This article centres around the Czechoslovakian perception of holiday travel to
Yugoslavia in the 1920s with particular attention to the typology of Czech tourists. It has been
shown that travel to Yugoslavia was very popular among the middle classes who had enough
time and money. The wealthier classes preferred France. The main selling points travel agents
and hotel owners used to promote travel to Yugoslavia were affordability, service targeted to
Czechs and Pan-slavism. The idea of a mutual Slavonic tradition had been in existence since the
19th century. Evidence would seem to show that the most significant factor for repeat travel was
affordability. Conservative Czech tourists remained loyal guests of Yugoslavia during the 1920s
and 1930s.

Jean Baudrillard's perspective on the negative impact of TV on social solidarities, particularly as exemplified by the events in the former Yugoslavia, is explored. TV allows a viewer to experience events distant in place & time as though they were happening in the here & now. Reliance on this TV-viewer contact to arouse the world counts too much on the privileged position of the social as a positive. Baudrillard also argues that TV has a negative side of "collapsing the normalizing, expanding, & positive cycle of the social into its opposite: an implosive & structural order of signs." It is concluded that the triumph of the signifying culture means the eclipse of genuine social solidarity. Adapted from the source document.

In transition countries, dangerous distortions were introduced by a nonlegal or criminal privatization of management with the help of former or new informal networks connecting managers to the irregular economy & to some extent to the mafia. State regulation is required to control monopoly power in privatized utilities & sectors where private stakes have won privileged position. It is necessary to recognize the unavoidable role of the state in economic restructuring & use its intervention as a complementary -- rather than an antagonistic -- tool of the economic transition. 87 References. The post discusses some issues with proving intelectuall and mental maturity of juveniles. In the introduction author briefl y deals with reasons of the adoption of The Juvenile Justice Act and corresponding relative adoption of criminal responsibility of juveniles. Distinctive theoretical attitudes are not omitted with this conception of criminal responsibility. Also the adolescence process is analysed in the brief including factors directly infl uencing this process. Another chapter is dedicated to the examination of the mental state of the juveniles and determination of the degree of their mental maturity by expert's investigation. In this context some factual problems and drawbacks common to the criminal proceeding are pointed out. These issues are demonstrated in the examples from practice. The next part is about proving bio-psycho-social level of the juvenile. The standard procedure of the law enforcement authorities for proving intelectuall and mental maturity of juveniles is described, including possible drawbacks and the opinion of the courts regarding this topic. At the end author summarizes outputs of the individual chapters, including consideration of possible change de lege ferenda.

The study deals with the so far mostly unaccented problem of the conflict in Northeastern Sudan. In contrast to the Darfur crisis, the conflict in NE Sudan is in progress without attracting any greater amount of international attention. In the text, I examine the development of the general marginalization of the inhabitants of the region in the context of the Sudanese politics since independence until the present time. The main issues of the study are the ethnicization & economization of the conflict & its international consequences. These consequences are still only latent, but the lack of conflict management might contribute to the spread of tensions abroad, as was the case with Darfur. I then argue that the passivity of the international society, as in the case of Darfur, makes certain that there is no chance for the NE Sudan conflict to be quickly resolved. As a conclusion, I suggest a solution to the crisis in the form of a broader engagement of regional organizations & states, especially IGAD (Inter-Governmental Agency for Development). This essay addresses the issue of how to transcend the long-lasting stalemate between positivism and various forms of post-positivism. The main assumption rests in the belief that one of the possible solutions to this stalemate can be offered by replacing the positivism versus postpositivism debate by a discussion between scientific realism and pragmatism. The article thus starts with a brief characterization of logical positivism, which is followed by a more thorough deliberation on the issue of pragmatism and scientific realism. The text raises questions of the mutual incompatibilities of both positions, as well as their respective influence on the discipline of International Relations. It is also argued that by adopting one or another of these philosophies of science, we can bring about specific consequences for actual research practices. Adapted from the source document.

This article deals with the nexus between organized crime and terrorism in the region of post-Soviet Chechnya, and the primary goal is to show the connection between the phenomenon of organized crime and non-state armed actors who are generally labelled as terrorists. As a framework for the analysis, we chose the 'Crime-Terror Nexus' typology of Tamara Makarenko. As organized crime and terrorism are interconnected in Chechnya, the organized crime groups in post-Soviet Chechnya usually employ terrorist tactics (and vice versa) for operational purposes. However, in some periods we can find examples of a strong convergence in which criminal and terrorist organizations could merge into a single entity that initially displays characteristics of both types of groups simultaneously. The article also shows that it is very difficult to categorize some Chechen actors, especially those involved in terrorist activities. Adapted from the source document.

A phenomenon of globalization of world economy leads to diminishing of the borders between states. There is an important role of international trade in this process, which appears in much more heterogeneous forms than in the past. While the classical theory of foreign trade basically assumed commodity trade with the final products, due to fragmentation of production chains the major part of trade is performed with intermediate goods and also the trade in services becomes more and more dynamic. Increasing volume of the trade between countries is carried out without changing the ownership of traded goods, and vice versa -- changing the ownership of goods without crossing the border of the country. There is important role of multinational enterprises, which are currently behind most of the economic operations. The major implication of these phenomena is increasingly difficult possibility to capture the statistical data correctly and therefore to obtain objective data on the behaviour of the economy for analytical purposes and economic policy. After the withdrawal of Serbian units from Kosovo in the second half of 1999, we could witness Kosovo being transformed into an unstable area while the KLA became the informal ruler of the country with de facto unrestricted authority. Several originally classified documents leaked into the public domain in the last two years. These were authored by various international institutions, and they indicate the involvement of former KLA high officers and current leading Kosovar politicians in the illegal trade with organs of Serbian POWs. During the unofficial investigation of the whole issue, there appeared several obscurities and controversies that cast a bad light on the passive and often rather opportunistic approach of the international community, which has, moreover, repeatedly failed to protect key secret witnesses. However, the report of Dick Marty and the establishment of the EULEX Special Investigation Team headed by Clint Williamson give us some hope that the investigation will bring tangible results and the whole case will be legitimately closed. Being a part of the social world, international law is not closed nor isolated system -- on the contrary, it is in an intimate interaction with international relations & politics. Richard Falk, Professor of International Law, taught for example at the Princeton University & presently at the University of California, Santa Barbara. He is interested in the connections between IL & IR & is a prolific writer on this topic. Two of his last books, The costs of War -- International Law, the UN & World Order After Iraq (2008) & Achieving Human Rights (2009) are reviewed in this essay in highly critical manner. In the essay, Falk's normative inquiry into the legal & political developments is contrasted with the latest discussions in both the International Law & International Relations. In the review essay, Falk is criticized for his unconvincing criticism of the US foreign policy, for his intellectual shortcuts & excessive idealism. However, very interesting & significant parts of both books are emphasized & Falk's books are considered to be worth reading.
