Sveučilište u Zagrebu Tekstilno-tehnološki fakultet (u nastavku Fakultet) međunarodno je priznata obrazovna i znanstvena institucija te vodeća nacionalna i regionalna visokoškolska i istraživačka ustanova u području tekstilnog inženjerstva i tehnologije te modnog dizajna. Fakultet je prepoznatljiv po inovacijama koje su osnova za prijenos znanja u gospodarstvo i temelj njegova razvoja. Znanstvena i umjetnička istraživanja usmjerena su potrebama društvenog i gospodarskog razvoja, a nastavni je proces usklađen s potrebama tržišta rada i društva. Većina nastavnika Fakulteta djeluje u tehničkom području, polje tekstilne tehnologije čiji se rad nadopunjuje i isprepliće s radom nastavnika u umjetničkom, prirodoslovnom, društvenom i humanističkom području te ostalim poljima unutar tehničkog područja s ciljem sinergije, jačanja međusobne povezanosti i interdisciplinarnosti ne samo nastavnog nego i znanstveno-istraživačkog, umjetničkog i stručnog rada. Rad Fakulteta i njegova prepoznatljivost, u regiji i svijetu, temelji se na 60-godišnjem iskustvu u izvođenju tekstilnog studija na Sveučilištu u Zagrebu te 30-godišnjem samostalnom djelovanju Fakulteta kao sastavnice Sveučilišta u Zagrebu. U ovih je 60 godina Fakultet dao vrijedan doprinos razvoju gospodarskog sektora u području proizvodnje tekstila, odjeće, kože i obuće, prvenstveno obrazovanjem visokokvalitetnih diplomiranih inženjera, inženjera, sveučilišnih prvostupnika inženjera i magistara inženjera, ali i provođenjem međunarodnih i nacionalnih znanstvenih, razvojno-istraživačkih, tehnologijskih i stručnih projekata. Postojeće stanje i pozicija Fakulteta u zemlji, regiji, EU-u i svijetu proizašlo je iz razvojnih vizija svih uprava i djelatnika koji su kontinuirano radili na unapređenju nastavnog, znanstveno- istraživačkog, umjetničkog i stručnog rada. Prva strategija razvoja Fakulteta usvojena je 2014. godine za razdoblje 2014. - 2020. te su prvi put uvedeni pokazatelji za praćenje učinaka po pojedinim područjima djelovanja. Ovaj je dokument strateški okvir razvoja nastavne, znanstveno-istraživačke, inovacijske, umjetničke i stručne djelatnosti Fakulteta te razvoja organizacije i poslovanja, infrastrukture i sustava osiguranja kvalitete za razdoblje od 2021. do 2027. godine. The Faculty is recognizable for its innovations, which are the foundation for knowledge transfer into the economy and its development. Scientific and artistic research is focused on the needs of social and economic development, and the teaching process is harmonised with the needs of the labour market and the society. Most faculty teachers operate in the technical field and the field of textile technology, and their work is complemented and intertwined with the work of teachers in artistic, natural, social and humanistic and other fields with the aim of creating synergy, strengthening cooperation and interdisciplinarity not only in teaching, but also in scientific research, artistic and professional work. The work of the Faculty and its recognisability in the region and the world are based on 60 years of experience in conducting textile studies at the University of Zagreb and 30 years of independent work of the Faculty as a component of the University of Zagreb. In these 60 years, the Faculty has made a valuable contribution to the development of the economic sector in the field of textile, clothing, leather and footwear production, primarily by educating high-quality graduate engineers, university bachelors and master engineers, but also by implementing international and national scientific, developmental, research, technological and professional projects. The existing state and position of the Faculty in the country, the region, the EU and the world, stems from the developmental visions of all departments and employees who have continuously worked on improvement in teaching, scientific research, artistic and professional work. The first Strategy for the Development of the Faculty was adopted in 2014 for the period 2014-2020, and this document is the first to introduce indicators for monitoring the effects by individual areas of activity. This document is a strategic framework for the development of teaching, scientific research, innovation, artistic and professional activities of the Faculty and the development of organization and business, infrastructure and quality assurance system for the period from 2021 to 2027. Migracijski val od 2014. do 2016. u kojem je velik broj djece i majki iz država Sjevernog trokuta na putu prema krajnjem odredištu SAD-u bio u tranzitu Meksikom okarakteriziran je krizom. Kriza je podrazumijevala postojanje prijetnje koja opravdava provođenje izvanrednih mjera. Teza rada je da pod utjecajem SAD-a Meksiko migrante u tranzitu smatra prijetnjom sigurnosti građanima Meksika, a ne ugroženim pripadnicima istoga kulturnoga kruga koje treba zaštititi. Stoga se prema njima ne odnosi u skladu s ciljem ljudske sigurnosti, već primjenjuje silu. Rad predstavlja studiju slučaja. U prvom odjeljku dani su prikaz vrsta migracija i poimanje migracija u kontekstu ljudske i građanske sigurnosti, dok su u drugom analizirani potisni i privlačni faktori migracija iz država Sjevernog trokuta. U trećem odjeljku prikazana je politika tranzitne države Meksika prema ilegalnim migrantima. U radu je izložen sud o migracijskoj politici Meksika prema migrantima u tranzitu. Zaključeno je da je iz perspektive ljudske sigurnosti politika bila »loša« jer je bila diskriminirajuća i u neskladu s kulturno-političkim kontekstom te moralnim i zakonskim normama. No gledano iz perspektive nacionalne sigurnosti politika je bila »dobra« jer je bila ostvariva, postigla je rezultate uz prihvatljiv trošak ljudi i sredstva i njome su obranjeni državni interesi Meksika – dobri odnosi sa SAD-om. ; This article will attempt to answer two questions; first, in what way did the Government of Mexico attempt to resolve the influx of a large number of migrants, children and family members, from the Northern Triangle countries (Guatemala, El Salvador, Honduras) who were transiting Mexico on their way to the United States in the 2014–2016 period? Second, why have migrants continued to arrive even after the adoption of the Mexican Programa Frontera Sur (PFS) of 2014, which was supposed to resolve the migration crisis and put an end to arrests and deportation? At the same time, the article will try to assess, according to Haines (2013), whether the Mexican post-2014 migration policy has been "good" (in line with the political and cultural context, achievable and effective with acceptable costs of staff and resources), or "bad" (discriminatory and incompatible with existing moral and legal norms). The thesis of the article is that under the influence of the United States, Mexico is treating migrants in transit as a security threat, rather than as members of the same cultural circle who require protection. So, instead of helping them, Mexico uses coercion to suppress them. While traditional threats are endangering the survival of the state, new threats to the state are also endangering individuals. The article consists of an introduction, three sections and a conclusion. The first section will provide an explanation of the relationship between migration and security (traditional national security and human security). The second section analyses the pull-and-push factors of migration from the Northern Triangle countries. This is followed by Mexico's transit policy towards illegal migrants, which is discussed in the third section. Case study research was used as a methodological strategy. The migration wave in the 2014–2016 period, consisting of many children and mothers from the Northern Triangle states transiting through Mexico on their way to the United States, was characterised as a crisis. A crisis implies the existence of a threat justifying the imposition of extraordinary measures. The issue of migrants in transit through Mexico was no novelty. Since the late 1980s, under the pressure of the United States, Mexico has been deporting migrants in transit back to their countries of origin. As Mexico has increasingly associated with the United States, there has emerged a growing need for greater compliance with "American requirements" and for the understanding of "American fears" of illegal migrants. After 11 September 2001, the fear became almost paranoid. Mexican presidents Fox, Calderon, and Nieto brought about and implemented a restrictive migration policy in line with the US policy, according to which migrants posed a threat to national security. Although repeatedly emphasising its intention to protect the migrants in transit, Mexico militarised and securitised its migration policy. This was particularly apparent after the 2014 Frontera Sur programme, which applied the same methods – arrest, deportation and denial of asylum – to the vulnerable population of women and children who largely satisfied the criteria for refugee status recognition. The PFS emphasised the intent to protect migrants, to better manage border crossings and to create security and prosperity zones in the south of the country. However, after two years of the programme's implementation it can be concluded that none of the objectives above have been achieved. Indeed, migrants in transit are additionally exposed to strife, suffering, and violations of their fundamental human rights, both by criminal organisations and the forces of law and order. Therefore, their transit has become much more uncertain than it was before. At the same time, human rights are violated by the state of Mexico itself, which denies migrants the right to asylum or recognition of humanitarian visas. The border in the south of the country has not become more secure. That PFS complies with US interests is apparent from the fact that the United States is its main source of funding, since it has managed to link the combat against drugs and migrants in transit via the Merida Initiative. The question is why have migrants continued to arrive despite everything mentioned above? It was their hope that somehow, they would reach the USA or, in the worst case, remain in Mexico. The most elementary human right, the right to life, is endangered in the countries of the Northern Triangle. In addition to personal insecurity, there are other human security threats in Guatemala, Honduras and El Salvador forcing the citizens to flee and emigrate from political, economic, environmental, and health and food insecurity. With everything being said, it is not easy to evaluate the Mexican migration policy. From a perspective of human security, it was "bad" because it was discriminatory and incompatible with the cultural and political context, as well as with moral and legal norms. Evaluated from a national security perspective, it was "good" because it was achievable, it has yielded results with an acceptable cost of staff and resources and has achieved state interests – good relations with the United States. At the same time, it is one of the tools Mexico can use in the future if Trump should decide against Mexican interests (significant taxing of Mexican products or deporting the many Mexican citizens illegally residing in the United States). Since Mexico, Guatemala, Honduras and El Salvador belong to the same cultural (historical, religious and linguistic circle), it was presumed that Mexico would pursue a policy that favours migrants and their protection; however, that did not happen. The authors agree with Kimball (2007: 140) that in the long run, Mexico will not be able to simultaneously advocate and implement both the pro- and anti-immigrant policy. The problem of the migrant wave, mostly consisting of mothers and children from the Northern Triangle countries, who were in transit through Mexico during 2014–2016, was attempted to be resolved via securitisation rather than care about their security. Castles de Haas and Miller (2014: 5) state that in the case of Mexico, there is a proliferation of migration transition, since it is turning from an emigration into an immigration country. To be more specific, with Trump coming to power, Mexico is increasingly not just a transit country, but also an ultimate destination country. Trump's immigration policy regarding immigrants from Central America suffers from deep historical amnesia related to the role of the USA in the Central American conflict of the 1980s, which has significantly destabilised the region. Moreover, Trump denounces and demonises as dangerous criminals the families, women and children, who have fled from violence contributed to by the USA (Portillo Villeda and Miklos, 2017: 53–54). This is one of the reasons the number of arrested migrants from Central America on the southern border of the United States has significantly decreased, but the number of asylum seekers in Mexico has increased threefold. There is a hope that new Mexican president Andrés Manuel López Obrador would perceive vulnerable Northern Triangle migrants more as a threat to human rather than national security.
Mithad Kozličić is a historian of navigation and geography. He was born in Zenica on April 14, 1954. He finished the Military Maritime Academy in Split, nautical orientation in 1978, and received his MSc in history in Dubrovnik in 1985. He received PhD in historical sciences at the Faculty of Humanities and Social Sciences in Zagreb in 1988 with the dissertation Historical Geography of the Eastern Adriatic in Light of Results of Researching Antique Geographic Work. He was assistant director and custodian of the Military Maritime Museum in Split until 1991, after which he was the director of the Croatian Maritime Museum in Split. He has been a professor at the Department o History of the Faculty of Humanities and Social Sciences in Zadar and the University of Zadar. In 2005, he became a permanent full professor of humanistic sciences, scientific field of history, branch Croatian history. He lectures History of Navigation in the Croatian Adriatic, Historical Geography and History of Cartography. He initiated and led postgraduate scientific master and doctoral studies History of Croatian Navigation at the same Faculty. He led several scientific-research projects on the history of Eastern Adriatic navigation. Professor Kozličić's scientific research concerns history of navigation and cartography and historical geography of the Eastern Adriatic. He published a dozen scientific books and more than 100 studies and articles. He participated in numerous domestic and international conferences and prepared several museum exhibitions. After a long research of map collections in Croatian and foreign archives, museums and libraries, he published Atlas – Cartographic Monuments of the Croatian Adriatic in 1995. It contains a concise overview of cartographic representations of the Croatian Adriatic from the antique to the end of the 17th century, with analyses of 275 maps, plans and views by 53 authors. Special attention is paid to older cartographic material and one intended for navigation, and charts by 12 cartographers produced between the beginning of the 13th century and the end of the 16th century are researched. The central chapter is dedicated to numerous cartographers and their perception of the Croatian Adriatic. The book contains basic map data, including toponymy, name of the collection and scientific and expert commentary. A list of bibliographic units and a terminology index can be found at the end. We would like to single out Professor Kozličić's monographs Panoramas of Dalmatia by Giuseppe Rieger, published by the Hydrographic Institute of the Republic of Croatia, Split 2003, Regiones Flumina Unnae et Sanae in Veteribus Tabulis Geographicis, Una-Sana Area on Old Geographic Maps, published by the National and University Library of Bosnia and Herzegovina, Sarajevo and the Una-Sana Canton Archive, Bihać, 2003 and Eastern Adriatic in Work of Beautemps-Beaupré, published in 2006. Prof. Dr. Mithad Kozličić is a member of several expert societies, including the Croatian Cartographic Society, in which he was a member of the Court of Honour for several years. He received several awards and acknowledgments and this year became a member of the Academy of Sciences and Arts of Bosnia and Herzegovina ("a member outside of working team" – citizen of Bosnia and Herzegovina living abroad).Congratulations! ; Mithad Kozličić je povjesničar pomorstva i geografije. Rođen je 14. travnja 1954. u Zenici. U Splitu je završio Vojnopomorsku akademiju, diplomiravši na nautičkom smjeru 1978, a magistrirao povijest u Dubrovniku 1985. Doktorirao je povijesne znanosti 1988. na Filozofskom fakultetu u Zagrebu s disertacijom Historijska geografija istočnog Jadrana u svjetlu rezultata istraživanja antičkih geografskih djela. Pomoćnik ravnatelja i kustos u Vojnopomorskom muzeju u Splitu bio je do 1991, a nakon toga ravnatelj Hrvatskog pomorskog muzeja u Splitu. Od 1994. profesor je u Odjelu za povijest Filozofskog fakulteta u Zadru, odnosno Sveučilišta u Zadru. Odlukom toga Sveučilišta 2005. izabran je u redovitog profesora u trajnom zvanju za znanstveno područje humanističkih znanosti, znanstveno polje povijest, grana hrvatska povijest. Predaje kolegije Povijest pomorstva hrvatskog Jadrana, Povijesni zemljopis i Povijest kartografije. Utemeljitelj je i voditelj poslijediplomskih znanstvenih magistarskih i doktorskih studija Povijest hrvatskog pomorstva na istom fakultetu. Voditelj je nekoliko znanstveno-istraživačkih projekata iz povijesti istočnojadranskog pomorstva. Znanstveno istražuje povijest pomorstva, povijest kartografije i historijsku geografiju istočnog Jadrana. Objavio je desetak znanstvenih knjiga te više od stotinjak studija i čla-naka. Sudjelovao je na mnogobrojnim domaćim i inozemnim znanstvenim skupovima. Priredio je nekoliko muzejskih izložbi. Nakon višegodišnjih istraživanja po kartografskim zbirkama hrvatskih i stranih arhiva, muzeja i knjižnica objavio je 1995. Atlas – kartografski spomenici hrvatskog Jadrana. Sadrži sažeti pregled kartografskog prikazivanja hrvatskog Jadranskog mora od antike do kraja 17. stoljeća, obrađeno je 275 karata, planova i veduta 53 autora. Osobito je pozornost dana starijoj kartografskoj građi te onoj za plovidbu, a istražene su plovidbene karte 12 kartografa koje su nastale od početka 13. do kraja 16. stoljeća. Središnje poglavlje posvećeno je brojnim kartografima i njihovu viđenju hrvatskoga Jadrana. Knjiga sadrži osnovne podatke o kartama, uključujući prikaz toponimije, naziv zbirke u kojoj se čuvaju te znanstveni i stručni komentar. Na kraju je popis bibliografskih jedinica i indeks nazivlja s proučenih karata. Posebno izdavajmo monografije Panorame Dalmacije Giuseppea Riegera u izdanju Hrvatskoga hidrografskog instituta, Split 2003., Regiones Flumina Unnae et Sanae in Veteribus Tabulis Geographicis, Unsko-sansko područje na starim geografskim kartama u izdanju Nacionalne i univerzitetske biblioteke BiH, Sarajevo i Arhiva Unsko-sanskog kantona, Bihać, 2003. i Istočni Jadran u djelu Beautemps-Beaupréa, objavljena 2006. Prof. dr. sc. Mithad Kozličić član je nekoliko stručnih društava, među kojima je i Hrvatsko kartografsko društvo u kojemu je više godina bio član Suda časti. Dobitnik je nekoliko nagrada i priznanja, a ove godine izabran je za člana Akademije nauka i umjetnosti BiH ("član van radnog sastava" – državljanin BiH koji živi u inostranstvu/inozemstvu).Čestitamo!
