This article attempts to explain the diverging evolution of foreign & security policy in the EU. It begins by characterizing the CFSP/ESDP at the level of the armed forces, administrative structures, & decision-making bodies in comparison with practical implementation. This survey reveals two modes of interpretation: One based on the realist theory & the other on integration theories of neofunctionalism or institutionalism. The fourth part of this paper expounds upon the finding that neither of these theories are able to fully explain the empirical contradiction, brought forward by the rift between the EU member states in 2003, with regard to the intervention in Iraq, or the parallel dynamic developments within ESDP. Special aim is concentrated on referendum in 1997 (held on NATO accession and on the direct election of the president of the Slovak Republic). Generally speaking referendums brought with a lot of problems. Their outcome was polarization of society and political elite. All Slovak referendums were unsuccessful (with the exception of last referendum – euro referendum in 2003). The project of world trade liberalization undertaken by the WTO is subject to heavy criticism from many different international actors. This paper suggests a way to analyze a problem of many widely differing subjects opposing a complex, ambitious & far-reaching project. First the conflict over the trade liberalization project is introduced, the most relevant subjects of international politics identified & selected subjects' most relevant interests & goals are discussed. The analysis then focuses on the common belief that the main divide over the trade liberalization project lies between WTO officials, developed countries, their pressure groups & multinational corporations on one side, & nongovernmental organizations & developing countries' representatives on the other. This hypothesis is tested according to definitions of stakeholders' interests, & a subsequent prediction of likely coalitions on each key issue. Finally, an alternative division is suggested. The main goal of the article is to analyze the basic problems regarding the Economic Partnership Agreements (EPAs) negotiations between the European Union (EU) and the African, Caribbean and Pacific (ACP) countries. The negotiations so far have been controversial, and discussions about them have been inconclusive. In the first section of the article, the negotiations are set within the context of global politics and are especially examined in the context of new regionalism/inter-regionalism and international trade relations to clarify the motives behind the EPAs. Then the negotiation parties are introduced and a brief overview of the ACP economies follows, since they all have a considerable impact on the EPA discussions. This study deals with application of the Norbert Elias's theory of sociogenesis to the case of early Czech state formation. For this purpose we focus on the mechanisms of emergence and establishing of the state monopoly, as well as on the aspects of decentralization and privatization of state power during reign of first Premyslid dukes - from 860 to 1230 AD. In the second place, the article tries to compare the process of sociogenesis in the Western Europe with the dynamics of state formation that was typical for the contemporary Czech lands. In this context we claim that Elias made several mistakes, because he supposed that features and mechanisms of state formation were fairly unitary everywhere Europe. We try to challenge this notion show that the history of state making in the Central European region has many autonomous and unique aspects that differentiate it from social dynamics in other parts of the continent. From this critical pointof view, the article attempts a reformulation of Elias's theory for the Central European area.
The enforcement of obligations in international relations is not governed by a supranational authority; sanctions (economic, diplomatic, communication) represent one of the possible ways in which a state may put through its rights and interests. The group of economic sanctions is very wide, and it covers measures affecting trade or financial flows (e. g. boycotts, embargoes, prohibitions on investment, payments and capital movements, withdrawal of tariff preference). The text concerns multilateral sanctions regimes applied by the United Nations and the European Union. The paper describes procedures leading to the authorization of sanctions and the circumstances under which the restrictive measures are usually applied. In both cases, the main development and widest use of sanctions occurred in the 1990s. This article first disputes the traditional view of Realist School of international relations as inherently positivistic, & second presents a reaction to the polemic taking its course in pages of this journal between Marek Louzek & Petr Drulak. In the first part, those aspects of the work of E. H. Carr & Hans Morgenthau that challenge their placing in the positivist camp are presented. In the second part, these remarks are used as a critique of Marek Louzek's schematic division of theories of international relations as between normativist idealism & positivist realism. International negotiation & communication contribute to the improvement of international relations. Negotiation between states & also other subjects of international relations is one of basic forms of its function. First of all, it is necessary to characterize negotiation as a phenomenon & also its key elements. It is possible to start with the definition of elementary words in this field such as communication, negotiation, & diplomacy, & also its mutual connections. Next step is a characteristic of several basic variables, which we can see in all negotiations without respect to when, where, & on which theme the negotiation is occurring -- information, time & power. Negotiation is also characterized as a process with its phases & dynamics. Basic phases are analysis of subject, planning of possible solutions & discussion -- it means full negotiation. Elementary styles of negotiation are also part of this characteristic. Two key categories represent positional & principal negotiation. Cultural aspects of negotiation, especially in international relations are another important part. These aspects arise from definition of culture, cultural dimension of international relations, also intercultural communication & necessity of its understanding. Values paradigm (system of basic values) & characteristics of different cultures also play a very important part. These values cooperate on the creation of different approaches of these cultures, members to negotiation, & the use of different styles. Crucial are in this sense e.g. using of language or time & also one of the basic classifications on individualistic & interdependent ethoses, with low-context or high-context negotiation style. In the context of international negotiation it is possible to come up different variants of negotiation. There are, first of all, bilateral or multilateral negotiation or mediation & good offices and, of course, inquiry, conciliation, arbitration & jurisdictional disputes. Examined are many elements eg., style, strategy (used during negotiation), selection of group of participants, formulation of agenda, venue of negotiation, proceedings, decision-making & many other questions in these styles. It is necessary to mention that in current international practice negotiation is one of the main legitimate methods of resolving conflicts, & above all preventing of such conflicts. This text is a polemical contribution to the debate on positivism & postpositivism in the study of international relations. It focuses on four aspects rendering Louzek's defense of positivism rather flimsy: first, the untenability of the positivism-normativism dichotomy. Second, a more detailed analysis of theories incorrectly grouped with normativism. Third is an analogous analysis of positivistic theories, & particularly their claims to an epistemologically neutral access to reality, & fourth, we discuss Louzek's ambivalent attitude to modernity, particularly to the notion of progress.
