The conditions of establishing, motives, and goals of the participants in the creation of the 'Weimar Triangle' are studied in the paper. It is determined that the collapse of the bipolar system of international relations led to a change in the political structure of Europe and the world, which caused the transformation of previous interstate associations. Emphasis is placed on the development of French-German and German-Polish cooperation through the prism of political changes in Central Europe in the late 1980s and early 1990s. The 'Weimar Triangle' is one of the forms of interregional cooperation. At the heart of this partnership is the centuries-old experience of international relations of three states: Germany, France, and Poland. In the history of their cooperation and confrontation, one can find the answer to the question: why just these states created an advisory board to address the main issues of modern international relations (political, economic, social) in Europe in August 1991. The study of this phenomenon is especially relevant at the period of the European Union values crisis. The paper reveals that Ukraine's interest in the 'Weimar Triangle' formula is, in particular, in the belief that its strategic choices determine geopolitical relations between the US, the European Union, the Russian Federation, and Ukraine. Thus, the formula of the 'Weimar Triangle' becomes essential. After all, it unites the states which, taking into account their position, membership in NATO and the European Union, and in the case of France and Germany – in connection with their political and economic potential and the relevant relations with Russia, are a logical link between the components of geopolitical and geostrategic space of Ukraine. ; У статті розглядається створений у кінці серпня 1991р. механізм регулярних консультацій між Польщею, Францією та Німеччиною з найважливіших міжнародних питань. Він отримав назву «Веймарського трикутника» і його головною метою було сприяння інтеграції Польщі в євроатлантичні структури. У статті аналізуються особливості створення та розвитку нового формату співпраці країн та виявляються досягнення та причини невдач у даній формі співробітництва в Європі на рубежі ХХ-ХХІст.

The scope and content of the terms "foreign policy" and "diplomacy" have signifiantly widened, particularly under the new international circumstances of the post-Cold War period. It continues to consist, as all other policies, of a particular set of objectives which a state wants to attain in its relations with international partner. Today hardly any subject seems to escape being the legitimate subject of international relations. While, traditionally, foreign policy has always comprised those policies of security, defence and diplomacy which a state pursued in relation to the outside world, today's comprehensive understanding of this policy domain comprises not only these filds of "high politics" but also other areas like economic policy, development policy, international trade as well as a growing number of the external aspects of some domestic policy filds.The paper intends to provide an introductory examination of the subject of foreign policy effiiency and in this general context, the nature, scope and defiition of foreign policy; the impact of main theories and methods of international relations on foreign policy effiiency studies; dominated approaches and methods toward the study of foreign policy effiiency. The article begins with the explanation of what the foreign policy is, draws on the compound elements of foreign policy, the domestic and international factors which defie foreign policy effiiency. In hindsight there are three paradigmatic theories that explain approaches toward the study of foreign policy effiiency, such as political science, international politics theory and foreign policy decision-making.The paper stresses that the effectiveness of foreign policy as a mechanism of the states' national interests quarantee depends on the wide international political support of the foreign policy goals of the states on all stages of their implementations in the international arena. It is provided by the coincidence of their national interests on the world stage and foreign political attraction of the states to each others. The effectiveness of foreign policy also depends on such factors as the formed normative and legal base which defie the principles and regulate the peculiarity of the foreign policy implementation; economic stability achieved through increase of productivity and exports, and development in areas such as public health, education and transportation, prosperity of the citizens. The next domestic factors are: institutional providing of the foreign policy realization; the moderation of diplomacy goals the foreign policy is aimed at. ; Статья раскрывает основные концептуально-методологические подходы, сформированные в рамках внешнеполитического анализа, относительно оценки эффективности внешней политики. Рассматриваются три главные направления теории внешней политики: классический, теория принятия внешнеполитических решений, компаративистика, которые направлены на решение проблемы определения эффективности дипломатии. Оцениваются перспективы исследования эффективности внешней политики государств с различным статусом в современных международных отношениях ; Стаття розкриває основні концептуально-методологічні засади, що сформувалися в зовнішньополітичному аналізі, щодо оцінки ефективності зовнішньої політики. Висвітлюються три головні напрями теорії зовнішньої політики: класичний, теорія прийняття зовнішньополітичних рішень, компаративістика, в рамках яких вирішується проблема визначення ефективності дипломатії. Оцінюються перспективи дослідження ефективності зовнішньої політики держав із різним статусом в сучасних міжнародних реаліях.