Zadatak razvijanja znanja o afričkim ruralnim područjima od strane urbanih afričkih istraživača susreće se s dva značajna izazova: nadmoć mitova i 'biće kao sila' u mreži ruralne afričke gnoze i prijezirno držanje urbanih afričkih istraživača spram domorodačkih sustava znanja (IKS). Ovaj je pristup rezultat kolonijalnih nastojanja da se sačuva epistemička hegemonija i neokolonijalizacija uz pomoć Afrikanaca koje se okrenulo protiv mogućnosti afričkog sustava znanja. Fiksacija na mit i silu ruralnih aktera i zapadnjačkog akademski orijentiranog sistema znanja sačinjava obostrano antagonističke strukture moći s kumulativnim efektom zagušivanja pokušaja da se Afriku razumije iznutra prema van. Ovaj rad, usmjeravajući se na društveno znanje Yoruba, primjenjuje rekonstruktivni pristup predlažući dva puta do razvoja robusne afričke baze znanja. Prvi put argumentira da se ruralni akteri koji doprinose razvoju afričke spoznaje moraju raščarati gdje je to potrebno. Drugi je put usmjeren na urgentnost postizanja potpune dekolonizacije. Dok prvi put vidi kretanje ruralnog od mitova prema artikulaciji liberalnog epistemičkog sistema, drugi put želi ukloniti nevjericu i prijezir koji urbani istraživači imaju o zbilji znanja u Africi. Znanje koje ima koristi od afričke originalnosti može se konsolidirati otvorenim dijalogom između urbanih istraživača i ruralnih aktera koji imaju izravnu vezu s ispostavom afričke gnoze u pogledu politike, prava, etike, farmakognoze, zdravstva, ekonomije i okoliša. ; The task of advancing knowledge on Africa from rural African spaces by urban African researchers confronts two formidable challenges; namely, the preponderance of myths and 'being as a force' in the network of rural African gnosis and the contemptuous poise of the urban African researcher against indigenous knowledge systems (IKS). This attitude is the aftermath of colonial efforts at reserving epistemic hegemony and neo¬colonisation by Africans who have been inundated against the possibility of an African knowledge system. The fixation on myths and force by rural agents and western academy-¬derived knowledge system constitute mutually antagonistic power structures with the cumulative effect of stifling efforts at understanding Africa from inside out. This paper focusing on the Yoruba knowledge society employs a reconstructive approach in proposing two paths to the development of a robust African knowledge base by African researchers. The first path argues that rural agents contributing to developing African episteme must disenchant where necessary. The second is directed at the urgency of achieving a consummated decolonisation. While the former path sees the rural moving from a system of myths to the articulation of liberal epistemic system, the latter seeks to nullify the incredulity and contempt urban researchers have about the reality of knowledge in Africa. Knowledge that has the benefit of African originality can thus be consolidated on an open dialogue between urban researchers and rural agents who have direct relations to the deposit of African gnosis pertaining to politics, law, ethics, pharmacognosy, health care, economy and the environment. ; La mission des chercheurs africains issus des milieux urbains pour développer le savoir dans les zones de l'Afrique rurale se confronte à deux défis significatifs : la prédominance des mythes et « l'être comme force » au sein du réseau africain de la gnose, et l'attitude méprisante des chercheurs issus des milieux urbains envers les systèmes de connaissances indigènes (IKS). Cette approche est le résultat d'efforts coloniaux pour sauvegarder l'hégémonie épistémique et le néocolonialisme par le biais d'un assujettissement des Africains qui va à l'encontre d'un éventuel système de connaissances africain. L'idée fixe qui porte sur les mythes et sur la force des acteurs issus du milieu rural, mais également sur celle du système de connaissances acadé¬mique constitue, des deux côtés, des structures de pouvoir qui ont pour effet d'étouffer les tentatives accumulées pour comprendre l'Afrique de l'intérieur. Ce travail, en s'orientant vers le savoir de la communauté Yoruba, applique une approche de reconstruction en proposant deux voies qui mènent à un développement solide de la base du savoir africain. La première voie discute le fait que les acteurs ruraux qui contribuent au développement du savoir africain doivent éclaircir la situation là où il est nécessaire de le faire. La seconde voie se penche sur l'urgence pour parvenir à une complète décolonisation. Alors que la première voie conçoit l'évolution du rural à partir des mythes et se dirige vers la formation d'un système épistémique libéral, la se-conde voie souhaite se débarrasser de l'incrédulité et du mépris des chercheurs urbains envers la réalité du savoir en Afrique. Le savoir qui tire ses avantages de l'originalité africaine peut se consolider par le biais d'un dialogue ouvert entre les chercheurs urbains et les acteurs ruraux qui ont un lien direct avec la gnose africaine établie eu égard à la politique, au droit, à l'éthique, à la pharmacognosie, à la santé, à l'économie et à l'environnement. ; Die Aufgabe der Fortentwicklung des Wissens über afrikanische ländliche Gebiete seitens der urbanen Forscher Afrikas stößt auf zwei bedeutende Herausforderungen: die Überlegenheit der Mythen und "das Wesen als Macht" im Netz ruraler afrikanischer Gnosis sowie die verächtliche Haltung urbaner afrikanischer Forscher gegenüber den indigenen Wissenssystemen (IKS). Ein solches Herangehen ist das Ergebnis kolonialer Bemühungen, die epistemische Hegemonie und Neokolonialisierung beizubehalten, und zwar mithilfe von Afrikanern, über die man gegen die Interessen des afrikanischen Wissenssystems die Oberhand behielt. Die Fixierung auf den Mythos und die Macht der ländlichen Akteure sowie des westlichen, akademisch orientierten Wissenssystems vereint beiderseitig antagonistische Machtstrukturen mit dem kumulativen Effekt, Versuche zu ersticken, Afrika von innen heraus zu verstehen. Diese Arbeit, indem sie sich auf das Wissen der Yoruba¬-Gesellschaft konzentriert, setzt den rekonstruktiven Ansatz ein und schlägt zwei Wege zur Entwicklung einer robusten afrikanischen Wissensbasis vor. Der erste Weg argumentiert, dass die ruralen Akteure, die der Entwicklung der afrikanischen Erkenntnis ihren Beitrag leisten, erforderlichenfalls entzaubert werden müssen. Der zweite Weg ist auf die Dringlichkeit der Umsetzung einer vollständigen Dekolonisation ausgerichtet. Während der erste Weg die Fortbewegung des Ländlichen von den Mythen zur Artikulation des liberalen epistemischen Systems erkennt, verfolgt der zweite Weg das Ziel, den Unglauben und die Geringschätzung zu beseitigen, die urbane Forscher gegenüber der Wissensrealität in Afrika pflegen. Das Wissen, dem die afrikanische Originalität zugutekommt, lässt sich durch einen offenen Dialog zwischen urbanen Forschern und ruralen Akteuren konsolidieren, die eine direkte Verbindung zur Außenstelle der afrikanischen Gnosis in Bezug auf Politik, Recht, Ethik, Pharmakognosie, Gesundheitswesen, Wirtschaft und Umwelt haben.
Dobro mentalno zdravlje sastavni je dio općeg zdravlja populacije i dobrobiti te pridonosi kvaliteti funkcioniranja pojedinaca, obitelji i zajednica. U novijim se dokumentima Europske unije na mentalno zdravlje gleda kao na preduvjet socijalnog i ekonomskog razvoja nekog društva. Sukladno tome, uloga je donositelja odluka i odgovornost raznih pomažućih profesija da djeluju na socijalne determinante koje utječu na mentalno zdravlje građana. Cilj je ovoga rada predstaviti suvremeno interdisciplinarno područje promocije mentalnog zdravlja te ponuditi prikaz literature o promociji mentalnog zdravlja, polazeći od povijesnog razvoja područja, temeljnih koncepata pa do preporuka za kreiranje programa. Rad rasvjetljava razlike i preklapanja područja promocije mentalnog zdravlja i prevencije mentalnih poremećaja. Promocija je usmjerena na pozitivno mentalno zdravlje, a njezin je glavni cilj jačanje snaga i kompetencija, dok je prevencija usredotočena na smanjivanje rizičnih čimbenika te specifične poremećaje, a cilj joj je smanjiti učestalost, rasprostranjenost i ozbiljnost određenih problema. S obzirom na recentne međunarodne preporuke koje govore da bi se mentalnim zdravljem trebale baviti svi sektori te razne socijalne politike, a ne samo zdravstveni sustav, rad donosi temeljne modele kako bi se pridonijelo istoznačnom razumijevanju pojmova kod različitih pomažućih profesija. Promocija mentalnog zdravlja, koja je multisektorska, obuhvaća aktivnosti i programe za podršku roditeljstvu, za djecu i mlade u obrazovnom sustavu, za područje socijalne i zdravstvene skrbi, kvalitetu života u zajednici i na radnom mjestu. Kako je riječ o interdisciplinarnom području, radom se želi utjecati na znanstveno-stručnu raspravu srodnih disciplina. ; AbstractGood mental health is an integral part of population's general health and well-being that contributes to the quality of functioning of individuals, families and communities. In newer European Union documents, mental health is perceived as a prerequisite for the social and economic growth of each society. According to that, the role of the decision makers and the responsibility of various helping professions is to act towards social determinants which influence mental health.The aim of this paper is to present modern interdisciplinary area of mental health promotion through the review of the literature, starting from the historical development of the area, basic concepts and guidelines for program development. The paper highlights the differences between mental health promotion and prevention of mental disorders. Promotion is connected with positive mental health, and its main goal is strengthening protective factors and competencies. Prevention, on the other hand, aims to reduce risk factors and specific disorders to diminish incidence, prevalence, and seriousness of problems.Regarding recent international developments, which state that mental health should concern various sectors and social policies, not just health sector, this paper brings basic models to contribute to the mutual understanding of the terminology within different professions. Multi-sectoral mental health promotion involves activities and programs for supporting parenthood, and children and youth in the education system, while the area of social welfare and healthcare concerns with the quality of life in a community and within a work place settings. Regarding the interdisciplinary nature of the area, this paper wants to contribute to the scientific and professional discussion of various disciplines which are included. ; Buena salud mental forma parte de la salud general de una populación y del bienestar. Además, contribuye a la calidad del funcionamiento de individuos, familias y comunidades. En los documentos recientes de la Unión Europea la salud mental se considera un requisito previo del desarrollo social y económico de una sociedad. En consecuencia, el papel del tomador de decisiones y la responsabilidad de diferentes profesiones ayudantes es influir en las determinantes sociales que influyen en la salud mental de los ciudadanos. El objetivo de este artículo de revisión es presentar el área interdisciplinaria contemporánea de la promoción de la salud mental y presentar la bibliografía que abarca dicho tema, partiendo del desarrollo histórico y conceptos básicos, hasta llegar a las recomendaciones para crear un programa. El trabajo aclara las diferencias y puntos comunes de las áreas de la promoción de la salud mental y la prevención de trastornos mentales. La promoción está enfocada en la salud mental positiva, y su objetivo principal es fortalecer el poder y las competencias, mientras que la prevención se enfoca en disminuir los factores de riesgo y trastornos específicos, y su objetivo es disminuir la frecuencia, difusión y severidad de ciertos problemas. Como las recomendaciones internacionales recientes afirman que a la salud mental deberían dedicarse todos los sectores y diferentes políticas sociales, y no sólo el sistema sanitario, el trabajo expone los modeles básicos para contribuir a la comprensión idéntica de los términos usados por diferentes profesiones ayudantes. La promoción de la salud mental es multisectorial y abarca actividades y programas para apoyar a los padres, niños y jóvenes en el sistema educativo, para la asistencia social y sanitaria, calidad de la vida, tanto en la comunidad, como en el puesto de trabajo. Como se trata de un área interdisciplinaria, con este trabajo se quiere influir en el debate científico de disciplinas relacionadas.
