This article concerns the effectiveness of price regulations (the application of the rate cap) in the shadow banking area. The author analyses the situation in Poland and the examples from the selected markets (where this type of regulations was implemented). Taking into account that the main role of the regulator is to ensure the highest possible level of consumer protection in the financial market, by eliminating the negative impact of asymmetries and usury - the effectiveness of proposed solutions stays crucial for all market players. Until 2015 lending activity and market practices related to microloans (payday loans) offered by Non-Banking Financial Institutions in Poland were not regulated. After Amber Gold's bankruptcy a lot of actions were taken to regulate the consumer finance market including a plan to limit the maximum cost of a consumer loan. All the proposed measures were similar to those implemented in other countries. Examples of regulations from other countries show that too restrictive regulations may have increased financial exclusion, but too liberal/imprecise ones might make them ineffective. Regardless the identified risks, the Polish government decided to apply hard/ restrictive market regulations.
This article examines the reasons for adopting a non‑institutional character of the Visegrad cooperation in the years 1991‑1992. Its focus concerns two causes of the initial reluctance to institutionalise the Visegrad Group: the high level of unpredictability in Central Europe after the collapse of Communism and the symbolic role the Group was expected to play outside the region. These issues are considered through the prism of two theories in International Relations: neorealism and neoliberal institutionalism. Both provide theoreti‑ cal grounds to support the research hypothesis which assumes that the infor‑ mal character of the Visegrad cooperation was a pragmatic choice of its found‑ ing members. However, neorealist and neoliberal explanations of how the political background and security issues could have influenced their decision vary. The article concludes that the neorealist approach holds more explana‑ tory power in this regard, suggesting that the choice of the Visegrad states was dictated by the preservation of their national interests and subjected to ex‑ ternal limitations, rather than motivated by a common intention to facilitate their regional cooperation. ; Arkadiusz Nyzio

The peculiar "apolarity" of this system is disturbing, it makes us feel threatened, raises questions and poses dilemmas with regard to the future, the directions in which changes are heading, and the mechanisms needed to "cope" with a reality radically different from the one we have functioned in for at least fifty years, with a better or worse balance of loss and profit. A high degree of uncertainty as to the directions of changes and the principles that will dominate thinking about security and stability, and international order, in this uncertain, undefined reality invites questions about the design of the global order, and the dilemmas that must be resolved for such an order to ensure robust "support" for the European order. There is no such design, nor is there a vision of the European order which would reflect the "relevant" expectations, dreams and arguments of other regions of the world, their inhabitants, and political elites. At present, a "European order" appears to be an oxymoron, something along the lines of "a disorderly European order", "a chaotic order" or, a little more optimistically, "a state before ordering the elements of the world," a vehicle of the solutions addressed to the interior of Europe and its "dubious" coherence rather than to the international system. The author presents a narrative based on the assumption that Europe does not have such a vision. What is more, the continent appears to be "suspended between a past it seeks to overcome and a future it has not yet defined" (Kissinger, 2016, s. 95). In order to move on, Europeans have to answer the timeless question of how much unity is required and how much cultural and civilizational variety is the international community (and the governments) able to accept (tolerate) in order for the agreement that will ensure peace for centuries to become more than ephemeral? A significant element of this narrative involves an attempt at arranging such concepts as "order," "orderliness" and "chaos," which are semantically vague, and therefore ambiguous. This is an important analytical measure, because clarifying the notions which are of key importance for these considerations concretizes the object of research, the content of investigated phenomena and their functions.

