Das Machtkonzept ist zentraler Bestandteil der Internationalen Beziehungen (IB).Hauptsächlich wird ein Konzept in der Disziplin diskuttiert: ein Akteur beeinflusst einen anderen auch widerwillig nach seinen Vorstellungen zu handeln. Allerdings lässt die Fokussierung auf dieses Konzept weite Bereich von Macht außen vor und übersieht dabei ausgedehnte Bereiche der internationalen Begebenheiten und Akteurskonstellationen und verbaut sich Möglichkeiten des Verständnisses dieser Bereiche und Bestimmungsfaktoren. Der Artikel drängt auf eine ausführlichere und umfassendere Beschäftigung mit allen Aspekten von Macht. Begonnen wird mit der Vorstellung, dass Macht Handlungen und Fähigkeiten von Akteuren und somit deren Status in den Internationalen Beziehungen determiniert. Dies beinhaltet zwei entscheidende Dimensionen: unter welchen Bedingungen funktioniert Macht in sozialen Interaktionen und wie sind soziale Interaktionen spezifiziert, durch die Macht ausgeübt wird (direkt/indirekt). Dies führt zu vier Machtkonzepten, die im Folgenden dargestellt und analysiert werden und die danach auf ihre Erklärungsmacht bezüglich global governance und dem 'American empire' untersucht werden. Es wird noch darauf verwiesen, dass die vier Machtkonzepte verbunden sind und dennoch in Konkurrenz zueinander stehen

THE RELATIONSHIP BETWEEN THE SUPERPOWERS IS POTENTIALLY THE MOST DESTRUCTIVE TO MANKIND OF ANY THAT HAS EXISTED THROUGH HISTORY. MOREOVER, IT IS, THROUGH THE CONTINUING ARMS RACE, ITSELF BASED ON MUTUAL DETERRENCE AND WEAPONS MODERNIZATION, EXTREMELY COSTLY TO BOTH COUNTRIES. THE TIME MAY HAVE COME TO CONSIDER SYSTEMATICALLY AN ALTERNATIVE APPROACH TO THE CONFLICT THAT PERVADES THE RELATIONSHIP BETWEEN THE SUPERPOWERS, AN ALTERNATIVE WITHOUT THE MAJOR DISADVANTAGES OF THREAT WITH ITS POTENTIAL IMPLICATIONS FOR INSTABILITY, DISTRUST, AND MUTUAL DISLIKE. THE ALTERNATIVE DESCRIBED INVOLVES USING POSITIVE INDUCEMENTS TO INFLUENCE ONE ANOTHER, POTENTIALLY A POWERFUL ADDITION AND EVENTUALLY A POWERFUL SUBSTITUTE FOR MUTUAL THREAT. MUTUAL REWARDING AS A MODE OF INFLUENCE CAN PROVE LESS DANGEROUS AND LESS EXPENSIVE. AT THE SAME TIME, THE USE OF REWARDS IS A COMPLEX MATTER, OFTEN SUBTLE, AND CERTAINLY NOT READILY ACCEPTED BY EVERYONE. BECAUSE OF OBSTACLES OF VARIOUS KINDS, REWARDS ARE RARELY USED BY ADVERSARIES. THESE OBSTACLES ARE DESCRIBED, TOGETHER WITH CRITERIA IN TERMS OF WHICH ANY SYSTEMATIC AND SUCCESSFUL USE OF REWARDING BETWEEN THE SUPERPOWERS MUST OCCUR.