RIJEČ UREDNIŠTVAPriprema se novi Zakon o šumama, prema kojemu, nadamo se, neće biti opetovanog smanjivanja postotka naknade za općekorisne funkcije šuma. U vrijeme kada nam priroda daje kataklizmičke odgovore za našu nebrigu o njoj, a najveći svjetski zagađivači ne pristaju na njenu zaštitu, šumarskoj struci se već po običaju "sječe grana" na kojoj, ne samo šumari, nego svi sjedimo. Sve više čuju se i glasovi koji sugeriraju izdvajanje priobalnog područja iz dosadašnjeg načina upravljanja, no bez jasne kompenzacijske financijske podloge. Ne opamećuje nas niti rekordan broj požara i potreba saniranja šteta upravo na tome području.S motrišta Hrvatskoga šumarskog društva koje objedinjuje hrvatsku šumarsku znanost, obrazovanje i praksu, ponajprije sa žaljenjem zaključujemo da resorni ministar do danas nije našao vremena za razgovor s njegovim predstavnicima. Bilo to nekome drago ili ne, moramo reći da je to, uz ostalo, i pokazatelj kakav status ima šumarstvo unutar resornog ministarstva. Željno smo očekivali pozitivne promjene nakon gotovo petogodišnjeg zastranjivanja u vođenju šumarske struke i zanemarivanja pojedinih načela potrajnog gospodarenja šumskim resursima, o čemu smo argumentirano pisali. Svakako, Vlada RH između ostalog, mora odlučiti očekuje li i dalje od šumarstva klasičnu "dobit" za državni proračun, ili gospodarenje šumama po načelu potrajnog gospodarenja, gdje se dobit ne mjeri novčanicama, nego optimalnim pomlađivanjem, maksimalnim prirastom, poželjnom bioraznolikošću, prirodnošću i stabilnošću, što naposljetku osigurava očuvanje, a istovremeno i sve benefite šumskog ekosustava. Nismo primijetili ni promjene glede netržišnog gospodarenja, dapače neki i dalje zahtijevaju osiguranje dobave drvnim sortimentima zajamčenim ugovorima, a ne tržišnim nadmetanjem.Da li se nešto radi na proklamiranom restrukturiranju i decentralizaciji Hrvatskih šuma d.o.o., nije nam poznato. Svakako, vidimo da nema vidljivog utjecaja na tu temu nikakav poziv na raspravu, kao primjerice tekst bivšeg ministra Tarnaja, objavljen u Šumarskome listu 3-4/2017. Svakako promjene i građenje novog ustroja, trebalo bi krenuti od poprilično zanemarenih revira i revirnika, neposrednih i najodgovornijih čimbenika gospodarenja šumama, a ne od vrha, koji neprestano buja. Sve to zahtijeva širu stručnu i društvenu raspravu na državnoj razini, ponajprije neovisnih znalaca/stručnjaka, a ne predstavnika raznih interesnih skupina i nedovoljno educiranih političara. Te rasprave nema, bez obzira na činjenicu da se radi o gotovo polovici kopnene površine Hrvatske i šumi koja je prema Ustavu resurs od posebnog interesa za Republiku Hrvatsku. Problemi svakodnevno niču od stručnih – saniranja šteta od ledoloma u Gorskome kotaru, sušenja jasena, šteta od hrastove stjenice, potkornjaka, pošumljavanja opožarenih površina, privatnih šuma, šteta uzrokovanih klimatskim promjenama, do zapošljavanja mladih, kadroviranja pa i političkog nepotizma. Sve probleme u stanju smo uspješno riješiti, jer imamo stručnog i infrastrukturnog potencijala kao malo koja struka, ali uz eliminiranje kadrova koji su struku doveli u današnju situaciju, a koji su se očito unaprijed ugovorima dobro zaštitili. No, nažalost šumarstvo je struka gdje se pogreške u gospodarenju vide tek nakon više godina, kada je "kasno plakati", pa se mnogima čini da je trenutno sa šumarstvom sve u redu. Uredništvo ; EDITORIALPreparations are under way to formulate the new Forest Law, which will, hopefully, eliminate the continual decrease in the fee for non-market forest functions. At the time at which Nature responds with cataclysmic consequences to our indifference towards it and major global polluters refuse to protect it, the branch on which not only foresters but all of us are sitting is again being cut off. There are increased requests to exclude the coastal region from the current management policy, but at the same time no clear compensational financial bases are provided. Not even the record number of fires and the need to recover the damage in these very areas have brought us to our senses.From the aspect of the Croatian Forestry Association, which unifies the Croatian forestry science, education and practice, we can only ascertain with regret that the relevant minister has not yet found time to discuss these hot issues with its representatives. Whether we like it nor not, it should be said that this is, among other things, one more indicator of the status of forestry within the relevant ministry. We had eagerly awaited positive changes after an almost five-year period of a misguided attitude to the forestry profession and the negligence towards the principles of sustainable management of forest resources, which we have already discussed in our Journal. Definitely, the Croatian government should decide, among other things, whether it expects classical "profit" for the state budget from forestry or whether it supports forest management according to the principles of sustainable management. In the latter, profit is not measured by banknotes but by optimal regeneration, maximal increment, desirable biodiversity, naturalness and stability, all of which ensures the preservation of the forest ecosystem and of its multiple benefits. We have not seen any changes in the attitude towards non-market economy, either; on the contrary, some continue to demand the acquisition of wood assortments through guaranteed contracts rather than through market competition.We do not know if anything is being done regarding the proclaimed restructuring and decentralisation of the company Croatian Forests Ltd. What we do see is that no invitation to a debate on the subject has had any effect, such as the text of the former minister Tarnaj, published in Forestry Journal 1-4/2017. In order to develop a new system it is necessary to start from the relatively neglected forest districts and district rangers, the most direct and responsible factors in forest management, rather than at the top management, which is constantly expanding in numbers. This requires a broader professional and social debate at the state level with the participation of independent experts/professionals and not representatives of different interest groups and insufficiently educated politicians. However, such a debate is missing, even though this issue concerns almost half of the land area of Croatia and the forest which the Constitution describes as a resource of particular interest for the Republic of Croatia. There are problems on a daily basis, including the recovery of the damage from ice break in Gorski Kotar, ash dieback, damage from the oak lace bug, bark beetles, reforestation of burnt areas, private forests, damage caused by climate change, employment of the young, personnel policy and political nepotism. We are capable of solving all these problems successfully because we have professional and infrastructural potential that very few professions can boast, but we should primarily eliminate the cadres who have reduced the profession to a current unenviable situation and who have protected themselves with contracts well in advance. Unfortunately, forestry is a profession in which mistakes in the management come to light only after several years, when it is too late to "cry over spilt milk". This is the reason that many erroneously believe that forestry is currently in a good shape. Editorial Board
Zagrebački Botanički vrt Prirodoslovno-matematičkog fakulteta sačuvan je u urbanističko-arhitektonskoj koncepciji u gotovo izvornom obliku, kako je izgrađen 1892. godine. Članak donosi sažeti prikaz specifične povijesne arhitekture koja je dio Vrta. Građevine su opisane na temelju istraživanja arhivske građe, analize sačuvanih prvotnih i novijih projekata te izvedenih građevina od nastanka Vrta. Obuhvaćene su sve za Botanički vrt značajne građevine: izložbeni staklenici, vrtlarska kuća, izložbeni paviljon, fiziološki laboratorij, javni zahod te bazeni s "vodometom", uresna ograda, mostić, sjenice i vodosprema. Vrijedna povijesna arhitektura postupno se obnavlja pod konzervatorskim nadzorom nadležne službe za zaštitu kulturnih dobara od 1998. godine do danas. ; Almost the entire original layout of the urban and architectural concept of the Zagreb Botanical Garden of the Faculty of Science has been preserved as it was conceived in 1889 by its founder, Prof. Antun Heinz, a professor of botany at the University of Zagreb. The Garden was designed and built in accordance with contemporary European standards for the design of botanical gardens. From its foundation until today, the Garden has retained its multiple purposes. As an integral part of the Faculty of Science of the University of Zagreb for more than a century, the Garden has played an extremely important role in university teaching and scientific research in the field of botany, as well as education of the general public. The Garden also has cultural, historical and touristic value for the city of Zagreb and the Republic of Croatia. Since it was founded, it has remained open to the public free of charge, providing visitors with numerous educational and popular activities. It is part of the Green Horseshoe in Donji grad, a cultural good inscribed in the Register of Cultural Goods of the Republic of Croatia as an original architectural achievement, and as a completed, urbanistic, architectural space in the form of a park in the centre of Zagreb, and also as a horticultural monument in the botanical-garden category. In the first decades after its foundation, a series of functional buildings and structures of park architecture, such as a gazebo, a lookout and small bridges on the lake, shelters and similar elements in various historic styles, were built in the Botanical Garden. As a permanent residence for gardeners, a garden house was built in 1890 in the west part of the Garden, in the direction of Savska cesta. Later, greenhouses were erected and the pavilion was transported from the Second Jubilee Exhibition of Economy and Forestry held in Zagreb in 1891. A rare example of a communal building, a public toilet for parks, based on the 1905 project by Milan Lenuci, has been preserved. The last two buildings were designed by professors from the Faculty of Architecture. In 1933, in the south part of the Garden, Prof. Juraj Denzler built the well of the City Water Supply Network, used by the Garden to this day; and, in 1942, along with the already-built physiological laboratory, Prof. Zvonimir Vrkljan started building the Division of Botany. Buildings, park architecture, parterre and installation network were reconstructed and renovated over the past twenty years in accordance with the defined priorities and conservation guidelines, projects and supervision of the City Institute for the Conservation of Cultural and Natural Heritage. Several selected examples present recent projects and renovations. Industrial development in the late 18th and early 19th centuries, and new materials – iron and glass – enabled the construction of large halls illuminated from above. Constructors applied this type of knowledge to build greenhouses, essential for the successful cultivation of tropical, subtropical and Mediterranean plants in botanical gardens. Often, this type of old greenhouse is a valuable example of specific architectural heritage. A unique historical structure of this type is preserved in the Botanical Garden of the Faculty of Science in Croatia. Professor Dr. Antun Heinz took a sabbatical in 1889 and visited European botanical gardens in order to gather experience and the latest ideas he needed for the design and construction of the Botanical Garden of the University of Zagreb. He chose a situational solution, a combination of geometric and landscape style. He decided to design the largest part of the Garden in the landscape – or socalled English – style, with randomly planted groups of trees and shrubs, and curving paths. Only the parterre (ornamental flower beds), located in the west part of the Garden, was built in the French style, with a strict geometric and symmetrical ground plan. Around the long central axis, a conception typical of Baroque park heritage of the 17th and 18th centuries, he placed the main building of the Garden and the greenhouses with a geometric floral parterre with two symmetrical paths on each side, and most of that open surface is a free composition of the parterre with high and low greenery. The original shape of the exhibition greenhouses built at the end of the 19th century was preserved, but they were in very bad condition. Therefore, renovation was planned and is underway in order to restore the original condition of the complex of exhibition greenhouses. Fence around the Botanical Garden was gradually added as the city in the immediate vicinity of the Garden developed. In 1900, after the construction of the new street (today's Mihanović Street), the north fence of the Garden was built with the main entrance portal based on a design by the Royal Building Department of the Land Government, and then the east and west fence were built. Since the aesthetically shaped southern fence did not exist, it was designed as a public walkway with a pergola, and the construction began in 2018. The oldest fair building in Croatia was preserved in the Botanical Garden of the Department of Biology, Faculty of Science in Zagreb, and restored in 2007. The wooden pavilion was presented at the international exhibition in Vienna in 1890, and in Zagreb in 1891. In 1892, it was moved to the Garden as a building where plants susceptible to frost were kept during winter. Over time, the domes and façade were removed. However, the roof structure and the volume of the building were preserved, and all characteristic elements of the lining were found before the 2005 reconstruction. Based on sufficient data and archival photographs, it was possible to restore the exhibition pavilion to its original form. Reconstruction and renovation of the Botanical Garden complex and functional historic buildings will continue and contribute to the preservation of the complete historical architectural heritage in the park section of the Green Horseshoe of Zagreb Donji Grad.