Regions have begun to play an active role in the international arena, establishing new international connections, solving different local and even global problems etc. Thus regions pretend to be full participants in the international relations on a par with nation­states. All these facts are connected with the processes of globalization, regionalization and democratization of the society's life. The concept of region is a subject of various scientific researches, political discussions, international and national legal acts. But in spite of this the universal definition of region is not yet available. Also, the definition of the region as a participant in international relations requires clarification. Such wise the article is dedicated to analysis and specification of the concept of region as an active participant in contemporary international relations. It has a review of the most common scientific approaches concerning understanding of region concept: geographical, foreign policy, international policy, cultural, philosophical, historical and the number of others. The analysis of various variants of regions' concept has revealed that they show different aspects of it. But as a result they focus on one or several specific characteristics of region, wherein ignoring the others. That's why one of the conclusions consists in inexpediency of region's universal definition. This could be explained by a wide content of the region's concept. It is showed that the region's definition depends on the specific scientific issue. Based on the analysis of scientific approaches the conclusion of the article contains a clarification of the region's definition as a participant of international connections. ; Останнім часом регіони почали брати активну участь у встановленні міжнародних зв'язків, вирішенні міжнародних проблем, претендують на роль повноцінних суб'єктів міжнародних відносин на рівні з національними державами. Це зумовлено процесами глобалізації, регіоналізації та демократизації суспільного життя. Поняття регіону є предметом різноманітних досліджень, політичних дискусій, міжнародних і національних нормативно­правових актів. Але поки що відсутні дослідження, які б містили у собі універсальне визначення поняття «регіон», а також точне визначення регіону як учасника міжнародних зв'язків. Ця стаття присвячена аналізу та уточненню поняття регіону як активного учасника сучасних міжнародних зв'язків. У статті проаналізовано формування екологічної політики в контексті міжнародного досвіду. Зроблено висновок, що екологічна політика виражає інтереси переважної більшості населення, є основою та неодмінним каталізатором подальшого суспільного розвитку і має на меті не тільки охорону навколишнього середовища, раціональне використання природних ресурсів та забезпечення екологічної безпеки, а й збереження та розвиток соціосфери, що гарантує нормальну життєдіяльність людини. Сучасна державна екологічна політика спрямована на запобігання можливих криз, а також на подолання криз уже наявних, тому для вдосконалення механізму державного управління в сфері охорони навколишнього природного середовища на шляху до міжнародної інтеграції у світову спільноту доцільно звернути увагу на досвід провідних країн світу в цій сфері, особливо країн – членів ЄС. ; In the article the analysis of forming of ecological politics is carried out in the context of international experience. The end of XX of century was marked realization of mutual responsibility of the states for the state of environment. Became the norm of international commonunication collaboration in industries of decision of ecological problems, mutual consultations and exchange information. A primary objective is making of the system of world ecological safety. Therefore One of fundamental factors of modernisation of political activity in the modern world, indisputably, ecological. Ecology and politics to recent time were spheres absolutely indifferent in relation to each other. Modern politics it is impossible to imagine without an ecological component. New direction of political activity appears – ecological politics. Drawn conclusion, that ecological politics expresses interests of swingeing majority of population. it is basis and necessary catalyst of further community development, has for an object not only guard of environment, rational use of natural resources and providing of ecological safety but also maintenance and development of sphere of соціо, that guarantees the normal vital functions of man. A modern public ecological policy is sent to prevention of possible crises, and also on overcoming already of existing, that is why for perfection of existent mechanism of state administration in the sphere of guard of natural environment on a way to international integration in world community it is expedient to pay attention to experience of leading countries of the world in the field of it, especially countries – members EU.

