuing until today.
Yüksek Lisans Tezi ; Kurulduğu günden itibaren sorunlu bir biçimde seyreden Türkiye-Suriye ilişkileri özellikle Beşar Esad'ın 2000 yılında iktidara gelmesinin ardından tarihinde hiç olmadığı kadar iyi ve olumlu bir döneme girmiştir. 2001 yılından itibaren hızla gelişen ve iyileşen ikili ilişkiler, 17 Aralık 2010 tarihinde Kuzey Afrika ülkesi olan Tunus'ta başlayan ve tüm Arap ülkelerini saran Arap Baharı sonrasında, Suriye'de başlayan iç karışıklıklar ve takip eden süreçte kopma noktasına kadar gelmiştir. İlişkilerin bu gelişim ve sonrasında gerilemesine 11 Eylül olaylarıyla birlikte, "yeni dünya düzeni" kavramının, aslında ABD'nin yegane ve mutlak bir güç olarak faaliyet yürüteceği bir nevi bir geçiş dönemi olduğu gerçeği yol açmıştır. S.Hungtington'ın "Medeniyetler Çatışması" teziyle yola çıkan ABD, kenar kuşak ülkelerinde bölgesel mezhepsel çatışmalar yaratarak bölgede iç savaş çıkararak küresel işgal güçlerine yönelik direnişi kırmayı amaçlamaktadır. İşte bu çalışmada yeni dış politika anlayışı ile Ortadoğu'yu şekillendirmeye çalışan ama Afganistan ve Irak'tan dili yanan ABD'nin, Suriye'ye müdahalede müttefiki Türkiye'yi öne sürmesi incelenecektir. In this study a new understanding of foreign policy in Afghanistan and Iraq and the Middle East, but the language in shaping employees burning the U.S., suggesting ally Turkey on Syria intervention will be examined. In the study of the Middle East geopolitics in the framework of Syria's foreign policy and security perceptions of the AKP's foreign policy, the strategic partnership model partnership in historical process in Turkey - U.S. relations, today in the Middle East and Syria developments across the United States and Turkey in this respect the attitude and their impact on Turkey-Syria relations will be provided with a brief assessment.
Orta Doğu coğrafyasının önemli ve büyük devletlerinden olan Türkiye ve İran'ın binlerce yıllık geçmişe sahip siyasî ve kültürel ilişkileri vardır. Bu uzun ve zengin tarihi arka plan iki ülke arasında zaman zaman dostane zaman zaman gergin ilişkiler örüntüsünü oluştururken, kaçınılmaz olarak karşılıklı etkileşimi de beraberinde getirmiştir. Geçmişte siyasî/ideolojik çatışma, jeostratejik rekabet, ekonomik hâkimiyet ve dinî ihtilaflar nedeniyle karşı karşıya gelen iki ülke; Türkiye'de cumhuriyetin kurulması İran'da Kaçar Hanedanlığına son verilmesiyle birbirine yakınlaşmaya başlamışlardır. Bu yakınlaşmada her iki ülkede söz konusu değişimleri gerçekleştiren ve ülkelerinde batılılaşma politikaları uygulayan milliyetçi karizmatik liderlerin büyük etkisi olmuştur. Bu sayede iki ülke arasında süregelen ihtilafların halli ve ilişkilerin sağlam hukukî zemine oturtulması mümkün olabilmiş, iki ülkenin ilişkilerini gölgeleyen kuşku ve önyargı bulutları dağıtılmıştır. Ortak güvenlik kaygılarını taşımaları ekonomik ve toplumsal gelişmeyi arzulamaları ve milliyetçi, modernist yaklaşımları iki ülkeyi yekdiğeriyle işbirliğine daha çok itmiştir. Yine iki ülkeyi tehdit eden ayrılıkçı/Kürtçü akımlarla ortaklaşa mücadele zarureti de iki ülke ilişkilerini etkileyen bir diğer faktör olmuştur. Yabancı aktörlerin de müdahil olduğu bu süreçte iki devlet birbirleriyle rekabet ve çatışma yerine uzlaşma ve işbirliği siyasetini takip ettikleri sürece kârlı çıkacaklarının farkında olarak ilişkilerini bu doğrultuda sürdürmeye gayret etmişlerdir. Ancak içsel ve dışsal bir dizi faktörün izin verdiği ölçüde bu politika sürdürülebilmiş ve bölgesel işbirliği çabalarında da ortak hareket ederek birlikte yer almışlardır. ; The relations of Turkey and Iran, which are important and strong states in the Middle-East, date back to thousands years ago. The relations which characterised sometimes with tension sometimes with friendship have caused an inevitable interaction between the two countries throughout history. The two states, which confronted with each other due to the reasons such as political/ideological tension, geo-strategical rivalry, economic hegemony and religious contraversy in the past, have started to get closer to each other since the foundation of Turkish Republic in Turkey and since the owerthrown of the Kaçar dynasty in Iran. In improving the relations of the two states the nationalist charismatic leaders who have been the main actors in change and Westernisation policies, have played very important roles. Thus, the contraversies between the two countries have been solved and the relations have been placed a solid legal ground, ending the suspicion and prejudice characterised the relationships between the two states for a long time. The common security concerns, aspiration for economic and social development and nationalist modernist aprroaches have forced each country to cooperate with the other one. Moreover, the necessity for common combat against seperatist Kurdish movement which thretaens both states is another factor which affect the two countries' relations. In the process which foreign (outsider) actors have also involved, the two states recognised that if they develop peaceful agreement and cooperation instead of rivalry and conflict, it would be more in favour of them, and they shape their relations accordingly. They have sustained this policy as long as internal and external factors let to do so and they have taken place in regional cooperations, acting together.