U godini kada obilježavamo 250. obljetnicu hrvatskoga šumarstva, a u tijeku je 169. godina od utemeljenja Hrvatskoga šumarskoga društva i tiskanja 139. godišta našega znanstveno-stručnoga i staleškog glasila Šumarski list, interesantno je baciti pogled na tekstove iz prvih godišta tiskanja časopisa, pa i povući paralelu s današnjicom.Već u prvome godištu 1877 god. pozornost nam privlači članak Adolfa Danhelovskog "Predlozi o štednji drva u proizvadjanju francezkih duga", u kojemu kaže da se postupak proizvodnje neznatno poboljšao, "premda ova vrst robe zaslužuje, da se najvećom štednjom proizvadja, dočim su njoj namijenjeni najkrasniji hrastici". To mora raditi "vješt radnik", jer se inače može "mnogo drva potratiti …., a užje se duge imaju izradjivati od tanjih stabalah ili trupacah". Nastavno, preporuča se radi uštede sortirati trupce sukladno dužini i širini zadanih dimenzija dužica, a slijede ostale preporuke za uštedu. Povucimo sada paralelu s tadašnjim razmišljanjem i preporukama glede štednje i današnjim rasipanjem nacionalnog bogatstva, korištenjem "najkrasnijih hrastika", tako da netržišna cijena sortimenata omogućuje proizvodnju poluproizvoda, a ne visoko finaliziranih proizvoda s velikom dodanom vrijednošću i maksimalnom zaposlenošću. Najžalosnije je kada se furnirski sortiment kamuflira u pilanski prozvod za izvoz, čime se "izvoze" i radna mjesta za kojima plačemo. O tome smo detaljnije pisali u uvodniku ŠL br. 5-6/2012. "Odnos šumarstva i prerade drva". Stoga se ne slažemo s tvrdnjom resornog ministra izrečenoj u razgovoru poslije Konferencije za tisak o kojoj pišemo u rubrici Aktualno, da su potpisani netržišni ugovori s drvoprerađivačima spasili domaću preradu drva od inozemne konkurencije. Za nas je i dalje to način rasipanja nacionalnog bogatstva i trenutačni probitak za račun pojedinaca, a ne za opće dobro.Članak iz trećeg godišta, 1879. god. Alex. Nik. Schultz podnaslovom "Sedam glavnih točaka šumskoga gospodarstva i njihova teoretično-praktična uporaba" započinje motom: "Proizvadjanje najveće kvantitativne i kvalitativne množine drva na najmanjoj površini: i čim vrlije gospodarstvo". U članku navodi kako šumsko gospodarstvo dijeli djelatnosti na temeljne i pripomoćne. Temeljne su računarstvo i prirodoslovlje, a pomoćne: tehnologija, zakonodavstvo, državoznastvo, računovodstvo povijest i geografija. Razdioba praktičnih struka šumskog gospodarstva dijeli na: "gojenje šume, b) zaštita šume zajedno s šumskom stražom, c) šumska poraba za jedno sa šumskom tehnologijom, d) šumska procjena zajedno s uredbom obhodnje i obračunanjem vriednosti i e) šumska uprava i šumsko ravnateljstvo". Ako razmislimo o poanti i današnjem poštivanju mota članka, zaključujemo da se sugerira maksimalno moguće korištenje proizvodnosti pojedinog šumskog staništa, a njegova bi degradacija predstavljala katastrofu. Komentirajući spomenutih sedam točaka, ponajprije navodi da je prva i glavna točka upravljanja i rada "teoretično i praktično naobraženo gospodarstveno osoblje da se može šumom koristno i potrajno gospodariti". Pita se "kako može čovjek uobće, koji neima niti pojma o neophodno nuždnih znanosti, upravljati šumom s mnogimi njezinimi osebujnosti". Druga glavna točka je samostalno odgovorno vođenje gospodarstva "bez pohlepe za dobitkom". Treća točka govori ponajviše o načinima obnove sastojina – umjetnim načinom ili prirodnim pomlađivanjem. U četvrtoj točci bilježimo zaključak: "Pošteni šumar, koji znade računati, ne će nikada privoliti, da njegov gospodar, kada se u momentanoj novčanoj neprilici snadje, te bude prisiljen, uteći se šumi, postane žrtvom takvih švindlera i šumskih pustošnika, te će svu svoju duševnu snagu upotriebiti, da ono što se ne da izbjeći, ograniči bar na najmanji prostor i s obzirom na budućnost". Peta točka tiče se "šumske porabe zajedno sa šumskom tehnologijom i važnija je nego što se na prvi čas čini", a detaljnije obrazlažući zaključuje da joj treba posvetiti dužnu pozornost prateći razvoj i primjenu novih tehnologija. Šesta točka obuhvaća "šumsku taksaciju zajedno s uredjenjem obhodnje i vriednostnim obračunom", a sve spomenute točke međusobno se isprepleću i potrebno ih je ne razdvajati, "jer bez poznavanja jedne ne da se druga izvesti". O sedmoj točci "k šumskoj upravi i ravnateljstvu šuma" nema se što posebno reći kaže on, jer je uglavnom obuhvaćena u prethodnim točkama, ali zaključuje kako prema staroj poslovici "od glave riba smrdi, a preneseno na šumsku industriju: ne valja li ravnateljstvo, to ne valja ni cielo šumsko podčinjeno osoblje. To vriedi kod svake grane gospodarstva, a potvrdjuju to i nebrojeni dokazi u čovječjem družtvenom životu i u svih strukah". Na kraju mi zaključujemo ovaj tekst s porukom – usporedite sami!Uredništvo ; The 250th anniversary of Croatian forestry and the 169th year of the foundation of the Croatian Forestry Association and the publication of the 139th issue of the scientific-professional and specialist magazine Forestry Journal offer an ideal opportunity to look back at the texts published in the first issues and draw a parallel with present times. The very first volume from the year 1877 contains an interesting article by Adolf Danhelovski "Recommendations on saving wood in the production of French staves", which states that the production process has improved slightly "although this type of goods requires maximal saving in its production, since they are produced of the most beautiful oak trees". Work should be performed by a "skilful labourer", otherwise much of the wood "might go to waste". Narrower staves should be made of thinner trees or logs". Furthermore, logs should be classified according to the length and width of stave dimensions required. Other recommendations for saving follow. Let us draw a parallel with the present manner and recommendations related to saving and present squandering of national resources by using "the most beautiful oak forests", so that the non-market prices of the assortments allows the production of semi-finished goods and not high-quality products with a high added value and maximal employment. What is detrimental is the fact that veneer assortments are camouflaged into sawmill products intended for export; this also means "export" of working places which we sorely need. We discussed this in more detail in the Editorial of the Forestry Journal No. 5-6/2012, "The relationship between forestry and wood processing". This is why we do not agree with the words of the competent minister said after a Press conference, which we discuss in the column Current Affairs. The minister claimed that non-market contracts with wood processors had saved home wood processing from foreign competition. We continue to perceive this as a way of squandering national wealth for momentary gain of an individual and not for the benefit of the society as a whole. The article published in the third year of publication in 1879, written by Alex. Ni. Sshulz and entitled "Seven main points of forest management and their theoretical-practical use" starts with a motto: "Production of he highest quantitative and qualitative amount of wood in the smallest area: and the best management". According to the article, forest management activities are divided into basic and auxiliary. The basic activities are mathematics and natural sciences and the auxiliary ones are technology, law-making, political sciences, book keeping, history and geography. Practical parts of forest management are divided into "a) silviculture, b) forest protection together with forest surveillance, c) use of forests together with forest technology, d) forest inventory with rotation and calculation of value and e) forest administration and forest directorate". From the present standpoint, the motto of the article suggests maximum possible use of the productivity of a particular forest site, whose degradation would mean catastrophe. In his comment of the seven points that follow, the author stresses that the first and the main point of management and work lies in "highly educated management personnel who posses theoretical and practical knowledge for useful and sustainable management of forests". He asks himself: "How can a person who has absolutely no knowledge of the basic sciences manage such a highly complex system as a forest?" The second point is independent management devoid of "greed for profit". The third point is primarily concerned with stand regeneration methods - artificial or natural regeneration. The fourth point contains a conclusion: "An honest forester who knows how to calculate will never allow his master, who, if faced with financial problems and forced to exploit his forest, to become a victim of swindlers and forest exploiters, and will use all his spiritual strength to at least limit what is unavoidable to the smallest space with regard to the future". The fifth point refers to "use of forests together with forest technology, which is more important that might seem at first glance". In his detailed explanation, the author concludes that the development and application of new technologies should be given due importance. The sixth point comprises "forest taxation together with rotations and value calculation". All the above points are mutually intertwined and cannot be separated from one another, "since without knowing one it is impossible to perform another". In the author´s words, the seventh point concerning "forest administration and forest directorate" requires no comments because everything is contained in the previous points, but he concludes that, as the old proverb says, "the fish rots from the head down", or translated into forest industry: if the directorate is no good, then the entire subordinate personnel will be no good. U studiji se, nasuprot uvriježenim mišljenjima, dokazuje da su blokovi sjevernog dijela Dioklecijanove palače bili izvorno projektirani i izvedeni za potrebe gineceja kojemu se u Notitia Dignitatum spominje nadstojnik (Procurator gynaecii lovensis Dalmatiae -Aspalato). Opskrbljivao ga je akvedukt kapaciteta 1500 1/sec. = 129.600 m3 na dan. Problem obilnog ispiranja riješen je odgovarajucim kanalizacijskim sistemom koji je postojao samo duž ulica sjevernog dijela Palače u kojem su se nalazili pogoni carskih tkaonica. Bila bi to izvorna, osnovna funkcija građevine u koju se Dioklecijan povukao nakon što je 305. g. bio prisiljen na abdikaciju. ; In scholarly literature, the term "city" was first mentioned by Lj. Karaman, talking of the beginnings of medieval Split in Diocletian's Palace, and then by Andre Grabar in his Martyrium (I: 232-233).2 Noel Duval, in a series of studies he wrote, asks whether Diocletian's residence should be classified as palatium, villa, castrum, urban settlement or some special type of architecture, considering that in comparison with genuine imperial palaces like those in Constantinople, Antioch, Philippopolis and Ravenna, it was wanting a number of "attributes": proposed the term "chateau".3 -5 The term was thoroughly investigated by Slobodan Čurčić, discussing late antique palatine architecture, showing convincingly that the urban character of these residences was undoubted (of Antioch , Nicomedia, Salona, Constantinople, Split) - although the miniature municipal quarters in them had an only slightly more than symbolic significance.6 Diocletian's building in Split really does not have the external look of a Roman imperial villa. In Split, in particular with respect to the two architectural masses in the northern part of the building, we note, its innate anti-landscape character, both the internal and the external disposition of the architectural elements, which is almost inorganically formalised. Not even in the narrow residential area, within which the halls are interconnected only via the "cryptoportico" having no direct contacts with the surrounding landscape, we do not find any of the characteristics that in the nature of things we would expect in a residence in which, it was always considered, the emperor intended to while away his final years. The Split edifice is really primarily an example of fortification. But here too we can be surprised. The sentry patrol corridor should be on the top of the walls and should be protected with a parapet, while here it is on the first floor, perforated with hardly defensible apertures (3 x 2m). The building was clearly primarily motivated by the desire to impress the surroundings, with its emphatic delineation of military presence and power. The Golden and Silver Gates and the great apertures of the sentry corridor on the three sides of the walls onto the mainland must have been walled up before the Byzantine-Gothic wars of the 530s.7 But it would seem that we can understand its form - so very particular that it evades the usual, in some sense fossilized, terminology – only through some new reading of the original meaning and purpose of the building itself. In author's opinion, this is proffered by a very simple question. The aqueduct that brought water into the palace from the source of the river Jadro was, in the design and execution of the imperial architects, undoubtedly related to the construction of his final dwelling place. Although it is a rare specimen of a Roman monument of this kind that is still being used today (reconstructed in 1878), in the literature and in research it has been almost entirely neglected, and has certainly never been interpreted in the original context. The aqueduct provided 1500 l/ sec. (129.600 m3 a day), which in terms of our standards would be enough for a population of 173,000. 8,9 The sheer amount of water inevitably leads to the question of what it was meant for, because it far exceeded the needs of the relatively modest bath complexes in the Palace. The answer might be hidden in an almost neglected item of information from Notitia Dignitatum OC XI 48 (ed. 0 . Seeck, 150) where there is a mention of the Procurator genaecii Iovensis Dalmatiae - Aspalato- warden of the imperial weaving shop for the production of woollen clothing for the army that worked in Split, under the title of Jupiter. So far it has always been thought, on the rare occasions when this fact has been mentioned at all (and then only by-the-bye) that this gynaeceum was only after Diocletian's death "inscribed" into the Palace, which was for the whole of the 5th century a kind of pensiopolis of dethroned emperors or pretenders to the throne. It has been considered that the northern part of the Palace was reserved for the Imperial Guard, for stables and the like. 10,11 Notitia Dignitatum, a long list of all the senior offices in the Empire, civilian and military, is certainly of a composite character. The basic text was created probably in about 408 (in partibus Occidentis changes were recorded up to 420), but it conceals a lot of information about the periods before the revision of the basic copy, mirroring the order that Diocletian had brought into the state, which certainly relates to the Split gynaeceum, which alone of the 14 such complexes located in the most important cities of the empire bears the characteristic predicate Iovense: it must in itself constitute a terminus post quem non to do with the origin of the factory of military uniforms of wool in the building in Split. 12,13,15 Although the gynaecea were never mentioned in the context of Diocletian's reforms, it is generally accepted that they were created at the time of the first Tetrarchy. The concentration of the labour force, the range of specialised jobs, the degree of organisation and their connection with urban centres makes them, in the judgement of historians, the closest to the modern industrial factory. State factories (fabricae) were set up in the late Empire to eliminate or at least to alleviate the difficulties concerning the supply of the state and the army with certain products. It was necessary to clothe the approximately half a million soldiers that Diocletian 's army reforms had raised, as well as no small number of clerks. Archaeology, however, has never made any direct contribution to the understanding of their internal organisation, except in the case of the otherwise well documented gynaeceum in Carthage, which lay in the heart of the city, on the edge of the celebrated Circular Harbour. 16,17 The state operated, through the comes sacrarum largitionum, a number of weaving mills, both for woolen and linen fabrics, and dyeworks 18 The Split gynaeceum should have probably been in some kind of complementary relationship with the gynaeceum moved to Salona, perhaps for security reasons, from Bassiana (Donji Petrovci, Pannonia Inferior) also noted by Notitia Dignitatum, XI, 46 (Procurator gynaecii Bassanensis Pannoniae Secundae translati Salonis). In Salona, thus, there was a large cloth dyeworks (In Not. dign. the Procurator bafii Salonitani Dalmatiae was also mentioned) and weaving mill. At Five Bridges in Salona artisan workshops were actually found, probably a dyer's workshop, and fulling mills for cloth and the dyeing of cloth. Also to be seen is the reservoir from which the water to drive the mills ran, and a building for the habitation of the workers. 19 In one inscription in Salona, a magister conquilarius is mentioned (CIL III 2115 + 8572), clearly the head of the state workshops in which purple was extracted from shellfish, perhaps for the gynaeceum in Aspalathos. 22 Another inscription found in Salona mentions a certain Hilarus, who was the purpurarius, dyer of red garments or, perhaps, negotiator artis purpurae. 