Since 2005, political life in Poland has been largely dominated by a dispute between two parties: Civic Platform (PO) and Law and Justice (PiS). This dispute is not just a rivalry between party leaders on political programs. It is rather a confrontation of the antagonistic views of the voters and supporters of both parties. The unsuccessful talks between the leadership groups of both parties, which did not lead to the formation of a coalition government in 2005 are often referred as a symbolic beginning of this conflict. The intensity of this dispute, prompts the observers of public and political life to formulatea thesis about two metaphoric Polands, two tribes that are alien to each other. Authors of the scientific and journalistic analyses of this phenomenon often point out the differences in demographic and social characteristics of the electorates of both parties. However, these differences are less important than dissimilarities in views and opinions of PO and PiS supporters on events, phenomena and persons relevant to party identities. The media also play a crucial role in supporting and reproducing different views of supporters of both parties. The purpose of this paper is to present a characteristics of the supporters of both parties and to analyze the evolution of their political likes and dislikes in the last several years. The conclusions are based on a analysis of the data collected in the years 2001–2019 by the Public Opinion Research Center (CBOS) and by other researchers. ; Od 2005 roku życie polityczne w Polsce w znaczącym stopniu zdominowane jest przez spór dwóch partii: Platformy Obywatelskiej (PO) oraz Prawa i Sprawiedliwości (PiS). Spór ten nie jest tylko rywalizacją liderów i członków partii na programy polityczne. To konfrontacja antagonistycznych światopoglądów wyborców oraz sympatyków obu partii. Jej symbolicznym początkiem są nieudane rozmowy między gremiami przywódczymi obu partii, które nie doprowadziły do powstania koalicyjnego rządu w 2005 roku. Intensywność sporu, toczonego w wielu środowiskach, skłania obserwatorów życia publicznego do formułowania tezy o dwóch metaforycznych Polskach, o dwóch obcych sobie plemionach. Autorzy naukowych i publicystycznych analiz tego fenomenu często wskazują na różnice w zakresie cech demograficznych i społecznych, jakimi charakteryzują się elektoraty obu partii. Odmienności te mają jednak drugorzędne znaczenie w stosunku do różnic w poglądach zwolenników PO i PiS na temat wydarzeń, problemów, zjawisk i osób istotnych dla partyjnych tożsamości. Istotną rolę w podtrzymywaniu i reprodukcji odmiennych światopoglądów sympatyków obu partii odgrywają media. Celem tekstu jest dokonanie charakterystyki cech oraz podzielanych poglądów sympatyków obu partii oraz analiza ewolucji ich sympatii i antypatii politycznych w ostatnich kilkunastu latach. Wnioski formułowane są na podstawie wtórnej analizy danych zebranych w latach 2001–2019 przez Centrum Badania Opinii Społecznej oraz przez innych badaczy.
The aim of this article is to analyse the international legal and political process of reconciliation between Serbia and Kosovo in terms of its impact on the scope of development directions and strategies of the European Union countries as well as Russia and the USA. Particular emphasis was placed on the treatment of these issues in the light of the activities of the Kosovo Specialist Chambers and Specialist Prosecutor's Office. The main theses assumed for the purposes of this article are as follows: firstly, that the policy of reconciliation between Serbia and Kosovo is multidimensional, including the necessity of the process of international criminal liability for the crimes committed by both states, while at the same time influencing the dilemmas of the development directions of individual European countries, but also of the European Union and the United States. In addition, the legal and political stabilization of the Balkan region, especially in the context of relations between Kosovo and Serbia, and the possibility of cooperation with these states as part of intergovernmental international organizations, is strategically extremely important for the EU, the USA, as well as for Russia. The Author critically analyses issues using polemics with the standpoint presented in the doctrine of the subject as well as interpreting selected instruments of international law and Kosovo's national law. The deliberations resulted in conclusions as to the determinants in terms of the directions of the legal and political development of the EU and Russia resulting from the complicated process of reconciliation and mutual settlement of sins by Serbia and Kosovo.

This general context requires us to approach these phenomena in terms of a range of aspects which can in turn affect the final assessment of conflict and consensus from the point of view of the quality of the political system. It turns out that the most important communication channels for this interaction are systematically and consistently closed by both sides involved in the conflict. The assumption that this political activity is inspired by marketing suggests that such a strategy has been planned in advance and is rationally implemented. ; The subject of this paper is an analysis of behavior on the Polish political stage. At the current stage of development of the discipline, the approach rooted in the theory of international relations is dominating. The author suggests inclusion of the tools used for the analysis of political communication into the body of research on new public diplomacy. Therefore, there is nothing more as an aggregate of paradigms and tools of two disciplines implemented at the moment.Public diplomacy was defined in the paper as a symmetrical form of international, political communication targeted at foreign public opinion in order to facilitate the achievement of the goals of state abroad. Celem tekstu jest wskazanie na nową dyplomacją publiczną jako na obszar badawczy, który wymaga podejścia interdyscyplinarnego. Na obecnym etapie rozwoju tej dyscypliny dominują podejścia badawcze i narzędzia zaczerpnięte z nauki o stosunkach międzynarodowych. Autorka postuluje włączenie podstawowych paradygmatów badań nad komunikacją polityczną do analizy nowej dyplomacji publicznej. Na razie jednak nie można wskazać takiego podejścia badawczego, które wychodziłoby poza prostą sumę metod stosowanych w nauce o stosunkach międzynarodowych i badaniach nad komunikacja polityczną. Na potrzeby artykułu dyplomacja publiczna została zdefiniowana jako symetryczna forma międzynarodowej komunikacji politycznej, której celem jest wspieranie osiągnięcia celów państwa za granicą poprzez wpływanie na opinię publiczną. Współcześnie dyplomację publiczna określa się jako "nową", aby odróżnić ją od dyplomacji publicznej Stanów Zjednoczonych, uprawianą przed 1999 r. oraz wskazać na dostosowanie tej formy komunikacji politycznej do procesów globalizacji, w tym do rosnącego znaczenia aktorów niepaństwowych w stosunkach międzynarodowych.