This article considers a new direction of public diplomacy - digital diplomacy, the main tool of which is social networks. Digital diplomacy in the era of the COVID-19 pandemic is gaining momentum and use. This topic is very relevant and important today. The expansion of digital technologies for diplomatic relations is studied, the advantages and disadvantages of digital diplomacy are considered and evaluated. World time zones and distances have disappeared - information has become available anywhere in the world, but most importantly, it has become decentralized - it is difficult to identify one or two major information providers: each information resource can find an analogue or opponent. The aim of this article is to identify the possibilities of digital diplomacy and its impact on international relations. In this article, the authors consider and try to find out the place of digital diplomacy in public diplomacy, and what role it plays in the political life of diplomats. The authors point to the fact that it is impossible to imagine the life of modern society without social networks, exchange of various information and discussion of urgent issues. For a modern person, using of social networks is quite common, and for diplomats - it's not so much a form of communication with thousands of strangers, as an understanding of what is happening in their country of residence, how citizens and the digital space reacts on decisions and actions of their foreign ministry. Digital space can be used as an influence on public opinion, creating a positive image of your country abroad. The authors came to certain conclusions, even after overcoming the pandemic, all forms of digital diplomacy can become an additional effective area of communication both in relations between states and politicians in the international arena and within the diplomatic system. The authors argue that the rapid development and widespread use of information technology allows diplomatic missions to adapt to the trends of the new era of international relations. ; У цій статті розглядається новий напрямок публічної дипломатії –цифрова дипломатія, основним інструментом якої є соціальні мережі. Світові часові зони та відстані зникли – інформація стала доступною у будь-якій точці світу, але головне, вона стала децентралізованою – важко виділити одного-двох головних постачальників інформації: кожному інформаційному ресурсу можна знайти аналог чи опонента. The article is devoted tothe analysis of international inheritance of intellectual property rights.It is emphasized that an effective mechanism for eliminating of the territorial nature of intellectual property rights are international treaties, aiming at the recognition and protection of rights to the results of intellectual activities that have emerged in a foreign state on the basis of foreign law.It is highlighted, that each state, on its own, determines the scope of property and non-property rights of intellectual property rights by enshrining them in civil codes and special legislation in the area of intellectual property and provides for the possibility of the transfer of such rights by their succession to the heirs. The majority of states in their legislation provides the possibility of transfer from the testator to the heirs only intellectual property rights.Regarding the transfer of personal non-property intellectual property rights to heirs, the legislation of different states is ambiguous.In the doctrine, the views of scholars on the possibility of succession of non-property intellectual property rightsare slightly differ.In this regard, it is proposed to distinguish two types of non-property rights of the author: personal non-property rights, which are closely related to the creator and are inalienable, and therefore cannot be part of the inheritance and ceased with the death of the author; personal non-property rights, which are closely related to the property rights of the author, which may be part of the inheritance along with intellectual property rights and will further enable the heirs to protect and defend the intellectual property rights of the testator.The issue concerning the person to whom the intellectual property rights are transferred in the case of the absence of heirs or the heirs'refusal to inherit seems to be still unresolved. Due to the specifics of the heritage object, we believe that intellectual property rights should in this case be transferred to the Institution that ensures the formation and implementation of state policy in the field of intellectual property. The article draws attention to the fact that the different approach in the legislation of states to the types of intellectual property rights, their content, succession of such rights and their protection leads to the complication of the international inheritance of intellectual property rights. In this regard, there is a need for international and national unification of norms regarding the inheritance of intellectual property rights and harmonization of state legislation. ; Стаття присвячена досліджен-ню питань міжнародного спадку-вання прав інтелектуальної влас-ності. Звертається увага на