23 That the Salona baffeum and the Split gynaeceum were mentioned only in the Notitia Dignitatum, says that their production was a strictly channelled state monopoly, and that the products from them did not make their way to the general market as other goods did. The army was supplied directly, without the agency of merchants. Although not all the technological details of the gynaeceum, the fullonica and the baffeum have been revealed, we can conjure up in the northern half of the Palace an image of the whole system of pools in which the fabrics were washed, softened and finished by being trampled on with bare feet in a solution of potash , fuller's earth, human and animal urine. Here then there was a very large demand for water.28 Garments were rubbed with chalk, and fumigated with sulphur. It is particularly important to remember that the technology included, among other things, sulphur treatment (sulfure sulfire ), for which there were the many springs of sulphurous water alongside the Palace itself, which were used for the washing and bleaching of cloth right up to the first half of the 20th century, by St Francis church on the Shore.29 The problem of copious rinsing was solved by the extraordinarily handled sewage system that existed only along the the cardo and decumanus and the perimeter streets of the northern part of the Palace , in which the mentioned plant was located. Among other things, the extreme western part of the sewer under the decumanus, at the exit from the Palace, has been explored. It passed under the western gate (Porta ferrea), and moved in a gentle arc towards the south-west, finishing some forty metres further in a stone portal (below the kitchen of today's Hotel Central). Thence in an open channel all this water flowed into the bay of the sea, in the immediate vicinity of the grandest corner of the Palace.30 The monumental cross-section of this sewage system corresponds perfectly to the cross-section of the aqueduct. We should underscore the fact that the sewage system was located only along the streets of the northern part of the Palace, while we might expect it to be primarily in the residential southern part, which also shows that it was constructed for the purpose of the production inside the gynaeceum. Unfortunately, there are practically no archaeological records of the small finds from investigations of the northern part of the Split building. But, during excavations of the crossing place of the cardo and decumanus (in order to establish the original level of the street and the Peristyle) M. Suić in 1974 did observe, "a very thick layer of fine sediment of a markedly red colour of non-organic origin", which had been deposited in the cloaca, and which had retained its intensity for centuries. This must prove the existence of fullonica, which must have been located within the gynaeceum.31, 32, 55, 56 Gynaeciarii, like other craftsmen, were associated into corporations or collegia, but were not able to leave their work, being nexu sanguinis ad divinas largitiones perlinenles, which makes the construction of the northern part of the Palace, in which they lived alongside their workshops even more logical. 36 - 4 0 Their patron saint in 5th c. might have been, as I have already speculated, St Martin - patron of soldiers and weavers -to whom the little church in the sentries' walk over the Golden Gate, walled-in very early on, was dedicated. 41 All this also suggests that Christianity was alive in the Palace from day one. Along with the bishop and the praetorians, the weavers were probably that industrial revolutionary guard of the time. It is not at all surprising that a martyr like St. Anastasius - a fullo, the co-patron of Split, should have come precisely from the milieu of the fullers, probably working in the baffeum in Salona. In Split, Diocletian's gynaeceum was probably reliant upon a manufacture that already existed, one linked with the sulphurous water and perhaps on the broom, genisla acanlhoclada, from which a colouring agent for dying the cloth was obtained, and according to which, it is believed, Aspalathos actually obtained its name.43 There was raw material in Dalmatia within reach. Immediately following the Second World War there were about one million sheep in the central hinterland of the Adriatic coast. Delm or Dalm in Old Illyrian means shepherd, herder, flock, and hence Delminium means the place of pasture, and delme- dalme still today in Albanian means sheep.44 - 49 Evidence of the organised weaving industry in Roman Dalmatia can be seen in the form of the weaving industry around Split, which all the way through the Middle Ages and until quite recently was different from that in the other regions. 51 The Gynaeceum iovense might have been special precisely in the fact that this was not a remodelled and expanded production area already in existence, the expropriation of some extant minor complexes (as is assumed to have happened in Carthage), but a green field project, an exemplarily constructed industrial unit. And for this reason, of all such establishments, it was the only one to have such a flowery dedication and name. At the end one should also draw attention to an almost neglected reference concerning the palace, that is, the first description of it, uttered by the most authoritative mouth of all. In the Oralio ad Sanclorum coelum which he delivered in Antioch in 325, Emperor Constantine said that the colossal pile of the palace was a "loathed dwelling" in which the Emperor Diocletian shut himself up after this abdication: "After the massacre in the persecutions, after he had condemned himself by depriving himself of power, as a man of no utility, acknowledging the damage he had done with his imprudence, he remained hidden in his really contemptible dwelling place". 61 This surprising statement of Constantine might be an allusion to the fact that Diocletian had to spend his last days in a building that in spite of all the sumptuousness of its centre and the residential quarters looking onto the sea- must also have had the features of a military factory, to which the form of the castrum must have been in all respects much more suitable than to a charming imperial residence. The whole of the building fits perfectly in with the long series of tetrarchic public works. It is important to stress the autonomy of the cardo and the decumanus (12 metres broad) with their own lastricatus and their own porticatus, independent of the blocks that they hid. I would even say that the form of the castrum is more logical for a gynaeceum than it is for a palace. What should be actually highlighted is the surprising pragmatism, as well as the great social focus of the lllyrian emperors, who really did want to renew the "fervent patriotism and iron duty in the evil days" (Syme). Probus in Egypt worked on an important improvement of the navigation of the Nile; temples, bridges, porticoes, palaces, all were put up by the army. Galerius himself was a devotee of public works, and undertook an operation worth of a monarch, says Gibbon, diverting the excess of water from Lake Pelso (Balaton) to the Danube, at the border with Noricum. He had the endless woods all around cleared, and gave the whole reclaimed area between the Drava and the Danube to his Panonian subjects to be cultivated, naming it Valeria after his wife. 65, 66 Most of the buildings that Diocletian put up were of a utilitarian purpose, such as mints and the factories that Lactantius mentions, or border forts, roads and bridges. Dozens of extant inscriptions tell us of the dedications of new and restored temples, aqueducts, nymphea and public buildings - "vetustatu con lapsum" or "Ionge incuria neglectum"- dilapidated from age and long neglect. 67 According to Lactantius's writing, Diocletian had an infinitam cupiditatem aedificandi, an infinite desire to build. 68 Today we are apt to count mostly the imperial palaces in connection with this statement, and to forget the whole framework of comprehensive public works that were undertaken during the first tetrarchy. Twenty years of relaxation from civil wars and barbarian invasions, and the gradual suppression of local unrest, led to the renovation of the prosperity in cities all round the Empire, hence the major number of public dedications, the revival of overall construction activity. The Tetrarchan New Deal - with Diocletian as the Roosevelt of the ancient world - is often understood in a formalist way, as a series of legislative and political attempts to halt inflation, overlooking exploits like Galerius's round Balaton, or this one in Split. The construction of the Split Palace, then, no kind of imperial Xanadu, as it is often held to be, justified its investment. More than that: its existence enabled antiquity in Dalmatia, even after the 7th century catastrophe, not to be extinguished with a sudden death, but over long centuries to be merged into the modern age, remaining until this day a lesson in and criterion for every creative architectural operation into the tissue of the city, which developed organically within the precise, almost dry geometry of the Emperor's palace-cumfactory. * The article was published in English, in: Das Imperium zwischen Zentralisierung und Regionalisierung: Palaste- Regionen- Volker (ed. RIJEČ UREDNIŠTVAŠumama se gospodari prema osnovi i programu gospodarenja za pojedinu gospodarsku jedinicu. Osnova i program gospodarenja izrađeni su na temelju Zakona o šumama i Pravilnika o uređivanja šuma. No, poštuju se i odredbe još nekih zakonskih akata i podakata, kao što su: Zakon o zaštiti prirode, Zakon o zaštiti okoliša, Zakon o šumskom reprodukcijskom materijalu, Zakon o lovstvu, Zakon o zaštiti od požara, Zakon o vodama, Zakon o cestama, Zakon o prostornom uređenju i gradnji, Zakon o državnoj izmjeri i katastru nekretnina, Zakon o održivom gospodarenju otpadom te Pravilnik o doznaci stabala, obilježavanju drvnih sortimenata, popratnici i šumskom redu, Pravilnik o zaštiti šuma od požara, Pravilnik o strogo zaštićenim vrstama i Pravilnik o sakupljanju samoniklih biljaka te Uredba o ekološkoj mreži. Naravno, gospodarska osnova usklađena je s propisima Šumsko gospodarske osnove područja Republike Hrvatske. Sve rečeno dobro je poznato šumarskim stručnjacima, posebice onima iz odjela za uređivanje šuma koji pripremaju i izrađuju osnove gospodarenja, no dobro je podsjetiti se i pomoći neupućenima shvatiti da je drvo kao sirovina za daljnju preradu, samo jedan od proizvoda šume. Upravo dokumenti na koje se oslanja izrada osnova gospodarenja, ukazuju na zadaću šume i njenu općekorisnu funkciju te naknade za nju, koja je većini građana sporna, ponajprije iz neznanja. No, poticaj za pisanje bilo kojega, pa i ovoga podsjetnika-uvoda i pitanja postavljenog u naslovu, uvijek su neki događaji koji nas iz našeg okruženja trenutačno okupiraju .Već nekoliko godina sukladno Zakonu o naknadi za imovinu oduzetu za vrijeme jugoslavenske komunističke vladavine, vraćaju se određene površine šuma bivšim vlasnicima - u pojedinim slučajevima radi se i o povećim površinama. Prema Pravilniku o uređivanju šuma, kada dođe do promjene vlasničkih odnosa uzrokovanih povratom imovine na temelju posebnog Zakona i kada se radi o povratu šumske površine veće od 100 ha, potrebno je izraditi izvanrednu reviziju osnove gospodarenja. To rade Hrvatske šume d.o.o., kojima je povjereno gospodarenje šumama u vlasništvu države, a odobrava resorno ministarstvo putem stručnog povjerenstva. Očekuje se da to rade i "novi-stari" vlasnici šuma, jer Zakon o šumama vrijedi za sve vlasnike šuma. Odjeli za uređivanje šuma Hrvatskih šuma d.o.o. novim-starim vlasnicima šuma nude izradu osnova gospodarenja, kažu uglavnom neuspješno. Pretpostavljamo da te programe za njih rade neke druge licencirane šumarske tvrtke. Nije za vjerovati, ali kažu da ima čak primjera da se gospodarenje povjerava pilanaru! Dakle, već znano "haračenje" u privatnim šumama izgleda nastavlja se, samo sada na nešto većim površinama. Prema tomu, sječe se nemilice i očito to netko odobrava ili zatvara oči pred time. Ne želimo nikoga optuživati, jer nismo inspektori, nego samo na temelju indicija upozoravamo resorno ministarstvo da poduzme odgovarajuće mjere, posebice Komoru inženjera šumarstva i drvne tehnologije da zaštiti žig ovlaštenog inženjera od eventualnog profaniranja.Inače, interesantno bi bilo znati na koji način i gdje završava ta drvna sirovina iz privatnih šuma i u kojoj fazi obrade. Za drvnu sirovinu Hrvatskih šuma d.o.o. znamo da se većina "raspoređuje" kupcima po netržišnim cijenama, iako već male količine koje se prodaju po tržišnom načelu putem javnog nadmetanja, pokazuju osjetnu razliku u prihodu, no napravljene promjene u prodajnoj politici državnih šuma tek su na tragu željenih i realnijih prihoda. Država-vlasnik gubi, a pune se privatni džepovi drvoprerađivača s opravdanjem očuvanja radnih mjesta. Vijesti u dnevnome tisku o povećanju cijena drvne sirovine samo je nova administrativna, a ne tržišna mjera. Prije nekoliko dana gledamo na HTV preradu drva u Petrinji i prvi zaključak je "sada su na redu Hrvatske šume d.o.o." koje trebaju osigurati drvnu sirovinu, kao što se to tražilo za sličnu proizvodnju u Vukovaru, naravno "po povoljnim cijenama". A koja je to finalna proizvodnja? Parket, koji poštujući racionalno korištenje drvne sirovine zapravo predstavlja proizvod pilanske dorade i najnižeg stupnja finalne obrade drva. Furnir je pak poluproizvod-sirovina za daljnju obradu drva. Prave finalizacije tu nigdje nema, a upravo ona osigurava stvaranje dodane vrijednosti i nova radna mjesta, koja mi našom netržišnom politikom izvozimo umjesto drvnih proizvoda visoke finaliziranosti. Nije potrebno reći da finalizacija onda potiče prateću industriju (okovi, ljepila, lakovi i sl.) i stručno osposobljavanje i zapošljavanje, kako proizvodnih radnika, tako i inženjera drvne tehnologije. Zbog čega je to tako teško shvatiti?Uredništvo ; EDITORIALForests are managed according to the management plan and programme of a particular management unit. Management plans and programmes are drawn up on the basis of the Forest Act and the Forest Management Regulations. However, are the regulations of other laws and by-laws obeyed? These include, for example, the Nature Protection Act, the Environment Protection Act, the Act on Forest Reproductive Material, the Hunting Act, the Forest Fire Protection Act, the Water Act, the Act on Roads, the Physical Planning and Building Act, the State Measurement and Land Registry Act, the Act on Sustainable Waste Management, and the Regulation on Remittance of Trees, Marking of the Timber and Forest Row, the Regulation on Forest Fire Protection, the Regulation on Strictly Protected Species, the Regulation on the Collection of Wild Plants, and the Regulation on the Ecological Network. The management plan is coordinated with the regulations of the Forest Management Plan of the Republic of Croatia. All this is well known to forestry experts and particularly to those from the Forest Planning Department, who prepare and draw up management plans. Still, it is worth while reminding those less knowledgeable of the matter that timber as raw material for further processing is only one of the vast array of forest products. The basic documents used to formulate management plans clearly highlight the role of the forest and its non-market function, as well as the monetary compensation for this function. Yet, this compensation is the bone of contention for the majority of the citizens, who are generally unaware of forest functions. However, writing this reminder-introductory word and asking the question in the title is always prompted by some events from our surroundings that draw our attention. For several years now, pursuant to the Act on Compensation for and Restitution of Assets Taken under the Yugoslav Communist Regime, some forest areas have been returned to their former owners - in some cases these areas are relatively large. According to the Forest Management Act, in the case of changed ownership relations caused by the restitution of property based on a special Law and in the case of property exceeding 100 ha, it is necessary to revise the management plan. This is done by the company "Croatian Forests" Ltd, which has been entrusted with the management of state-owned forests, and must be approved by the corresponding Ministry through its expert commission. It is expected that the job is also performed by the "new-old" forest owners, because the Forest Act is binding for all forest owners. The forest management departments of "Croatian Forests" Ltd offer their services of formulating management plans to the new-old forest owners, but in their words, mainly unsuccessfully. We assume that these programmes are executed by some other licensed forestry companies. Hard to believe, but there have been cases of such jobs being entrusted to sawmill owners! Thus, the already familiar "acts of plundering" in private forests are continuing, but now over even larger areas. Trees are being mercilessly cut down, and it is evident that such acts are either approved by someone or that eyes are being shut to this practice. We would not want to incriminate anybody because we are not inspectors, but what we would like to do is, on the basis of indicators, warn the relevant ministry to undertake the required measures, and particularly the Chamber of Forestry and Wood Technology Engineers, to protect the seal of a licensed engineer from possible profanation. Otherwise, it would be interesting to know in what manner and where the raw wood material from private forests ends and in which processing stage it is found. We know that the majority of raw wood material of Croatian Forests Ltd is "distributed" to buyers at non-market prices, although even the small quantities sold on the market on the public bid principle show a considerable difference in the profit. However, the changes in the selling policy of state forests are a far cry from the desired and more realistic profit. The state - the owner, loses and private pockets of wood processors are filled on the pretext of retaining working places. The news in the press talking of higher prices of raw wood material is just a new administrative, and not a marketing measure. Several days ago we watched a TV programme on wood processing