Die Entwicklung Afghanistans nach dem Abzug internationaler Truppen 2014 stellt eine Herausforderung für das postsowjetische Eurasien dar. Aus der Exit-Perspektive gewinnt die gesamte Nachbarschaft der afghanischen Krisenzone an Bedeutung. Das gilt nicht zuletzt für das nördliche Umfeld, das von Zentralasien bis Russland reicht. Von Moskau bis Taschkent blicken sicherheitspolitische Eliten mit gemischten Gefühlen auf die Endphase des internationalen Truppeneinsatzes in Afghanistan. Einerseits betonen sie, dass die Probleme des Landes nicht mit militärischen Mitteln zu lösen sind. Andererseits beunruhigt sie ein vorzeitiger Truppenabzug aus einem in Aufruhr befindlichen Land an den Südgrenzen des GUS-Raums, das keine tragfähigen nationalen Sicherheitsstrukturen besitzt. Die Studie analysiert die aktuelle Politik Russlands gegenüber Afghanistan und seine Kooperation mit Nato und ISAF, wechselseitige Verschränkungen zwischen Sicherheitsdefiziten in Afghanistan und in seinem nördlichen Umfeld sowie die Politik der fünf zentralasiatischen Staaten gegenüber der afghanischen Krisenzone. Ein wichtiges Thema ist nicht zuletzt die Frage, inwieweit Nachkriegsafghanistan eine Brückenfunktion in Handels- und Verkehrsverbindungen zwischen Zentral- und Südasien ausüben könnte. Подход, предлагаемый автором в данной статье, по оценке рисков как основы внешнеполитического планирования и анализа международных конфликтов и проблемных областей, впервые применяется в политологии как перспективная исследовательская методика. ; The article is devoted to the regional security issues in South East Asia. The author analyses the international relations that go closely to the foreign policy and foreign policy strategy problems. The author proposes risk analysis as a new and promising method in political science to generate foreign policy plans and analyze international conflicts and problems.

El terrorismo se ha convertido en una forma preferente de ejercer la violencia en el sistema internacional. Varias causas han determinado esta transformación en el conflicto. La primera es la existencia de un poder hegemónico con capacidades militares sin posibilidad de oposición en un conflicto a gran escala. Esto ha llevado a que los conflictos que se generan se encauzan a través de los mecanismos establecidos de resolución de crisis en la búsqueda permanente de equilibrios frente a los intereses preponderantes de la potencia hegemónica. En cambio, los conflictos se expanden en los escalones inferiores entre actores carentes de los atributos del poder estatal, esto es, la territorialidad y la soberanía. ; Terrorism has turned into the preferable way of exercising violence in international system. Several causes have determined this transformation in the conflict. The first one is the existence of hegemonic Power with military capacities without comparison in the history. Consequently, the conflicts are channeled across the mechanism for pacific solution of crisis in permanent search of the balance opposite to interests of hegemonic. But the conflicts expand in the low between non state actors, lacking in the attributes of territoriality and sovereignty.

The ever-increasing membership of the Council of Europe, and the accompanying growth in the number of States party to the European Convention on Human Rights (ECHR), promises to create fresh challenges for the new single European Court of Human Rights which will begin to sit full-time in Strasbourg as of 1 November 1998. Speculation varies with regard to the type of challenges that the new Court will have to face, but one which cannot be ignored is the likelihood that the new Court will have to come to terms with more cases arising from situations of conflict. Judge Jambrek, urging judicial restraint and conservatism in a dissenting opinion, warned that the Court may have to look at what happened in the Croat Region of Kraijna, in the Republika Srpska, in other parts of Bosnia and Herzegovina or in Chechnya. If the Court is so required, many cases may involve issues which call for consideration of international humanitarian law.

'Die Bearbeitung gewaltsamer Konflikte ist heute eine Priorität internationaler Politik gegenüber Afrika. Dies gilt auch für die westafrikanische Subregion mit ihren zahlreichen latenten Konflikten. Die Studie geht der Frage nach, welche Rolle Nigeria als demographisch, militärisch und wirtschaftlich wichtigster Staat Westafrikas bei der Verhütung und Bearbeitung von Konflikten in der Region spielen kann. Denn wo, wie in Afrika, effektive regionale und globale Strukturpolitik noch als Fernziel gelten muss, scheint politischer Pragmatismus westlichen Akteuren die Notwendigkeit nahezulegen, mit Staaten von regional übergeordneter Bedeutung enger zu kooperieren. Die Studie untersucht, ob Nigeria überhaupt die politische Bereitschaft hat, als regionale Ordnungsmacht in Westafrika zu agieren. Zweitens wird analysiert, ob die innerstaatlichen Rahmenbedingungen es Nigeria erlauben, als Ordnungsmacht zu agieren. Drittens wird beleuchtet, wie sich die externen Rahmenbedingungen auf Nigerias ordnungspolitische Fähigkeiten in der Region auswirken. Die Studie kommt zu dem Ergebnis, dass Nigeria seit 1999 wichtige Beiträge zur Stabilisierung Westafrikas geleistet hat. Gerade vor dem Hintergrund der problematischen innenpolitischen Verhältnisse kann Nigerias Regionalpolitik als konstruktiv und teilweise auch erfolgreich bewertet werden. Dennoch klafft zwischen den Ansprüchen und den tatsächlichen Fähigkeiten von Nigerias regionaler Ordnungspolitik eine deutliche Lücke. Ansatzpunkt deutscher Außenpolitik muss daher die Unterstützung innerstaatlicher Reformbemühungen in Nigeria sein. Nur wenn die innenpolitische, strukturelle Stabilität Nigerias erhöht wird, können die außenpolitischen Handlungs- und Gestaltungsfähigkeiten des Landes und damit die regionale Ordnungspolitik gestärkt werden.' The absence of uniform international rules concerning offences and certain other acts committed on board aircraft gives rise to serious problems. If, for example, a passenger commits a criminal act on board an aircraft flying over the high seas, it is possible that no state may have jurisdiction over the act. Again, if a crime is committed on board an aircraft flying internationally at great speed and at very high altitude through the airspace of several states in a short period of time, some or all of the states traversed during the commission of the crime might seek to take jurisdiction over the suspected offender with resultant conflicts. At the same time, there are many acts which, whether or not they are an offence, prejudice the safety of the aircraft as well as good order and discipline on board; and yet, in many instances, if the aircraft commander seeks to restrain the authors of such acts, he may expose himself to legal proceedings.

Introduction. The experience of conferring the title of Hero of the Soviet Union in armed conflicts before the start of World War II is analyzed. It is alleged that representatives of all power structures became Heroes: the People's Commissariat of Defense, the People's Commissariat of the Navy and the People's Commissariat of Internal Affairs. Materials and methods. When solving the set research tasks, published data from official statistics, as well as scientific literature, were used. The study was based on the principles of historicism, objectivity and systematics. The need to process quantitative data led to the use of the statistical method. Analysis. In 94% of cases, the title of Hero was used solely to distinguish members of the security forces. It is noted that 71% of all the awards were for distinction in the Soviet-Finnish War. Military personnel received 93% of the awards. In fact, representatives of the ground triad (armored, rifle troops and artillery) received 2 / 3 awards. Conclusions. Award practice shows that the award has been rarely used, exclusively for personal courage in battle; almost a third of the awards were made posthumously.