те, що дієвим механізмом подолання територіального характеру прав інтелектуальної власності є між-народні договори, завданням яких є визнання і захист прав на резуль-тати творчої діяльності, що вини-кли в іноземній державі на підставі іноземного права. Акцентується увага на тому, що кожна держава самостійно визначає обсяг майнових і немайно-вих прав суб'єктів права інтелек-туальної власності в спосіб закрі-плення їх у цивільних кодексах, спеціальному законодавстві у сфе-рі інтелектуальної власності та передбачає можливість переходу таких прав шляхом правонаступ-ництва до спадкоємців. Переважна більшість держав у своєму законодавстві передбачає можливість переходу від спадкодав-ця до спадкоємців лише майнових прав інтелектуальної власності. До переходу особистих немайнових прав інтелектуальної власності до спадкоємців законодавство різних держав підходить неоднозначно. У доктрині погляди науковців з питань можливості правонаступ-ництва немайнових прав інтелек-туальної власності розходяться. У зв'язку з цим запропоновано виді-ляти два види немайнових прав автора: особисті немайнові права, які тісно пов'язані із творцем та є невід'ємними, а тому не можуть входити до складу спадщини та припиняються зі смертю автора; особисті немайнові права, які тіс-но пов'язані із майновими правами автора, що можуть входити до складу спадщини поряд із майнови-ми правами інтелектуальної влас-ності та сприятимуть можливості спадкоємців здійснювати охорону та захист прав інтелектуальної власності спадкодавця. Не вирішеним є питання, пов'я-зане з тим, до кого переходять права інтелектуальної власності у випадку відсутності спадкоєм-ців або відмови спадкоємців від спадщини. У зв'язку зі специфікою об'єкта спадщини вважаємо, що права інтелектуальної власності повинні в цьому випадку перехо-дити до установи, яка забезпечує формування та реалізує державну політику у сфері інтелектуальної власності. У статті звертається увага на те, що різний підхід у законодав-стві держав до видів прав інтелек-туальної власності, їх змісту, пра-вонаступництва таких прав та їх охорони призводить до усклад-нення міжнародного спадкування прав інтелектуальної власності. У зв'язку з цим виникає потреба в міжнародній і національній уніфіка-ції норм у сфері спадкування прав інтелектуальної власності та гар-монізації законодавства держав.

У статті на основі існуючих підходів до розуміння категорії «міжнародно-правове регулювання праці» та позицій науковці щодо суті й змісту аграрних трудових відносин запропоновано авторське визначення поняття «міжнародно-правове регулювання аграрно-трудових відносин» як «регламентування за допомогою міжнародних угод (договорів) та інших міжнародно-правових засобів відносин із застосування та реалізації праці в сільськогосподарських підприємствах, охорони законних прав і інтересів працюючих в цій галузі».Зроблено висновок, що загальні засади міжнародно-правового регулювання аграрно-трудових відносин визначені в основоположних актах ООН – Загальній декларації прав людини та Міжнародному пакті про економічні, соціальні та культурні права.Основну роль у встановленні міжнародних стандартів регулювання аграрно-трудових відносин відіграють акти МОП у формі конвенцій та рекомендацій, які відображають специфіку сільськогосподарської галузі та стосуються відносин: із організації праці, представництва та захисту прав та інтересів працюючих у сільському господарстві, охорони праці, контролю за додержанням законодавства про працю у сільському господарстві та ін.У результаті вивчення змісту Угоди про асоціацію на предмет зобов'язань України із врахування в національному законодавстві європейських стандартів із врегулювання відносин із застосування праці у сільському господарстві було встановлено відсутність у ній нормативних актів, присвячених виключно таким відносинам. Однак низка директив ЄС, які мають бути імплементовані в українське законодавство, поширюючи свою дію на всі галузі економічної діяльності, встановлюють вимоги й до ряду важливих аспектів врегулювання аграрно-трудових відносин (щодо праці сезонних та тимчасових працівників; безпеки праці; підвищення рівня захищеності працюючих у сільському господарстві від впливу шкідливих та небезпечних виробничих чинників (фізичних, хімічних, біологічних).Ключові слова: сільське господарство, міжнародно-правове регулювання, конвенція, Міжнародна організація праці, аграрні трудові правовідносини ; In the article, the author defines the concept of «international legal regulation of agrarian and labor relations» as «regulation using the international agreements (treaties) and other international legal means of relations on the application and implementation of work in agricultural enterprises, protection of legal rights and interests of workers in this field» which is based on the existing approaches to understanding the category of «international legal regulation of labor» and the positions of scientists concerning the nature and content of agrarian labor relations.It is concluded that the general principles of international legal regulation of agrarian and labor relations are defined in the fundamental acts of the United Nations – the Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights.The