in Petrinja, and the first conclusion was that "it is the turn of Croatian Forests Ltd" to ensure raw wood material, in the same way it was demanded for similar production in Vukovar, naturally, at "favourable prices". What is this final production? Parquet, which, in the rational use of raw wood material represents a product of sawmill processing and the lowest stage of final timber processing. Veneer is a semi-finished product - raw material for further wood processing. There is no proper finalisation, and it is finalisation that generates the creation of added value and new working posts. Due to our non-market policy we export these instead of wood products in the highest finalising stage. It goes without saying that finalisation stimulates the accompanying industry (frames, glues, varnishes and similar) and ensures specialized training and employment to not only production workers but also wood technology engineers. Povijest nastanka i djelovanja građanskih udruga u Lici može se pratiti još od 1835. godine kada je osnovana Narodna čitaonica u Senju. Ipak, tek su krajem 19. stoljeća stvoreni svi preduvjeti za brojnije osnivanje svih vrsta građanskih udruga u Lici te je od tada njihov broj u stalnom povećanju. Iako je nesumnjivo da su razne vrste udruga u Lici svojim djelovanjem pozitivno djelovale na ličko društvo, taj fenomen društvene mikro-povijesti nije bio predmet sveobuhvatnog proučavanja. Ovaj doktorski rad kronološki prati stvaranje prvih građanskih udruga (društava, zaklada, štedionica, klubova i podružnica) u Lici u vrijeme Vojne krajine, njihovo naglo povećanje u vrijeme Ličko-krbavske županije i promjene koje su ih zahvatile u vrijeme Kraljevine Jugoslavije te završava početkom Drugoga svjetskog rata kada su građanske udruge u Lici naglo nestale s povijesne pozornice. U radu je prikazano političko, gospodarsko i kulturno stanje u Lici koje je uvelike utjecalo na brzinu i kvalitetu nastanka novih udruga. Također su obrađene i građanske udruge izvan prostora Like jer je njihova kulturna i ekonomska interakcija bila važan element u razvoju ove regije. Stoga je cilj ovog doktorskog rada po prvi put u našoj historiografiji dati, ne samo sumarni prikaz građanskih udruga, već i razloge, uzroke te posljedice njihovog postojanja na prostoru Like i Senja, a sve u svrhu boljega razumijevanja kompleksnih i nedovoljno razjašnjenih povijesnih procesa u hrvatskoj povijesnoj regiji Lici. ; The beginings of organizations set up in Lika region reaches far into the past, in the time of medieval brotherhoods; however, the first civil organizations in Lika did not arise until the Military Border systems have been abolished and until the break through of the modernization processes that originated in the Civic Croatia. The city of Senj had partially different but also earlier organizations' development. The first known civic organization on the area that has been the subject of this doctoral dissertation was The National Library in the city of Senj, founded in 1835. Withal, this civil organization is the first one in Croatia. In Lika region, the first civil organizations were not founded until the abrogation of the Military Border which, at the same time, has been the starting point for the progression of one of the most important forms of modernization. In the first part of this scientific work, social stratification and differentiation in the everyday life of Lika's residents has been depicted, whereas the usage of an argumented research approach has served to explain complex political, military, economic and other mutual influences between Lika's peasants-soldiers and the authorities that have dominated during that time. Multiple conflicts, unsafe and economically marginalized area, unsettled property laws and so called 'cooperative phenomena' are just a part of the numerous reasons why Lika region has entered Croatian and Habsbourg Monarchy's cultural and social processes relatively late. An emphasis is on the development of education, literacy and culture as basic determinants of future development of the civil organizations. Second major group of the research questions deals with an emersion of the organizations on the Croatian and European area, as a result of new global political processes. This part of the disertation tries to answer the question 'which were the reasons for the organizations' establishment in the first place', so as 'to what extent the organizations have influenced the residents of Wienna, Zagreb and other cities of the Habsbourg Monarchy'? Special emphasis is put on the law regulations, that is, so called 'Imperial Decree' which has helped the organizations to establish and work. Also, this group of the research questions discusses the inherited differences that existed in an administration, mentality and the development itself between the former Military Border and the Civic Croatia. Comparative research has provided an evidence that the development of a new district – Lika-Krbava county – when compared to the other districts, has been minor. Also, the questions that have been the matter of this scientific work were 'which kind of the organizations were there in the first place, 'what is the nature of the organizations' and 'which is the real level on which these organizations have fulfilled their purposes and goals'. This kind of analysis is very important in order to understand Lika's history from the beginning of the 20th century; in this period economic and cultural life of the Lika's residents is highly inflenced by a new regime of the Kingdom of SHS and, later on, the Kingdom of Yugoslavia. This group of questions especially makes an exception of the city of Senj, as a kind of border exception, but also explains which political and economic circumstances and perplexities resulted in prosperity and stagnation of the city beneath the Nehaj Fortress. The third group of the research questions, using the archive sources of the civil organizations' rules, gives an overview of more than one hundred and fifty civil organizations according to the territorial regions (districts) that existed during the Lika-Krbava county and the Kingdom of Yugoslavia. This section reveals the purposes, goals and the activities of administrative councils and assemblies of all major civic organizations (associations, clubs, affiliates, commities, foundations) found in the districts that existed during that time – Brinje, Donji Lapac, Gračac, Gospić, Korenica, Otočac, Perušić, Udbina and the cities Senj and Karlobag. In spite of major illiteracy, political and national antagonism and the fact that Lika was at the periphery in the Austrian-Hungarian Monarchy, until the beginning of the World War I, a great number of the organizations has been established in Lika region. When talking about this in the first place, we must mention some proffesional societies, libraries, 'falcon' organizations, music organizations and economic organizations, although there were also some historical occurences such as the first theatrical group in Otočac, or one of the oldest tennis clubs in Croatia, the one in Gospić. Thereby, in the second half of the 19th and the first half of the 20th century, Lika is the region of the numerous changes, but even more is the region of the extreme contradictions. In the same (research) way, the attention has been dedicated to history of Lika's organizations outside Lika's area. Throughout this group of questions not all civic organizations outside Lika have been elaborated, only those whose members actively participated in the development of the possibilities for the future economic prosperity of Lika region. Therefore, this part of the paper tries to show the connection between Lika region and the other parts of the countries that existed during that time, where the descendants of Lika's residents have lived. This scientific work tries to answer the questions of the real connection of Lika's people outside Lika with the real problems which were perceived by them in a different way than by those who remained living in the homeland. The Society of Lika's people in Zagreb was Lika's major emigrant organization which intensively helped its agile members and offered a solution for a hard life in Lika region. The Society for the preservation of the Plitvice Lakes was one of the best known organizations in Croatia, however, its class and narcissistic behaviour could not have been accepted by most of Lika's residents. In spite of individual interests of a great number of members of Lika's civic organizations, what does remain is a constatation that the organizations, especially those whose members were peasants, have obtained a huge success when it comes to development of cooperatives, crafts, agriculture, but also education and culture. Also, what is notecable is the fact that efficiency of the numerous affiliates of federate economic organizations has increased, what leads to the conclusion that the overall progress in Lika was connected with the political and economic centres outside Lika. A key influence onto the organizations' development in Lika was the one by certain individuals such as Buda Budisavljević, Ivan Devčić, Dragutin Trstenjak, Ante Cividini, Ivan Krajač, Ivan Gojtan, Ante Lončarić, so as many other culturaly and publicly known people. In that way, this doctoral thesis has scientificaly confirmed an actual similarity of the associations and organizations in Lika with those in the rest of Croatia, but also that these similarities were, in fact, quite limited. Civic organizations are an important factor in every community, so as, of course, for Lika's identity which is historically saturated in turbulent ways. This work tries to make a contribution not just to better understanding of the civic organizations in Lika, but to contribute to understand the overall environment, that is, the atmosphere in Lika region. This gives new knowledge regarding micro-historical elements of one culture that has been a carrier of social, cultural, political and economic development of the region between the Kapela mountains in the north and South Velebit and the river Zrmanja stream in the south. This doctoral thesis is the first scientific contribution to better understanding of the civic organizations and their importance in the region under consideration. Although this thesis, through the depiction of work of the civic organizations in Lika, has tried to give an answer regarding broader social, political, economic, cultural and religious life of Lika and Senj's residents in the period of turbulent and modernisation processes, some questions remain only partially answerable. If we take into consideration the broadness, possibilities and influence of the organizations, this observation is logical, too. Also, here we can talk about a vast area which makes a closed whole only in certain segments. That is the reason why this overview of the work of the civic organizations in Lika asks for further research attention, especially when it comes to the analysis of economic changes which have occurred in Lika during the second part of the 19th and the first part of the 20th century. In order to accomplish this, besides the archival research, a potential researcher must pay attention to the statistical analysis. Moreover, this scientific work gives just a model of how to evaluate certain types of the civic organizations and how to compare them with the organizations similar to them. Although this doctoral thesis had to be done within a canonical time frame, it will be praiseworthy if we compare the civic organizations in Lika which exist today to those which have existed during the period of Austrian-Hungarian Monarchy and the Kingdom of Yugoslavia. Of course, this kind of research calls for plenty of time, as well as considerable material assets, hence it can be done sometime in the future. Despite the fact that the tragic events during the World War II lead to the abolition of the civic organizations outside Lika region, the constitution of the Republic of Croatia has created the conditions for the reestablishment of the organizations. Nowadays, more than twenty organizations outside Lika work very actively and responsibly in order to interconnect Lika's emigrants and their descendants with their homeland, from where their ancestors arrived more than one hundred and fifty years ago.
RIJEČ UREDNIŠTVAIzgleda da se povijest, kao i moda, periodički ponavlja. Svako toliko pojave se ¨pametnjakovići¨, kako bi narod rekao s "morskim idejama", naravno upitnim i bez razumnih argumenata. Naime, o naslovljenom problemu, aktualiziranome u Glasu Slavonije (14. 2. 2019.), u Šumarskome listu br. 11-12 /2006. u rubrici Izazovi i suprotstavljanja, pisao je prof. dr. sc. Joso Vukelić, komentirajući tada neslužbene inicijative glede odnosnog studija, suprotstavljajući im se argumentiranim činjenicama. Njegovome tekstu nemamo gotovo ništa pridodati, osim da je ovih dana to službena inicijativa jedne lokalne zajednice i da uspješnost ili neuspješnost bolonjskoga procesa sada možemo konkretizirati, s obzirom na vremenski odmak. Sve ostalo bilo bi ponavljanje što ne želimo, ali ćemo samo kratko natuknuti neka pitanja i ukazali na argumente, kako bi Vas ponukali da potražite i pročitate i danas aktualni tekst prof. Vukelića. Ponajprije autor ukazuje na stihijsku pojavu otvaranja sličnih studija s istovrsnim programima izvan postojećih sveučilišta i prijašnjih visokih škola u Republici Hrvatskoj, koja usput rečeno traje i danas, a rezultatima nisu opravdale njihovo ustrojavanje, koje je bilo isključivo političke prirode. Kao krucijalno pitanje postavio je potrebu i opravdanost studija šumarstva uz postojeći na Šumarskome fakultetu Sveučilišta u Zagrebu, navodeći taksativno činjenice:– nema zaključnih spoznaja o uspješnosti primjene bolonjskoga procesa (nema ga ni danas – samo djelomično je ostvario očekivanja);– bolonjski proces ne prate na odgovarajući način ostale promjene u zakonodavno-organizacijskoj sferi u hrvatskome šumarstvu;– preko 200 inženjera (magistara) šumarstva je prijavljeno na Zavodu za zapošljavanje (i danas ima oko 100 nezaposlenih);– sve manji je interes za studij klasičnog šumarstva; – resorno ministarstvo sve manje financira terensku nastavu i režijske troškove postojećeg fakulteta;– postoji novo-izgrađeni suvremen i dostatan radni prostor, kojega treba i suvremeno opremiti; – postoji pet međunarodno priznatih nastavnih poligona, međunarodna razmjena studenata i vrsni mladi nastavnici te 108 (danas 120) godišnja visokoškolska tradicija šumarske nastave u Hrvatskoj - četvrta na Sveučilištu u Zagrebu;– broj diplomiranih studenata je dostatan, da ne kažemo i prevelik za potrebe struke.U nastavku autor se osvrće na potrebe županijskih vlasti, koje su fokusirane na svoj razvoj, a koje se u ovome slučaju krivo usmjeruju na rješavanje lokanih problema. Također navodi i konkretne primjere obrazovanja, potpuno nesvrsishodne te skreće pozornost na stručnost kadrova bez pedagoške naobrazbe i iskustva. Umjesto nepotrebnih proširenja sveučilišne nastave šumarstva, predlaže da se posvetimo permanentnom obrazovanju, koje je danas nužnost, a kod nas se provodi tri puta manje nego u EU. Svakako treba težiti ka izvrsnosti, usmjeravajući prema tome cilju stručnjake specijaliste i financijska sredstva. Nažalost, očito ništa nismo naučili i nismo spremni analizirati negativnosti kao npr. iz srednjoškolskoga šumarskog obrazovanja, utemeljenog upravo na argumentima lokalne a ne nacionalne razine. Programi bi uz specifičnosti trebali biti gotovo jednaki za svih desetak šumarskih škola u Hrvatskoj, a da li možemo među njima usporediti kvalitetu nastave (da li je ona uopće moguća s obzirom na kadrove i opremu) i potrebe struke? Gdje je tu izvrsnost, kojoj i na toj razini treba težiti? Svakako, o ovoj inicijativi potrebna je argumentirana rasprava na nacionalnoj razini (tko će to provesti kada nažalost resorni ministar ignorira šumarsku struku), bez političkih pritisaka, površnosti i bez privatnih interesa, pa i želja za "tezgarenjem", kojih nesporno ima. Uredništvo ; EDITORIALIt seems that history, just like fashion, repeats itself periodically. Every so often there are some "wise guys" with, as folks would say, "outlandish ideas" which are, without exception, highly questionable and almost always groundless. After the idea of establishing a new study of forestry was outlined in the journal of Glas Slavonije (Voice of Slavonia) (14 February 2019), Professor Joso Vukelić, PhD, wrote an article for the column Challenges and Confrontations (Forestry Journal 11-12/2006), in which he opposed the then unofficial idea by providing well argued facts. There is almost nothing to add to Professor Vukelić's text, except that these days the said idea has become an official initiative of a local community and that the success or failure of the Bologna Process can now be viewed objectively given the time passed. Everything else would only be tiresome repetition, which we do not want, but what we would like here is to just hint at some issues and point to arguments in order to encourage you to look for and read the text by professor Vukelić, which is still highly topical.For a start, the author focuses on the chaotic process of establishing similar studies with identical programmes outside the existing universities and former schools of higher education in the Republic of Croatia, a process which is still going on. The results achieved by the newly opened studies have not justified their establishment, so it is clear that their foundation was of an exclusively political nature. The most important issue that the author questions is the need and adequacy of launching a study of forestry in addition to the existing one at the Faculty of Forestry of the University in Zagreb. He lists the following facts:– there are no conclusive insights on the success of the application of the Bologna Process (nor are