Yüksek Lisans Tezi ; Soğuk Savaş yıllarında ortak güvenlik politikalarının uyuşması sonucu iki yakın müttefik olan Türkiye ve Amerika Birleşik Devletleri (ABD) arasındaki ilişkiler, Berlin Duvarı'nın yıkılması ve Sovyetler Birliği'nin dağılmasının ardından da karşılıklı güvene dayalı olarak devam etmiştir. İran-Irak savaşı ve Körfez Savaşı sırasında da bu karşılıklı güven devam etmiş ve meyvesini Clinton döneminde (1992-2000) vermiştir. Clinton dönemine kadar Geliştirilmiş Ortaklık olarak adlandırılan ilişkiler Stratejik Ortaklığa yükselmiştir. 11 Eylül saldırılarının ardından ABD'nin dünyaya bakışı değişmiştir. ABD'nin dış politikasındaki önceliğini terörizmle savaş kavramı almış ve hedef ülkeler listelenmiştir. ABD için bu noktada Türkiye en önemli ülkelerden biriydi çünkü; Türkiye bölgedeki zengin petrol yatakları üzerinde oturan Arap ülkelerine karşı demokrasisi, serbest piyasa ekonomisi ve laikliği ile model ülke olarak görülmekteydi. Ayrıca Türkiye bu bölgenin iç dinamiklerini belirleyen ülkelerden biri konumundaydı. Türkiye'nin ABD'ye destek vermesi, ABD açısından bu mücadelenin İslam dünyası ile olmadığının bir kanıtı olarak sembolik bir önem taşımaktaydı. TBMM'nin 1 Mart 2003'te almış olduğu "tezkere" kararı, ABD Silahlı Kuvvetlerinin Irak'a Türk topraklarından geçiş izni çıkmaması ve ertesinde yaşanan Süleymaniye Baskını, Amerika ile Türkiye arasında süregelen "stratejik ortaklık" ilişkisinin de sorgulanmasına neden olmuştur. Tezkere krizi ile Türk-Amerikan ilişkileri onarılması güç bir darbe almıştır. 2004 yılında, önce ikili ziyaretler, ardından Türkiye'nin "demokratik ortak" sıfatıyla ABD'deki G-8 zirvesine katılması, aynı yıl Türkiye'de gerçekleşen NATO zirvesine ABD Başkanı George Bush'un gelişi Türkiye ve Amerika arasındaki buzların yavaş yavaş çözülmesi şeklinde yorumlanmıştır. Her ne kadar bu durum düzeltilmeye çalışılsa da Başkan Clinton zamanında Stratejik Ortaklık'a yükselen ilişkiler Başkan Bush zamanında sekteye uğramıştır. ; At the time of cold war, as common security policies agreed with eachother, the relations between Turkey and U.S.A. that were close allies went on with mutual confidence after the falling of Berlin Wall and the diffusing of Soviet Union. At the time of Iran - Iraq War and Gulf War, this mutual confidence went on and it beared at the period of "Clinton" (1992-2000). The relations developed with the name of corporation to the period of "Clinton" ascended the "strategic corporation". U.S.A.'s glance to the World changed after the attacks on September, 11. The priority at U.S.A.'s foreign policy was related to fight with the terrorism and the target countries were listed. At this point, Turkey was an important country for U.S.A. because Turkey was seen as a model country with its democracy, free market economy and secularism against arabic countries stayed on the rich petrol veins in the area. Moreover, Turkey was in a position that modified this area's internal Dynamics. Turkey's support to U.S.A. had got a symbolic importance as a prove that this struggle wasn't with Islam World. The decision of letter taken by Turkish Grand National Assembly (TGNA) on 2003, March 1, not giving a permission for U.S.A. Armed Force entrance to Iraq from Turkish territory and "Sulamaniya Descent" caused to interrogate the relation of strategic corporation between Turkey and U.S.A. . Turkey - U.S.A. relations took on the chin with the letter crisis. In 2004, firstly binary visitation, then Turkey's taking part in G-8 in U.S.A. with name of "democratic copartner", at the same time George Bush "The President of U.S.A." atttending to NATO congress in Turkey were commented as the relations were corrected at the period of "Bush".