International Labour Organization' acts in the form of conventions and recommendations reflecting the specifics of the agricultural sector and concerning relations: on labor organization, representation and protection of the workers' rights and interests in agriculture, labor protection, control over compliance with the labor legislation in agriculture play a major role in setting international standards for the regulation of agrarian and labor relations.As a result of the content study of the Association Agreement regarding Ukraine's obligations to bring the national legislation thereto European standards on the regulation of relations on the use of work in agriculture, it was found the lack of regulation dedicated solely to such relations. However, a number of EU directives that need to be implemented into Ukrainian law, extending their scope to all sectors of economic activity, also set requirements for a number of important aspects of the regulation of agrarian and labor relations (concerning the work of seasonal and temporary employees; work safety; improving the level of protection of employees in agriculture from the effects of harmful and dangerous production factors (physical, chemical, biological).Keywords: agriculture, international legal regulation, Convention, International Labor Organization, agrarian labor relations

The article reveals the theoretical problem field of the concept of power, which is considered as an asymmetric format of relations between the main participants in international cooperation. The etymology of the concept of "power" is revealed, its semantic load is clarified, on the basis of this it can be stated that the semantics of the word "power" is far ambiguous and extremely variable. The term power is used in a variety of meanings and is often classified according to its scope. In political science, power is the basic concept of international relations, which provides the key to understanding the phenomena and processes in the international arena. Fundamental approaches to understanding the content of the concept of power are analyzed. The presence of a large number of approaches that outline various aspects of power, due to the complexity of the phenomenon of domination. Power as a manifestation of asymmetry remains the fundamental basis of interstate relations, but the lack of a clear terminological definition of power asymmetry determines the fragmentary nature of existing methods of its evaluation. The defining guideline for determining the nature of power in international relations is asymmetry. It is noted that the basis on which power arises is the asymmetry in the distribution of resources between interacting actors. That is, for the emergence of power relations, it is necessary that there is an asymmetry, inequality of actors in access to resources of power, their uneven distribution, which indicates a stable asymmetry inherent in power. It was found that not every relationship can be interpreted as authoritarian, the relationship must be asymmetric, only in this case, power becomes a reality. It is substantiated that the fundamental nature of power in international relations has not undergone structural changes for a long time. It can be viewed through the prism of asymmetric relations, which are characteristic of all periods of human civilization. ; У статті розкривається теоретичне проблемне поле концепції влади, яка розглядається як асиметричний формат відносин між головними учасниками міжнародної взаємодії. Розкрито етимологію поняття «влада», з'ясовано її змістово-смислове навантаження, на підставі цього зроблено висновок, що семантика слова «влада» далеко неоднозначна і вкрай варіативна. Термін влада вживається в самих різних сенсах і значеннях і часто класифікується відповідно до сфери її використання. Постульовано, що влада є базовим поняттям міжнародних відносин, яке дає ключ до осмислення явищ і процесів на міжнародній арені. Проаналізовано основоположні підходи до розуміння змісту концепції влади. Наявність великої кількості підходів, що окреслюють різні аспекти влади, пояснюється складністю самого явища владарювання. Влада як прояв асиметрії залишається фундаментальною основою міждержавних відносин, але відсутність чіткого термінологічного визначення владної асиметрії зумовлює фрагментарність існуючих методів її оцінки. Тобто для виникнення владних відносин необхідно, щоб існувала асиметрія, нерівність акторів у доступі до ресурсів влади, їх нерівномірний розподіл, що вказує на стабільну асиметрію, властиву владі. З'ясовано, що не будь-які відносини можна трактувати владними, відносини обов'язково мають носити асиметричний характер, лише в цьому випадку влада стає реальною дійсністю. Отже, асиметрія створює контекстуальну смислову основу для розуміння поняття влади в міжнародних відносинах. Влада – це асиметричний формат взаємодії між суб'єктами міжнародних відносин. Обґрунтовано, що фундаментальна природа влади в міжнародних відносинах не зазнала структурних змін протягом тривалого часу. Її можна розглядати крізь призму асиметричних відносин, які є характерними для всіх періодів розвитку людської цивілізації.