there any today, either - it has met the expectations only partially);– the Bologna Process is not adequately accompanied by other changes in the legislative-organisational sphere in the Croatian forestry;– there are over 200 engineers (masters) of forestry registered at the Croatian Employment Service (currently with about 100 unemployed forestry engineers);– interest in the study of classical forestry is declining;– the competent ministry allocates less and less money to field training and overhead expenses at the existing faculty;– there is a newly-built, modern and adequate facility which needs to be furnished with up-to-date equipment;– there are five internationally recognized teaching polygons, international student exchange and highly educated young teachers, as well as 108 years (at the time of writing the article and 120 years now) of tradition of higher forestry education in Croatia - the fourth study to be launched at the University of Zagreb;– there are enough graduate students, and maybe even too many for the needs of the profession.The author continues by discussing the need of county governments to stimulate development, which in this case is mistakenly directed at solving local problems. He cites some concrete examples of education which has not fulfilled its purpose and expresses concern about the teaching staff with little pedagogical training and experience. Instead of expanding the university education of forestry, he proposes to focus on permanent education, which is a necessity today but its implementation is three times lower than in the EU. The crucial goal to aspire towards should be excellence; accordingly, both expert specialists and financial means should be geared towards reaching this goal. Regrettably, we have not learned anything and we are not prepared to analyze the negative sides of, for example, forestry education at the secondary school level, based precisely on the needs at the local communities rather than at the national level. Allowing for some specific aspects, the curricula should be almost uniform in all of some ten forestry schools in Croatia. Can we compare the quality of teaching in these schools (is quality at all possible considering the staff and the equipment) and the needs of the profession? Where is educational excellence which should be aspired to at this level as well? Definitely, the initiative to establish another study of forestry should be discussed at the national level (but who is going to conduct the discussion when the current competent minister ignores the forestry profession)? There should be no political pressures and superficiality, and all debates should be free of private interests, including a hidden wish to "make some money on the side". Editorial Board
Replicirajući na tekst Riječ Uredništva u Šumarskome listu br. 3-4/2016., predsjednik Uprave Hrvatskih šuma d.o.o. mr. sc. Ivan Pavelić u svojoj poruci poslanoj elektroničkom poštom na adresu predsjednika i tajnika HŠD-a zaključuje, da "kao Uprava društva, ne želimo podržavati "naklapanja" i "razračunavanja" podvedena pod znanost, a time nećemo financijski potpomagati izlazak tog vašeg takozvanog znanstvenog časopisa".Mi nećemo na ovaj tekst dati paušalno mišljenje, kao što je to učinio odnosni gospodin, umjesto da je argumentirano odgovorio na postavljena pitanja u našem tekstu i otklonio sve sumnje ako one ne stoje. Ponajprije odgovor na pitanje o znanstvenom statusu časopisa. Na temelju mišljenja tada nadležnog Ministarstva informiranja RH br. 523-91-2 od 6. 3. 1991.g., a potom Ministarstva znanosti i tehnologije od 2000 g., Šumarski list se označava znanstvenim časopisom. Za reći što je, a što nije znanstveno, posebice u biotehnološkoj znanosti, koja je ovdje u pitanju, trebaju i neke reference koje gosp. Pavelić nema, kao što nema ni stručnih referenci za rukovođenje tako zahtjevnom gospodarskom granom kojoj nije samo cilj proizvodnja drvne mase, što on svojim rukovođenjem potvrđuje. Osim toga znanstveni status časopisa potkrijepljen je citiranjem članaka u relevantnim međunarodnim znanstvenim časopisima, a posljednjih godina i sa značajnim Impact faktorom, koji potvrđuje visoku kvalitetu časopisa. No, Šumarski list nije samo znanstveno, on je Znanstveno-stručno i staleško glasilo Hrvatskoga šumarskoga društva, kako stoji u podnaslovu, što znači da svi tekstovi imaju isključivo znanstveno-stručnu i stalešku podlogu, a ne političku. Postavljena pitanja u odnosnome tekstu nije "izmislilo" Uredništvo časopisa, nego je samo uobličilo mišljenja struke putem Upravnog odbora HŠD-a koji je ujedno i Uređivački savjet, a kojega između ostaloga čine predsjednici 19 ogranaka, ne postavljeni od središnjice, nego izabrani od svojega članstva (oko ukupno 3000 članova), te delegiranih predstavnika Šumarskoga fakulteta, Akademije šumarskih znanosti, Hrvatskog šumarskog instituta, HKIŠDT i resornog ministarstva. Prema tome, kompetencije ovdje nisu upitne, posebice kada navedenima pridodamo i članove Uredničkoga odbora koji su specijalisti iz pojedinih znanstveno-stručnih područja. No, gosp. Pavelić i ne treba odgovoriti na postavljena pitanja, jer je on predstavnik državnog "kocesionara" kojemu je povjereno upravljanje i gospodarenje nacionalnim bogatstvom, a kojega treba kontrolirati resorno ministarstvo tijekom cijeloga mandata. Da li je ono to činilo ili čini, i da li su odgovorni u resornom ministarstvu i Vladi RH svjesni što je sve "žrtvovano" da bi se ostvarila hvaljena "papirnata" dobit (profit) i naravno, polučili menadžerski bonusi, to je upitno? Glede spomenutih menadžerskih bonusa o kojima je bilo dosta riječi u medijima svih vrsta, interesantno je napomenuti kako se raspravljalo samo o tome, da li su u podjeli te nazovi dobiti trebali adekvatno sudjelovati i svi zaposlenici Hrvatskih šuma d.o.o. Niti jedne riječi o tome koje su štete nešumarskim gospodarenjem učinjene na šumi i šumskom staništu. Nitko, pa ni šumarski inženjeri iz rukovodstva sindikata, nisu tražili odgovore na pitanja koja smo postavili u Riječi Uredništva u Šumarskome listu br. 3-4/2016., a koja su "razljutila" arogantnog predsjednika Uprave Hrvatskih šuma d.o.o.Glede financijskog potpomaganja časopisa, moramo odgovoriti da to nije financijsko potpomaganje, nego pretplata na časopis, pa dotični gospodin svojom odlukom zaključuje da šumarskim stručnjacima nije potrebno cijelo-životno obrazovanje, te otkazuje pretplatu kao prvi rukovoditelj koji je to učinio nakon 140 godina tiskanja časopisa, upravo u godini kada obilježavamo ovu značajnu obljetnicu.Osim toga, analiza postavljenih pitanja nije tema za "komunikaciju na placu ili možda razgovor uz kavicu" kako navodi gosp. Pavelić, nego upravo za ozbiljnu raspravu na najvišoj znanstveno-stručnoj pa i političkoj razini, jer ovdje je riječ o nacionalnom bogatstvu neprocjenjive vrijednosti. Uredništvo ; Reacting to the Editorial published in the Forestry Journal No 3-4/2016, Ivan Pavelić, MSc, President of the Management Board of Croatian Forests Ltd, sent an e-mail to the President and Secretary of the Croatian Forestry Association, in which he stressed that "the Management Board does not wish to get involved in "idle prattle" and "score-settling" under the pretence of science. In other words, we will not continue to financially support your so-called scientific journal".We will not follow suit of the gentleman in question and give our opinion on this email, unlike the gentleman in question, who failed to use arguments to answer the questions raised in our text and remove all doubts if they are groundless. We would first like to clarify the scientific status of the journal. According to the decree of the Croatian Ministry of Information No. 523-91-2 of 3rd March 1991 and the decree of the Ministry of Science and Technology of 2000, the Forestry Journal is denoted as a scientific journal. To say what is and what is not scientific, particularly in the biotechnological sciences, requires some references, which Mr Pavelić, judging from his manner of management, does not possess. Neither does he possess professional references for managing such a demanding economic branch, whose primary goal should not be the production of wood mass only. The scientific status of the journal is confirmed by articles cited from relevant international scientific journals, and more recently, by the important Impact Factor, which further exemplifies the high quality of the journal. The Forestry Journal is not only a scientific magazine; it is a scientific-specialist and professional journal of the Croatian Forestry Association, as stated in its sub headline. This means that all the texts are based on exclusively scientific-specialist and professional foundations rather than on political ones. The questions raised in the subject text were not "concocted" by the Journal's Editorial Board. The Editorial Board only formulated the opinion of the profession via the CFA Management Board, which is also the Journal's Editorial Council. The Editorial Council is comprised of presidents of 19 branches (who were not appointed by the Headquarters but were elected from a membership of about 3,000 members in all), and of representatives of the Faculty of Forestry, Academy of Forestry Sciences, the Croatian Forest Research Institute, HKIŠDT (Croatian Chamber of Forestry and Wood Technology Engineers) and the competent Ministry. The above confirms the unquestionable status of competences. Moreover, the list can further be widened by members of the Editorial Board who are specialists in different scientific-specialist fields. Mr Pavelić does not have to answer all the questions raised in the journal because he is a representative of the state "concessionaire", who has been entrusted with the administration and management of the national treasure and who should be supervised by the competent Ministry throughout his term of office. Whether the competent Ministry has done so or is doing so, and whether those responsible in the Ministry and the Government of the Republic of Croatia are aware of what has been "sacrificed" in order to achieve the glorified profit "on paper" and probably obtain managers' bonuses remains doubtful. As for the bonuses, a topic on which much has been written in different media, it is interesting to point out that the discussions focused only on whether the distribution of so-called profit should have involved all those employed in the company Croatian Forests Ltd. Not one word was said about the enormous damage inflicted on the forests and forestland by inadequate forest management. No one, not even forestry engineers, union members, sought answers to the questions raised in the Editorial of Forestry Journal 3-4/2016, which so incensed the arrogant President of the Management Board of Croatian Forests LtdRegarding the financial support to the journal, we should just point out that this is not financial support but subscription to the journal. By declaring his decision, the gentleman in question concludes that forestry experts do not need life-ling learning and cancels the subscription, thus becoming the first manager to do so after 140 years of the publication of the Journal, precisely in the year in which we celebrate this important anniversary.To sum up, the questions raised in the journal are not the topic of "street chit-chat or coffee shop small talk", as Mr Pavelić says. On the contrary, it is the topic that requires serious and qualified discussions at the highest scientific-specialist and political level. U prošlome smo se dvobroju Šumarskoga lista, obilježavajući 250. obljetnicu hrvatskoga šumarstva, osvrnuli na tekstove iz prvih godina njegovog tiskanja, povlačeći paralelu s današnjicom. Zbog uvida u povijesni slijed šumarske struke i interesantnost, pa i aktualnost tekstova, u ovome se dvobroju osvrćemo na tri teksta iz 1880. i 1881. god. vezana uz naslov. Prvi tekst odnosi se na "Naredbu c. k. ministarstva za poljodjelstvo od 13. veljače 1875, B 129/A. M., R.-G.-Bl. Br. 9, koja se odnosi na ispit za tehničko službovanje u državnoj šumskoj upravi" (po toj su Naredbi državni ispit polagali državni službenici u resornim ministarstvima u Pešti i Beču, da bi bili osposobljeni za rad u državnoj službi). Drugi tekst odnosi se na "Dopis od 3. studena 1880. Br. 24509, kojim poziva Visoka kralj. Zemaljska vlada ravnateljstvo Kralj. šumarskoga i gospodarskog učilišta u Križevcih, da sastavi posebno povjerenstvo koje bi imalo čim prije izraditi osnovu za preustrojstvo vladine naredbe od 10. siečnja god. 1850. tičuće se šumarskih državnih ispita u obće". Tako je Osnovu nove naredbe o polaganju državnog ispita za samostalnu šumarsku upravu u Hrvatskoj i Slavoniji, sačinilo povjerenstvo u sastavu: F. Ž. Kesterčanek, Dragutin Hlava i Vladimir Kiseljak, a ona se kao i naredba iz 1875. ponajprije temelji na spomenutoj Naredbi od 16. siječnja iz 1850. god. I iskustvima susjednih zemalja. Ispit se održava svake godine u svibnju. Kandidat mora imati završen odgovarajući studij šumarstva, s dobrim ocjenama iz glavnih predmeta i najmanje trogodišnju praksu. Ispit je pismeni i usmeni, a provjerava se znanje iz predmeta: a) Šumogojstvo, b) Zaštita šuma i šumsko redarstvo, c) Šumska tehnologija i uporaba, d) Geodezija, e) Ustanovljivanje šumskih obhodnja, gospodarskih osnova . . . , f) Šumarska taksacija……s osobitim obzirom na proračunanje vriednosti šuma, šumarsko-financijsko gospodarenje…, g) Šumarsko graditeljstvo (šumski putovi i prometila kao i po šumarstvo važne gradjevine……h) Državno šumarsko upravoslovlje (šumski zakon, naredbe), i sl.), i) Odnošaj privatnog prava prema šumarstvu i lovstvu, j) Temeljna načela neposrednog oporezovanja, k) Obća načela lovstva, l) Obći pregled ratarstva". Nakon 8-satnog pismenog, drugi dan je dvosatni javni usmeni ispit za svakog kandidata, a potom nakon nekoliko dana slijedi konačni "u obližnjoj kojoj šumariji ili šumi". Kandidat se nakon ispita "može proglasiti "odlično" ili pako samo "jednostavno osposobljenim", a nesposobnim pronadjeni kandidat može ispit ponoviti u roku , što mu ga ispitno povjerenstvo (od tri člana) ustanovi". U Naredbi iz 1875. posebno smo uočili dio paragrafa u kojemu se kaže: "Ispitni povjerenik, koji je s kojim kandidatom u rodu ili u tastbinstvu, ne smije kod izpita istoga kandidata prisutan biti", a interesantno je napomenuti da se za prijavu ispita, uz diplomu i potvrdu o radnom stažu u struci, traže i stručne primjedbe i zabilješke koje je kandidat vodio tijekom radnoga staža. U ova dva teksta cilj nam je bio prikazati već tadašnju potrebu, propis, način polaganja i obujam materije za polaganje državnog ispita, a u trećemu (vežući ga usputno za današnje političko kadroviranje), nalazimo odgovor na pitanje naslovljeno u članku:"Usposobljuje li položeni drž. šumarski ispit za samostalno vodjenje službe i za najviše šumarske službe?" Ako ga sami sebi postavimo, odgovor bi bio "da", no ako stavimo ruku na srce i budemo iskreni "pa ćemo morati priznati, da je ipak velika razlika biti šumarskim upraviteljem ili ravnajućim visokim činovnikom. Tko vidi, što se dan na dan zbiva, naći će, da ima vrlo mnogo šumara, koji su pod nadzorom vrstnoga i svjesnoga nadčinovnika ne samo najbolji upravni činovnici, već kadkad upravo odlično postupaju u poslovanju; nu ako se oni odmaknu od svoje svere ili im se obzirom na dosadanje poslovanje predaje vrhovna uprava, pokazuju ovi inače toli vješti činovnici toliku nespretnost i počimaju obično tako naopako gospodariti, te se mora i proti volji pomisliti, da su potpuno nevješti. Ne ima svatko sposobnosti, da ono bude, što hoće, i uz najbolju volju može se dogoditi, da komu njegove vlastite naravne sposobnosti reknu: dovde i ne dalje. Ne treba tumačenja, da uslied ovakovih pogriešaka trpi ponajprije šuma". U daljnjem tekstu sugerira se umjerenost, spoznaja vlastitih sposobnosti i napredovanje pojedinca kroz praksu, korak po korak "do one časti, kojoj može po svojih sposobnostih najbolje zadovoljavati". Glede stanja nakon položenog državnog ispita i cijeloživotnog obrazovanja, kritički se osvrće na "izpitane šumare. Većina njih, osvjedočena, da je "svoju svrhu postigla", ne radi ništa, knjige bacila na stranu, na slavohlepnost je zaboravila, svi su postali prosti i dobroćudni građani, koji u miru sade svoj kupus, i samo nuzgredno obavljaju svoju službu kao šumari, što već davno i nisu. Drugi su opet nemirne glave, puni ideja, od kojih se pako ni jedna ne obistinjuje, jer kakove imadu hire, tako im se mijenjaju i osnove; . progutaju sve knjige, ali malo od toga čestita zapamte, .njihov je rad kadkad izvrstan, nu nikad trajan. i rietko kad komu koristi. Baš od ovih polaze naši, toli slabo "cienjeni veleumi!" Treći dio napokon, i to najmanji, jest cviet šumogojaca. Ugled njihova zvanja, koje su odabrali, im je prvo. Oni ne ostaju na stepenu časti, koju su postigli položivši državni ispit, već znajući, da sad tek počima pravi študij njihove struke, i da se u životu ništa ne uči, da se vremenom opet zaboravi, pomnožuju svoje znanje i izobrazuju se kao muževi, svjestni si svoje svrhe. No, i među tom elitom šumarske struke nisu svi jednaki, i oni imaju svaki svoj limit, pa "gdjekoji obnašaju časti, koje im ne pripadaju, niti bi ih postigli da se je gledalo njihovo znanje." Želeći dobro šumarskoj struci, "kad napokon neće biti kod naše struke prepoznanih veleuma, već gdje će svaki pripadnik šumarske struke sam si stvoriti službu, dokle već sižu njegove sposobnosti. To vrieme bit će zora sjajnoj budućnosti šumoznanstva!" Uredništvo ; In the last double issue of Forestry Journal, which was dedicated to the 250th anniversary of Croatian forestry, we reviewed the texts from the first years of its printing and drew a parallel with the present. In order to gain an insight into the historical sequence of the forestry profession and the interesting and contemporary nature of the texts, this double issue will focus on three texts from 1880 and 1881 dealing with the subject title. The first text refers to the "Instruction of the Ministry of Agriculture of February 13, 1875, B 129/A. M., R.