Yemen today finds itself confronted with multiple fronts, the significance of which is often misunderstood. Although the terrorist threat linked to al-Qaida has monopolized attention, the Sa'dah war which has shaken the country's north since 2004 undeniably deserves to be better understood. Its duration and violence as well as the growing involvement of international actors make this conflict a significant source of instability at the local and regional levels. The complexity of the conflict has significantly increased over the course of six phases of combat, multiplying the potential levels of understanding. As a result, the interpretation that sees the conflict as a "classic" confrontation between the government of President Ali Abdallah Saleh and a Shiite rebellion led by the al-Houthi clan appears to be inadequate. Given the degree to which Yemen sometimes seems to be marked by the specificities of its history, society and political system, the Sa'dah conflict is no doubt for many incomprehensible. The roots and issues at stake in this war should thus be put into context by taking its singularities into consideration as well as by underscoring the extent to which this eruption of violence is itself symptomatic of transformations in the international system and the operation of political regimes at the level of the Arab world. This thesis studies the relationship between international law and the constitutional law of post-conflict States. This relationship can be summed up as the active influence of international law on the constitutional order of post-conflict States. Peace administrations, which deconstruct conflicts and pacify territories, represent, exceptionally, the entry point of international law into the internal legal order or even disorder that it temporarily replaces. The writing and adoption of post-conflict constitutions, in conformity with international constitutional law (human rights, democracy, the rule of law, international peace and security, etc.), is the way out for international peace administrators. They facilitate the transfer of power to the new state authorities, responsible for implementing the internationalized crisis exit constitution. Unfolding in time and space, international peace law has become a vector for the expansion of global constitutionalism. Peace processes, governed by international peace law, promote the inclusion of fundamental international norms in post-crisis constitutions. This constitutionalization of international law at the domestic level has become a tool for conflict resolution and prevention through law. They give rise to a problematic that revolves around three lines of research: (1) the constitutional framework of peace administrations; (2) the internationalization of the writing of national constitutions; and (3) the implementation of internationalized constitutions in the internal legal order.