The article reveals the theoretical problem field of the concept of power, which is considered as an asymmetric format of relations between the main participants in international cooperation. The etymology of the concept of "power" is revealed, its semantic load is clarified, on the basis of this it can be stated that the semantics of the word "power" is far ambiguous and extremely variable. The term power is used in a variety of meanings and is often classified according to its scope. In political science, power is the basic concept of international relations, which provides the key to understanding the phenomena and processes in the international arena. Fundamental approaches to understanding the content of the concept of power are analyzed. The presence of a large number of approaches that outline various aspects of power, due to the complexity of the phenomenon of domination. Power as a manifestation of asymmetry remains the fundamental basis of interstate relations, but the lack of a clear terminological definition of power asymmetry determines the fragmentary nature of existing methods of its evaluation. The defining guideline for determining the nature of power in international relations is asymmetry. It is noted that the basis on which power arises is the asymmetry in the distribution of resources between interacting actors. That is, for the emergence of power relations, it is necessary that there is an asymmetry, inequality of actors in access to resources of power, their uneven distribution, which indicates a stable asymmetry inherent in power. It was found that not every relationship can be interpreted as authoritarian, the relationship must be asymmetric, only in this case, power becomes a reality. It is substantiated that the fundamental nature of power in international relations has not undergone structural changes for a long time. Постульовано, що влада є базовим поняттям міжнародних відносин, яке дає ключ до осмислення явищ і процесів на міжнародній арені. Проаналізовано основоположні підходи до розуміння змісту концепції влади. Наявність великої кількості підходів, що окреслюють різні аспекти влади, пояснюється складністю самого явища владарювання. Влада як прояв асиметрії залишається фундаментальною основою міждержавних відносин, але відсутність чіткого термінологічного визначення владної асиметрії зумовлює фрагментарність існуючих методів її оцінки. The radical transformation of world politics has led to an active rethinking of practice and the theory of international relations. The situation is significantly complicated by the fact that historical parallels are most often used to justify or justify specific political decisions. Turning to the answers to History on the problems of modernity without proper methodological guidelines increases the risk of replacing the systematic reconceptualization of the nature of international relations with repeated "plastic surgery" of outdated theoretical approaches. The primary methodological source of substituting reconceptualization for "conceptual plastic surgery" is ahistoricism, the critical feature of which is the tendency to define and apply universal laws of historical development, unchanging characteristics of historical phenomena, whose nature depends little on the impact of specific historical circumstances. The purpose of the study is to reveal the essence and consequences of the influence of ahistoricism on the understanding of international relations after the end of the Cold War. Its achievement is expected through the implementation of three research objectives: assessment of the analytical potential of the method of historical analogy; consideration of the case of the concept of "new cold war" and substantiation of its ahistorical methodological origins; proposals for a theoretical alternative to ahistoricism in the study of the modern world order, which is based on the methodological principle of historicism. The autonomy of the two functions of the method of historical analogy (evidence and heuristic), the emphasis on the heuristic function, helps avoid the "trap of ahistoricism". The article considers the concept of international relations proposed 30 years ago by the famous historian and political analyst Paul Kennedy. The purpose of the article. The author of the article tried to find out how relevant its key provisions are for understanding both the history and the current state of international relations. Methodology: retrospective analysis. Conclusions. P. Kennedy traced and explained how the various Great Powers have risen and fallen, relative to each other, over the five centuries since the formation of the "new monarchies" of Western Europe and the beginnings of the