-G.-Bl.No.9, dealing with the exam for technical service in the state forestry administration (according to this Instruction, state exams were taken by civil servants in the competent ministries in Budapest and Vienna, which qualified them for work in the public service). The second text refers to the "Letter of November 3, 1880, No. 24509, in which the High Royal Government invites the Administration of the Royal Forestry and Agriculture College in Križevci to form a special commission for the purpose of drawing up a basis for the reformation of the governmental instruction of January 10, 1850, relating to forestry state exams in general". The Basis of the new instruction for state exams for independent forestry administration in Croatia and Slavonia was drawn up by a commission consisting of F. Ž. Kesterčanek, Dragutin Hlava and Vladimir Kiseljak. Like the instruction of 1875, the new instruction was also primarily based on the already mentioned Instruction of January 16, 1850, as well as on the experience from neighbouring countries. The exam was held in May every year. A candidate had to have completed a study of forestry and received good grades in the main subjects, and had to have at least three years of working experience. The exam was in written and oral form, and the subjects included: a) Silviculture, B) Forest protection and forest service, c) Forest technology and use, d) Geodesy, e) Establishment of forest control, Management plans, ., f) Forest inventory . with particular reference to the calculation of forest value, forest-financial management ., g) Forest civil engineering (forest roads and vehicles, as well as forest structures ., h) State forest legislation (forest laws, instructions), and similar), i) Relationship between private rights on forestry and hunting, j) Basic principles of direct taxation, k) General principles of hunting management, and l) General review of farming". The 8-hour written part of the exam was followed by a two-hour public oral exam for each candidate. Several days later the final exam was taken in a "nearby forest office or a forest". After the exam, the candidate might receive the following grades: "excellent" or "just competent", while those found incompetent could retake the exam on a date set by a three- member examining board". The Instruction of 1875 contains a part of the paragraph stating the following: "An examiner who is a candidate´s blood relative or a relative-in-law must not be present at the exam of the said candidate". It is interesting to note that in order to take the exam, the candidates had to submit not only their diploma and a document confirming their work in the profession, but also professional comments and notes they kept in the course of work.These two texts show that the method of taking state exams and the amount of the matter examined were regulated very early. The third text (related to the present politically-based appointments) gives an answer to the question raised in the article:"Does passing the state forestry exam qualify a candidate for an independent running of the highest forestry service?" If we answer the question ourselves, the answer is "yes", but if we are honest, "we must admit that there is a great difference between being a forest manager and a managing high servant. Those who are aware of what is happening day by day will find that there are very many foresters who, supervised by a competent and conscientious superior servant, become not only the best managing servants but also the best workers; however, if removed from their sphere or if appointed to run the highest administration, those otherwise competent servants display such ineptitude and begin to manage in such an inappropriate manner that one cannot help but conclude that they are utterly incompetent. Not everybody is capable of being what he wants to be; try as hard as one might, one´s own natural abilities tell you: you can get no further than this. Needless to say, it is the forest that suffers most in the aftermath of such errors". The text goes on to recommend moderation, an awareness of one´s own abilities and individual advancement through practical work, step by step, "up to that honourable position which can be best fulfilled by one´s abilities". As for the status after passing the state exam and lifelong learning, the text critically reviews "foresters that have passed the state exam. The majority of them, satisfied with the fact that "they have achieved their purpose", do nothing, throw away the books, forget ambition and turn into simple and well-meaning citizens who plant their cabbage in peace and only carry out their service as foresters in passing. Others, on the other hand, are restless and full of ideas, of which none are realized; their whims are followed by their changing priorities; . they avidly read all the books but remember hardly anything, . their work is sometimes excellent but never of long lasting . and is rarely useful for anybody. This is where the majority of our, so badly "appreciated geniuses" originate. The third part, the smallest one, is the crown of forest managers. The reputation of the profession which they have chosen is their utmost priority. They do not bask in the glory of passing the state exam, but, knowing that this is where the true study begins and that the things learned at one time are usually forgotten later on, broaden their knowledge and educate themselves as men with a purpose firmly in mind". Yet, there are differences even among this elite of the forestry profession. Each of them has their own limit, so "some are in honourable positions that do not rightfully belong to them, nor would they achieve them if their knowledge was the foremost criterion." Our profession will advance and benefit "when we finally do away with the geniuses of the profession, and when every member of the forestry profession creates the service himself according to their abilities. This moment will mark the dawn of a splendid future of the forestry science!" Editorial Board
RIJEČ UREDNIŠTVAZa ovogodišnje lipanjske Dane hrvatskoga šumarstva održana je panel rasprava o trenutnoj situaciji u šumama Hrvatske. Naziv rasprave bio je "Hoće li nas šume nadživjeti?". Svrha skupa bila je informirati širu javnost o stanju šumskih ekosustava, ali i o promjenama koje se događaju u njima. Govori li sam naziv skupa dovoljno o ozbiljnosti situacije u kojoj se nalaze naše šume? Promijenjeni klimatski uvjeti koji vladaju na početku 21. stoljeća, donijeli su mnogo neprilika u šumama posljednjih pet godina. Tome treba pribrojiti i nikad veću trgovačku globalizaciju, što doprinosi bržem i lakšem širenju invazivnih vrsta bolesti i štetnika. Danas gotovo da nema ni jedne značajnije šumske vrste drveća koja nema svojih problema. Šume Gorskog kotara sastavljene od jele, bukve i smreke stradale su uslijed klimatskih ekstrema, a potom potkornjaka, nizinske šume hrasta lužnjaka napadnute su hrastovom mrežastom stjenicom, a šume poljskog jasena ubrzano propadaju uslijed više čimbenika, posebice Halare, dok dalmatinske borove šume ozbiljno ugrožava borov potkornjak. Tu su i šumski požari nakon kojih uslijed erozija nestaje i šumsko tlo, što umnogome onemogućuje sanaciju i vodi degradaciji šume. Tako ugroženim šumama smanjuju se financijska sredstva za njihov zaštitu i obnovu, što je sad i definitivno ozakonjeno Zakonom o šumama (NN 68/2018) koji je stupio na snagu 4. kolovoza 2018. O prijedlogu zakona pisali smo u Šumarskom listu 5-6/2018. Saborska rasprava nije donijela zaokret u odnosu na zakonski prijedlog koji je usvojila Vlada Republike Hrvatske. Zakon je ustvari na tragu programa Vlade RH za područje gospodarstva, poljoprivrede i ruralnog razvoja iz listopada 2016. godine. Šumarstvo se u tom programu spominje u potpoglavlju "Aktivno upravljanje šumama, veća proizvodnja i više radnih mjesta u domaćoj drvnoj industriji" s rečenicom: Izmjenom zakonske regulative Vlada će poboljšati i otkloniti poteškoće u načinu raspolaganja šumama i šumskim zemljištima, provoditi razminiranje šuma i šumskog zemljišta, sprječavati ilegalne sječe i trgovine i poticati razvoj domaće drvne industrije koja proizvodi drvni proizvod. Smatramo da takav program baš i nije poticajan za šume i šumska zemljišta. Razminiranje je svakako unaprjeđenje u upravljanju i gospodarenju šumama koje se provodi godinama, kao i najavljeno sprječavanje ilegalne sječe i trgovine, samo za to nema dovoljno pozitivnih pokazatelja, jer je takva djelatnost postala jako unosna na štetu šume i šumovlasnika / šumoposjednika. Početkom godine donesen je i Zakon o poljoprivrednom zemljištu (NN 20/2018, na snazi od 9. ožujka 2018.) koji je propisao, kao i Zakon o šumama, izdvajanje iz šumsko-gospodarske osnove zapuštenog poljoprivrednog zemljišta koje se može privesti poljoprivrednoj proizvodnji i mogućnost davanja takvog zemljišta sukladno Programu raspolaganja u zakup ili prodaju. Omogućeno je i za zemljišta izvan građevinskog područja koja se u katastru vode kao poljoprivredna zemljišta, a u pravilu su zapuštena, da se uključe u šumskogospodarsko područje, jer su troškovi njihovog privođenja poljoprivrednoj namjeni veći od tržišne vrijednosti ili ukupnog iznosa zakupnine toga zemljišta. Ove odredbe trebale bi napokon omogućiti svrsishodnu raspodjelu zemljišta na poljoprivredno i šumsko te njihovo stvarno korištenje. Novi Zakon o šumama uvažio je višegodišnje primjedbe obveznika plaćanja naknade za općekorisne funkcije šuma (OKFŠ), što je u javnosti i medijima često prvo bilo na udaru kao nepotreban i neshvaćen "parafiskalni" namet. Sad se 90 % dosadašnjih obveznika (oko 180 tisuća) izuzima iz plaćanja naknade, jer je prag za obvezu plaćanja godišnji prihod ili primitak veći od 3 milijuna kuna uz zadržanu visinu stope naknade od 0,0265 %. Uvaženo je i traženje jedinica lokalne samouprave o povećanju stopa šumskog doprinosa, pa su one povećane s 3,5 % na 5 % i za jedinice na potpomognutim područjima s 5 % na 10 % prodajne cijene proizvoda na panju. Zakon je uveo i definiciju šumoposjednika: javni šumoposjednik ovlašten za gospodarenje šumom i/ili šumskim zemljištem u vlasništvu Republike Hrvatske, javna ustanova čiji je osnivač Republika Hrvatska i njezine znanstveno-nastavne sastavnice, koje svoju znanstveno-nastavnu djelatnost i znanstvenoistraživački rad obavljaju iz područja šumarstva, pravna osoba čiji je osnivač i vlasnik jedinica lokalne samouprave, a kojoj se odlukom Vlade povjerava gospodarenje te privatni šumoposjednik s podjelom na male (do 20 ha šume i/ili šumskog zemljišta), srednje (od 20 do 300 ha) i velike (većim od 300 ha) šumoposjednike. Za šumskogospodarsko područje ustanovljuje se Registar pri Ministarstvu koji se vodi u elektroničkom obliku, a bit će dostupan pod određenim uvjetima. Registar će sadržavati i dio za izvješćivanje potreban za ispunjavanja međunarodnih i nacionalnih obveza iz sektora šumarstva. Zakon predviđa i izdvajanje namjenskih sredstva u poseban fond za razvoj drvne industrije, što je također jedna od predviđenih aktivnosti u programu Vlade iz 2016. godine.Novi Zakon o šumama pokušao je uvažiti razne promjene koje su se dogodile od donošenja prošloga zakona iz 2005. godine, a koje su nivelirane izmjenama i dopunama kroz proteklih 13 godina, njih ukupno osam. Pokušao se uskladiti i s drugim zakonima iz područja poljoprivrede, zaštite prirode i okoliša, te strategije EU za šume i sektor koji se temelji na šumama. Potrebno je još uskladiti i donijeti sve podzakonske akte vezane uz zakon.Pitamo se hoće li odredbe novog Zakona o šumama biti na tragu rješavanja nagomilanih problema u šumama Hrvatske?Uredništvo ; EDITORIALA panel addressing the current condition of Croatian forests was organized on the occasion of Days of Croatian Forestry that were held in June 2018. The title of the discussion was "Will forests outlive mankind?" The purpose of the panel was to inform broader public of the condition of forest ecosystems, as well as of the changes taking place in them. Does the title of the panel reflect the seriousness of the danger facing our forests? In the last five years, changed climate conditions occurring at the beginning of the 21st century have inflicted major problems to the forests. Add to this general market globalisation, which contributes to the faster and easier spread of invasive diseases and pests. There is not one important forest tree species today that does not have problems. Forests of Gorski Kotar, which are composed of fir, beech, and spruce, have succumbed to climatic extremes and to attacks of bark beetles. Lowland forests of pedunculate oak are infested with the oak lace bug, while forests of narrow-leaved ash are rapidly deteriorating under the cumulative action of several factors, particularly Halare. Dalmatian pine forests are severely threatened by the pine bark beetle. Forest fires also cause extensive damage. The subsequent erosions lead to the loss of forest soils, which greatly hinders recovery and contributes to the degradation of forests. The financial means needed to protect and regenerate such forests are being minimized and this has now definitely been incorporated in the new Forest Act (Official Gazette 68/2018), which came into effect on August 4th, 2018. A parliamentary discussion did not bring about any changes with regard to the proposed act, which was adopted by the Government of the Republic of Croatia. The Act in fact follows the Government programme for the field of economy, agriculture and rural development of October 2016. In the said programme forestry is addressed in the sub-chapter "Active management of forests, higher production and more work places in the domestic wood industry" with the following sentence: By changing legal regulations, the Government will remove obstacles and improve ways of managing forests and forest land. It will also undertake demining operations in forests and forest land, prevent illegal felling and trade and stimulate the development of domestic wood industry which produces wood products. In our opinion, such programme is not really stimulative for forests and forest land. Demining is certainly an improvement in the management of forests and it has been carried out for years, and so is the announced prevention of illegal felling and trade. However, there are not enough positive indicators for this, since these activities have become very profitable at the detriment of forests and forest owners. At the beginning of the year the Agricultural Land Act was passed (Official Gazette 20/2018, in effect since March 9th, 2018), which regulated, as did the Forest Act, the exclusion of abandoned agricultural land from the forest-management plan and its conversion to agricultural production, as well as the possibility of leasing or selling such land in accordance with the Disposition Programme. The Act also allows for the land outside construction areas, which is listed as agricultural land in the land register but is abandoned in reality, to be included in the forest-management area, since the cost of converting the land for agricultural purposes is higher than the market value or the total amount of rent for such land. These provisions should finally enable a rational division of land into agricultural and forest land, and consequently its proper usage. The new Forest Act has also adopted long-lasting objections made by those obliged to pay a non-market forest function fee. The public and the media often harshly criticized this fee as an unnecessary and incomprehensible "parafiscal" tax. Now, 90% of those obliged to pay the fee (about 180 thousand subjects) are exempt from paying the fee, since the threshold for the obligation has been set down at an annual income or profit higher than 3 million kuna, while the rate of the fee has been retained at 0.0265 %. Demands by local self-management units to raise the rate of forest contribution have also been adopted, and it has accordingly been raised from 3.5 % to 5 %, while for units in subsidized areas it has been raised from 5 % to 10 % of the selling price of the product before felling. The Act also defines a forest owner: a public forest owner authorized to manage a forest and/or forest land owned by the Republic of Croatia, a public institution whose founder is the Republic of Croatia and its scientific-teaching components which carry out their scientific-teaching activity and scientific-research work in the field of forestry, a legal person whose founder and owner is the local self-management unit and which is entrusted with management by a Government decision, and a private forest owner. Private forest owners are divided into small (up to 20 ha of forests and/or forest land), medium (from 20 to 300 ha) and large (more than 300 ha) forest owners. A Register of a forest-management area in the electronic form will be established by the Ministry, and it will be available under certain conditions. The Register will contain a reporting part needed to fulfil international and national obligations in the forestry sector. The Act also provides for the allocation of earmarked means into a special fund for the development of the wood industry, which is also one of the activities in the Government programme from 2016. The new Forest Act has attempted to incorporate different changes taking place since the previous Act of 2005 was passed. There have been a total of eight changes, which have been adjusted by revisions and amendments over the past 13 years. The Act is also coordinated with other laws from the field of agriculture, nature and environment protection, and the EU strategy for forests and forest-based sector. All by-laws related to the Act need to be coordinated and passed.We wonder whether the regulations of the new Forest Act will try to solve the growing problems in the forests of Croatia.