transoceanic, global system of states and to the end of the twentieth century. He analyzed in great detail the character and main tendencies of international relations for the last five centuries. Such analysis allowed him to identify the factors that determine the internal logic and content of international relations in the stated period, first of all the economic changes and military conflicts. According to P. Kennedy, the present large actors in the international system are thus compelled to grapple with the twin challenges which have confronted all their predecessors: first, with the uneven pattern of economic growth, which causes some of them to become wealthier (and, usually, stronger), relative to others; and second, with the competitive and occasionally dangerous scene abroad, which forces them to choose between a more immediate military security and a longer-term economic security. The article examines Iran's international relations at the present stage. The author recalls the background of the republic, some of the achievements of the "Arab Revolution", and also shows the relations of the Islamic republic with influential and neighboring countries. It emphasizes the fact that it is a unique country that has been able to combine a commitment to traditional values with elements of democracy today. Although the country has been under considerable sanctions for a long time, it has been able to establish relations with strong countries: Russia, China, and neighboring Armenia and Azerbaijan. Also, the article discusses the steps of signing a Joint Comprehensive Plan of Action on Iran's nuclear program, emphasizing the role of the UN Security Council in addressing this. Unfortunately, today traditionally there are still contradictions with Israel and the USA. Relations with the United States under President D. Trump have been particularly deteriorating. Relations with Turkey are quite complicated today. After the crash with the Ukrainian plane in January 2020 relations with Ukraine have become strained also, although positive trends have been clearly observed before. ; У статті розглядаються міжнародні відносини Ірану на сучасному етапі. Також в статті розглядаються етапи підписання СВПД (Спільний всеохоплюючий план дій) по ядерній програмі Ірану, пікреслюючи роль Ради безпеки ООН у вирішенні цієї проблеми. На жаль, традиційно сьогодні залишаються протиріччя з Ізраїлем та США. Особливо погіршали стосунки з США за президента Д. Трампа. Досить складними сьогодні є взаємовідносини з Туреччиною. Після катастрофи з українським літаком у січні 2020 р. також стали напруженими стосунки з Україною, хоча до цього чітко простежувались позитивні тенденції.

The article is devoted to the actual problem in modern international relations, namely the problem of instability and the role of axiological factor. The modern globalized world is filled with numerous regional conflicts and contradictions, which are determined by opposing value orientations of multi-ethnic communities. After all, there are almost no mono-ethnic countries left. It is worth exploring, along with the causes of a significant deterioration in the situation of intercultural interaction, the ways of its stabilization. This determines the topicality of the authors' research. The authors investigate the influence of values of multi-ethnic communities as a factor of instability in international relations. The authors of the article developed a methodological approach based on synergetic theory to understanding the political instability of international relations in which the axiological factor is dominant. The main purpose of the work can be formulated as follows. First, to analyze the consequences of the struggle between the leading geopolitical players for spheres of influence, manifested in mass uncontrolled migration to the West and, at the same time, in political instability based on the incongruence of values. Secondly, to identify ways to overcome the conflictibility caused by the axiological factor. Researchers have shown the main consequences of these processes on the example of Western Europe. Among them are the the manifestation of xenophobia, the negative attitude of local residents to migrants, the growing popularity of right-wing radicalism in Europe, the surge of international terrorism and the like. The authors noted the attempts of EU political structures to resist such conflict. As a conclusion, the authors pointed out the prospects for reducing conflict through institutional work to harmonize intercultural interactions and create normal social conditions in donor countries of migration. ; Авторы исследуют влияние ценностей полиэтнических сообществ как фактора нестабильности международных отношений.
